23 Oct 25. ADEX 2025: Hanwha Aerospace unveils K-NIFV. Hanwha Aerospace has unveiled its K-NIFV (Korean new infantry fighting vehicle) to meet a requirement in the Republic of Korea Army (RoKA).
The vehicle – displayed for the first time at the Seoul International Aerospace & Defense Exhibition (ADEX) 2025 – is based on the AS21 Redback IFV that Hanwha is building for the Australian Army and which is based, in turn, on the K21 IFV in service with RoKA.
Assessing information provided by Hanwha Aerospace at ADEX 2025, which runs from 17 to 24 October, the most notable difference between the Australian Redback and the K-NIFV is the replacement of foreign-made systems with South Korean alternatives on the latter platform.
Such systems include the turret, cannon, opto-electronic sights, pod-mounted anti-tank guided missiles (ATGMs), and the vehicle’s active protection system (APS).
Many of the systems to have been replaced on the Redback were sourced from Israel. They include the Redback’s Elbit Systems MT30 manned turret, which housed a 30 mm Mk 44 Stretch Bushmaster II cannon. On the K-NIFV, this has been replaced with an unmanned turret developed by Hanwha Aerospace, which can integrate a locally produced 30 mm cannon or a case-telescoped 40 mm cannon.
Other changes on the K-NIFV include a domestic alternative to the Redback’s Plasan mine-protection kit, replacing Rafael’s Spike LR2 with Hanwha Aerospace’s TAipers-L ATGM.
The K-NIFV also integrates a new hard-kill APS to replace the Redback’s Iron Fist, which is produced by Elbit Systems. The Korean APS is being developed by Hanwha Systems, with completion scheduled for 2026. (Source: Janes)

 

23 Oct 25. Hanwha Aerospace to begin construction of plant in Romania next year. South Korean manufacturer Hanwha Aerospace will start the construction works at the armored vehicle factory in Dâmbovița county next year, Romanian economy minister Radu Miruță announced.
The South Korean company will begin the delivery of howitzers and support vehicles in 2027, he added.
He made the announcement in South Korea, where he attended the Seoul International Aerospace and Defense Exhibition (ADEX).
In July 2024, Hanwha Aerospace signed a contract with Romania’s Ministry of Defense for the delivery of 54 K9 self-propelled howitzers and 36 K10 ammunition resupply vehicles. Under the agreement, the company will deliver the vehicles in stages over the next five years, with the first delivery due in early 2027.
Last year, Hanwha Group announced plans to build an arms factory in Romania’s southern Dâmbovița county within two years, with the prospect of it becoming a regional hub for systems, maintenance, and repairs.
Founded in 1977, Hanwha Aerospace is a global aerospace and defense company offering a wide range of products, including the K9 self-propelled howitzer, the Redback infantry fighting vehicle, and the K239 Chunmoo multiple rocket launcher.

