06 Oct 251. Potential troop deployments across US will increase security forces, domestic unrest risks. On 5 October, Illinois Governor JB Pritzker stated that US President Donald Trump had ordered 400 members of the Texas National Guard for deployments to Illinois, Oregon and ‘other locations in the US’. On the same day, the US Department of Defense announced it was reassigning nearly 200 federalised members of the California National Guard to Portland (Oregon), after a federal judge temporarily blocked the deployment of Oregon troops. California Governor Gavin Newsom has since vowed to sue President Trump. A sustained federal focus on Portland indicates that a deployment to the city is likely in the coming days. As both Illinois and Oregon are Democrat-leaning states, we assess that any deployments will raise federal-state tensions. Furthermore, intensifying public characterisation of these deployments as an ‘invasion’ will entrench partisanship and increase the risk that the public will not comply with the law enforcement personnel. In this scenario, demonstrations against troops are likely near major city landmarks, raising domestic unrest risks.
