02 Jul 25. UK F-35 plans clarified, but no timeline for 138 jets. Speaking at the Defence Committee on today, Healey set out new details on the evolving mix of F-35 variants in UK service and how the newly announced F-35A aircraft will fit into future plans. The session provided the first detailed public discussion of the F-35A decision since it was announced last week. The Defence Secretary said 12 F-35As will be substituted into the next tranche of 27 jets to be ordered, replacing 12 F-35Bs that would otherwise have been procured.
“I expect those F-35As to start being delivered before the end of the decade,” Healey told the committee, reiterating that this change reflects “a significant change in our nuclear posture” as the UK steps up its role in NATO’s nuclear burden-sharing.
Derek Twigg MP questioned whether the shift in variant mix would affect British industry, particularly Rolls-Royce, which produces the lift fan used only in the F-35B. Healey said the workshare implications of the A-model substitution were still being negotiated, but added that the A variant is expected to cost “around 20% less” than the B.
David Williams, Permanent Secretary at the Ministry of Defence, noted that “there is UK content in every F-35 whether we’re buying it or not,” but confirmed that a reduction in B-model purchases would impact the UK’s industrial returns: “The question then comes back to the fleet mix in potential further tranches of buying beyond the first three tranches,” he said.
Healey also added that decisions on the overall fleet mix, future Typhoon purchases and combat air investment would be made “in the context of the Defence Investment Plan over the next few months”.
General Dame Sharon Nesmith, Vice Chief of the Defence Staff, clarified that the new F-35As are being acquired primarily for the Operational Conversion Unit (OCU), simplifying training and reducing costs. “It is a more effective and more efficient way to run some of our training,” she said, and “we’re not anticipating it having any impact on the operational outputs.”
But MPs raised concerns about what message this sends about the future shape of the UK fleet. Calvin Bailey MP asked whether the 12 F-35As would be a standalone unit “that can only be committed to NATO”, given the lack of tanker or infrastructure support to deploy them independently.
Jesse Norman MP summed up the ambiguity: “They’re basically a training aircraft with benefits. That’s also the nuclear option. And you can commit them to NATO, but you couldn’t use them anywhere else.”
On the broader question of why the UK chose to join NATO’s dual-capable aircraft mission with F-35A rather than pursue an indigenous tactical nuclear capability, Healey said: “Conceptually and in theory? I guess we could. But this is an existing NATO nuclear mission. The best thing we can do is contribute to it.”
He added: “This was a decision that the Prime Minister and I took… It is warmly welcomed by the NATO Secretary General, by NATO allies, and by the US.”
The committee also pressed Healey on the Typhoon programme. The RAF will be receiving a replacement for its ageing Hawk fast jet trainers – with the new aircraft potentially being made in Britain. The Prime Minister confirmed the move to BFBS Forces News during a visit to RAF Valley, where the Hawk is used to train the next generation of fighter pilots.
While the Hawk has provided excellent service to the Royal Air Force, it is getting long in the tooth.

It entered service with the RAF in 1976 and, despite a number of upgrades over its operational life, a new aircraft is the preferred option for the future. The Strategic Defence Review, which was published on 2 June, specifically mentioned the RAF’s T1 and T2 Hawk trainers. It said they needed to be replaced with a new, cost-effective fast jet trainer. The SDR also recommended that the current training arrangements for jet pilots should be “urgently revised”, with more use of contractors and overseas training. Sir Keir Starmer was asked during his visit whether he had had a chance to speak to the team at RAF Valley – and when the SDR’s recommendations regarding the Hawk and fast jet training would come to fruition. Sir Keir, seen here watching a trainee fly a Hawk simulator, discussed the RAF’s fast jet training requirements with the team at RAF Valley He told BFBS Forces News: “Yes I have. We’ve had that conversation. A number of them raised it with me. But first, can I just pay tribute to everyone at RAF Valley here. Because they are doing incredible training here. And I’ve talked to some of those being trained that are at various points in their training. They are dedicating their careers to be fast jet pilots on the frontline and at a time of great volatility in the world. I pay tribute to them and their families and everybody who provides the training in relation to the equipment capability.”
In relation to the upgraded jets, he said: “I do think it’s right that we upgrade for them – and that’s what we’re doing.”
In addition to pilot training, the Hawk is the jet flown by the Red Arrows, the RAF’s aerobatic display team.
Defence Secretary John Healey also discussed the future of the jet when he appeared at the main Armed Forces Day event in Cleethorpes, where the Red Arrows performed.
