26 Jul 24. Milestone in Hungarian infantry fighting vehicle programme: Rheinmetall hands over first Lynx from domestic manufacturing
At a ceremony on 24 July 2024, Rheinmetall handed over the first KF41 Lynx infantry fighting vehicle (IFV) produced at the Zalaegerszeg site in Hungary to the Hungarian armed forces. On behalf of the Hungarian government, Defence Minister Kristóf Szalay-Bobrovniczky attended the handover. Dr Björn Bernhard (Head of Rheinmetall Vehicle Systems Europe) and Paul Walf (CEO Rheinmetall Hungary) welcomed the guests on behalf of Rheinmetall.
The first Lynx from Hungarian production was already completed in December 2023. Following extensive functional inspections as well as performance and quality acceptances, it has now been officially handed over to the Hungarian armed forces.
In Zalaegerszeg, Rheinmetall Group operates the world’s most modern competence centre for the production of tracked armoured vehicles, in particular the highly innovative Lynx. The factory was opened in August 2023.

In August 2020, the Hungarian Ministry of Defence commissioned the Rheinmetall Group to supply combat vehicles and associated services worth over
€2bn as part of its “Zrínyi 2026” initiative. A total of 209 Lynx KF41s are to be supplied to the Hungarian armed forces in seven variants: IFV, command post vehicle, armoured reconnaissance vehicle, fire control vehicle, mortar carrier, medical vehicle and driving school vehicle. A Lynx air defence tank with a Skyranger 30 turret is also in progress as part of another development contract, placed in December 2023.
In the first production phase, Hungary will receive 46 German-made Lynx infantry fighting vehicles by the end of 2025. The first vehicle from this series was handed over in October 2022. Production of the remaining vehicles began at the end of 2023 as part of the Rheinmetall Hungary Zrt. joint venture between Rheinmetall (51%) and the Hungarian government (49%) in Zalaegerszeg.
The state-of-the-art development and manufacturing site in Zalaegerszeg was opened on an area of approximately 33 hectares as part of the industrial complex ZALAZone in August 2023. The site also includes an extensively equipped test centre with a firing tunnel. In addition to strengthening the local economy, the factory also contributes to promoting innovation and, above all, creates around 300 highly qualified jobs. Rheinmetall plans additional investments in the site in the coming years in order to further increase production capacity. The establishment of the IFV and other variants will also strengthen the development of the Hungarian economy and defence industry.
Thanks to its modular design, the Lynx KF41 is characterised by maximum adaptability. This means that the Hungarian customer’s specific national requirements can be precisely fulfilled. The state-of-the-art infantry fighting vehicle impresses with its scalable armament, various layers of protection, upgradeable systems and the ability to take on new roles in just a few hours after being fully converted.
25 Jul 24. Ethiopia receiving MCAV-20 vehicles from Calidus. Ethiopia appears to have taken delivery of a significant number of new MCAV-20 armoured vehicles manufactured by Calidus in the United Arab Emirates.
Video appeared on social media this week showing dozens of MCAV-20s being transported by train on the Ethio-Djibouti railway, headed for Addis Ababa. At least 30 were shown in one video clip, but it seems more vehicles were delivered based on the footage shown.
Ethiopia has been acquiring significant quantities of military hardware in recent years, but this marks the first shipment of Emirati-built armoured vehicles. The East African nation has acquired other equipment from the United Arab Emirates, however, including CAR 817 DMR and CSR rifles manufactured by Caracal for the Ethiopian Republican Guard. Janes reported that Ethiopia’s military also appears to have taken delivery of CAR 816 assault rifles from Caracal.
The MCAV-20 has been racking up a growing number of export customers, including Sudan, the Democratic Republic of Congo (Republican Guard), Mozambique, and Mauritania.
The MCAV-20, launched in 2021, is one of several vehicles manufactured by Calidus, along with the LRV-20 lightweight 4×4 and Al Wahash 8×8. The latter was designed by South Africa’s ADG Mobility.
