13 May 25. DASA innovation funding delivers nearly £1bn boost to UK economy. The Defence and Security Accelerator’s impact on innovation showcased in new research. A new report published today reveals that companies funded by the Defence and Security Accelerator (DASA) have generated nearly £1bn in economic value and created over 1,800 jobs across the UK. The independent research, conducted by Beauhurst, demonstrates how DASA’s support for innovative small and medium-sized enterprises (SMEs) is delivering significant benefits for both national security and economic growth.
The report was announced by the Rt Hon John Healey, Secretary of State for Defence during an address at the London Stock Exchange.
Key findings from the report include:
- DASA-funded innovators have generated £972m in Gross Value Added (GVA) between 2019 and 2023
- Companies that received DASA funding secured an additional £592 m in equity investment
- 1,842 new jobs created by DASA-funded businesses

20 Feb 25. British Army to get new infantry machine gun and sniper rifle. The UK Ministry of Defence (MoD) has asked industry to provide solutions for new 5.56mm “assault machine gun” and a replacement for the legacy L115 and L118 sniper rifle through its respective Project’s Shamer and Troubler. Each of the Project Shamer and Troubler pre-qualification questionnaire (PQQ), published in mid-February 2025, has a maximum contract value of £4m ($5.5m), with industry responses due by 24 March 2025. The proposed contract start dates for each programme is stated to begin on 1 June 2026 and conclude on 2 June 2033. The 5.56mm assault machine gun requirement, intended for use by the “dismounted user” is the replacement effort of the L110 A2 Light Machine Gun (LMG), known as the Minimi in UK service, which was axed in 2018. In the place of the Minimi, infantry sections were tasked to use the L129A1 Sharpshooter and the L7A2 GPMG 7.62mm heavy machine gun. However, it now appears the UK MoD is seeking an alternative infantry machine gun, chambered in 5.56mm, and more easily carried by dismounted troops. Meanwhile, the current variant of the L115 sniper rifle, the A3 version, was first deployed to Afghanistan in 2008 as part of the Sniper System Improvement Programme (SSIP). Designed to achieve a first-round hit at 600 metres and harassing fire out to 1,100 metres, Accuracy International’s L96 sniper rifle was teamed with with a new x3-x12 x 50 sight and spotting scope. Manufactured by Accuracy International, the L115A3 long range rifle fires an 8.59mm bullet which is heavier than the 7.62mm round of the L96 system. Other elements of the SSIP included night sights, spotting scopes, laser range finders and tripods.
Grayburn, Upham, Hunter, Shamer, and Troubler – increasing lethality
These programmes are running concurrent with a wider effort replace the SA80 battle rifle in British Army service under Project Grayburn. Project Grayburn is thought likely to go on contract in the Q4 2026 – Q1 2027 timeframe, for around 150,000 weapons, deliverable in batches. Similarly, it is anticipated that the British Army will receive a new optical sensor for its current SA80 and future Armalite-style battle rifle under the little-known Project Upham. Solutions will include a need for infrared capability, a significant improvement over the current basic zoom optics. In November 2024 the British Army was announced to be receiving new thermal scopes for SA80A3 and Hunter battle rifles via the TALON thermal imaging sights, with the deal for around 10,000 units. Other industrial players are known to be looking at optics solutions for the British Army, such as Thales with its EXTRAIM system. Projects Shamer and Troubler also follow on from the 2023 award under Project Hunter of the L403A1 KS-1 as the Alternative Individual Weapon (AIW) for the UK military’s Special Operations Brigade. The programme was thought likely to influence the replacement of the SA80 rifles under Project Grayburn. The selection of the KS-1 battle rifle for the Royal Marines is thought likely to influence the decision for the wider replacement of the legacy SA80 bullpup rifle used by the UK Armed Forces. The UK military has long sought to introduce new personal weapons for use in special operations units as well as regular forces. In mid-2021, a contract notice was issued detailing the planned procurement and support of an Armalite-style rifle platform AIW system. First entering service in the 1980s, the SA80 bullpup assault rifle has gone through a series of upgrades and iterations, with the SA80A2 being created in 2002 following a mid-life upgrade, followed by the SA80A3 in the mid-to-late-2010s. The latest variant, known as the L85A3, has been gradually rolled out across the British Army. Manufactured by Heckler and Koch, the SA80 fires the Nato standard 5.56×44 ammunition. 28 Apr 25. Army advances Project Grayburn to replace SA80A3 Rifles. The British Army is moving forward with plans to replace its current standard-issue rifle, the L85A3 – more commonly known as the SA80A3 – under the developing Project Grayburn, the Ministry of Defence has confirmed. Responding to a series of Parliamentary Written Questions from Ben Obese-Jecty MP (Conservative – Huntingdon) on 28 April, Minister of State for Defence Maria Eagle outlined the progress being made toward a new service rifle.
