10 Jun 25. Britain Wants to Launch Large Drones from Transit Vans. The UK Ministry of Defence is seeking industry input for a new rapid-launch drone system under “Project VOLLEY”, aiming to field multiple mobile launchers capable of deploying five drones in under four minutes – with each drone launched at one-minute intervals. Described in a newly published Prior Information Notice, the MOD states the requirement is for the “rapid launching of multiple fixed-wing Uncrewed Air Vehicles (UAV), from a single launcher, including set-up, firing and recovery time.” The launcher must be able to “launch at least 5 reference UAVs within 4 minutes of the first UAV launch and recover within a maximum of 10 minutes from that first UAV launch, from a static and level position.” Notably, the MOD specifies that the UAVs will be unpowered during launch, and “will not make use of any rocket assisted take off (RATO) boosters or any other launch mechanism other than the Pj VOLLEY launcher.”

Key technical requirements include:

  • Launching UAVs up to 125 kg in weight at speeds of at least 60m/s (200 km/h)
  • Minimal setup and manual operation by ideally one person and no more than three
  • Operation in temperatures ranging from -20 to +55°C
  • Functionality in day/night, gloved, and NVG conditions
  • Deployment from vehicles such as a “large body Sprinter truck” or “regular Transit van”
  • The full system must not exceed 275kg

The MOD emphasises that the system must be “robust, simple to assemble and capable of launching numerous UAVs without replacement of high wear / perishable parts,” and able to “withstand jet efflux, fuel spills, handling damage,” and operate with a “minimal signature (acoustic, heat, visual)… hiding in plain sight.” Moreover, “System launch angle must be easily adjustable to account for various UAV launch/take-off characteristics; assume minimum inclination of 8 degrees and up to a maximum of 30 degrees.” The Ministry is also clear about what it does not want. It excludes “autonomous launchers,” launchers “not operated by a human crew,” and any solution “that will not be ready for UK field demonstration / testing in October 25.” RATO-based solutions are also explicitly ruled out. While a complete system is welcomed, the MOD says it is open to partial solutions. “If your product answers part of this VOLLEY challenge problem statement, we encourage you to participate,” the notice adds.

The timeline for industry engagement is as follows:

  • Industry Day: 18 June 2025
  • “Dragon’s Den” competition: 1 August 2025
  • Field demonstrations: October 2025
  • First deliveries: No later than January 2026

Importantly, the notice signals that “a large number (>20) of launchers are anticipated to be needed approximately 6 months from Industry Day / launch of competition.” Each production launcher must be priced under £300,000 and “be produceable at scale.” The MOD adds that “a small number of proposals (2–5), subject to contract, will be provided funding to demonstrate the entire VOLLEY capability in Oct 25.” International partners from NATO, Ukraine, and Five Eyes countries are also invited to participate. Rolls-Royce SMR has been selected as the preferred bidder to partner with Great British Energy – Nuclear to develop small modular reactors, subject to final government approvals and contract signature – marking a new golden age of nuclear in the UK.  Today (Tuesday 10 June) Great British Energy – Nuclear is taking on a new name from Great British Nuclear, reflecting its joint mission with Great British Energy to rollout clean homegrown power as two publicly-owned energy companies. As part of the government’s modern Industrial Strategy to revive Britain’s industrial heartlands, the government is pledging over £2.5 bn for the overall small modular reactor programme in this Spending Review period – with this project potentially supporting up to 3,000 new skilled jobs and powering the equivalent of around 3 m homes with clean, secure homegrown energy. The biggest nuclear rollout for a generation will support the clean power mission – boosting energy security and protecting families’ finances. Great British Energy – Nuclear is aiming to sign contracts with Rolls-Royce SMR later this year and will form a development company. Great British Energy – Nuclear will also aim to allocate a site later this year and connect projects to the grid in the mid-2030s. Once small modular reactors and Sizewell C come online in the 2030s, combined with the new station at Hinkley Point C, this will deliver more nuclear to the grid than over the previous half century.

