17 Dec 24. Counter-Drone Tech Struggles to Keep Up with Evolving Threat. During the last year, the Navy alone has spent more than $1bn shooting down missiles and uncrewed aerial systems in the Red Sea — an expense made unsustainable by the sheer proliferation of relatively inexpensive drones in battle zones.
The Defense Department is scrambling for affordable and adaptable counter-drone options, and it’s going to require something that’s rare to come by — agreement on how best to tackle a technology that is constantly evolving.
“We’re very interested in counter-UAS because the next war will be robotic,” retired Army Lt. Col. Matthew Dooley and defense strategic initiatives lead at Forterra said during a recent panel at the National Defense Industrial Association’s Future Force Capabilities Conference and Exhibition.
“And [it] may not look exactly like what you see in Ukraine or Israel, but it may be something very analogous to that, and it will fight combined arms,” he said.
As a result, solutions to counter drones will likely be a combination of legacy systems, new capabilities and a “shift in doctrine, organization, tactics — how we teach other leaders,” Dooley said. “So, the conversation about UAS and counter-UAS is very powerful.”
From an industry perspective, the counter-UAS solution is an all-hands-on-deck problem set that will require varied systems and players. Bringing down an enemy drone of unpredictable size and capabilities requires detection, targeting and neutralization, and those capabilities don’t all come from one vendor or technology. The threat needs a family of defensive systems, the panel said.
Edward Sugg, president of MG Technologies LLC, said drone defense is going to require both active and passive defense as well as figuring out “how do you take out the really expensive drones with really cheap defense?”
A lesson from Ukraine and the Red Sea has been “you don’t want to spend $2m, or $5m, or whatever a Patriot costs” to bring down drones, he said. “Let’s use a skeet shooter or something.”
Bryan Bockmon, founder and CEO of AimLock, said his company brings automated targeting to the table, which he described as “making sure that we classify targets quickly and assuredly, calculating firing solutions for whatever weapon we may have available to ourselves at that time, offensively or defensively, and then making sure we have a high probability of hit for those weapon systems.”
AimLock develops autonomous precision auto-targeting systems that enable faster and more precise shots, the company website stated. AimLock’s hardware and software combines sensor fusion with advanced fire control and artificial intelligence to detect, classify, track and automatically calculate lethal and nonlethal firing solutions.
But before a drone can be targeted, it needs to be detected.
Leo Volfson, founder and president of Torrey Pines Logic Inc., said the company has been building optical communication systems for 30 years, including “quite a bit” of sniper detection.
When it comes to anti-drone platforms, the company realized its sniper detection system that scans for optical devices could also detect the skins of UAVs, Volfson said.
“In essence, we have built a system and focused on solutions that detect birds in the sky,” he said. “It doesn’t matter whether they’re alive or they’re mechanical, but we can detect their skins, [and] in some cases, identify them.”
Volfson said his company also focused on tracking the signals emitted by UAVs.
“All of the UAVs, they tend to emit some signal,” he said. “Sometimes it’s a [radio frequency], sometimes there’s no [radio frequency], but sometimes it’s a laser or some electro-optical signal. And we can build a set of devices that detect those emissions, so we can actually track birds that are flying around.”
Once the drone is detected and targeted, it can be taken down, but challenges like excessive recoil on firearms can sacrifice precision and visibility.
MG Technologies began exploring lowering machine gun recoil when the company was pulled into a cooperative research and development agreement with Special Operations Command to improve the capabilities of the MK48 machine gun, including “excessive recoil that prevented the full effective delivery of fire that they wanted to do,” Sugg said.
The company developed a belt-fed, low-recoil machine gun as a result, which meant taking a gun that generates roughly 25,000 pounds of recoil force a second and “then being able to translate that into a system that enables the operator to continuously look through an optical scope with magnification and see the scope clearly enough that they can see the target,” he said.
The low recoil enables the operator “to provide aim … so instead of just aiming the first shot and pulling the trigger and hoping for the best with your burst, you can aim throughout the burst, which is kind of a novel concept, but it delivers much more accurate fire, being able to make those adjustments on the fly,” he said.
So, what does this mean for countering drones?
Howard Kent, CEO of Armor Development Group LLC, said a study of cameras revealed that “as soon as you turn on the stabilizer, you lose two or three F-stops” — a term used to denote aperture measurements on a camera.
“Each time you stop it, you’re losing double the light. So, they’re really telling us that we’re going for eight times less light every time we stop it,” he said. “If Ed could only hold the gun steady, and Bryan has the system hold the gun, then Bryan’s camera wouldn’t shake around and he’d get more precise views over more range with more light, and you always want to shed a little more light” — in this case, on the drone target.
With their powers combined, the technology is there, Bockmon said. The challenge is bringing it all together.
