01 Mar 24. The sensor solution provider HENSOLDT has sold its all-round vision system SETAS (See Through Armour System) for the first time. The customer is KNDS in Germany. The order comprises a total of 54 units. The order value is in the double-digit million range. SETAS will be integrated into the customer’s RCH 155 self-propelled artillery gun.

SETAS is a high-performance day and night observation system for armoured vehicles of all kinds. The high-resolution electro-optical vision system gives every crew member the opportunity to obtain full visual situational awareness 360 degrees around the vehicle from inside the vehicle. Threats within their radius of action can be reliably identified and classified at an early stage. The modular system comprises two high-performance sensor systems: high-resolution colour daylight cameras and uncooled thermal imaging cameras.

“With the initial integration, we are equipping our customer and the user with a revolutionary sensor solution in the field of all-round visibility,” says Tanya Altmann, Head of Optronics & Land Solutions at HENSOLDT. “The system will realise its full potential when it is connected to the vehicle network and the battle management system and provides crew members with the best possible information sovereignty using AI-supported sensor fusion. With this launching customer, HENSOLDT is therefore consistently continuing its growth path as a solution provider.”

In a further configuration step, the observation capabilities of SETAS can be enhanced with integrated automatic image processing functions such as Moving Target Indication (MTI), object tracking and other modes. This makes it easier for the crew to cope with the large amount of image data for personal 360-degree situational awareness. Thanks to its modularity and open interface architecture (NGVA-compliant), this observation system can be easily integrated into any new or existing vehicle.  The interface allows full integration or standalone operation by supporting any type of HMI (standard or smart display, smart glasses, tablet, etc.).

Using a helmet-mounted display as an HMI, a crew member inside the vehicle can practically see through the armour and thus achieve the same orientation as when observing “from above”. Intelligent software algorithms automatically warn the crew if a potentially threatening movement is detected in the vicinity of the vehicle. SETAS can be installed as a stand-alone system, providing crews of both legacy platforms and new systems with significantly increased situational awareness.

28 Feb 24. Cuashub.com said today that DHS S&T Busy Testing Counter-Drone Technologies. The Department of Homeland Security Science & Technology Directorate (DHS S&T) has been extremely busy testing counter-drone technologies and evaluating their effectiveness in various environments and mission types. DHS S&T recently released a summary of its activities in 2023 and provided a preview of upcoming technology assessment activities in 2024. To counteract the potential malicious use of drones, DHS S&T conducted assessments of innovative counter-unmanned aircraft systems (C-UAS) technologies, also known as counter-drone technologies, through two live demonstrations last summer. Before these events, DHS S&T issued two public requests for information (RFI) in April 2023 to collect vendor data about existing counter-drone technologies. One RFI was to test innovative technologies to counter “dark” unmanned aircraft system (UAS) swarms, and the other was to assess kinetic mitigation capabilities for countering small UAS. The most promising solutions were selected to participate in the subsequent live demonstrations.

Kinetic Mitigation System Testing

In a live demonstration held at Camp Grafton South in North Dakota, several vendors participated in assessing the collateral effects of kinetic mitigation systems, which physically alter, bring down, or destroy drones using forces like projectiles, nets, photon plasma from lasers, and electromagnetic or radio waves. The purpose was to collect information on the potential unintended consequences or collateral effects, such as falling debris from intercepted drones. The University of North Dakota (UND), Northern Plains UAS Test Site (NPUASTS), and accessND provided personnel and expertise for the demonstration.

Following a live demonstration assessing the collateral effects of kinetic mitigation systems against drones, initial observations have provided a basic understanding of these effects. Further analysis of the results aims to establish a basic methodology for measuring collateral effects. DHS seeks to develop an understanding of the kinetic mitigation capabilities of current counter-drone technologies, assess the inherent risks, and determine potential damage that may result from their use.