“The British Army’s projected Out of Service Date for the L85A3 (SA80A3) variant of the L85 rifle family is currently 2030,” she said. “The replacement for the L85 rifle will be procured under Project GRAYBURN, which is currently in the concept phase with the aim of identifying and understanding the capability requirements.”
As part of the concept work, “various rifle calibres are being considered,” with a range of factors under review, including performance, interoperability with allies, and technological complexity. The Minister added that the Army is taking “measures to mitigate any risk of potential capability vulnerabilities” during the transition process.
Ms Eagle also confirmed that Project Grayburn had recently made progress through “discussions with manufacturers and industry experts to analyse the influence of the Land Industrial Strategy and UK manufacturing on the project.” This suggests a strong interest in supporting domestic industrial capacity as part of the future programme.
However, a full cost estimate for the programme has not yet been established. “Due to the current phase of the project, we are unable to provide a formal cost estimation yet,” Ms Eagle explained. “This will be established once the scope, timeline and complexity of the project is confirmed but may be subject to commercial sensitivities.”
The L85A3, the latest upgrade of the SA80 series, has served as the British military’s standard-issue rifle for over three decades. Introduced in the 1980s, the rifle has undergone several modifications to address initial reliability and performance issues, with the A3 version featuring significant improvements in weight, durability, and compatibility with modern optics. 12 May 25. Briefing on UK warship and surface fleet numbers. The House of Commons Library has published a comprehensive research briefing titled “UK Defence in 2025: Warships and the Surface Fleet“, providing a detailed overview of the Royal Navy and Royal Fleet Auxiliary (RFA) vessels, as well as future plans for the UK’s surface fleet, according to the latest publication from the Library. The briefing is part of a series examining UK armed forces capabilities, focusing on the composition and role of the Royal Navy and RFA’s surface fleet, including frigates, destroyers, and support ships. It highlights the current number of vessels, procurement histories where relevant, and planned acquisitions, offering valuable insights ahead of the upcoming Strategic Defence Review (SDR). The report emphasises that while an inventory of ships does not entirely reflect the UK’s military capabilities, the type and number of vessels do indicate the government’s strategic ambitions and the kinds of operations the armed forces can support. It also acknowledges ongoing concerns among MPs regarding potential capability gaps and reductions in the fleet size. The document outlines the current number of Royal Navy and RFA ships, noting changes since the last official count. It also covers the development of new vessel classes, including the Type 26 and Type 31 frigates, which are set to replace the ageing Type 23 fleet, and the future Type 83 destroyers. 08 May 25. Cuashub.com said today that NATO is looking for an answer to the fiber-optic drone problem. NATO has issued an innovation challenge aimed at countering fiber-optic tethered FPV drones. NATO calls tethered drones “one of today’s most urgent battlefield threats.” Released on April 28, the call seeks cutting-edge solutions to neutralize these drones, which are notoriously resistant to traditional electronic warfare techniques. The challenge is being run by NATO’s Allied Command Transformation (ACT) Innovation Hub and the Joint Analysis, Training and Education Centre (JATEC). It marks the sixteenth such call since the program’s launch in 2017, with this iteration focused specifically on the growing threat of tethered drones used in frontline conflicts, primarily in Ukraine. Companies have until May 30 to submit their proposals. Finalists will be announced on June 5 and invited to pitch their solutions in person in Tallinn, Estonia. Ideal technologies will address multiple aspects of the threat, including detection and threat prioritization, guidance and tracking and both kinetic and non-kinetic neutralization. NATO has emphasized that proposed systems must detect small drones at ranges of up to 500 meters, perform in low visibility and nighttime conditions and remain lightweight and modular, ideally under 100kg. Open architecture, compliance with NATO standards and rapid deployability (within six to twelve months) are also key requirements. Target unit costs fall between €50,000 and €100,000, suggesting a focus on affordability and scalability. According to the NATO notice, the selected technology must also demonstrate “strong potential for mass production in Ukraine.” Suggested components may include low-cost micro-radars, thermal or optical recognition systems and automated defeat technologies such as smart turrets, shotgun arrays, net launchers or aerosol-based interceptors. In April, Major General Adrian Ciolponea of NATO’s ACT called for an overhaul of NATO’s counter-drone doctrine and proposed a new vision for layered counter-UAS defense strategies. 14 May 25. Competitors for Spain’s future 6×6 armored vehicle face off in Madrid. Defense manufacturers eyeing a possible Spanish order for a new 6-wheeled armored vehicle flocked to Madrid this week for the biannual Feindef defense show, presenting new designs or agreeing to work together on armor for the country’s land forces. Spain’s Technology & Security Developments and Grupo Oesía, Turkey’s FNSS Savunma Sistemleri and Belgium’s John Cockerill Defense signed a memorandum of understanding to provide a six-wheeled cavalry vehicle for the Spanish Army, the companies said in a joint statement on Wednesday.
