20 Aug 25. Poland: Suspected Russian drone crash is unlikely to represent deliberate airspace incursion. Earlier on 21 August, a regional prosecutor stated that there is a ‘high probability’ that a drone which crashed into a field near Lublin (Lublin voivodeship) overnight on 19-20 August was launched from Belarus. On 20 August, a Polish foreign ministry spokesperson stated that preliminary investigations suggested the drone was possibly a Shahed variant. The effective operational range of a Shahed 136/131 drone is approximately 559 miles (900km) and electronic warfare (EW) measures can render these drones virtually uncontrollable. This means there is a realistic possibility that the drone (if confirmed to be a Shahed) entered Polish airspace accidentally. In July, at least two suspected Russian drones entered Lithuanian airspace via Belarus; these were also unlikely to be deliberate airspace incursions. In light of the upcoming Zapad 2025 Russian-Belarussian joint military exercise in Belarus between 12 and 16 September, an uptick in drone activity (including near the Polish border) is possible in the coming weeks; this will sustain regional tensions. 18 Aug 25. Serbia: Continued violent anti-government unrest will likely trigger augmented security in major cities. Violent anti-government unrest continued in cities across Serbia through the weekend of 15-17 August (see Sibylline Alert – 15 August 2025). In the city of Valjevo (Šumadija and Western Serbia province), a group of anti-government protesters set fire to the local office of the ruling Serbian Progressive Party (SNS) and broke windows at the city hall and local judicial buildings. Protesters also vandalised the offices of SNS coalition partners in the capital Belgrade, Novi Sad (Vojvodina province) and Valjevo. In both Belgrade and Valjevo, the police deployed tear gas to disperse protesters. On 17 August, President Aleksandr Vučić pledged to restore law and order in the coming days, adding that it would take the government an unspecified number of days to prepare the legal framework to facilitate this (no further details were given). We continue to assess that the government is highly unlikely to call a snap election. It is therefore likely that the government will further augment security across major cities in the coming days. 15 Aug 25. Lithuania unveils plans for multi-layer border defense line. Lithuania has announced that it is establishing a multi-layered defensive line composed in part of anti-tank obstacles, drainage ditches, minefields and more to fortify its borders. The Lithuanian Ministry of Defense declared this week that the Baltic state has opted to create a three-level defensive border intended to delay or stop enemy movement in the event of a potential attack. The first level, measuring five kilometers, would be located behind the country’s border control point and would consist of anti-tank ditches and obstacles, minefields, fortified points with trenches and secondary positions with trenches. The second tier, stretching 15 kilometers, would include drainage ditches, engineer equipment parks, bridges prepared for demolition and blocked bridgeheads. The ultimate echelon would have a similar layout but with additional roadside trees ready to be cut down, according to the picture shared. Felled trees can be useful to delay or restrict the movements of an adversary along roads, specifically in forested environments. Lithuania shares a border with Russia, known as the Kaliningrad Oblast, which measures roughly 275 kilometers. The Baltic state shares an even longer frontier with Belarus, of approximately 679 kilometers. The development of the border defense line comes a few weeks after an unidentified drone was reported to have entered Lithuanian airspace on July 28. Following this, the Lithuanian military announced it would reinforce air defenses surrounding the country’s border with Belarus.