The MCAV-20 appears to be powered by a 330 hp engine and protected against ballistic and landmine threats. A ‘smart hull design’ allows for the integration of turrets and weapon stations. The vehicle weighs around 7-9 tons and has a top speed of about 110 km/h.
According to the Stockholm International Peace Research Institute’s (SIPRI’s) Arms Transfers database, in recent years Ethiopia acquired five Despot armoured vehicles from Bosnia-Herzegovina in 2022, 32 SH-5 155 mm self-propelled guns from China in 2022, four Bayraktar TB-2 unmanned aerial vehicles (UAVs) from Turkey in 2021, and two Wing Loong-1 UAVs that same year.

25 Jul 24. Armscor issues eagerly awaited border patrol APC bid. The South African Army’s long search for armoured personnel carriers (APCs) for border patrol duty is moving forward, with an invitation to bid from Armscor being published this week.
Tender ELWS/2024/71, released on 23 July, calls for personnel carrier vehicles for border patrol, to be utilised for internal and external missions of the SA Army. Nearly 500 vehicles are to be acquired, in three variants: 210 Section variants, 144 Command variants, and 108 Ambulance variants.
Armscor aims to acquire off-the-shelf vehicles as far as possible, with modifications adapted to local conditions and with minor development of elements that are unique to the SA Army’s requirements.
A bidders’ conference is scheduled for 31 July at Armscor, while bidding closes on 23 August, with deliveries expected on or before 15 March 2025.
In the tender document, Armscor states that the personnel carriers must have a payload of at least 1.5 tons must not have a gross vehicle mass (GVM) of more than 13.5 tons. They must be air transportable in Ilyushin Il-76 or Airbus A400M aircraft and also be able to be carried on ships and flatbed rail containers.
Minimum protection levels are against kinetic threats up to STANAG 4569 Level 1 (small calibre 7.62×51 mm rounds). A fire suppression capability must be incorporated, and run-flat tyres must be fitted along with central tyre inflation systems (CTIS).
The vehicles need to be in 4×4 configuration and have a minimum road range of 600 km, a top speed greater than 100 km/h on hard surfaces, a cruising speed of 80 km/h, and average speed of 30 km/h on cross country routes. They need to be powered by diesel engines coupled to automatic gearboxes and able to operate in -11 to +50 degrees Celsius conditions.
Other technical requirements include a self-recovery winch, tow hitch, air conditioning system, roof hatches, 150 litres of drinking water, exterior lighting, ring mount for weapons, and fitment for but not with a weapon station up to 450 kg on the roof.
The Section variant must accommodate a driver plus section of ten crew. The Command variant will need to have HF, VHF and ground-to-air radios installed as well as a more robust auxiliary power supply system. The Ambulance variant is also required to have HF and VHF radios and be able to accommodate a driver and medic. A bench, stretcher and medical equipment (defibrillator, suction unit, oxygen cylinders etc.) will need to be installed in the medical compartment, which must measure at least 1.6 metres high and 1.7 metres wide.
Armscor specified that spares need to be available for all variants for at least ten years, and a warranty of at least 100 000 km or two years must be provided. Maintenance plan quotes for 2, 4, 6 and 10 years must be provided, and the manufacturer must have at least one service centre with mobile fleet support located anywhere in South Africa.
Testing will include factory, field, cruising speed, mountain pass, crawling and drop testing as well as vibration and landmine testing.
The new APCs will replace the troop pack vehicles previously acquired for border patrol – over 400 Toyota Land Cruisers were originally bought for this purpose. National Treasury has allocated R500 million in 2024/25 for the procurement of vehicles to replace the troop packs.
Armscor was originally supposed to place the procurement contract from 1 April 2024, but this has been delayed. In January 2023, Armscor issued a Request for Information (SA Army/R/403/6) for a 2+8 seat APC capable of counterinsurgency operations with variable ballistic and mine protection able to defeat an 8 kg mine.