TDS, Oesía, FNSS and John Cockerill said they aim to offer the Spanish Army an off-the-shelf solution, with local logistics support and life cycle management. Their offer is specifically designed for cavalry operations and providing fire support for expeditionary forces, the four firms said.
Spain’s Ejercito de Tierra operates the 6×6 BMR, a more than four decades-old 15-ton vehicle built by Santa Bárbara Sistemas, now part of General Dynamics European Land Systems, or GDELS. The army is replacing at least part of its wheeled fleet with the 8×8 Dragón, a heavier and more expensive vehicle that‘s faced delivery delays and which local media report has suffered mechanical issues.
Indra acquired a majority stake in the consortium that makes the Dragón in October, buying shares from partners GDELS, SAPA and Escribano Mechanical and Engineering, or EM&E.
Separately, Spain’s EM&E presented the Ferox 6×6 armored vehicle at Feindef, after an agreement in February with NIMR Automotive, a unit of the United Arab Emirates’ EDGE, to build six-wheeled armored vehicles in Spain. The agreement provides for transfer of knowledge and “progressive national industrialization” of the vehicle, with design authority in Spain, EM&E said.
“This vehicle marks the beginning of a new stage for EM&E Group in the field of armored vehicles,” Chief Executive Fernando Fernández said.
Meanwhile, Rheinmetall and Indra on Tuesday announced a memorandum of understanding to cooperate on armored-vehicle projects for the Spanish armed forces.
With the MoU, the companies “start a strong alliance to support the efforts of the Spanish Armed Forces to modernize their fleet of combat vehicles,” said Eduardo Veen Martinez, the CEO of Rheinmetall’s tactical vehicles business unit.
For its part, GDELS presented its Pandur 6×6 EVO armored vehicle at the defense show in Madrid, with the company saying its presence as Feindef reflects a “firm commitment” to the Spanish armed forces and the government‘s defense industrial strategy.
