17 Dec 25. Germany to increase Arrow 3 interceptor and launcher deal with Israel. Germany is set to sign an expansion of its Arrow 3 interceptors and launchers deal with Israel by an additional $3.1bn Thursday, the Israeli Defense Ministry said Wednesday. The expansion will be added to the original deal from two years ago, in which Germany purchased Arrow 3 interceptors and launchers for about $3.5 bn, bringing Germany’s total purchases of the Israeli Arrow 3 defense systems to about $6.5bn. The Israeli Defense Ministry said the countries agreed in the additional deal to “significantly increase the production rate of Arrow 3 interceptors and launchers to be supplied to Germany, substantially enhancing its air and missile defense capabilities.” The overall roster of 30 new defense projects approved Wednesday by the Bundestag, Germany’s parliament, comes with a price tag of almost €50 bn, or $59 bn, per the Ministry of Defense in Berlin. The total number of projects this year is 103, at a cost of €83 bn, or $98 bn. An agency spokeswoman there declined to name the funding amount dedicated specifically to new Arrow 3 work in this week’s batch, saying that information is deemed classified. The announcement of the expansion of the Arrow 3 procurement comes amid geopolitical tension in Europe with the ongoing Russia-Ukraine war, and five days after Germany accused Russia of an air traffic control cyberattack. Several senior German officials also warned in November about a potential confrontation with Russia in the next four years. The latest was German Foreign Minister Johann Wadephul, who said about three weeks ago that new intelligence assessments show Moscow is preparing for a possible attack against a NATO member. The first Arrow 3 system was delivered to Germany on Dec. 3, the first time a foreign country has received independent access to those defense systems. More Arrow 3 systems are expected to be delivered and deployed in Germany in the coming months. The initial and follow-on transfers include launch systems, ammunition and radar, in what was described as one of Germany’s first major procurement contracts since Russia invaded Ukraine in 2022, and as Israel’s largest defense export deal to date. The Arrow 3 is being developed and produced in an Israeli-American cooperation, with the Israel Aerospace Industries serving as the prime contractor for the development and production of the aerial defense system. The Arrow 3 interceptors operate against exoatmospheric missiles and intercept ballistic missiles in space. Its first operational interception was recorded Nov. 9, 2023, when it destroyed a Houthi ballistic missile launched toward Eilat. The HUMVEE 2-CT Hawkeye 105mm Mobile Howitzer System integrates patented soft recoil technology that allows the truck to absorb up to 60% of recoil forces. The HUMVEE Hawkeye is able to emplace, shoot, and displace in less than 90 seconds.

The HUMVEE Hawkeye is equipped with Soft Recoil Technology, which enables the integration of a 105mm cannon onto the rugged, battle-proven HUMVEE platform. This allows for emplacement, firing, and displacement of the system in under 90 seconds – increasing survivability against counterbattery fire versus traditionally towed systems. In addition to HUMVEE Hawkeyes, the KSF will also be receiving ambulances, command and control trucks, along with other support trucks, which enable an entire artillery battery, and establish indirect firing capabilities for the KSF. 16 Dec 25. Two successful firings of the SAMP/T New Generation (SAMP/T NG) were performed in France and Italy. They demonstrated once more the high level of performance of this long-range capability developed by eurosam, for the armed forces of the two nations in the frame of the historical trilateral Air Defense FSAF-PAAMS cooperation managed by OCCAR (Organisation for Joint Armament Co-operation) on behalf of France, Italy and the UK. These firings were held at PISQ (Poligono Interforze del Salto di Quirra) test range, in Sardinia, on December the 3rd with a SAMP/T NG Italian variant and at DGA Essais de Missiles test range, at Biscarrosse, on December the 15th with a SAMP/T NG French variant. Following previous successful firings of ASTER B1NT missiles in October 2024 and July 2025 which validated the long-range capability, these two new firings in full new generation system configuration (Engagement Module, sensor radar, launchers interconnected) demonstrate the enhanced operational capabilities of the SAMP/T NG long range air defense system which will allow to intercept challenging aerial and missiles targets in terms of range, manoeuvrability, furtivity or speed. These firings are a great achievement for the bilateral SAMP/T NG programme managed by OCCAR (Organisation for Joint Armament Co-operation), on behalf of France and Italy. Thanks to the dedication and professionalism of eurosam, MBDA and Thales teams, OCCAR, and experts from the two Nations, particularly from French DGA and Italian DNA, these successes are important steps forward in the development of this new cutting-edge European Air Defense asset. SAMP/T NG has already been ordered to equip the French and Italian air and space forces as well as the Italian army. The first systems will be delivered to the Armée de l’Air et de l’Espace (French Air and Space Force), the Esercito Italiano (Italian Army) early 2026 for operational evaluation. In September 2025, Denmark selected the French variant of SAMP/T NG to provide the country with a state-of-the-art solution for its long-range surface-based air and missile defense.