Counter Swarm and Dark UAS Testing

The second live demonstration evaluated non-kinetic solutions for detecting, tracking, identifying, and countering swarms of small UAS remotely controlled. It also assessed technologies capable of detecting and mitigating “dark” drones emitting minimal or no radio frequency (RF) signals, noise, or emissions. The demonstration aimed to address potential threats posed by drone swarms in scenarios like interfering with first responders or launching distributed assaults on critical infrastructure during events of national or international importance. The event occurred at the Oklahoma State University Unmanned Aircraft Flight Station in Stillwater, Oklahoma, collaborating with industry partner Amentum Services, Inc. and the OSU C-UAS Center of Excellence.

The event drew visitors from U.S. homeland and defense agencies and foreign government partners. Six technology vendors also participated—three from the United States, and three were international.

Upcoming DHS S&T Tests in 2024

Following the promising evaluations and initial findings, DHS S&T and its partners are analyzing results from both events to determine future testing needs and prioritize research and development investments. Demonstrations for kinetic counter-drone technologies are planned for summer to assess collateral impacts and test additional technologies. The goal is to enhance the Department of Homeland Security’s (DHS) capabilities to safeguard the homeland against potential threats from UAS.

23 Feb 24. Skyfire collaborates with Fremont fire and police to launch joint drone first responder program. Skyfire Consulting is collaborating with the Fremont, California Fire and Police Departments to launch a joint Drone First Responder (DFR) program. Approved by the Fremont City Council, the program leverages Skyfire’s experience working with regulated Beyond Visual Line of Site (BVLOS) drone services aimed at enhancing public safety and emergency response times.

The Fremont DFR program utilizes Unmanned Aerial Vehicles (UAVs) launched from fixed locations to rapidly respond to public safety incidents. These UAVs, piloted by certified professionals, arrive on-scene ahead of first responders, providing critical real-time situational awareness through live-streamed video. This information empowers responders to make better decisions, de-escalate situations when possible, and identify potential hazards and rescues.

According to the media posts, the Fremont Police and Fire Departments conducted a successful pilot program from November 2022 to January 2023. The program, which deployed UAVs from strategic locations like Parkway Towers, demonstrated the value of DFR in enhancing public safety, reducing response times, and ensuring first responder safety.

The Fremont DFR program is further bolstered by a partnership with Washington Hospital Healthcare System (WHHS). Later this month, WHHS will host UAV launches from its rooftop location on Mowry Avenue, expanding the program’s reach and response capabilities within the community.

In 2019, Skyfire worked alongside the Chula Vista Police Department (CVPD) with support from the City of San Diego to obtain FAA approval for a emergency response Certificate of Authorization (COA) with a Beyond Visual Line of Sight (BVLOS) provision for public safety.

23 Feb 24. Russia reveals “AI-enabled Stupor counter-drone system.” Kremlin-aligned news agency, RIA Novosti, has reported that Russia has developed “a comprehensive counter-drone system designated Stupor, developed and manufactured by a company of the same name.”

Citing engineers at the company, Novosti reports that Stupor has been tested in extreme conditions, including temperatures of minus 20°C, in northern Russia and that the system – which is apparently AI-enabled – is capable of autonomous operation. It further claims that Stupor will “detect and defeat drones using multiple methods”.

The system has a claimed drone detection range of more than 5,000 metres and can suppress unauthorised drones within a 2,000 metre radius. Stupor revealed a hand-held drone defeat system almost two years ago, which some observers claim has already seen service in Ukraine. (Source: www.unmannedairspace.info)

26 Feb 24. Holes in military counter-UAS defence strategies need to be urgently filled. The UK’s Ministry of Defence (MOD) last week announced a new strategy backed by at least GBP4.5 bn of investment over the next decade to accelerate access to uncrewed systems for the UK Armed Forces, rapidly equipping them with innovative technology across air, sea, and land. This follows the announcement of the US Replicator programme in August 2023 which will see, as a first iteration, “the fielding of thousands of autonomous systems across multiple domains within the next 18 to 24 months, as part of the Pentagon’s strategy to counter China’s rapid armed forces buildup,” according to Deputy Defense Secretary Kathleen Hicks.