“Most of the challenges that we face have not necessarily been technological challenges, but they’ve instead been practical challenges related to trying to make decisions about cost, stockpiling, development, iteration cycles, things like this,” Bockmon said. “And so the conversations get complicated because every one of us has a specific slice of this problem set that we’re tasked with solving.”
Further complicating a collaborative approach is the threat’s unpredictability, he said.
Defensive solutions tend to be “really well supported when they’re based upon a reaction to a known threat,” Bockmon said. “That creates the inevitable problem where we’re chasing the last thing that happened.”
Investments are easy to make when there is recent and relevant data, he said. “Where it got really difficult is if you have a theoretical threat vector that has not been proven by any recent data. We in the scientific community can predict that it’s likely that these threats will occur” and there “may be murmurings” in the intelligence community, but “no one has enough certainty to typically garner all of the consensus that’s required to align the right funding, align the right requirements and then create a significant opportunity to fulfill the requirements. So, that’s one of the big challenges we face.”
That’s human nature with a little bit of bureaucracy mixed in, he said. “But what I will say is that it does appear that there are analogs between counter-UAS approaches and other technological approaches we’ve seen in the past,” he added.
For example, when “you need to move some Abrams tanks around, you have an extremely heavyweight vehicle. The result is that a family of vehicles is almost always the solution — the best cost, easiest to produce, least complicated way to approach the problem.”
Counter-UAS may prove to be “the exact same type of situation, where a family of solutions quite quickly starts to eliminate all of the really difficult problems,” he said — making them “digestible, and each provider of technology can bring the right type of solution for the right costs at the right time.”
The right cost at the right time is its own hurdle, however. Handling anti-drone defense against two or three “infinitely complex systems” is one thing, Volfson said. “But handling anti-drone defense against a thousand $500 drones is a significantly different type of challenge.”
Volfson agreed that the technology exists, but the “ability to make it inexpensive enough … is a different story.”
Drones and anti-drone platforms are “going the direction of having a higher and higher expense,” Volfson said. “It seems that we are building UAVs right now — as well as anti-drone platforms — and we think they’re going to live forever. They’re not. We have to … adopt a mentality that this is [a] quickly consumable item.”
Once the mentality changes, price points will begin to approach a consumable level, he said. “Whoever can manufacture more and cheaper will win. It’s simple math.”
From an acquisition standpoint, the military simply is not good at unifying resources for more than a few problem sets within a single mandate, Bockmon said.
If an anti-drone solution requires addressing 11 problems, “we have many different groups, all who have stakeholders that don’t have the same unified strategy,” he said. “It’s unlikely that we’re ever going to find them converging” to field 11 solutions. “It’s easy for them to do one or two, it’s easy for them to argue, but neither one of those things cover the whole defensive need.”
From a practical standpoint, the biggest challenge “is always alignment,” Bockmon said. “Alignment and funding. So, if we have alignment, we know we can confidently apply whatever funding or whatever scheduling we have available to the best effect.” ND

New York Governor Kathy Hochul announced on Sunday December 15 that the federal government is deploying a drone detection system to the state to aid in investigations into recent drone sightings. The statement comes after drone sightings in the New York area shut down several runways at Stewart Airfield for approximately one hour, with the Governor responding that “This has gone too far.”
Governor Hochul further emphasised the need for Congress to pass the Counter-UAS Authority Security, Safety, and Reauthorization Act – legislation that would not only strengthen the FAA’s oversight of drones, but would also extend counter-UAS activities to select state and local law enforcement agencies.
In her statement on Sunday, Governor Hochul said: “In response to my calls for additional resources, our federal partners are deploying a state-of-the-art drone detection system to New York State. This system will support state and federal law enforcement in their investigations. We are grateful to the Biden Administration for their support, but ultimately we need further assistance from Congress. Passing the Counter-UAS Authority Security, Safety, and Reauthorization Act will give New York and our peers the authority and resources required to respond to circumstances like we face today.”
The US Government has so far not confirmed the origin of the drones, but Hochul and other officials have reassured the public that they do not pose a threat to national security. Homeland Security Secretary Alejandro Mayorkas told ABC News on Sunday that “we know of no foreign involvement” related to the sightings. He further suggested that changes to Federal Aviation Administration regulations in September 2023 allowing drones to fly at night may explain why there is an increase in reported drone sightings.
Senate Majority Leader Chuck Schumer further requested in a press conference on Sunday that a drone detection system be sent to New Jersey, where the majority of sightings were reported. This follows from New Jersey Governor Phil Murphy’s letter to President Biden on 13 December for further support from the federal government to investigate the increasing number of unexplained drone sightings that began in mid-November.

Oklahoma Governor Kevin Stitt announced in a statement on Monday, December 16 that he has instructed the Department of Public Safety to begin the procurement of C-UAS detection systems.