23 Oct 25. Milkor confirmed as winning bidder in SA Army border patrol APC tender. State defence materiel agency Armscor has revealed that Milkor has been chosen to supply armoured vehicles to the South African Army, which is seeking several hundred for border patrol and other duties. In a statement released by Armscor Corporate Communication representative Nonduduzo Nyathikazi on Wednesday, the state-owned entity said, “The bid has been awarded to Milkor SA (Pty) Ltd, a South African company with proven track record in the military environment.”
In January 2023, Armscor issued a Request for Information (SA Army/R/403/6) for a 2+8 seat armoured personnel carrier (APC) capable of counterinsurgency operations with variable ballistic and mine protection able to defeat an 8 kg mine. Seven companies responded to the RFI (DCD Protected Mobility, Denel, OTT Solutions, Paramount, Automotive Investment Holdings/ICP, and SVI).
The intention was to evaluate the different vehicles along the South African borderline in operational conditions in October/November 2023 and afterwards demonstrate the vehicles during the SA Army’s Exercise Vuk’uhlome in November 2023.
Armscor was originally supposed to place the procurement contract from 1 April 2024, but this was delayed. On 23 July 2024, Armscor issued tender ELWS/2024/71 for personnel carrier vehicles for border patrol, to be utilised for internal and external missions of the SA Army. Nearly 500 vehicles are to be acquired, in three variants: 210 Section variants, 144 Command variants, and 108 Ambulance variants.
The bid called for a vehicle with a 13.5 ton Gross Vehicle Mass, while catering for a minimum payload of 1.5 tons. Ballistic protection must be to NATO STANAG Level 1 that covers 7.62 x 51 mm and 5.56 mm ball ammunition. Mine blast protection must be to Level 2 (single 6 kg surrogate mine placed under the vehicle). The vehicle must be air transportable in Ilyushin Il-76 or Airbus A400M aircraft and also be able to be carried on ships and flatbed rail containers.
Bids were initially due to close on 23 August 2024, with deliveries expected on or before 15 March 2025. However, the tender has faced numerous challenges, including changing requirements – Armscor revised specifications, reducing the combat weight as the original user requirement was mostly taken from that of the Badger infantry fighting vehicle for the SA Army, and this was not practical for the vehicles required for border patrol.
Bid validity was extended to cater to delays, and in a letter to bidders dated 17 June 2025, Armscor’s Supply Chain Management announced another extension to 30 September 2025.
Nyathikazi explained that Armscor received eleven bids, of which six complied with “critical criteria evaluation.” By October, Armscor had selected a preferred bidder and had submitted a Financial Authorisation request to the SA Army.
In revealing Milkor as the tender winner, Nyathikazi stated that Armscor conducted a due diligence exercise on the preferred bidder to confirm amongst others, the technical and financial capacity of the bidder to execute the requirement of the South African National Defence Force (SANDF).
“The order placed provides for specific risk mitigating factors where the contractor may not proceed with any work prior to the successful acceptance of the First Article Variants by Armscor within a specified timeframe. The order further provides for performance guarantees to ensure the technical and financial performance of the contractor is in line with the terms and conditions of the order,” Armscor stated.
Although Armscor did not specify which vehicle Milkor would supply, the company offers three models: the Bushcat 4×4 armoured personnel carrier, Frontier light tactical vehicle based on a Land Cruiser chassis, and Vanguard MRAP (Mine-Resistant Ambush Protected) vehicle.
The new vehicles will replace the ‘troop pack’ vehicles previously acquired for border patrol – over 400 Toyota Land Cruisers were originally bought for this purpose. National Treasury allocated R500 m in 2024/25 for the procurement of vehicles to replace the troop packs.
The delays, changing tender requirements and other issues related to the tender have seen complaints from losing bidders, who have accused Armscor of changing bid processes to possibly favour a particular manufacturer. As reported by The Citizen, Armscor invited DCD, Paramount, and SVI to send vehicles to the SA Army’s Technical Services School for physical inspection on 28 February, to be followed by field testing along the borders from 3-26 March. However, the field evaluations were cancelled.
“The process was not delayed nor changed to favour any particular bidder,” according to the Nyathikazi statement, which added that the live field tests were not part of the pre-determined value system of the request for bid (RFB) and was not intended to be used for any evaluation purposes. “There are also no compulsory protocols such as the field tests, that needed to be followed in the procurement process. The field tests could therefore not favour any particular manufacturer.”
Armscor also received objections from bidders indicating a concern that the field tests were not part of the request for bid requirements. “It is correctly reported that the field tests were cancelled in order to align with the RFB requirements. The vehicle specifications were not altered during the process; however, clarification was provided to bidders regarding applicable standards for amongst other, ballistic protection.”
Furthermore, Armscor said it executes its mandate in accordance with the provisions of the Public Finance Management Act (PFMA). “In line with these provisions Armscor followed the established procurement processes in the evaluation and adjudication of the bids in a fair, equitable, transparent, competitive and cost-effective manner.” (Source: https://www.defenceweb.co.za/)

 

