21 Oct 25. National Guard deployments increase domestic unrest, security forces risks in cities nationwide. On 20 October, the US Court of Appeals for the Ninth Circuit ruled that the Trump administration can proceed with deploying National Guard troops to Portland (Oregon), dismissing a lower court’s temporary block. On the same day, state and local officials in Illinois urged the US Supreme Court to leave in place a lower court order blocking US President Donald Trump from deploying troops in Chicago (Illinois). In the short term, federal troops will likely be stationed at Immigration and Customs Enforcement (ICE) facilities in Portland, particularly those that have been the focus of protests. As both Chicago and Portland are Democratic-leaning cities, any deployments will likely trigger public backlash. The growing public characterisation of these deployments as an ‘invasion’ will entrench partisanship and increase the risk that the public does not comply with law enforcement. In this scenario, demonstrations against troops are likely near federal immigration facilities, raising the risk of domestic unrest.
