15 Sep 25. Military deployments will raise unrest, operational disruption risks in multiple urban centres. On 12 September, President Donald Trump stated he would send National Guard troops to Memphis (Tennessee) to combat crime. Memphis Mayor Paul Young stated that he did not request the move. On 13 September, the Trump administration drafted a proposal to deploy around 1,000 Louisiana National Guard troops to conduct operations across the state’s urban centres. Earlier on 15 September, Trump stated he would call a national emergency and federalise the capital Washington DC after the city’s mayor said the police forces would not co-operate with federal immigration agents. While specific details of the deployments remain unclear, troops will likely enter Memphis in the coming week. In the short term, we assess that this will drive an immediate decrease in violent crime in Memphis, though longer-term crime trends will likely be sustained. As both Memphis and New Orleans (Louisiana) are Democratic-leaning cities in Republican-led states, any deployments will likely trigger activist backlash. Activism will possibly include moderate demonstrations, though these will likely remain peaceful.