Both strategies are, say their proponents, a direct result of defence departments in Europe and the USA learning the lessons of Ukraine, which has seen a massive proliferation of cheap commercial drones in the battlefield.

But what are the lessons of Ukraine? Since the Russian invasion, the drone/counter drone war has undergone four generations of evolution – the initial Bayraktar TB2 stage, the Shahed 136 response, the mass proliferation of DJI products and most recently the age of the Lancet and the FPV drone, where drones and loitering munitions have become fused. Now, a fifth generation is about to emerge –the Izdeliye 55, an autonomous drone which (according to Russian reports which may or may not be entirely accurate) cannot be detected by radio frequency (RF) analyser systems.

The appearance on the battlefield of truly autonomous systems is not so much a new generation of drone warfare as an entirely new type of threat.

No longer will small, mobile, affordable RF detectors be able to provide small infantry units with an early warning of nearby hostile drones. This will require a new type of technical response: large numbers of passive radars integrated with new, more capable kinetic C-UAS systems. These will have to be affordable, available at scale and with the software capable of rapid upgrades to cater for the inevitable evolution of the threat.

So how far will Replicator and the UK’s new uncrewed defence strategy be able to meet this threat? Developing a drone warfare strategy which focuses just on the offensive element without considering defensive requirements runs the risk of sending troops into battle with the enemy having control of the skies.

There is no doubt that defence planners in North America and Europe are keenly aware of the risks. The US Department of Defense’s Joint Counter-small Unmanned Aircraft Systems Office, or JCO, has been moving beyond researching C-UAS to acquiring systems for some months. At the end of last year NATO was reported to be about to adopt the UK SAPIENT protocol which allows for plug-and-play sensors and autonomous decision-making systems to be quickly adopted, which would mean new C-UAS software capabilities would be able to be deployed at scale quickly and seamlessly. Unmanned Airspace has asked NATO whether the protocol has now been adopted but has not received a response.

The potential of passive radars to provide a technical solution to detecting autonomous drones has been explored in the NATO study Drone Detectability Feasibility Study using Passive Radars Operating in WIFI and DVB-T Band, with positive conclusions. And European forces are now starting to deploy C-UAS systems at scale among small infantry units. Urgent operational requests for portable air defence systems are also being published in increasing numbers.

But what is lacking in all these elements – at least in the public domain – is a clear understanding of how new C-UAS technologies able to meet developing threats will make their way onto the battlefield on a similar scale and methodology as the offensive drone systems now being planned in Europe and North America. 26 Feb 24. De-risking Large Over-The-Horizon Radar (OTHR) Deployment. As NORAD modernization kicks into high gear, concerns have been raised by both NORAD partners about the risk and cost of deploying large OTHR systems (many thousands of channels each) for North American Defense. D-TA has been hard at work to address these concerns. D-TA is the only company in North America who has deployed two large OTHR systems with over 1000 channels each. By leveraging over 12 years of experience in developing innovative OTHR solutions, D-TA has crafted receiver and transmitter modules that meet the stringent analog performances in terms of Noise Figure, IP2, IP3 and phase noise specifications. By incorporating software-based channelization (NCO & DDC implementations) an unprecedented 140 dBc SFDR is achieved by using double-precision arithmetic. The PA-integrated transmit solution includes an arbitrary waveform generator (AWG) that is based on I/Q data streaming to allow any waveform of any frequency and any duration to be easily generated. The AWG system can also be interfaced to other 3rd-party PAs. What’s more, the AWG can double as a radar tester. These COTS modules are available to any Lead System Integrator of HLD-OTHR, A-OTHR or others at competitive prices and firm deliveries. D-TA has also trained and equipped its Contract Manufacturers to handle large volume productions.
