Ukraine: EU aid will likely ease short-term fiscal pressures; risk of long-term financial gaps persists. On 1 April, the European Commission (EC) announced that the bloc will allocate EUR 1.4 billion (USD 1.6 billion) to Ukraine. The aid comes from windfall profits generated by interests on frozen Russian sovereign assets, which the EU received on 31 March. This comes as Ukraine faces heightened budgetary risks amid uncertainty surrounding its crucial international funding. EU member states remain unable to unblock their envisioned EUR 90 billion (USD 103.8 billion) loan to Ukraine, due to ongoing vetoes from Hungary and Slovakia. Meanwhile, Ukraine is required to pass unpopular tax reforms in order to access funding from the IMF by mid-April (which is when the IMF holds its spring meetings). We assess that this latest EU aid package will be essential for meeting Ukraine’s immediate budgetary needs. However, Kyiv will continue to face significant financial risks in the medium-to-long term if it fails to advance its reform agenda and, more critically, if the EU loan remains blocked in the coming months.
Russia-Iran: Large-scale, formal deployment of Chechen forces to support Iran is unlikely. On 31 March, the Iranian state news agency Press TV claimed, citing unconfirmed and unspecified reports, that Chechen military units have announced their readiness to deploy to Iran in the event of a US ground operation. According to the outlet, forces loyal to the head of Russia’s Republic of Chechnya, Ramzan Kadyrov, perceive the ongoing Israel-US-Iran war as a ‘religious war’. The news outlet further claimed that they envisage their ‘possible direct intervention’ as a ‘jihad’. Neither the Chechen nor Russian authorities have confirmed or denied the reports. In early March, Chechen Akhmat Spetsnaz commander Apti Alaudinov expressed readiness to provide Tehran with all the weapons at his disposal and to fight in support of Iran if the Russian leadership makes such a decision. However, the Kremlin’s principal priority is achieving its military objectives in Ukraine; Chechen Akhmat forces are therefore embroiled in that war effort. As such, the Russian authorities are unlikely to authorise a sizeable deployment of Chechen forces formally. In the event of a US ground operation, there is a greater likelihood of Chechen units being dispatched to Iran in small numbers to offer plausible deniability, though we assess that the likelihood of this scenario remains low in the short term.
Russia: Further US sanctions relief measures are possible in short term. On 31 March, the US Department of the Treasury removed three Russia-flagged cargo ships from its sanctions list, though it indicated that this does not signal a broader shift in US policy toward Russia. The decision will allow these vessels to regain access to ports and maritime services that were previously restricted under US sanctions. This follows the US’ recent issuance of a temporary licence allowing the sale of Russian oil that is currently stranded at sea, in order to ease pressure on global energy markets disrupted by the Israel-US-Iran war. The developments suggest the US government’s increased policy flexibility while it remains engaged in military efforts against Iran. We assess that if the Middle East conflict continues in the coming weeks, US President Donald Trump’s administration will possibly extend its sanctions waivers on Russian oil exports and possibly proceed with delisting additional cargo vessels. Such measures would likely alleviate Moscow’s financial pressure and reduce its willingness to engage in peace negotiations with Ukraine in good faith in the event that they resume in the short term. 30 Mar 26. Ukrainian AI Drone Swarms that Recognize Russian Army Uniforms. An unnamed Ukrainian tech startup has reportedly developed a new artificial intelligence (AI)- enabled drone that can recognize and engage targets based on visual triggers, like a specific uniform. The drones can work as a swarm and can communicate with one another. The startup claims this enables the drones to make rapid decisions autonomously. However, to prevent accidents (like potential friendly fire), the drones can only engage with the authorization of a human-in-the-loop. Besides taking potentially lethal action, the new drones can also be used for more traditional roles like reconnaissance and intelligence gathering. All of these actions can be performed, it is claimed, “faster than a human” ever could. The new drones are anticipated to offer Ukraine a significant advantage on the battlefield in countering Russian forces.
Killer Ukrainian Drone Swarms
Serhii Kuprienko, the startup’s founder, compared it to the revolutionary impact of introducing the steam engine to factories.
“It’s the equivalent of bringing the steam engine into the factory all those years ago,” said Kuprienko. “Our core mission is to get robots to do the fighting, not humans.”
This philosophy underscores Ukraine’s increased investment in autonomous platforms, which it hopes will give it the upper hand against Moscow while avoiding more military casualties. A recent report by The Times revealed that before the invasion in February 2022, Kyiv had only about 20 military technology companies.
There are currently over 200 organizations concentrating on defense technology, particularly autonomous systems.
“They [Russians] fight, they die, they send more people — they don’t care. But that’s not how we see war,”
Deputy Minister of Digital Transformation Alex Bornyakov said.
Bornyakov mentioned that Ukraine is currently testing swarm technology with at least one company other than Krupiienko’s. He explained that although the drones can operate autonomously, human verification is necessary for targeting to ensure compliance with ethical and safety standards.
“Technically, they [the drones] could do it by themselves,” he added. Kuprienko stated that his drones could be programmed to recognize and shoot based on uniforms.
However, he emphasized, “We don’t allow it ethically and for safety purposes.”
American drone expert called “Singer” suggests that Ukraine may have already utilized AI to eliminate targets autonomously. He added that a sophisticated American drone system also exists that can identify enemy vehicles, even if camouflaged, and coordinate automatic strikes.
A Point of No Return?
He also told The Times that he remembered politicians assuring him they would never cross this line. However, he added that it has now been crossed with little controversy.
The ethical debate over autonomous weapons continues among military experts, lawyers, and ethicists. It is a longstanding one that divides opinion. However, Kuprienko reiterates that a human commander must approve each attack.
He acknowledges that some commanders might prefer full autonomy to maximize the swarm’s effectiveness, adding, “
We’re fighting a war here, and we want to win.”
Like Bornyakov, he envisions a “kill box” containing only enemy targets where a swarm could operate independently.

Ukrainian FPV Giant Partners to Build Drones in the U.S. One of Ukraine’s largest drone manufacturers, General Cherry, has signed a deal to produce unmanned aerial vehicles in the United States, the company announced. The firm, known for its FPV (first-person view) drones and interceptor systems, has partnered with U.S. defence manufacturer Wilcox Industries to manufacture drones at facilities in New Hampshire.
“We are pleased to have the unique opportunity to build production together,” said co-founder Yaroslav Hryshyn. “First of all, we are focusing on interceptor drones as our flagship product.”
Founded in September 2023, General Cherry reflects the rapid rise of a new generation of Ukrainian defence tech companies since Russia’s full-scale invasion in 2022. A company representative said the production launch timeline will depend on ongoing negotiations with the Ukrainian government.
Under the agreement, production of FPV drones and interceptors will be established in the U.S. Ukraine will contribute battlefield experience and technology, while Wilcox will provide scientific and technical infrastructure. The partnership aims to enhance Ukrainian drone capabilities using advanced American engineering.
The joint venture will primarily target the U.S. market, including Pentagon contracts, but may expand to other countries. To meet U.S. legal and security standards, the companies plan to localize component production domestically and ensure compliance with all regulatory requirements, including Blue UAS certification for government use.
Wilcox CEO James Titzel welcomed the partnership, praising General Cherry’s resilience and innovation.
“Combining our manufacturing capabilities with their technology will bring significant benefits to the United States,” he said.
The project is currently in the approval phase and requires support from Ukrainian authorities. General Cherry produces the Bullet interceptor drone and large volumes of FPVs, and has participated in Pentagon initiatives such as the Drone Dominance Program.