Governor Stitt has directed Tim Tipton, Commissioner of Public Safety and Homeland Security Advisor, to immediately begin procuring mobile C-UAS detection systems to support state and local law enforcement, giving them the ability to detect and identify UAS activity.
Whilst he recognized the positive impact drones and UAS have in Oklahoma, Governor Stitt emphasized the need to “ensure Oklahomans are protected from those who would use this technology to harm others.”
Commissioner Tipton noted the “unsettling” nature of the widely-reported recent drone activity in New Jersey and around the US. He noted that Oklahoma itself has only reported a handful of incidents, but that this procurement of mobile C-UAS detection systems allows the state to be “ready in case the need arises.” He further emphasised that he is “glad Governor Stitt takes this threat seriously and will equip the Department of Public Safety adequately.”
Currently, Federal Law classifies drones as a form of aircraft, meaning they are protected from being shot down by local law enforcement agencies without certain permissions. The procurement of mobile detection systems will now allow the Department of Public Safety to monitor and identify UAS without destroying them, and if they are deemed a threat to Oklahoma’s critical infrastructure then appropriate next steps can be made.
This latest move to expand C-UAS capabilities follows from several recent initiatives in the State of Oklahoma, with the Oklahoma National Guard (OKNG) hosting representatives from state, education and the defence industry to discuss C-UAS systems on November 7. The aim is to be able to intercept and neutralise nano and micro-drones made from different material compositions. MBDA will be the design authority for the light laser weapon, which will be dedicated to existing naval units, while Leonardo will take the lead on the high-powered weapon, aimed to be deployed on new naval platforms. In addition to this, “MBDA will also develop the capability to generate high-power laser beams and Leonardo will create laser beam direction and target pointing systems”, according to MBDA. A multi-stage, highly precise tracker and laser effector was used during these tests, combining multiple laser sources into a single cohesive beam. - Mothership drones: Larger long-endurance drones will become a platform for deploying multiple smaller drones to engage targets. This approach, reminiscent of WWII tactics, enhances operational flexibility and allows for coordinated strikes across broader areas.
Public Safety & Commercial
- “Cities of the Future” Created through Private/Public Partnership: Growing collaboration between public and private sectors will drive innovation. This synergy will enable the widespread deployment of CUAS and detect and avoid (DAA) networks across urban landscapes. These networks will better protect urban areas from the persistent and escalating threat from drones while enhancing public safety with more effective emergency response mechanisms.

17 Dec 24. Reports of Drone Incursions Taken Seriously, DOD Spokesman Says. The Defense Department is taking all reports of drones seriously and working with the White House, the Department of Homeland Security and the Federal Aviation Administration to examine the sightings and assess the situation, Pentagon Press Secretary Air Force Maj. Gen. Pat Ryder said today.
It is a big job.
“Just to kind of put this into context, … over a m drones registered in the United States, and on any day, approximately 8,500 drones are in flight,” Ryder said at a news conference. “The vast majority of these drones are going to probably be recreational or hobbyist. They’re going to be commercial drones used in things like architecture, engineering, farming or they could be used for law enforcement.”
It is possible some of the drones could be up to malign activities, “but for the vast majority that is not the case,” he said.
Drones flying near or over U.S. military installations is not something new, the general said. “We take all of those seriously,” he said. “Typically, when we detect them, we attempt to classify them and take appropriate measures. Is it possible that some of those are surveillance? Absolutely. Can you make that assumption in every case? Not necessarily so.”
Local installation commanders have the authorities to respond appropriately and will continue to do so.
DOD is sending additional resources to Picatinny Arsenal and Naval Weapons Station Earle — both in New Jersey — to better enable the installations to detect, track and monitor drone activity, Ryder said. Commanders can use the recently released counter unmanned systems strategy to craft their responses to any incursions.
The recent strategy looks at the priority installations and what the department needs to do to address the issue — particularly when the systems pose a threat to personnel or security. “The thing is, I think we’ve all recognized the fact that unmanned systems are here to stay,” Ryder said. “They are a part of modern warfare, whether it’s here in the homeland or overseas. We want to make sure that we’re doing due diligence to protect our forces and protect our equities from a national security standpoint. You will see us continuing to look at that, and it’s something we’re going to continue to take seriously.”
DOD is also taking the situation in Syria seriously and still concentrating on the Defeat-ISIS mission in the country. The overthrow of the Assad regime opened up areas where ISIS was sheltering and those have become targets. “We all have a vested interest in ensuring that groups in the region capitalize on the situation there, to enable the people of Syria to be able to have a better life than they did under the Assad regime,” Ryder said.