“SMRs” are smaller and quicker to build than traditional nuclear plants, with costs likely to come down as units are rolled out. The outcome of this competition is the first step towards reducing costs and unlocking private finance, enabling the UK to realise its long-term ambition of delivering one of Europe’s first small modular reactor fleets. It comes after the government announced plans to shake up the planning rules to make it easier to build nuclear, including small modular reactors across the country.

Energy Secretary Ed Miliband said: “We are ending the no-nuclear status quo as part of our Plan for Change and are entering a golden age of nuclear with the biggest building programme in a generation. Great British Energy – Nuclear has run a rigorous competition and will now work with the preferred bidder Rolls-Royce SMR to build the country’s first ever small modular reactors – creating thousands of jobs and growing our regional economies while strengthening our energy security.” Chancellor of the Exchequer, Rachel Reeves, said: “The UK is back where it belongs, taking the lead in the technologies of tomorrow with Rolls-Royce SMR as the preferred partner for this journey. We’re backing Britain with Great British Energy – Nuclear’s ambition to ensure 70% of supply chain products are British built, delivering our Plan for Change through more jobs and putting more money in people’s pockets.”

The global SMR market is, according to the International Energy Agency, projected to reach up to nearly £500 bn by 2050, and today’s announcement puts Britain at a competitive advantage as a frontrunner in the global race to build new nuclear technology.  The selection follows a rigorous and transparent procurement process over two years, with the competition having launched in July 2023. 10 Jun 25. UK to spend more than $8bn on submarine-building capacity. Britain will invest over six bn pounds ($8.13 bn) in its submarine building capacity, supporting firms like defence group BAE Systems and engineering multinational Rolls-Royce, finance minister Rachel Reeves is set to announce on Tuesday. Responding to U.S. President Donald Trump’s insistence that Europe take more responsibility for its own security, Prime Minister Keir Starmer has pledged the largest sustained increase in British defence spending since the end of the Cold War. 11 Jun 25. Next-gen GCAP warplane faces time pressure amid American F-47 plans. The under-development GCAP fighter and the newly launched American F-47 can be cogs in an integrated allied system of fighters and not competitors, a European official has said.

“The F-47 will be principally a U.S. fighter and not a competitor to the GCAP,” said Italian Air Force Gen. Giandomenico Taricco, who is working on the Anglo-Japanese-Italian GCAP program.

“What we want is for the GCAP to be interoperable with the F-47, to make them two elements in an integrated system,” said Taricco, who is commercial and corporate director at GIGO, the intergovernmental agency running the sixth-generation GCAP program.

The U.S. signaled its arrival in the sixth-generation market in March when President Donald Trump said Boeing would develop the F-47 which could be fielded by the end of the decade. That would give it a head start on the GCAP plane, which is not expected to be delivered until 2035. Trump reportedly discussed the F-47 with Japanese Prime Minister Shigeru Ishiba last month.

“(Trump) said the United States has such great fighter jets and asked Ishiba if he would like to take a look at them,” wrote Japanese newspaper Asahi Shimbun, quoting unnamed sources.

Japan joined GCAP to be able to co-own the technology on board the plane, something it would be less able to do with an equivalent U.S. jet. But there are growing reports Japan is unhappy with the time needed to develop the GCAP as neighbor China threatens its airspace with advanced fighters such as the planned sixth generation J-50. Last month Reuters reported Japan was dubious GCAP would achieve its planned 2035 in-service date and was considering ordering more F-35s as a gap filler. Taricco told Defense News that Italy and the U.K. shared Japan’s sense of urgency about keeping GCAP on schedule and even shortening the schedule.

“The Japanese are extremely motivated to accelerate the program and rightly so, as are we,” he said.

“We all share the urgency and everyone is putting pressure on,” he added.