22 Oct 25. Armscor’s border patrol APC tender puts defence procurement in the spotlight. Armscor has identified a preferred bidder for the South African National Defence Force’s (SANDF) new border patrol Personnel Carrier. Although the name cannot yet be released, this marks a potentially positive step for the SA Army, which has long awaited modern equipment.
A Painful Wake-Up Call
Recent years have exposed the SANDF’s deteriorating combat readiness. During clashes in January 2025 in the Democratic Republic of Congo (DRC), several South African soldiers were killed, reigniting debate over whether our troops are being sent into battle without proper protection or modern vehicles. Parliament and the media questioned the SANDF’s preparedness, pointing to vehicles over 40 years old – relics unsuited to today’s missions where mobility, protection, and situational awareness are vital.
Despite calls from the President, Defence Minister, and Parliament to raise the defence budget to 1.5 percent of GDP, South Africa continues to underinvest in the tools that safeguard its soldiers and its sovereignty.
Why New Vehicles Are Urgent
South Africa’s borders remain porous, threatened by smuggling, trafficking, and cross-border crime. The SANDF currently relies on ageing Toyota Land Cruisers and armoured vehicles from the 1970s and 1980s – platforms long past their service lives. Armscor’s tender issued in July 2024 aims to supply new multipurpose vehicles for border patrol and external peacekeeping.
However, since the tender predates the DRC crisis, questions arise over whether the Army’s current specifications remain adequate. Once bids are in, specifications cannot be changed without cancelling the process, leaving little flexibility to adjust to lessons learned in combat.
Potential Contenders
The local armoured-vehicle market is highly competitive. Paramount Group’s Africa proven Maatla is offered in a Long Wheelbase that was developed for border security and meets Armscor’s technical standards as an off-the-shelf unit. DCD Protected Mobility’s Springbuck range has been tested in African conditions, and a command variant already aligns with the tender’s requirements.
Newer entrants such as Milkor 4×4 and SVI Max 9 could also meet specifications with modification. Denel might offer the RG21, a close fit for the requirement, but its troubled history with the Badger project raises doubts. Encouragingly, Defence Minister Angie Motshekga has stated that the Ministry will not interfere in Denel’s commercial operations, suggesting that Armscor will make its decision independently.
Lessons from Past Procurement Failures
The border patrol tender is more than routine procurement. It is a test of whether South Africa can run a transparent, technically sound, and accountable defence acquisition. Local production and industrial capability must be prioritised, yet past projects offer sobering lessons.
The Badger Infantry Fighting Vehicle programme, launched to modernise the Army and strengthen Denel, became a R7.7bn debacle. Eighteen years later, not one operational vehicle has been delivered. Similarly, a project to replace the SAMIL support fleet collapsed after legal challenges, leaving the Army with outdated trucks. The current tender must avoid repeating these mistakes.
Risks in the Current Tender
Structural weaknesses that doomed earlier projects could resurface. The tender is designed as a “winner-takes-all” competition. Potential irregularities risks controversy if the contract goes to a bidder that can be contended as lacking experience or production capacity. Losing bidders could then challenge the outcome, stalling deliveries. This is a scenario that serves neither the Army nor the defence industry.
Compounding concerns, no pre-selection testing of vehicles occurred despite plans to trial three local options. While all proposed trial vehicles are South African designs, failure to test them before selection invites uncertainty about suitability and reliability. Awarding the contract to a foreign design would be a severe setback for local industry.
Towards a Better Solution
The SANDF urgently needs a credible, modern vehicle fleet to restore operational credibility. That begins with a transparent, fair, and pragmatic procurement process. The defence industry remains one of the nation’s technological strengths, capable of high-value job creation and export growth.
Export success depends on domestic adoption of “procure to export.” A contentious, single-supplier award could paralyse progress. Armscor’s procedures, however, do permit multi-supplier awards, which could both support local industry and ensure timely delivery.
Two practical approaches exist:
1. Variant-based allocation: Different suppliers could build the Section, Command, and Ambulance variants, allowing specialisation while spreading industrial participation.
2. Shared production: Multiple qualified OEMs could each produce all variants to meet company or battalion level needs, strengthening capacity across firms and speeding up deliveries. A 10-year performance-based maintenance contract, already part of the request for proposals, could guarantee vehicle availability regardless of the number of vehicle types.
This approach would also mitigate risk. Even if one manufacturer falters, others would continue production. A side benefit is that at least 50% more sub-contractors/suppliers would be brought into the supply chain. This is needed in light of job creation.
A Test of Will and Competence
The DRC deployment proved that soldiers’ lives depend on equipment availability. The Badger saga showed what happens when procurement is mishandled. The new Personnel Carrier tender is an opportunity to show that South Africa has learned from both experiences.
Choosing the right vehicles, and the right procurement strategy, could revitalise the local defence industry, restore confidence in Armscor, and ensure that soldiers never again enter combat in obsolete equipment.