Even with the confusion in Syria, the mission against ISIS continues, “as evidenced by the counter ISIS strike, we took a couple days ago,” Ryder said. ” are able to conduct their mission. And, as it has always been, force protection remains a top priority for our forces.” (Source: U.S. DoD)
17 Dec 24. DHS, FBI, FAA & DoD Joint Statement on Ongoing Response to Reported Drone Sightings. There are more than one m drones lawfully registered with the FAA in the United States and there are thousands of commercial, hobbyist and law enforcement drones lawfully in the sky on any given day. With the technology landscape evolving, we expect that number to increase over time.
FBI has received tips of more than 5,000 reported drone sightings in the last few weeks with approximately 100 leads generated, and the federal government is supporting state and local officials in investigating these reports. Consistent with each of our unique missions and authorities, we are quickly working to prioritize and follow these leads. We have sent advanced detection technology to the region. And we have sent trained visual observers.
Having closely examined the technical data and tips from concerned citizens, we assess that the sightings to date include a combination of lawful commercial drones, hobbyist drones, and law enforcement drones, as well as manned fixed-wing aircraft, helicopters, and stars mistakenly reported as drones. We have not identified anything anomalous and do not assess the activity to date to present a national security or public safety risk over the civilian airspace in New Jersey or other states in the northeast.
That said, we recognize the concern among many communities. We continue to support state and local authorities with advanced detection technology and support of law enforcement. We urge Congress to enact counter-UAS legislation when it reconvenes that would extend and expand existing counter-drone authorities to identify and mitigate any threat that may emerge.
Additionally, there have been a limited number of visual sightings of drones over military facilities in New Jersey and elsewhere, including within restricted air space. Such sightings near or over DoD installations are not new. DoD takes unauthorized access over its airspace seriously and coordinates closely with federal, state, and local law enforcement authorities, as appropriate. 13 Dec 24. US Army issues RFI for mobile UAS integrated defeat system. The US government is conducting market research for the rapid development, deployment, and continued support of the US Army Mobile Low, Slow, Small Unmanned Aircraft System (UAS) Integrated Defeat System (M-LIDS).
“The US Army has a need to develop, produce, and maintain countermeasures against enemy-armed and intelligence gathering UAS’s operating at various speeds and altitudes which are targeting both US and their allies’ interests at home and abroad,” the Request for Information (RFI) states.
“Current M-LIDS systems consist of Coyote Missiles with launchers, a 30 mm cannon, a .50 caliber gun, an M240 7.62mm crew served weapon, an Electronic Warfare (EW) system, an Electro-Optical/Infrared (EO/IR) camera and a Ku-band Radio Frequency System (KuRFS) radar under the control of a Forward Area Air Defense Command and Control (FAAD C2) system mounted on a M-ATV vehicle.”
The RFI states that future variants will be configured on a single vehicle such as a Stryker. All variants should be capable of identifying and defeating Group 1 through Group 3 drone threats. The system should also be capable of integrating additional sensors and effectors.
Among other requirements, interested parties must have sufficient engineering expertise to support the integration of the overall system as well as provide development activities to include both hardware and software capabilities. They should also possess or have access to a facility capable of testing capability at the system and component level.

16 Dec 24. Bipartisan call to end blanket ban on C-UAS in the United States. US Representatives Chrissy Houlahan (D-PA) and Andrew Garbarino (R-NY) sent a letter to House Speaker Mike Johnson and Leader Hakeem Jeffries on December 15 urging them to address the recent spate of drone sightings and activity by including the bicameral counter-drone legislation, of which Speaker Johnson is an original co-sponsor, in the Continuing Resolution currently being negotiated as the 118th Congress draws to a close.
The letter reads:
“In light of the recent incidents involving drones spotted over the eastern seaboard, we urge you to swiftly take action on counter-unmanned aircraft systems (C-UAS) legislation that will allow for state and local law enforcement to protect their communities from this emerging threat in the year end continuing resolution. In recent weeks, there has been a sudden surge in sightings of unknown drones over New Jersey, New York, Pennsylvania and other east coast states. Although the Department of Justice and the Department of Homeland Security have claimed that there is not an immediate national security threat, senior officials from both departments have also been extremely clear in numerous appearances before Congress that the federal government does not have the resources to handle every drone threat alone.
“In his own testimony to the Bipartisan Task Force on the Attempted Assassination of Donald Trump and the United States Senate Homeland Security Committee, Acting Director Rowe of the Secret Service has been clear that additional C-UAS legal authority for state and local law enforcement could have helped prevent the assassination attempt on President-Elect Trump.
“There are hundreds of thousands drones in the U.S. market alone, many of them unregistered with the FAA. These sorts of incidents are likely to become only more common, as will the number flights that do pose genuine threats to public safety. It is clearly time to end the blanket ban on the use of C-UAS technology by local law and state law enforcement to detect and mitigate drone threats, in favor of at least a limited pilot program that will allow the responsible use of these technologies throughout their jurisdictions in coordination with the FAA.