Sixteen local defence companies were invited to respond, with eight doing so. The intention was to evaluate the different vehicles along the South African borderline in operational conditions in October/November and afterwards demonstrate the vehicles during the SA Army’s Exercise Vuk’uhlome in November 2023.
However, this was postponed as Armscor revised specifications, reducing the combat weight specification as the original user requirement was mostly taken from that of the Badger infantry fighting vehicle for the SA Army, and this was not practical for the vehicles required for border patrol. Terma proudly announces the successful installation of over 100 of its advanced 3D-Audio systems on U.S. Air Force A-10C Thunderbolt II aircraft, joining many F-16 fleets around the world. The Self-Protection System enhances aircrew situational awareness of the surrounding threat environment by correlating auditory threat warnings with their spatial location relative to the pilot.Rob Strasser, VP, Self-Protection Systems at Terma Inc., emphasized the significance of this effort: “At Terma, we are dedicated to aircrew protection. The integration of Terma’s 3D-Audio system onto the A-10C (as well as the F-16) enhances survivability through heightened pilot situational awareness and operational efficiency. The 3D-Audio system is compatible with all aircraft types and includes several tools to enhance sound quality and clarity. The system provides high-fidelity digital audio signals from both existing and future aircraft radio and audio sources. By spatially separating the audio sources into distinct locations within the pilot’s field of aural perception, the system aligns audio signals with the physical location of transmitting entities, enhancing threat warning systems and other directional-based audio sources. The system also spatially separates multiple radio frequencies to eliminate the “crowded room” effect; and includes a state-of-the-art active noise reduction capability to reduce “noise fatigue”.

24 Jul 24. Austal, Civmec sign joint venture MOU to support Army Landing Craft Heavy project. West Australian-based shipbuilders Austal and Civmec have formally executed a memorandum of understanding (MOU) to establish a joint venture and submit a proposal to the Commonwealth of Australia to support the LAND 8710 Phase 2 Landing Craft Heavy (LC-H) project.
The LAND 8710 Phase 2 Landing Craft Heavy (LC-H) project is designed to build upon the LAND 8710 Phase 1 Landing Craft Medium (LC-M) project to provide the Australian Army with enhanced transport and littoral manoeuvre capability across the Indo-Pacific.
The Landing Craft Medium will provide independent shore-to-shore and ship-to-shore capability to enable movement and sustainment of the amphibious Joint Force over extended ranges in the restricted littoral and riverine environments.
Under the MOU, Austal and Civmec will develop the structure, delivery process, and detailed scope of the joint venture (JV) in preparation to submit tenders to the Commonwealth for LAND 8710 Phase 2 (LC-H).
Civmec’s executive chairman, Jim Fitzgerald, said, “The proposed joint venture between Austal and Civmec will be an important step to ensure the continuation of naval shipbuilding at Henderson, with tenders, detailed scopes and commercial arrangement now able to be finalised at pace.”
The companies intend for the joint venture to contract directly to the Commonwealth to undertake shipbuilding tasks for the LC-H project within the assembly hall at Civmec’s Henderson facility.
“By combining Civmec’s Henderson shipbuilding facilities, which include the largest heavy engineering facility of its kind in Australia, our systems, steel manufacturing expertise and 4,000-strong labour force, together with Austal’s naval shipbuilding experience and long track record of delivery, the JV would be very well placed to deliver efficient continuous naval shipbuilding in Western Australia to Defence,” Fitzgerald said.
Austal’s chief executive officer, Paddy Gregg, expanded on the comments made by Fitzgerald, saying, “We are excited by what a partnership could mean for continuous sovereign shipbuilding, particularly in Western Australia. A partnership and commercial arrangement with Civmec should complement our Strategic Shipbuilding Agreement with the Commonwealth.