22 Oct 25. A new collaboration between Turkish and Slovenian Defense Industries. Otokar and Guardiaris Signed a Strategic Cooperation Agreement. Otokar, the largest land platforms exporter of Turkiye, and Guardiaris, the Slovenian company expertise in military training and simulator solutions, signed a strategic cooperation agreement during International Defence Exhibition and Conference, SIDEC 2025. The agreement aims to strengthen the companies’ commitment to innovation and collaboration in the field of vehicle simulation solutions. This cooperation brings together the expertise and capabilities of both organizations, paving the way for joint projects, advanced product development, and expanded market opportunities.
The agreement between the two companies includes;
• Collaborative initiatives in development of Otokar military vehicle simulators.
• Mutual sharing of technical and commercial insights to drive agreed-upon projects.
• Joint efforts in marketing, research, and technological innovation.
This collaboration reflects an ongoing dedication to drive progress and excellence within the industry, and it is now based on a new order for Otokar Cobra II vehicle simulator short after the initial Arma 8×8 simulator for an African customer.

20 Oct 25. US Army engineers to integrate unmanned DARPA vehicle to clear mines. The U.S. Army is slated to begin its first integration of an unmanned ground vehicle, or UGV, produced by the Defense Advanced Research Projects Agency into an autonomous breaching demonstration at the end of this month.
The 36th Engineering Brigade, which is preparing for the upcoming Machine Assisted Rugged Soldier, or MARS, autonomous demonstration later this month, will use the DARPA RACER Heavy Platform vehicle for mine clearing by pairing it with a M58 MICLIC — a rocket-projected mine clearing line charge used to clear direct passages for combat personnel through minefields. The open-source defense intelligence outlet Janes was the first to report on the UGV integration.
The Army engineers first began conducting exercises with the UGV at the beginning of October, successfully using the vehicle to tow a trailer for the first time. The vehicle has also been prepped with an upgraded user interface produced by Overland AI.
The RACER Heavy Platform vehicle, first put to the test by DARPA in 2023, is designed to be both robust and maneuverable across challenging terrain.
At 20 feet long and with a weight of 12 tons, the UGV operates by moving on skid-steer tracks and is capable of much higher speeds when compared to other tracked vehicles, and can easily negotiate rugged environments.
Dr. Stuart Young, program manager in DARPA’s Tactical Technology office, said in a podcast released this summer that the design of the unmanned vehicle is geared toward providing additional battlefield options while mitigating personnel casualties.
“The reality is, combat vehicles especially will have to maneuver in terrain that is highly complex off road for tactical survivability reasons,” Young said on the program. “In combat, the roads or terrain will obviously continue to be degraded through the activity of both sides, and so consequently, you have to deal with that. You know, if roads are out or bridges are out, it’s like, okay, well then deal with it.
“So, we have to have the flexibility to have our maneuver forces be able to drive wherever they need to,” he continued. “And we don’t want them to be constrained to roads and trails.”
Young added that autonomous vehicles could serve numerous roles, including helping troops who are fighting counterinsurgencies avoid being injured by IEDs — which has historically been a common and favored tactic used by insurgent groups.