“There has been bipartisan legislation introduced in both the House and Senate that will address this emerging threat, including our bill H.R.4333. It is essential that as you consider a year-end continuing resolution, that this package include an expansion of the current C-UAS authorities to allow local and state law enforcement to access these technologies.”

12 Dec 24. D-Fend protects skies and public during El Paso’s Amigo Airshow. The El Paso International Airport, in partnership with D-Fend Solutions, successfully piloted a project to monitor the airspace during October’s Amigo Airshow.
The two-day event drew over 60,000 attendees, celebrating aviation with a variety of aerial performances and aircraft displays. To protect the event and its participants, the airport implemented D-Fend’s counter-drone measures to safeguard restricted airspace.
“The initiative provided a unique opportunity to test counter-drone technology in a dynamic and challenging environment like an airshow,” D-Fend said. “By detecting and mitigating unauthorised drones, the programme successfully prevented disruptions and demonstrated the potential for future safety enhancements.”

The United States Department of Defense (DoD) announced a new Presidential Drawdown Authority (PDA) package yesterday to meet Ukraine’s critical security and defence needs as part of the surge of security assistance President Biden has directed to put Ukraine in the best possible position. This represents the 72nd tranche of equipment to be provided from DoD inventories for Ukraine since August 2021, and has an estimated value of USD500 m. The December 12 package includes additional VAMPIRE counter-uncrewed aerial systems (C-UAS) and munition, C-UAS gun trucks and ammunition, mobile C-UAS laser-guided rocket systems and other unspecified C-UAS equipment. NATO ‘should push members to invest in C-UAS.’ A new report from the US-based Center for European Policy Analysis (CEPA) says Russia’s breaches of NATO members’ airspace has exposed weak air defences. Romania, Poland, Latvia and Moldova have all reported what they say are Russian-operated drones in their airspace. Some have crashed on land and been identified. The CEPA article by By Arnis Cimermanis and Gordon B. “Skip” Davis, Jr. says such airspace incursions have so far been attributed to malfunctions or accidents, but there is potential for Russia to exploit this situation.
“A unifying feature of the incidents so far has been the difficulty in identifying and tracking them before mobilising air defences to destroy drones or missiles crossing into NATO territory,” the article states. “There is poor detection of low- and slow-flying objects, a crucial capability needed to counter Shahed-type attack drones.”
The authors say NATO must learn lessons from Ukraine’s use of a layered and multispectral network of sensors and that “all aspects of surveillance and response have to work together and in sequence to defend against such threats”.
Citing difficulties with the region’s air defence, the CEPA article notes, as an example, that the Baltic states do not possess medium-range air defense (MRAD) systems and aren’t expected to have them until 2026.
“Other allies have bolstered their capabilities in the region, but not enough to fully protect NATO skies. In addition to fielding more air defense systems, the alliance needs to achieve greater integration and interoperability and incorporate lower-tier counter-unmanned aircraft systems (C-UAS).” the authors say. “Additional air and missile defence capabilities, such as sensors for surveillance, detection, and tracking, must be coupled with integrated regional/theater-wide C2 and targeting networks.”
The authors conclude that US support for allies “by stationing more capabilities in the region and pushing NATO members to invest in cost-effective C-UAS and MRAD capabilities, would deter Russia from exploiting such incidents”. 10 Dec 24. Potential US DJI, Autel drone ban put on hold while one-year security assessment carried out. The release of the final language of the FY 2025 National Defense Authorization Act (NDAA) includes Section 1709, which requires an assessment of the potential threat to US security of the ubiquitous deployment of drones made outside the USA – such as those produced by China’s DJI and Autel.
Association for Uncrewed Vehicle Systems International (AUVSI) President and CEO Michael Robbins applauded the inclusion of security measures in the FY 2025 NDAA, stating:
“This year’s bill builds on the progress made in the FY 2024 NDAA, which extended the DOD’s PRC drone procurement ban to all U.S. government agencies. It further acknowledges the threats posed by PRC drones and ground robotics while advancing efforts to transition the U.S. away from such dependencies.”

Once DJI, Autel Robotics, and their subsidiaries are placed on FCC’s Covered List, new models of their drones will be prohibited from operating on U.S. communications infrastructure and will therefore not be able to be imported into the United States. These provisions will enhance U.S. national security and build domestic drone manufacturing.”
AUVSI also praised the bill for increasing funding “for critical Department Of Defense programs and offices, including the Defense Innovation Unit, AFWERX Prime, Replicator, and autonomy engineering for the Next Generation Combat Vehicle, exceeding requested amounts; furthers the transition of hybrid and electric vertical take-off and landing (VTOL) aircraft and autonomy technologies from the Agility Prime program into the active Armed Forces (Section 229).”

