11 Sep 25. Russia-EU: Possible new punitive measures are unlikely to force Moscow to end war. Bloomberg reported on 8 September that the EU is considering imposing new sanctions on several Russian banks and energy companies to push Russia to end its war in Ukraine. The measures would be part of the 19th sanctions package issued by the bloc since the beginning of the full-scale invasion in 2022. According to unspecified insiders familiar with the matter, the EU will possibly target Russia’s payment and credit card systems, crypto exchanges and place further restrictions on Russian oil trade. Separately, the bloc is considering using its ‘anti-circumvention tool’ for the first time against Kazakhstan. In this case, the Central Asian state would face restrictions on importing specific machinery that EU data indicates is still being sent to Russia in large quantities. Any such measures would aim to undermine Russia’s ability to generate revenue and source equipment to sustain the war. However, we assess that the continued imposition of Western sanctions alone is unlikely to push Russia to cease fighting in the coming months.

10 Sep 25. Nepal: Army presence will likely gradually mitigate security, operational disruption risks. Earlier on 10 September, the Nepali army stated that a nationwide curfew would remain in force until at least 0600hrs on 11 September, restricting non-essential movement. The army announced its intention to take control of security late on 9 September following the deadly unrest that led to the resignation of former prime minister, KP Sharma Oli (see Sibylline Situation Update Brief – 9 September 2025). There were reports of incidents of lootings and robberies amid the unrest, along with inmates escaping from multiple prisons. Army efforts to arrest individuals involved in such activity are ongoing. The deployment of troops has coincided with a notable reduction in protests in the capital Kathmandu on 10 September so far. While rescue operations continue, ongoing fires started on 9 September will continue to pose safety risks for bystanders. Also on 10 September, the Civil Aviation Authority of Nepal reportedly permitted Tribhuvan International Airport (KTM) to resume operations, allowing international travellers to leave the country; flight delays and disruption remain likely. The army’s presence and proposed talks between protesters and the authorities will ease unrest risks in the coming hours and days; however, there remains a latent risk of sporadic protests, heightened criminal activity and extended prohibitory orders, sustaining security risks and operational disruption. 09 Sep 25. Russia: Soaring defence expenditures amid declining oil revenues will continue to broaden deficit. On 9 September, Russian Finance Minister Anton Siluanov announced that the government will increase borrowing in 2025 compared to earlier forecasts. He acknowledged that, despite Russia’s relatively low debt, multiple factors are driving the deficit upwards, most likely the soaring defence expenditures linked to Moscow’s war in Ukraine. In early August, official data showed that Russia’s seven-month budget deficit had already exceeded the full-year target by 25%. Siluanov also noted that the 2026 budget has lowered the predicted price for Urals crude to USD 59 per barrel (pb), down from USD 66 the previous year. In the first eight months of 2025, oil and gas income fell by around 20%. Declining oil revenues will further undermine Russia’s fiscal stability, as hydrocarbon exports account for 30-50% of federal revenue. Russia’s federal budget is projected to run a cumulative deficit of USD 133 bn between 2025 and 2027. 09 Sep 25. Mali: Airstrikes underscore increasing force posture, threats to locally engaged staff. On 8 September, the Malian armed forces (FAMa) conducted airstrikes in Diema and Nioro du Sahel (both Kayes region) against targets associated with the al-Qaeda-affiliated Jama’at Nasr al-Islam wal-Muslimin (JNIM). The strikes come after JNIM announced a blockade on fuel imports entering Mali on 3 September; JNIM also announced on 4 September that it would indefinitely restrict civilian movement into and out of Kayes city and Nioro du Sahel. The blockades underscore deteriorating security conditions in western Mali as JNIM continues to expand and consolidate its presence in the mineral-rich Kayes. In the coming weeks, JNIM will highly likely continue to conduct ambush and arson attacks targeting vehicles transiting along the region’s major thoroughfares, increasing threats to staff during overland movement and undermining supply chain continuity for key commodities, particularly fuel. FAMa will almost certainly continue conducting airstrikes targeting locations directly and tangentially linked to JNIM activity, increasing the risk of exposure for locally engaged staff. However, we assess that such strikes are unlikely to degrade JNIM’s capacity meaningfully in the short term. (Source: Sibylline)

12 Sep 25. Italian rocket maker Avio approves 400-m-euro capital raise to boost production. Italian rocket maker Avio (AVI.MI), approved a 400-m-euro ($468.96 m) capital increase plan on Thursday to finance expanded manufacturing capacity at a time of robust opportunities in the global space and defence industries.
In its new 10-year business plan, the group is targeting a 10% average annual growth of revenue and a 15% rise in core profit.