21 Oct 25. US Army, Marine Corps vehicles not ready for combat, watchdog finds. The majority of ground combat vehicles used by the U.S. Army and Marine Corps are not ready to take part in missions due to a lack of maintenance and shortages of spare parts, warns a congressional watchdog. Vehicles that regularly fail to meet their expected standards of readiness include 18 key types of combat and support vehicles used by both services, including the Bradley Fighting Vehicle, Armored Personnel Carrier, Stryker Combat Vehicle, Abrams Tank, Light Armored Vehicle, Assault Amphibious Vehicle and Joint Light Tactical Vehicle, among others, according to a Government Accountability Office report released last month.
Over the last decade, both the Army and the Marines have seen their vehicle combat readiness kneecapped by a combination of industry challenges, reductions in vehicle overhauls and lack of available skilled technicians, GAO found.
Industry challenges include diminishing supplies, long lead times in production, lack of available manufacturers and strains on single-source suppliers, the watchdog noted. Concurrently, manufacturing costs have gone up.
From fiscal 2015 to fiscal 2024, both services significantly reduced the number of vehicle overhauls, according to the report. The Army experienced the largest decline, reducing the amount of maintenance overhauls performed in its depots from 1,278 in fiscal 2015 to only 12 in fiscal 2024, according to the report. The Marines during that same time period dropped their overhauls from 725 to 163.
“A senior Army official stated that the Army accepted the risk from the decision to reduce funding for overhauls,” the report noted.
However, despite the decline in performed maintenance, spending has remained high, with both services reported to have spent over $2.5 bn in fiscal 2023 on depot maintenance of ground vehicles, according to GAO.
The Army’s maintenance cuts have, in turn, resulted in a loss of skilled workers who have had to seek other jobs, with the Bradley program being particularly affected.
“According to Army officials, diminished depot workload has led to higher turnover among experienced personnel, resulting in some gaps in needed skills,” according to the report.
Moreover, the lack of available technical data has hindered the Army’s attempts to conduct in-house repairs on some vehicles, according to the report, with Army technicians in some cases having to rely on drawings from the 1960s to guide them. Army technicians have had to send repair work on the Abrams, Bradley and Stryker vehicles back to the original manufacturers due to a lack of technical information about the vehicles accessible at Army depots.
None of the Army vehicles surveyed by GAO met their mission availability standards in fiscal 2024, the watchdog noted. The Marine Corps, by contrast, demonstrated that three vehicles — the Light Armored Vehicle, Logistics Vehicle System Replacement and Medium Tactical Vehicle Replacement — were at or above an 80% mission capability rate last fiscal year, as the Marines have maintained overhaul programs for these vehicles.
Demands for maintenance continue, as depots must cope with the need for unexpected vehicle repairs, GAO said. Additionally, demands on industry have increased, as both services are aiming to maintain new vehicle components while simultaneously seeking parts to ensure combat viability for existing systems.
“More recently fielded types of vehicles also face parts and materiel challenges because they are competing with vehicles currently being produced for the same components,” the report stated. “For example, both services’ officials reported that their JLTVs [Joint Light Tactical Vehicles] are competing for the same parts and materiel as the manufacturer producing new JLTVs.” (Source: Defense News)

 