09 Dec 24. What’s in the final text of the US defence authorisation act for C-UAS? The United States House and Senate Armed Services Committees have released the final text for the US fiscal 2025 defence authorisation act (NDAA), which contains numerous provisions for countering uncrewed aerial systems.
As we previously reported, the bill requires the formation of a C-UAS task force to review guidance relating to counter drone activities. The NDAA states: “The Secretary of Defense and the Chairman of the Joint Chiefs of Staff, acting through the C-UAS Task Force, shall review and, if necessary, consolidate and update all Department of Defense memoranda and directives related to the countering of unmanned aircraft systems in United States airspace to provide clarity to and an expedited decision-making process for commanders with respect to effectively countering unmanned aircraft systems or unmanned aircraft incursions at military installations in the United States.”
The NDAA states that the Director of the All-Domain Anomaly Resolution Office of the Department of Defense shall designate one or more employees of the Office to act as a liaison with the Counter Unmanned Aerial Systems Task Force to improve coordination of efforts and support enabling capabilities of mutual benefit.
The act also calls for large-scale exercise in the DoD’s special use airspace to test the department’s ability to respond to a variety of UAS threats to its installations. “The exercise shall include the following: The participation of not fewer than three commanders of installations of the department, a mix of high-end non-emitting threats and low-end commercially available unmanned aerial systems; installations with a range of capabilities and equipment relating to countering unmanned aerial systems; no-notice simulations; rules of engagement that reflect the strategy of the department for executing existing authorities for countering unmanned aerial systems; and the participation of other relevant federal agencies.”
The NDAA states that the Secretary of Defense should provide a briefing on the outcomes and lessons learned from this large-scale exercise to the congressional defence committees no later than March 1, 2026.
In addition, the NDAA requires the Joint Counter-Small Unmanned Aircraft Systems Office to establish and maintain a threat library, or expand and maintain an existing threat library, to coordinate efforts across the DoD to counter UAS. According to the text of the document, the threat library shall include classified and unclassified information relating to known or suspected threats from UAS; proposed solutions for countering such known threats; and a comprehensive listing of global incursions from UAS at DoD installations. The Joint Counter-Small Unmanned Aircraft Systems Office is also required to establish a framework to share the information contained in the threat library required with the military departments, the combatant commands, other federal agencies, and relevant industries, as determined by the Secretary of the Army, in order to maintain technological superiority in aerial defence.
A further section of the NDAA is devoted to responding to UAS incursions and calls for DoD to develop a strategy for countering UAS. “The Secretary of Defense, in consultation with the Attorney General, the Secretary of Transportation, the Secretary of Homeland Security, and the Director of National Intelligence, shall conduct an assessment of countering UAS technology; the threats such technology poses to facilities, personnel, and assets of the Department of Defense in the United States; and the existing counter UAS enterprise of the Department.
“Not later than June 1, 2025, the Secretary shall submit to the appropriate congressional committees a report on the assessment. Such report shall include the findings of the assessment; a compilation of any recommended changes to the countering UAS technology of the Department, including adjustments in the allocation of resources, in law, policy, or any other authorities; recommendations for requirements for the Department of Defense to pre-coordinate planned actions in response to anticipated types of UAS incursions with other relevant federal departments and agencies; and such other matters as the Secretary determines appropriate.”

13 Dec 24. The British Army has issued an open invitation for manufacturers to participate in its Drone Effectiveness Workshop, scheduled from 10 to 14 February 2025. The workshop, to be held at MOD Boscombe Down, aims to test the resilience of Uncrewed Aircraft Systems (UAS) against simulated jamming effects in a controlled environment.
This early engagement opportunity is part of the MOD’s ongoing efforts to assess and improve the operational capabilities of UAS platforms, with up to five UK-registered companies invited to participate.
Participants will have the chance to test their multi-rotor UAS in realistic, simulated environments that emulate jamming effects on GPS, control, and video signals.
The scenarios will simulate a jammer approaching from 10 km to 100 m, while the UAS remains a simulated 20 km from its Ground Control Station (GCS).
Key benefits include:

10 Dec 24. Northrop Grumman Corporation celebrated the start of production of the first E-2D Advanced Hawkeye for the French Navy at the company’s St. Augustine manufacturing facility.
The ceremony brought together representatives from the French Navy, Northrop Grumman, Naval Air Systems Command and Navy International Programs Office. This milestone puts France on course to field the world’s premier airborne command and control aircraft.
- Northrop Grumman is contracted to produce three E-2D aircraft, the first of which is scheduled for delivery in 2027.
- The E-2Ds will replace France’s E-2C Hawkeye 2000 fleet, which has been in operation for over 25 years.