He said: “It’s been around for a while. Its replacement is overdue, but as a Government, now we’re taking that challenge. And across the board, I want to see defence being an engine for growth, with new jobs in all parts of the British Isles. 02 Jul 25. Launch of new body to harness innovative tech for the UK’s Armed Forces. Innovative technology will reach the hands of military personnel faster, as the work of the new UK Defence Innovation (UKDI) organisation kicks off today with its formal establishment.

UKDI will be the focal point for innovation within the Ministry of Defence, backed by a ringfenced annual budget of at least £400 m – supporting the government’s Plan for Change by driving defence as an engine for UK growth and creating high-skilled jobs in the dual-use technology sector. It follows the government committing to the largest sustained increase in defence spending since the end of the Cold War – hitting 2.6% by 2027, with an ambition to reach 3% in the next Parliament. The new body will simplify and streamline the innovation system within MOD – as outlined in last month’s Strategic Defence Review (SDR). It will take a new approach by moving quickly and decisively, using different ways of contracting, to enable UK companies to scale up innovative prototypes rapidly, by setting out a clear pathway, working with the rest of government, from initial production to manufacturing at scale. UKDI will make the UK a defence innovation leader, funding and supporting firms of all sizes to take state-of-the-art technology from the drawing board to the production line, and into the hands of our Armed Forces. It will ensure cutting-edge innovations get into the hands of our Armed Forces faster, enhancing military capability while driving economic growth. This announcement comes alongside another significant development, with UK Strategic Command being renamed as the Cyber & Specialist Operations Command (CSOC) from 1 September 2025. This change reflects the Command’s evolved role and enhanced responsibilities following the SDR, particularly its leadership of the cyber domain, which the SDR demanded a greater focus on across defence and government as a whole. It also follows the MOD having to protect UK military networks against more than 90,000 ‘sub-threshold’ attacks in the last two years.

As part of UKDI’s launch, two key initiatives have been established:
- A new Rapid Innovation Team (RIT) enabling innovation at ‘wartime pace’ by utilising commercially available dual-use technology to address the most urgent operational problems.
- Regional Engagement Teams across the UK to identify and support dual-use innovation from SMEs and academic spin-outs, delivering targeted outreach and business development support.
The SDR highlighted the rapidly evolving threat landscape and the critical need for the UK to maintain its technological edge. UKDI will play a pivotal role in implementing the SDR’s recommendations by breaking down barriers between defence and commercial innovation, ensuring that game-changing technologies can be rapidly identified, developed, and deployed to the front line. The organisation has been formally established today and will develop over the next 12 months, with further design, transition and implementation work, while determining the optimal workforce structure needed to achieve its long-term ambitions. The UK Space Agency has launched a major new procurement process to tackle the growing threat of space debris. The UK Space Agency has launched a major new procurement process to tackle the growing threat of space debris, initiating a £75.6 m tender for the nation’s first mission to actively remove defunct satellites from orbit. This marks a pivotal step in the UK’s efforts to protect vital space infrastructure and ensure the long-term safety of the orbital environment. At the heart of the proposed Active Debris Removal (ADR) mission, a specially designed spacecraft, equipped with cutting-edge British robotic and autonomous navigation technology, will capture and safely de-orbit two non-functioning UK-licensed satellites from low Earth orbit. The spacecraft will guide the defunct satellites into Earth’s atmosphere, where they will burn up—eliminating potential threats to the satellite networks that power essential services such as GPS, weather forecasting, and emergency communications. There are an estimated 140 m pieces of space debris smaller than 1cm, and over 54,000 tracked objects larger than 10cm currently orbiting Earth. Even tiny fragments can cause catastrophic damage to satellites. This mission is a critical step in addressing the threat of space debris, ensuring the long-term sustainability of space operations and protecting the infrastructure that underpins modern life.
Minister for Space, Sir Chris Bryant, said: “This mission is a direct example of our Plan for Change in action, delivering innovation, sustainability and economic opportunity through bold investment in future technologies. By tackling the growing threat of space debris head-on, we are protecting the infrastructure that supports everything from national security to everyday connectivity whilst also creating high-skilled jobs and securing the UK’s leadership in the growing space economy. The SSRO has published new guidance that will help all stakeholders identify and apply the regulatory framework for single source defence contracts to qualifying sub-contracts. Following consultation with stakeholders, the SSRO has published new guidance on how the regulatory framework for single source defence contracts applies to qualifying sub-contracts (QSCs). QSCs account for around one in six of all qualifying contracts under the regulatory framework and have a combined value of more than £8.2 bn. The new guidance summarises the relevant parts of the regulatory framework and provides signposting to existing SSRO guidance, for example, on pricing and reporting.