16 Dec 25. EOS Enters Into Conditional High Energy Laser Contract
Electro Optic Systems Holdings Limited (“EOS” or “Company”) (ASX: EOS) today announces that it has signed a binding conditional agreement (“Contract”) with a customer in the Republic of Korea (“Korea”) with a total value of US$80 m (approx. A$120 m). If the conditions are satisfied, the Contract would involve:
- Manufacture and sale of a 100kW High Energy Laser Weapon (“Product”)
- Establishment of a joint venture between EOS and the customer to develop and supply the Korean market with 100kW High Energy Laser Weapons (“Korean Joint Venture”) on terms to be agreed
- Licencing of intellectual property relating to 100kW High Energy Laser Weapons for the Korean market to the Korean Joint Venture (“Licence”)
Key Terms and Conditions of the Contract
The Contract requires production and delivery of the Product. The Product will be manufactured at EOS’ new Laser Weapon Manufacturing Facility in Singapore (“Singapore Facility”). The total amount payable to EOS under the Contract is US$80 m (approx. A$120 m). The conditions of the Contract include the payment by the customer of the initial deposit (US$18 m), the customer procuring the issuance of a Letter of Credit for the remaining amount of the contract, and the customer inspecting and being satisfied with EOS’ Singapore Facility. The customer expects these to be completed prior to 31 January 2026. The Contract is otherwise subject to customary terms including milestone payments for the balance of the contract income, and full refund entitlements for payments made in the event of Product non-performance. Subject to satisfaction of the conditions, the Contract is expected to be fulfilled after scheduled delivery of the Product to Korea at the end of 2027, and subsequent demonstrations. Under the Contract, and subject to satisfaction of the conditions and obtaining relevant regulatory approvals, EOS is obligated to provide a licence for the Korean market to the Joint Venture, for intellectual property relating to the 100kW High Energy Laser Weapon. The consideration due under the Contract is payable after establishment of the Korean Joint Venture and achievement of Product demonstration performance milestones.
Background Information
EOS is a global leading provider of counter-drone capability, using kinetic weapons, interceptors, rockets and high energy laser weapons to defeat drones. The EOS laser weapon development program included three years of field testing and numerous firing trials of the laser in close collaboration with customers. To ensure high performance, it is supplied with algorithms, radar, threat detection, target acquisition and beam locking systems. This Conditional Contract represents EOS second export order for a 100kW class laser defence system and follows a first export order to a Western European customer, announced on 5 August 2025. Northrop Grumman Corporation (NYSE: NOC) successfully demonstrated the integration of its proven AN/AQS-24 minehunting system with a Mine Countermeasures Unmanned Surface Vehicle (MCM USV), addressing the U.S. Navy’s growing need for an uncrewed, towed MCM solution. Just 45 days after signing a contract with the Navy, Northrop Grumman began open-water testing in Panama City to demonstrate the high-performing, helicopter-towed AN/AQS-24 can effectively pair with a MCM USV. The U.S. Navy confirmed that the AN/AQS-24 meets all primary government objectives for a safer and more efficient mine-hunting capability.