- The E-2D brings significant enhancements over its predecessors, including the ability for aerial refuelling.

14 Dec 24. Joint Staff Addresses Drones Over New Jersey Military Installations. In recent weeks, a number of drones have been sighted over New Jersey, prompting concern and thousands of telephone calls to report them. Some of those drones have even been sighted over Picatinny Arsenal and Naval Weapons Station Earle, both in New Jersey.
During an on-background telephone call today, officials from the Federal Bureau of Investigation, Department of Homeland Security, Federal Aviation Administration and the Joint Staff provided comment and answered questions from reporters about the drone sightings.
A spokesperson from the Joint Staff acknowledged that there had been sightings of drones over two military installations in New Jersey, but said such sightings are typical.
“We have had confirmed sightings at Picatinny Arsenal and Naval Weapons Station Earle,” the spokesperson said. “This is not a new issue for us. We’ve had to deal with drone incursions over our bases for quite a time now. It’s something that we routinely respond to in each and every case when reporting is cited.”
The spokesperson said military installations have means to detect and respond to such drones, and that security personnel are trained to identify, categorize and employ those tools to keep drones from flying unauthorized over U.S. military bases.
Right now, the FBI, DHS, FAA and DOD have been unable to determine who is responsible for flying the drones, and there’s no indication that there are adversary nations involved.
“To date, we have no intelligence or observations that would indicate that they were aligned with a foreign actor or that they had malicious intent,” the spokesperson said. “But … we don’t know. We have not been able to locate or identify the operators or the points of origin.”
The spokesperson said that the military has “limited authorities” when it comes to conducting investigations off of military installations in the United States, and is also prohibited from conducting intelligence, surveillance and reconnaissance operations in the United States which might be used to determine the origins of who might be flying the drones. But the spokesperson also said those military installations have good relations with local law enforcement, who can conduct investigations off the installation.
“We have to coordinate with law enforcement to try to do that, which we are doing,” the spokesperson said. “And we do that on a routine basis at nearly all of our locations. We have good relationships and excellent coordination, and we respond quickly to try to identify them.”
The spokesperson also said the department is frustrated with the appearance of the drones.
“The main point is to deter the activity using some of our electronic means that can respond to most of these small commercial systems and deny them access to the airspace over our bases,” the spokesperson said. “We don’t know what the activity is. We don’t know … if it is criminal. But I will tell you that it is irresponsible. Unexplained drone activity has alarmed residents and officials in New Jersey, prompting a federal investigation led by the FBI and the Department of Homeland Security (DHS). The sightings, which began last month, involve large drones – some up to six feet in diameter – flying at night, often with their lights switched off.
Assemblywoman Dawn Fantasia, who was briefed by DHS on Wednesday, stated that these drones seem to evade traditional detection methods, such as helicopters and radio. The devices have been observed across New Jersey, from the New York City area to Philadelphia, with early reports clustering near sensitive sites like the Picatinny Arsenal and President-elect Donald Trump’s golf course in Bedminster.
While most drones reported are larger than those typically used by hobbyists, officials have cautioned that not all sightings are confirmed. Gov. Phil Murphy emphasized that the drones do not currently pose a direct threat to public safety.
“This is something we’re taking deadly seriously. I don’t blame people for being frustrated,” he said earlier this week.
Concerns escalated over the weekend when drones reportedly pursued a Coast Guard lifeboat near Barnegat Light and Island Beach State Park. US Rep. Chris Smith described the incident in a letter to Defense Secretary Lloyd Austin, urging military intervention. However, Pentagon spokeswoman Sabrina Singh stated:
“Our initial assessment here is that these are not drones or activities coming from a foreign entity or adversary.”
Local and state lawmakers have called for stricter regulations on drone operations. Assemblyman Erik Peterson, who attended a recent DHS briefing, expressed frustration over the lack of clear answers. “My understanding is they have no clue,” Peterson said.
The increase in drone activity has fueled public speculation and conspiracy theories. At a hearing on December 10, members of the House Homeland Security Subcommittees on Counterterrorism, Law Enforcement and Intelligence, and on Transportation and Maritime Security discussed the urgency of counter-UAS legislation. The proposed bill, the Counter-UAS Authority, Security, Safety and Reauthorization Act of 2024 (H.R. 8610), aims to extend and reform existing counter-drone powers granted under the Preventing Emerging Threats Act of 2018, which is set to expire on December 20.
“This legislation will renew and reform current counter-UAS legal authorities,” said Subcommittee Chairman August Pfluger during his opening statement. “The threats posed by UAS continue to present challenges. A single UAS carrying explosives could potentially cause widespread damage, interrupt services and result in significant economic losses to our homeland.”