22 Oct 25. HMG Paints has officially opened their new department known as the “Len Hutton Centre”, a modern facility dedicated to water-based production. The opening of this department will increase water-based production capabilities at HMG, with the department being named after former HMG Production Director, Len Hutton.
This substantial capital investment, which coincides with the business celebrating its 95th anniversary, is projected to increase capacity by an estimated 50,000 litres per month and allows the business to meet growing demand for its range of water-based products, as customers and the industry shift towards low-VOC, environmentally friendly and sustainable coatings.
The new department, operated by six highly trained staff members, is equipped with 12 high-efficiency mixers and a dedicated washout facility and showcases HMG Paints’ commitment to investment and innovation, whilst also celebrating the core family-first approach at the company. The Len Hutton Centre will serve as a hub for developing and manufacturing innovative, water-based coatings for a range of markets.
“This is a huge honour, having a department named after myself makes me feel my name will truly live forever at HMG” said Len, whose legacy the new department honours . “I consider it a great privilege to know that my department will be the future of waterborne production for the company, and it is great to have myself named amongst other greats at the business who have similarly had departments named after them throughout the years.”
Len began his career in production at HMG in March 1974, before moving on to establish and transform the Colour Laboratory, revolutionising how HMG match and produce their colours and eventually became Production Director before retiring from the business in 2021. When the new department was established, it was an easy decision for the Directors to honour Len, who was an integral part of the company’s growth, as well as his commitment to quality for over 40 years.
The new department was officially unveiled on September 17th, with staff, past and present, spanning multiple generations of the business all gathering to witness the grand reveal.
Speaking at the unveiling of the new department, John Falder, HMG Chairman remarked, “It’s great to have a department named after one of the true greats of HMG, Len and I started as kids together and across our 45 years of working together, Len became the foundation of our colour laboratory, tints and all the systems that followed. As a business, we were one of four hundred industrial paint manufacturers around at the time Len joined the business, and its thanks to him as well as many others that we are where we are today.”

 

21 Oct 25. NP Aerospace launches their upgraded Toyota Land Cruiser LC300 armoured vehicle. NP Aerospace, the global vehicle integrator and armour manufacturer, has announced the launch of their upgraded armoured Toyota Land Cruiser LC300 vehicle. NP Aerospace acquired the IP for this product, along with certain other assets of Jankel Armouring Limited from Administration, in 2024. Since then, NP Aerospace has applied their acclaimed vehicle engineering and integration, production and supply chain skill sets to this vehicle and is now launching it as a significantly refined and upgraded NP Aerospace platform. This announcement coincides with the Civilian Armoured Vehicle (CAV) Forum taking place in Geneva, 21-23 October 2025.
Delivering unprecedented levels of protection, functionality and reliability based upon many years of user feedback, the NP Aerospace LC300 is already being sought after and contracted by a multitude of global defence ministries and Non-Government Organisations (NGO’s). Having qualified the LC300 to the latest Edition 3 of the international VPAM BRV and ERV (VR7) standards as well as PAS 300 ballistic and blast and PAS 301 vehicle performance criteria, NP Aerospace has ensured the platform provides optimum protection and remains road-legal for NATO and European-based NGO customers, maximising the export potential to wider international user groups. The vehicle was the very first to be certified to VPAM VR7 BRV and ERV with a 2m side blast with a third row of seats in accordance with Edition 3 which uses biofidelic dummies, to understand the true impacts to the vehicle occupants.
The LC300 has been designed with a bolt in armour solution, delivering efficiency during the assembly process, electrical systems modularity, and unique patented technologies to provide customers with a 10-year service life. In recent months, the NP team has been delivering a range of structural upgrades to account for increased vehicle mass and payload, such as double cab and extended chassis variants. In addition, NP Aerospace has also integrated complex communications systems to meet a range of customer needs.
Throughout this process, NP Aerospace has further refined the vehicle design and the production practices to optimise the vehicle and bring it up to the very best standards in terms of capability, production efficiency, quality and through life supportability. Potential new CAV support clients range from ministries of defence to NGO’s, and individual vehicle fleets are widely spread in terms of deployed geography. General Dynamics European Land Systems (GDELS) has been commissioned by the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) to deliver the next-generation reconnaissance vehicle for the German Army Reconnaissance Corps, to be introduced into the troops as «LUCHS 2». The acquisition has a contract value of approximately 3 bn Euro. The reconnaissance vehicle will be based on the most modern PIRANHA 6×6 wheeled vehicle variant with amphibious capability and will succeed the light 4×4 reconnaissance vehicle FENNEK.
The highly specialized reconnaissance vehicle system, which will set new standards in terms of autonomy and acoustic as well as thermal signature, features state-of-the-art, networked reconnaissance sensor technology, superior mobility, and assertiveness. Furthermore, the scope of delivery includes training equipment and simulators, as well as logistical support services.