The company also unveiled a new tracked artillery system at the show called the Ascod Nemesis, consisting of a 155mm artillery gun module from KNDS mounted on an Ascod tracked chassis by GDELS.(Source: Defense News)
14 May 25. Belgium probing NATO staff over defence contract irregularities. Belgian judicial authorities said they are investigating former and current NATO staff and have arrested one suspect over possible irregularities in awarding contracts for NATO military equipment. The Federal Public Prosecutor’s Office said in a statement on Wednesday that, as part of an investigation into membership of a criminal organisation, corruption and money laundering, police arrested and questioned two suspects in Belgium on Monday. One remains in custody, while the other has been released. The arrests were made as part of criminal investigations in Belgium, with offshoots to the Grand Duchy of Luxembourg and Spain, and in the Netherlands – coordinated by the EU agency for criminal justice cooperation Eurojust. 09 May 25. Naval Group signs partnerships with six Hellenic companies. These agreements fall under the HIP plan. France’s Naval Group has reinforced its commitment to the Greek industry by signing new partnership agreements with six Hellenic companies. These six agreements, part of the Hellenic Industrial Participation (HIP) plan, were announced at the Defence Exhibition Athens (DEFEA) held from 6-8 May 2025 in Greece. Naval Group signed four framework contracts to support the Greece Navy’s Defence and Intervention frigates (FDI). These four contracts encompass a range of services. FARAD is responsible for maintaining and servicing heat exchangers, which are vital components of heating, ventilation, and air conditioning systems. Diving Status has been tasked for underwater inspections and performing maintenance tasks and Melita Power Diesel will provide expertise in the upkeep and repair of diesel engines. Indra is once again one of the European companies with the greatest involvement in the R&D projects of the European Defence Fund (EDF) and the company that heads Spain’s participation in it. The company has been selected to take part in 12 major projects addressing the development of critical defence technologies for the continent’s sovereignty and strategic autonomy, and it will also lead the SCEPTER project, of the utmost importance in improving the situational awareness of armed forces in the air, naval and land domains. For the fourth year in a row, Indra has achieved an excellent result in the European Defence Fund call announced by the European Commission on April 30, while it has succeeded in consolidating its standing as one of the main European defence companies and reinforcing its role as a driving force of Spanish industry. The company also demonstrates its strong multi-domain orientation and the key role it plays in ensuring the superiority of armies in future operational theatres, as well as its leadership and commitment to promoting collaborative technological-industrial defence programs at the European level. These projects improve and increase technological capabilities, operational in the future, of high value for the interoperability of European armies in their deterrence and threat response functions. As part of the latest EDF call, Indra will develop systems for all kinds of land, naval and air platforms and work on the air defence systems of the future and simulation, space, communication, radar, electronic warfare, cyber defence and command and control technologies. More specifically, the company will lead the SCEPTER project, which seeks to combine the functions of radar, electronic defence systems and communications with cognitive capabilities so as to improve situational awareness on land, at sea and in the air. These R&D initiatives come in the wake of projects stemming from previous editions of the EDF and preparatory programs on which Indra has been working, bringing the total number of initiatives to 76, 10 of which it coordinates. 15 May 25. Trump’s F-55 stealth fighter stuns at Qatar military event. President Donald Trump, speaking to U.S. troops and business leaders at Al Udeid Air Base in Qatar on Thursday, unveiled plans for a new twin-engine fighter jet, the F-55, and a major upgrade to the Lockheed Martin F-22 Raptor, dubbed the F-22 Super. The announcement, made during a four-day Middle East tour, comes amid escalating global competition in air superiority and ongoing debates over U.S. defense budgets. While details remain sparse, the proposed aircraft signal a potential shift in the Pentagon’s strategy to maintain dominance in the skies against adversaries like China and Russia. The lack of clarity around the F-55’s design and its relation to existing programs has raised questions about whether these initiatives mark a genuine leap forward or serve as political gestures to rally support. Trump’s remarks, delivered in a rally-like atmosphere at Al Udeid, the largest U.S. military facility in the Middle East, emphasized the need for cutting-edge technology to bolster America’s air forces. “We’re going to do an F-55, and if we get the right price, that’ll be two engines and a super upgrade on the F-35,” he said, according to Reuters. 15 May 25. Lockheed Martin anticipates sooner-than-expected F-35 award. Lockheed Martin expects to be awarded a finalized contract on its F-35 jets, which have been beset by delays in a technology upgrade, sooner than it previously anticipated, the U.S. defense contractor’s finance chief said on Wednesday. The fighter jets in lot 19 could potentially be awarded sooner than the second half of this year, which was the company’s earlier timeline, newly appointed CFO Evan Scott said at a Bank of America conference. 08 May 25. US Coast Guard seeks HPM systems to counter UAS and other targets of interest. The United States Coast Guard (USCG) has issued a Request for Information (RFI) to determine the availability and technical readiness of non-lethal directed energy technologies. The USCG is interested in effectors that use high-power microwaves (HPM) to incapacitate electronic systems in the maritime environment. Targets of interest include uncrewed aerial systems as well as uncrewed surface vessels, personal watercraft and jet skis. Systems must be capable of stopping a target with minimal or no damage to the vessel or its machinery, and cause no harm to any persons or marine animals in the area of effect of the effector.
