13 Aug 25. Potential use of military on domestic soil will raise supervision quality, domestic unrest risks. According to reports on 12 August, the Trump administration is looking at plans to set up a 600-person National Guard team for quick deployment to US cities to quell protests or other unrest. The ‘Domestic Civil Disturbance Quick Reaction Force’ would be outfitted with riot gear to be on constant standby and could be deployed in as little as one hour. This report follows President Donald Trump’s deployment of 800 National Guard troops to the capital Washington DC and the temporary takeover of the city’s police department. Also on 12 August, Trump threatened homeless individuals who do not comply with law enforcement with fines or jail time. In the short term, we assess that any widespread criticism of policing conduct in Washington DC will trigger an increase in activism. While a quick reaction force would likely only come to fruition in the longer term, it underscores Trump’s increasing inclination to use the military on domestic soil for traditional law enforcement duties.