The SSRO’s Chief Regulatory Officer, Jo Watts, said: “This new guidance follows a request from industry for a consolidated summary of the complex regulations related to QSCs. The guidance has been informed by the questions we are commonly asked about QSCs and takes account of the feedback received from stakeholders during our consultation. 01 Jul 25. US vendors tussle over Norway’s maritime-surveillance drone business. Competition is heating up for Norway’s envisioned Arctic-capable, long-range maritime drones, as two American manufacturers have entered the race. As part of the 2025-2036 Norwegian Defense Pledge, Oslo has committed to acquiring new unmanned aerial systems to be stationed at the Andøya Air Station, some 300 kilometers north of the Arctic Circle. Earlier this year, it was revealed that the Norwegian Ministry of Defense contacted U.S.-based manufacturers including Northrop Grumman and General Atomics with a request for information. A General Atomics spokesman told Defense News in March that the company had already responded to the solicitation pitching its MQ-9B SeaGuardian, while Northrop Grumman officials have said they are offering the MQ-4C Triton. Meanwhile, a Norwegian defense official said the drone project remains at a concept stage.
“At this stage, Forsvarsmateriell (NDMA) is working closely with the Norwegian Air Force to support a concept selection study – because we are still defining requirements and evaluating operational needs, no flight tests have been scheduled and no final decision point has been set,” Brigadier General Jarle Nergård, director of NDMA Air Systems Division said.
Still, competition for the prospective business has drawn out direct comparisons among the American vendors.
Jane Bishop, vice president and general manager of global surveillance at Northrop Grumman, published an article on the company’s website on June 25 criticizing the MQ-9B.
She described the competitor drone as a “medium-altitude long-endurance (MALE) system capable of only about half the service ceiling” of Triton.
“The lower service ceiling has also led to increased risk, as losses have been seen over the past year with multiple MALE aircraft being shot down,” the article states.
It also noted that if Norway were to select the General Atomics’ drone, it would need to buy approximately “four times as many units as more capable HALE [the category of the Triton] aircraft.” A spokesman for General Atomics said the company had no comment. The survivability of both American drones has been challenged by some experts in the past. The Department of Defense (DoD) announced today that it has streamlined its National Environmental Policy Act (NEPA) implementing procedures, joining a government-wide effort to modernize and expedite environmental reviews for both public infrastructure and military construction projects to support the Department’s mission. This action will help expand the defense industrial base faster and will further the policies in President Trump’s Executive Order, Unleashing American Energy. The new NEPA implementing procedures are now uniform across the Department of Defense, ensuring predictable, consistent, and timely environmental reviews. Changes include expanding categorical exclusions for Department-wide use, mandating deadlines for the completion of environmental reviews, simplifying the ability to adapt and update NEPA implementing procedures, and capturing knowledge from previous evaluations to expedite new project reviews. These changes will significantly reduce the time and cost associated with environmental reviews, enabling faster construction in the defense industrial base and military construction projects vital to national security.

30 Jun 25. Pentagon awards $5bn contract to speed up ship manufacturing. The Defense Logistics Agency Maritime Mechanicsburg awarded a $5 bn contract this month to six businesses with the goal of boosting ship manufacturing at speed. The Maritime Acquisition Advancement Contract is an indefinite-delivery/indefinite-quantity contract designed to accelerate procurement processes. The MAAC has five one-year options at $1 bn each and can potentially reach up to $10bn.
“There are significantly long lead times the Navy faces … this contracting vehicle streamlines and reduces our end of the administrative lead time,” Elizabeth Allen, DLA Maritime Mechanicsburg’s deputy director, said in a release.
The contract will see companies including SupplyCore, Atlantic Diving Supply, Culmen International, ASRC Federal, Fairwinds Technologies and S&K Aerospace manufacture parts for an array of U.S. Navy vessels, including Virginia-class nuclear-powered fast-attack submarines. SupplyCore is taking on the task of supplying the Navy with components spanning a wide array of different vessel types, including carriers, cruisers, destroyers, submarines, unmanned surface and underwater vehicles and other systems.