“Information is specifically requested regarding physical dimensions of the effector: its weight, power requirements, cooling requirements, and rough order of magnitude for cost of acquisition and installation,” the RFI states. “Responses should also include frequency, bandwidth, waveform, output power, area of effect, and range information. 06 May 25. US military units issue new solicitation for low-collateral C-sUAS. The United States Defense Innovation Unit (DIU) and the Joint Counter-small UAS Office have announced a new solicitation for low-collateral defeat options in support of Replicator 2 that can scale across the joint force and integrate into existing Counter Small Unmanned Aerial Systems (C-sUAS) programmes of record.
“DIU continues to work with partners across DoD to accelerate efforts to address UAS threats in both combat environments and highly populated areas,” said DIU Director, Doug Beck. “In addition to providing a critical capability to our forces around the world and helping protect the nation here at home; we are focused on working with industry’s most agile commercial companies to meet the evolving challenges in countering UAS and on scaling those solutions to the level required by the evolving threat.”
“North America faces a variety of non-traditional threats, and key among these is the use of small uncrewed aircraft systems operating near installations and critical infrastructure – addressing these threats is a top priority and essential task,” said Commander, US Northern Command and North American Aerospace Defense Command, Gen. Gregory M. Guillot. “Partnering with DIU to employ low-collateral defeat capabilities is one example of how we are developing the forward-looking capabilities and policies necessary to ensure a seamless and well-coordinated defensive enterprise.”
The solicitation is open for industry submissions until May 19, 2025. 12 May 25. Trump plans to accept luxury 747 from Qatar to use as Air Force One. U.S. President Donald Trump’s administration intends to accept a Boeing 747-8 airplane as a gift from the Qatari royal family that would be outfitted to serve as Air Force One, according to a source briefed on the matter. The luxury plane, which would be one of the most valuable gifts ever received by the U.S. government, would eventually be donated to Trump’s presidential library after he leaves office, the source said. A new commercial 747-8 costs approximately $400m.In a post on his social media site Truth Social late on Sunday, Trump appeared to confirm the proposal.
“So the fact that the Defense Department is getting a GIFT, FREE OF CHARGE, of a 747 aircraft to replace the 40 year old Air Force One, temporarily, in a very public and transparent transaction, so bothers the Crooked Democrats that they insist we pay, TOP DOLLAR, for the plane,” he wrote.
Democrats and good government advocates said it was unethical and likely unconstitutional for Qatar to make such a gift.

08 May 25. Upgrades ahead across the special operations helicopter fleet. Special operators are upgrading nearly every aspect of their helicopter fleet as they await the Army’s newest addition to the rotary wing section. From the MH-6 light attack assault “Little Bird,” to the MH-60 medium attack assault “Blackhawk,” to the MH-47 heavy assault “Chinook,” officials who develop the aircraft showcased ongoing upgrades Thursday at the Global SOF Foundation Special Operations Forces Week. Developers continue to tweak the Little Bird, the small but powerful aircraft unique to SOCOM.
“It is your streetfighter,” said Paul Kylander, product manger of the aircraft for Program Executive Office-Rotary Wing. “When operators want to get to your front door, this is the aircraft they use.”
The “R” model project is finding ways to lighten the aircraft for greater speed and range by resetting the entire fleet’s fuselage with lighter materials. The project is also upgrading the cockpit for better avionics management and an advanced airborne tactical mission suite, Kylander said. Those upgrades are part of ongoing efforts that will continue until 2034 for the aircraft. Then, plans call for a Block 4 upgrade or a possible divestment between 2035 to 2042. They’re also lightening main and auxiliary fuel tanks and both the attack and assault planks for the aircraft.
The MH-60 is seeing some of its own upgrades.
Software updates, navigation tools for degraded visual environments, improved sensors, sensor data fusion and next generation tactical communications are currently being installed on the MH-60 fleet, said Lt. Col. Cameron Keogh. There’s ongoing work to improve the engine life of the YT706 engine, and future efforts include building an open architecture common cockpit. On the weapons side, the Blackhawk is adding the joint air-to-ground missile, a conformal lightweight armament wing, M-230 recoil dampers, the GAU-19 Gun Pod and a helmet display tracking system.
Those additions provide more options to Blackhawk crews.
“Having a quiver full of tools to do your job is pretty handy,” Keogh said.