The proposed legislation would expand the Department of Homeland Security (DHS) and Department of Justice (DOJ) authorities to detect, disable and mitigate threatening drones. Additionally, the bill emphasizes addressing risks posed by foreign-made drones, particularly those manufactured by Da Jiang Innovations (DJI), a Chinese company. Pfluger highlighted concerns about “unauthorized data access and systemic vulnerabilities” linked to DJI products, as well as reports of their ties to forced labor.
Chairman Carlos Gimenez discussed the urgency of these measures, especially with upcoming global events such as the 2026 FIFA World Cup and the 2028 Summer Olympics, saying:
“We must consider all appropriate actions to ensure that foreign adversaries, like the Chinese Communist Party, are not using drones under the guise of legitimate activities to relay sensitive information back to China or other entities that seek to harm the United States.”

The National Football League (NFL), the Justice Department, the FBI and other federal agencies will appeal to Congress on Tuesday to expand US government authority to detect and neutralize drones that pose potential security threats over stadiums and other critical locations. There are growing concerns in the US about the rising number of unauthorized drone flights over restricted airspace, following recent incidents around military installations and Vandenberg Space Force Base.
NFL Security Chief Cathy Lanier will present data to a US House of Representatives subcommittee showing a sharp rise in unauthorized drone activity over stadiums during NFL games. According to her written testimony, such incidents increased to 2,845 in 2023, compared to 2,537 in 2022, despite existing regulations prohibiting drone flights within a three-mile radius and up to 3,000 feet (914 meters) above major US sporting events.
According to Lainer, “the time to act to keep fans safe is now.” This is the message that will be delivered on Tuesday, stressing the need for urgent action.
Current US law, enacted in 2018, grants the Justice Department and the Department of Homeland Security (DHS) limited authority to disable or destroy drones deemed a threat. However, officials argue that these powers are insufficient to address evolving drone technology and the increasing number of incidents.
Proposed legislation would:
- Expand federal drone mitigation authority to protect airports, power plants, oil refineries, chemical facilities and high-risk prisoner transports.
- Allow state and local law enforcement to use federally approved counter-drone technologies.
- Permit critical infrastructure operators to deploy vetted drone-detection capabilities to safeguard their facilities.
The White House and major sports leagues, including the NFL and Major League Baseball, have voiced strong support for these measures. A joint statement from the leagues warned that without expanded authority, “airports and sporting events are at substantial risk from malicious and unauthorized (drone) operation.”
Federal agencies have also highlighted vulnerabilities beyond sports stadiums. The FBI and Justice Department, in joint written testimony, stated:
“Gaps in legal authorities leave sensitive federal facilities, such as CIA headquarters, vulnerable to both intelligence collection by foreign states and physical attacks by hostile actors. We also need to allow critical infrastructure operators to take steps to protect their own facilities and assets.”
The DHS noted the pervasive use of drones for illegal cross-border activities. In a recent six-week period, DHS recorded more than 6,900 drone flights near the Southwest border, demonstrating the increasingly organized and widespread use of drones for smuggling and other illicit activities.
While Congress has debated expanding drone mitigation authorities for years, bipartisan concerns about privacy and potential misuse of such technologies have slowed progress. Advocates for the legislation argue that growing threats to public safety, national security and critical infrastructure necessitate immediate action.

13 Dec 24. HMS St Albans demonstrated its ability to counter aerial threats during a demanding Sharpshooter gunnery exercise, facing over 100 simulated drone attacks off the Welsh coast. The exercise, which incorporated lessons from recent Red Sea incidents, marked the first time aerial drones were included in the Royal Navy’s Sharpshooter training. The training, designed to test the frigate’s gunnery and operations room teams, involved a mix of traditional remote-controlled boat threats and dynamic aerial drones. Run in collaboration with QinetiQ and Fleet Operational Standards and Training (FOST), the exercise featured Banshee Whirlwind drones launched from the Aberporth Range. These drones, small and fast with a top speed of 200 knots, flew low over the waves to simulate challenging attack profiles. HMS St Albans engaged these threats with precision, utilising medium-calibre weapons and small arms under the direction of its operations room team.
Commander Matthew Teare, HMS St Albans’ Commanding Officer, highlighted the value of the exercise: “The quality of training has been better than I have ever seen. It has been a career highlight thanks to the realism of the scenario. A fantastic experience and one which has been hugely beneficial to my ship’s company.”
Sharpshooter exercises have evolved since their inception in 2019 to keep pace with modern warfare. Recent operational experiences, including drone engagements by HMS Diamond and HMS Richmond, have shaped the exercise’s scenarios.
Simon Galt, Managing Director Air at QinetiQ, described the training as “invaluable”: “Our aim with Sharpshooter is to ensure as immersive, comprehensive and dynamic a training experience as possible, preparing the ship’s crew for the very current evolving threat landscape.”