“We are honored to support the naval warfighter through the MAAC, a contract that underscores our dedication to sustaining the operational readiness of our military,” SupplyCore President and CEO Peter Provenzano said in a release.
The Navy continues to be under immense pressure to speed up the process of shipbuilding and modernize methods of repair and manufacturing. Recently, the Navy implemented Augmented Reality Maintenance Systems on five vessels to modify the process of troubleshooting systems at sea. The service is also turning to 3-D printing to manufacture components for vessels at a more rapid pace. 30 Jun 25. India buys drones, air defense weapons following aerial Pakistan fight. Following a bitter aerial battle between India and Pakistan from May 7-10, Delhi has approved an emergency procurement of new equipment for air defense and counterterrorism. The slaying of 26 civilians in Jammu and Kashmir on Apr. 22 had prompted India to attack Pakistan, whom it accused of harboring terrorists. Under Operation Sindoor, India initially struck nine alleged terrorist camps in Pakistani territory. Pakistan’s response, which included drone attacks and shoot-downs of an unknown number of Indian fighter jets, has now encouraged Delhi to accelerate the acquisition of relevant equipment. Accordingly, India’s Ministry of Defence signed 13 contracts totaling 19.82bn rupees, or US$231.6m. Chief among them are Integrated Drone Detection and Interdiction Systems (IDDIS), Low-Level Lightweight Radars (LLLR) and very-short-range air-defense launchers and missiles. The IDDIS counter-drone system was credited with downing Pakistani drones during May’s conflict. Bharat Electronics Limited produces both IDDIS and the LLLR, the latter being a portable, 3D, active electronically scanned array radar. The LLLR is designed to detect aerial threats such as drones with low radar cross-sections. Since the battle, India has captured drones flown across the Pakistan border carrying smuggled small arms. The increasing use of drones by non-state actors, as well as by Pakistan, requires tightly knit India counter-drone and air defenses. Referring to the 13 contracts, the government said, “Executed through fast-track procedures under the emergency procurement mandate, the procurement aims to enhance situational awareness, lethality, mobility and protection for troops deployed in counterterrorism environments.” Also on order are drones and loitering munitions. Known to be among them is ideaForge’s Hybrid Mini UAV that performs surveillance, and, according to Indian media, 450 Nagastra-1R loitering munitions from Solar Industries. Since January, the Indian Army has issued no fewer than five requests for information for different types of drones, as the military boosts inventories. Unmanned systems are particularly useful for conducting surveillance and reducing casualties, especially in rough terrain demarcating the India-Pakistan border. For Indian soldiers, the 13 contracts also include bullet-proof jackets, ballistic helmets, rifle night sights, and Tata 4×4 Quick-Reaction Fighting Vehicles. The Indian Army had received its first QRFVs in April 2022. The MoD noted that all this equipment comes from domestic sources.
“The emergency procurement route continues to be a key enabler in bridging urgent capability gaps and ensuring timely induction of vital operational equipment,” officials said in a statement.
At least 80 terrorist and insurgency attacks have been reported in India since January. The military has responded with 536 counterinsurgency and counterterrorism operations. Prime Minister Narendra Modi said: “Operation Sindoor is now the nation’s established policy in the fight against terrorism, marking a decisive shift in its strategic approach.” Part of that policy shift is India no longer differentiating between terrorist operatives and the governments that shelter them. The Secretariat of Defense Products (SEPROD) of the Brazilian Ministry of Defence (MoD) and the Directorate of Sustainable Economy and Industrialization of the Brazilian Agency for Industrial Development (ABDI) signed a technical co-operation agreement on 24 June designed to enhance defence exports. The agreement aligns with Mission 6 of the New Industry Brazil 2024–33 industrial policy, formally launched by the Ministry of Industry, Foreign Trade, and Services in January 2024, the ABDI said. According to the MoD, the partnership aims to expand the defence sector’s participation in Brazilian exports and increase the sector’s nationalisation rates in goods and services. The agreement has four axes for action. The first involves the ABDI modelling an offset mechanism in support of co-operative activities in the technological, commercial, and industrial fields. Under the second, the ABDI will develop a model of government-to-government exports of defence and security goods to support the increase of Brazilian defence exports. The third axis covers the mapping of the Brazilian defence industrial base by the ABDI, including qualitative and quantitative studies of selected segments. The fourth axis covers specialised technical advice on public procurement of innovation through the ABDI’s Hubtec virtual public procurement platform.