The Blackhawk will also see an improved crew chief seat, AN/PQ-187 Silent Knight Radar nose door reconfiguration and upturned exhaust suppressor II, engine inlet barrier filter for dusty environments and the GE T901 Improved Turbine Engine. On the heavy side, the MH47G Chinook is seeing increased demand for payloads, range and speed, said Lt. Col. Thomas Brewington, product manager for the Chinook at the PEO. The oldest frame in the Chinook fleet will retire soon after 59 years of service, Brewington said. But the aging platform is seeing its own set of advancements with a replacement of the existing flight control pallets, which augment manned flight by using a system called the Active Parallel Actuator Subsystem. The system “augments manned flight by providing tactile cueing to prevent the pilot from exceeding an aircraft performance limit resulting in increased safety and operational usage while reducing pilot workload during the most critical stages of flight,” Brewington said. An October 2024 test of the system allowed a “hands off” landing on a predesignated point by a Chinook crew at the Redstone Arsenal in Huntsville, Alabama, Brewington said. UAVs
The UAV category includes 250 products across 13 subcategories — reconnaissance drones, strike drones, loitering munitions, and more. Nearly 50 percent of these are FPV loitering drones, which are the most in-demand and widely used. Loitering munitions and large strike bomber drones are more technically complex, but highly effective for targeting high-value enemy assets deep behind the front lines. Fiber-optic drones, immune to EW and radio horizon limitations, are among the top frontline needs. More than 20 such systems are already available on the marketplace.

AI

UGVs
UGVs are categorized by function: logistics, engineering, loitering (kamikaze), and combat (armed systems). Logistic platforms are the most common, while combat variants are still relatively rare. Kamikaze ground robots are simple and inexpensive to manufacture, yet capable of carrying at least 20 kilograms of explosives.
EW and SIGINT
The EW category offers over 250 products, from short-range personal protection systems to powerful long-range complexes. 15 May 25. Germany, Philippines sign defence agreement. Germany and the Philippines have agreed to enhance defence ties and boost joint activities as Manila builds up a range of alliances to strengthen its position in a longstanding dispute with China in the contested South China Sea. Philippine defence secretary Gilberto Teodoro and German counterpart Boris Pistorius signed an “arrangement concerning defence cooperation” in Berlin on Wednesday, agreeing to expand cooperation to include cyber security, defence armament and logistics and United Nations peacekeeping, Manila’s defence ministry announced on Thursday. The deal follows a visit by Pistorius to Manila last year where he and Teodoro committed to boosting long-term relations between their militaries. The Philippines’ defence cooperation arrangement with Berlin adds to a growing list of defence deals beyond its traditional ally the United States. - Class Markings: Introduce UK-specific product markings (UK0–UK6) and allow EU-class drones to operate under UK rules until at least 2028.
- Remote ID & Geo-awareness: Phase in Direct Remote ID and geo-awareness for applicable drones starting January 2026, with full implementation by 2028.
- Registration & Training: Require remote pilots of drones weighing 100g or more to pass a free online Flyer ID test, replacing current thresholds tied to toy classification.
- Safety Features: Mandate flashing lights for night operations and introduce product safety standards for drones in the Open Category.
