11 Apr 13. An upgraded M113 armoured personnel carrier from the Brazilian Army has been unveiled at the LAAD exhibition in Rio de Janeiro. BAE Systems is upgrading 150 vehicles at the Brazilian Army depot in Curitiba from the M113B variant to the M113A2 Mk1 standard, which involves replacing the engines, transmission and cooling systems as well as overhauling the existing hatches and ramps. A spokesperson from BAE told Shephard that two engineers from the company are working with the army team on a production line and provide training to make the transition so that the local engineers can complete all the future work themselves and take responsibility for the APCs. BAE Systems secured the $41.9m contract through a US foreign military sales agreement to upgrade the vehicles in December 2011 and the company is scheduled to complete the project by November 2014. BAE is providing all the materials and the spares and tools to complete the task. The M113A2 Mk1 has a 265hp Detroit 6V53T turbocharged diesel engine with the upgraded Allison TX100-1A cross-drive transmission that can get the vehicle to a maximum speed of 38mph when required. The new systems will increase the commonality of systems within the vehicle fleet to allow for more efficient maintenance and support, and provide more along with better power. The Tender required the supply of 6 vehicles including two soft top versions tow special ops. vehicles, one hard top and one pick up total budget €631,000 plus sales tax including technical assistance during testing. The United States Special Operations Command (USSOCOM), Directorate of Procurement has a requirement to purchase a non-developmental item (NDI) vehicle. This vehicle will be a highly mobile, V-22 transportable platform with associated manuals, operator training, and sustainment support to include personnel, spares, and consumables. The requirement is for a minimum basic quantity of 2 vehicles each with the ability to purchase 8 additional vehicles. The requirement also includes Interim Contractor Support (ICS) and New Equipment Training (NET). This procurement will be accomplished using full and open competition with the intent of awarding a three (3) year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract, issuing Firm Fixed Price (FFP) Delivery Orders. It is the Government’s intent to release a Request for Proposal (RFP), H92222-13-R-0014, on or around 31 January 2013, which will be posted on the Federal Business Opportunities (FBO) website. Once the solicitation is released, Industry will have 30 days to submit a proposal. Offerors shall prepare their proposal in accordance with mandatory, explicit and detailed instructions contained in the RFP.
