Raytheon, an RTX (NYSE: RTX) business, successfully demonstrated the Air Space Total Awareness for Rapid Tactical Execution, or ASTARTE, system’s ability to integrate with multiple military command and control systems during Project Convergence Capstone 5. Developed by a team of technologists led by Raytheon Advanced Technology, ASTARTE enhances airspace operations and deconfliction in highly congested battlespaces. The software automates the ability to provide a real-time common operational picture by integrating with existing command and control systems, predicting airspace usage, and improving speed by reducing time for planning and generating courses of action for joint fires.

Singapore’s Defence Science and Technology Agency (DSTA) and Windward Ltd, a leading US-based maritime AI company, have signed a Memorandum of Understanding (MOU) to collaborate on Maritime Artificial Intelligence (AI) research and development to address emerging threats and trends at sea. The partnership will explore efforts to enhance the Singapore Armed Forces’ maritime domain capabilities through digital technologies. The MOU will also cover talent development initiatives through exchange programmes and internship opportunities at Windward, allowing DSTA engineers to deepen their technical competencies.

05 May 25. Software Fast Track Initiative. On April 24, Ms. Katie Arrington, performing the duties of the DoD Chief Information Officer (CIO), signed a memo titled “Accelerating Secure Software,” which establishes the Software Fast Track (SWFT) Initiative for the Department. This effort is aligned with Secretary Hegseth’s guidance (Directing Modern Software Acquisition to Maximize Lethality, March 6, 2025) and will reform the way the Department acquires, tests, and authorizes secure software. Current systems for software procurement were developed for a different environment and using processes that are outdated and slow, with little to no supply chain visibility. This guidance directs the office of the CIO (OCIO) to work with the Under Secretaries of Acquisition and Sustainment, Research and Engineering, and Intelligence and Security to address these critical areas. Improving our ability to bring high quality secure software to the Warfighter rapidly will greatly increase the lethality and resilience of the Joint Force. This action directs the OCIO to undertake a 90-day sprint to develop a framework and implementation plan to define clear, specific: (1) cybersecurity and SCRM requirements; (2) rigorous software security verification processes; (3) secure information sharing mechanisms; and (4) Federal Government-led risk determinations to expedite the cybersecurity authorizations for secure, rapid software adoption. Today, the U.S. Department of Defense (DoD) announced three Requests for Information (RFI) to gather market information and capabilities in accelerating secure software delivery to the federal government. This is an important step forward in transforming how the U.S. government verifies software security and informs risk-based decisions when introducing new capabilities to the DoD. This puts the nation on a path to rebuild military capabilities. It is absolutely mission one that we arm our warfighters with the best cutting-edge weapons available, but we don’t need duplicative and wasteful processes to do that. 02 May 25. Airbus, Shield AI Partner to Integrate Autonomy on Unmanned Aerial Logistics Connector. Airbus U.S. Space & Defense and Shield AI announced a teaming agreement to integrate Shield AI’s Hivemind autonomy software on the Airbus MQ-72C Logistics Connector, an unmanned variant of the UH-72 Lakota. The collaboration will expand the platform’s mission capabilities through autonomy-enabled operations across a wide range of logistics and operational scenarios—including those under the U.S. Marine Corps’ Aerial Logistics Connector (ALC) program. Under the agreement, Airbus U.S. Space & Defense and Shield AI will test Hivemind autonomy in collaboration with Airbus’ Helionix, advancing the future autonomous mission capabilities of the Marine Corps. The level of autonomy will be scaled during future test activities and demonstrations, ultimately leading to unmanned operations in contested logistics environments.

02 May 25. UK Royal Navy launches new Disruptive Capabilities and Technologies Office. The UK Royal Navy (RN) has inaugurated a new Disruptive Capabilities and Technologies Office (DCTO) that aims to speed up the adoption of advanced technologies into front-line operations. Announcing the milestone on 29 April, the RN said the new innovation unit, which has now achieved full operational capability, combines the expertise of specialist teams from the former Office of the Chief Technology Officer, NavyX, and the Navy AI Cell to create a new DCTO as a single entity. The new team will rapidly prototype, test, and deploy emerging technologies – including artificial intelligence (AI), autonomy, and directed-energy weapons – to support naval operations and address urgent operational requirements.
“Different to how the teams worked in the past, the DCTO will have an entrepreneurial mindset to ensure they drive groundbreaking innovation forwards,” the RN said.
The DCTO’s first prototype project is already under way and has applied lessons from the Ukraine conflict to reduce operational risks through the delivery of new autonomous systems, related training, and the creation of a framework for the introduction of other autonomous equipment into operations, the RN said.
For the project, the team has worked in close collaboration with the RN and Royal Marines, including regulators, policymakers, and planners, to facilitate the transition from concept to deployment. The DCTO will continue to utilise the RN’s bespoke experimental trials and evaluation vessel XV Patrick Blackett as a testbed for established systems and a floating laboratory for newer technologies.