The CAA emphasized that the proposals are intended to reduce complexity for users, strengthen compliance and future-proof the regulatory framework. A public consultation received 3,477 responses, which shaped the final policy. 08 May 25. Cuashub.com said today that NATO is looking for an answer to the fiber-optic drone problem. NATO has issued an innovation challenge aimed at countering fiber-optic tethered FPV drones. NATO calls tethered drones “one of today’s most urgent battlefield threats.” Released on April 28, the call seeks cutting-edge solutions to neutralize these drones, which are notoriously resistant to traditional electronic warfare techniques. The challenge is being run by NATO’s Allied Command Transformation (ACT) Innovation Hub and the Joint Analysis, Training and Education Centre (JATEC). It marks the sixteenth such call since the program’s launch in 2017, with this iteration focused specifically on the growing threat of tethered drones used in frontline conflicts, primarily in Ukraine. Companies have until May 30 to submit their proposals. Finalists will be announced on June 5 and invited to pitch their solutions in person in Tallinn, Estonia. Ideal technologies will address multiple aspects of the threat, including detection and threat prioritization, guidance and tracking and both kinetic and non-kinetic neutralization. NATO has emphasized that proposed systems must detect small drones at ranges of up to 500 meters, perform in low visibility and nighttime conditions and remain lightweight and modular, ideally under 100kg. Open architecture, compliance with NATO standards and rapid deployability (within six to twelve months) are also key requirements. Target unit costs fall between €50,000 and €100,000, suggesting a focus on affordability and scalability. According to the NATO notice, the selected technology must also demonstrate “strong potential for mass production in Ukraine.” Suggested components may include low-cost micro-radars, thermal or optical recognition systems and automated defeat technologies such as smart turrets, shotgun arrays, net launchers or aerosol-based interceptors. In April, Major General Adrian Ciolponea of NATO’s ACT called for an overhaul of NATO’s counter-drone doctrine and proposed a new vision for layered counter-UAS defense strategies. 09 May 25. Singapore acquire MCM USVs, AUVs, and SSKs. The Republic of Singapore Navy will transition from surface ships to uncrewed systems to conduct mine countermeasure operations. The Republic of Singapore Navy (RSN) have expanded its fleet of maritime vehicles in the last few days. On 7 May 2025, the Ministry of Defence announced the acquisition of a suite of uncrewed systems for its mine counter measure (MCM) operations, contracting the domestic supplier ST Engineering. The specific systems include uncrewed surface vessels (USVs) and autonomous underwater vehicles (AUVs). However, it is not clear how many of each type the Navy have agreed to purchase. Yesterday (8 May), the government followed this with another announcement: the Navy has opted for two more Invincible-class conventionally powered submarines (SSKs), on top of its four existing boats, from the German supplier Thyssenkrupp Marine Systems.
Hybrid force structure
Singapore appears to be restructuring its fleet to deploy a new, and increasingly common, naval force structure. Many navies are moving towards a network-centric fleet in which they deploy a range of systems for particular effects. In this case, Singapore will transition from its four legacy Bedok-class surface ships, which had served as minehunters, with a collection of disaggregated uncrewed systems that perform specific MCM duties above or below the water. The suite of individual systems will be connected to provide command and control with a holistic picture of the battlespace with real-time actionable insight and effectors through a secure network. 11 May 25. F-35 dropped: South Korea turns to unmanned naval power. South Korea’s Navy has accepted a new pivot away from its previously planned light aircraft carrier program, opting instead to pursue a multi-role unmanned command ship capable of deploying a wide array of military drones. The decision reflects the evolving nature of maritime warfare and lessons drawn from recent conflicts, particularly the war in Ukraine. The new plan, presented to the National Defense Committee of the South Korean National Assembly, rebrands the earlier light carrier initiative as the “Multi-purpose Unmanned Manned Integrated Command Ship” program. Originally known as the “Large Transport Vessel-II” project under the Moon Jae-in administration, the carrier was expected to displace 30,000 tons and support 20 F-35B vertical takeoff stealth fighters. That concept is now being phased out under the Yoon Suk Yeol administration due to rising cost concerns and questions over strategic necessity. Instead of F-35Bs, the new vessel will carry dozens of drones, including combat UAVs, loitering munitions, and reconnaissance platforms. Limited numbers of manned platforms, such as amphibious and attack helicopters, are still expected onboard, but the ship’s primary air wing will be unmanned. Citing rapid advances in artificial intelligence and drone warfare, the South Korean Navy emphasized that a hybrid unmanned system is better suited to future combat environments. While the new program maintains similar ship dimensions to the previous carrier concept, overall project costs are expected to drop substantially. Replacing F-35Bs with drone fleets could save the Ministry of National Defense almost $1bn. The new vessel is expected to serve as a command platform capable of orchestrating amphibious assault operations, precision strikes against high-value targets, and humanitarian response missions. In April, the Navy commissioned HD Hyundai Heavy Industries to begin concept design work, with a formal presentation scheduled later this month before the Joint Chiefs of Staff. Pending final approval, design and construction of the ship could begin by the latter half of the 2030s, potentially reshaping the ROK Navy’s force posture in the Indo-Pacific. Notably, Tesla and SpaceX CEO Elon Musk has previously criticized the F-35 program, arguing that reliance on manned fighter jets is outdated. “The F-35 design was broken at the requirements level, because it was required to be too many things to too many people,” Musk said in 2024, urging U.S. defense planners to invest in drone warfare and autonomous systems instead.