Taricco, who has formerly worked on Italian Air Force acquisitions including U.S. Gulfstream sensor jets, is one of two directors at the U.K.-based GCAP International Government Organisation (GIGO) which teams the three government customers on the program. He is joined by program and technical director Phil Brooker, a British former air vice-marshal. They both report to Japanese chief executive Oka Masami, who was appointed for three years when the agency was stood up last year. At the same time, an industrial joint venture was announced, teaming BAE Systems, Italy’s Leonardo and Japan’s JAIEC which is jointly funded by Japan’s Mitsubishi Heavy Industries (MHI) and the Society of Japanese Aerospace Companies. Taricco said the joint venture would open for business “within weeks” and be based in the same building as GIGO at Green Park in Reading, close to London.

“The combined staff of the joint venture and GIGO there will be around 1,000 within 12-15 months,” he said.

Taricco said a first international contract will be signed by GIGO with the joint venture by the end of 2025 while GIGO will then likely sign a design and development contract with the joint venture “by the end of 2026 or the start of 2027.” Planners envisage the fighter operating alongside drones, although work on unmanned platforms remains a national prerogative and no schedule has been set for including unmanned platforms in the work undertaken by the joint venture, Taricco said. He said that export was a “fundamental part of the cooperation program,” adding that talks to bring in new partners such as Saudi Arabia are being handled at national government level. “At the moment, GIGO does not have direct contacts with possible partners,” said Taricco. 06 Jun 25. Türkiye details progress on national aircraft carrier and TF-2000 air-defence destroyer. Captain Hakan Uçar, director of the Turkish Navy’s Design Project Office (DPO), revealed new details of the country’s first indigenous aircraft carrier and the TF-2000-class air-defence destroyer at the 12th Naval Systems Seminar in Istanbul in late May. Design activities for Türkiye’s national aircraft carrier (Milli Uçak Gemisi: Mugem) officially commenced in October 2023 under directives from the president of the Turkish Defence Industry Agency (Savunma Sanayii Başkanlığı: SSB). Mugem will displace approximately 60,000 tonnes and measure 285 m in overall length. It will feature a flight deck optimised for short take-off but arrested recovery (STOBAR) operations, accommodating a minimum of 50 air vehicles. Priority has been given to domestically developed air assets. Accordingly, the Baykar-produced Kızılelma and TB3 unmanned combat air vehicles (UCAVs), along with Turkish Aerospace’s (TUSAŞ’) Hürjet and Anka-3 platforms, will be deployed on the carrier. “Our emphasis was clear: national platforms first,” Capt Uçar said. Unlike conventional design practices where the hull comes first, the DPO began by defining the geometry of the flight deck, treating the vessel fundamentally as a floating airbase. “The number and length of runways, as well as the positioning of the island superstructure, directly influenced the ship’s design,” he said. Following extensive collaboration with Baykar and TUSAŞ, the carrier will incorporate three ski-jump take-off paths and one angled recovery deck. Simulations confirmed that all selected aircraft types could safely operate from these runways. In light of political and technical risks, the catapult system was ruled out. 07 Jun 25. Poland postpones acquisition of 32 Black Hawk helicopters. Poland has postponed the purchase of 32 more U.S. Lockheed Martin S-70i Black Hawk helicopters for its army, the Polish Ministry of Defence said on Friday, referring to a shift in priorities. Poland launched negotiations for the acquisition of the helicopters produced by Lockheed Martin’s Polish arm PZL Mielec. “We have decided to change the priorities of the helicopter programs… to better adapt to the challenges of future warfare,” armed forces chief of staff General Wieslaw Kukula told a press conference. 11 Jun 25. Pentagon slashes in half its request for Air Force F-35s, Bloomberg News reports. The Pentagon is scaling back by half its request to Congress for the U.S. Air Force’s Lockheed Martin (LMT.N) F-35 jets, Bloomberg News reported on Tuesday. A U.S. Defense Department procurement request document sent to Capitol Hill this week asked for 24 of the planes, down from 48 that were forecast last year, the report said. Reuters could not immediately verify the report. Lockheed Martin and the Department of Defense did not respond to requests for comment outside regular business hours. The Air Force now plans to seek $3.5 bn for the F-35 aircraft, and another $531 m for advance procurement of materials for it, the report said. The Pentagon has also requested 12 of the Navy’s carrier version of the F-35, lower than the 17 Congress approved for this fiscal year, while the Marines would also see a reduction of two from this year’s funding, the report added. In May, Lockheed Martin’s finance chief said the firm expects to be awarded a finalized contract on its F-35 jets, which have been beset by delays related to a technology upgrade. The defense contractor delivered a total of 110 F-35 fighter jets to the United States and its allies in 2024. Lockheed’s F-35 program accounts for around 30% of the company’s revenue. 07 Jun 25. U.S. Navy commences operational testing phase for F/A-XX sixth-generation fighter program. The United States Navy has announced that its future sixth-generation fighter programme, F/A-XX, has entered the phase of operational testing and evaluation. This transition occurred between December 2024 and April 2025. Currently, two aircraft proposed by American industry are undergoing testing as part of the F/A-XX competition. In early March 2025, it was confirmed that Lockheed Martin is no longer participating in the programme. According to Breaking Defense, Lockheed Martin submitted a proposal, but it did not meet the Navy’s requirements. With Lockheed Martin out, the remaining contenders for the F/A-XX programme are Northrop Grumman and Boeing. The F/A-XX is being developed to replace the F/A-18E/F Super Hornet and EA-18G Growler, and it will operate alongside the F-35C Lightning II. This programme is separate from the US Air Force’s NGAD (Next Generation Air Dominance) initiative. The difference between the two projects reflects the distinct operational needs of each service. The Navy seeks a cost-effective, flexible, multirole aircraft, while the Air Force prioritises air superiority. The Navy requires the F/A-XX to be faster, have greater range, carry a heavier weapons payload than the F/A-18 Super Hornet, and be capable of controlling up to four UAVs. 12 Jun 25. Aligning with America First: Calls for calm as US confirms review of AUKUS trilateral pact. Photo: CPOIS Yuri Ramsey Former prime minister Scott Morrison has assured the Australian public that the US is “well within its remit” to review the conditions of the AUKUS trilateral agreement. The comments were made in response to recent confirmation that the US administration is reviewing the AUKUS trilateral agreement between Australia, the US and the United Kingdom.

“The department is reviewing AUKUS as part of ensuring that this initiative of the previous administration is aligned with the President’s America First agenda,” according to US defence official comments reported by 9News.

Under the 2021 AUKUS submarine deal, Australia and Britain are expected to produce SSN-AUKUS attack submarines for service in the early 2040s. In addition, the US would sell up to five Virginia Class submarines to Australia from 2032.

“The current US Department of Defense review of AUKUS is well within its remit and not unlike the strategic assessment recently conducted by the new UK government following the election of Prime Minister Starmer. This is a departmental review, not a policy decision, and should not be over-interpreted,” said Morrison, the 30th prime minister of Australia.

“The focus of the review is not new and rightly centres on US submarine production rates. This is a known and genuine challenge for the US industrial base. This goes directly to the maintenance and expansion of the US submarine fleet, and it’s an area where Australia is already uniquely contributing under AUKUS Pillar I. Importantly, this is also a challenge the Trump administration is committed to addressing.

“AUKUS is fundamentally about strengthening collective deterrence, particularly in the Indo-Pacific against potential adversaries. Pillar I is about more submarines, not fewer, across all three partners. Pillar II, and the development of the trilaterally-produced AUKUS Class submarine with the UK, continues to move forward with strategic purpose.

“The case for AUKUS was first built on convincing the US and UK defence institutions during the period of the first Trump administration and the Johnson government about the technical merit, sovereign capability and shared security interests. It has enjoyed bipartisan and institutional support in both Washington and London from the outset. That foundation matters and was important to secure.

“As the Pentagon leads this review, the depth of US–Australia engagement, the professionalism of our collaboration and the consistent backing from Secretary Hegseth, as reaffirmed in his discussions with Minister Marles, remain reasons for continued confidence.

“Now is the time for Australia to make the case again. We have a good case to make in both our own interests and those of our AUKUS partners, especially in the US.”

The call for calm was echoed by retired naval officer and expert associate at the National Security College – Australian National University, Jennifer Parker.

“What do we know of the AUKUS review right now; not much … While many in Australia will take this immediately to mean the deal is in doubt, that would be an extremely alarmist interpretation. There is a lot in this deal for the US; that would be a significant strategic error for them to undermine it,” Parker said.

“Key benefits to the US include shorter transit time to primary theatre from Western Australia for a submarine, reduction of submarine maintenance backlog through maintenance facilities in Australia, ability to conduct submarine maintenance closer to the fight, support to a key ally to develop their own SSN program independent of the submarine industrial base in the 2040s, a greater force of SSN under allies in the 2040s, injection of US$3 bn into the US submarine industrial base, key communication to China and the region that the US is serious about competing, shoring up UK nuclear deterrent which makes NATO less dependent on US.

“A US review does not (mean) AUKUS has been canned or fundamentally changed. Reviews are prudent, there is a lot of support for AUKUS in the current US administration because it’s a good deal for them.” (Source: Defence Connect)

11 Jun 25. China offers ex-PLAN Type 039 boats for Indonesia’s interim submarine requirement. China has offered to supply the Indonesian Navy with ex-People’s Liberation Army Navy (PLAN) Yuan (Type 039A)-class submarines. The offer was made by officials from China’s Poly Technologies Inc during a visit to the Indonesian Navy at Wisma Elang Laut in Central Jakarta on 26 May, ahead of the Indo Defence 2025 exhibition held in Jakarta from 11 to 14 June. Poly Technologies is a Chinese state-owned company that is authorised to carry out the import and export of defence systems within China. Sources close to the matter told Janes at the Indo Defence 2025 exhibition that under the offer proposed by Poly Technologies, China will supply three Yuan-class submarines to fulfil long-standing requirements under Indonesia’s Interim Readiness Submarine Class (IRSC) programme. It seeks to temporarily fill gaps in the Indonesian Navy’s underwater warfare capabilities with second-hand boats while the service awaits the delivery of new vessels and calls for a submarine class that displaces between 1,800 and 2,800 tonnes. Indonesia signed a contract for two lithium-ion battery-equipped Scorpene Evolved diesel-electric submarines (SSKs) with French shipbuilder Naval Group in 2024. However, the contract has yet to be activated. Even if the contract is activated this year, the first vessel would only arrive in 2030. In pursuit of the IRSC programme, Indonesia’s Ministry of Finance had approved plans for the country to obtain up to USD600 m in foreign loans to procure at least one second-hand boat. 10 Jun 25. Canada vows to meet NATO defense budget target early, US welcomes news.

Canada, under pressure to spend more on its military, vowed on Monday to boost funding for the armed forces and hit NATO’s 2% military spending target this fiscal year, five years earlier than promised.

Prime Minister Mark Carney also said Canada was likely in future to devote a greater percentage of GDP on defense, given the need to replace outdated equipment and reduce its heavy reliance on Washington.

IEE has developed an extensive product portfolio that today includes enhanced flat panel displays, smart displays and handheld devices.

From rapid prototyping of custom designs to full-scale production runs, IEE, produces displays with advanced features like low-latency video processing, high-bright and NVIS backlighting, and lightweight rugged enclosures. Their SWaP-C products employ the latest lightweight composite materials; low power, high performance integrated ARM processors; standard Ethernet and USB communication, in a low cost, highly producible design.

In-house California facilities include optical bonding, clean rooms for display assembly, a dark room for optical measurements and environmental chambers for pre-compliance and customer acceptance testing. On-site manufacturing includes PCB assembly and flow soldering. IEE has manufactured handheld, in-vehicle, airborne and naval LCD displays for all military branches as well as leading aerospace firms both domestically and internationally.