“It would provide the Commonwealth with immediate access to a larger pool of skilled shipbuilding workers that can transition across multiple projects via a ‘consolidated Henderson’ model. The programme appears to have paused just short of IOC delivery numbers for several months and will still take a further 17 months to hit the key milestone. The British Army’s Ajax armoured cavalry programme will not reach its initial operating capability (IOC) until December 2025, according to a timeline released on 22 July 2024, by the UK’s new Labour Government, which is beginning to grapple with a number of troubling legacy procurements.
According to a UK Parliament report published in March 2023, the UK MoD had a firm price contract of £5.5bn ($6.9bn) with GDUK to deliver 589 vehicles. It is understood that IOC is achieved once 50 units of the 589 total have been delivered, which will see 27 used by a deployable squadron, with the remaining 23 used by the British Army for crew and maintainer training.
By January 2024, more than six months had passed since the last of the 44 units delivered in June 2023 had been handed over, as crews continued familiarisation with the platform.
In total the programme is intended to deliver the platforms across six variants, incorporating the Ajax infantry fighting vehicle, Apollo armoured recovery vehicle, Ares armoured personnel carrier, Argus reconnaissance vehicle, Athena command post vehicle, and Atlas engineering vehicle into British Army service.
In January 2024 it was disclosed that 152 Ajax programme vehicles had been built, representing just over 25% of the planned total fleet number. The latest standard of the vehicle, known as Capability Drop 3, had been accepted” by the UK Ministry of Defence, with deliveries reported to be “on track” to achieve IOC.
The British Army: rescue and renew, or left to ruin?
The British Army’s Ajax armoured cavalry programme is one of a quartet of critical land domain procurement efforts that will form the structure and shape of the service over the coming generation, along with the Boxer mechanised infantry vehicle, the Challenger 3 main battle tank, and RCH 155 self-propelled howitzers.
However, it is accepted that the British Army’s inventory and military capability is drastically reduced, with the UK military as a whole recently falling foul of a rare rebuke from the United States.
Speaking at the RUSI Land Warfare Conference on 23 July, Chief of the Defence Staff Adm Tony Radakin reportedly admitted the British Army was in poor condition, contending against underinvestment and a range of other troubling issues.
Much, or potentially all, of the British Army’s AS90 155mm artillery has been donated to Ukraine, with the small number of interim Archer 155mm systems not due to reach IOC until October 2024.
The number of available Challenger 2 tanks as well is far below the inventory fleet strength, while its legacy Warrior infantry fighting vehicles are due to begin leaving service in 2025.
A significant weight of responsibility then will rest with the Ajax programme and whether it can overcome serious issues encountered earlier in its development, including inducing hearing damage among crew members, to deliver upon its intended capability. (Source: army-technology.com)
22 Jul 24. Canada to lend Denmark AEVs until Wisent 2 deliveries. The Canadian Armed Forces will lend the Danish army three armoured engineer vehicles (AEVs) until Denmark receives Wisent 2 AEVs.
The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) announced through the Danish Armed Forces website on 17 July that it had signed a contract with FFG for the procurement of Wisent 2 AEVs.
The vehicles will be operated by the Danish army’s 1st Armoured Engineer Battalion in Skive and will be used primarily as armoured recovery vehicles (ARVs) to support the service’s Leopard 2A7 main battle tanks and CV9035 infantry fighting vehicles. The battalion currently operates five Wisent 1s, according to Janes World Armies.
DALO said the Canadian vehicles will be used to train engineers at Skive until it receives its first Wisent 2s. A Canadian Armed Forces spokesperson told Janes on 19 July, “The Canadian Army agreed to loan three of our Leopard 2 armoured engineering vehicles to the Royal Danish Army. This was done to enable the Royal Danish Army to train on platforms similar to those they are in the process of procuring, that is the Wisent 2. The Wisent 2 is based on the Leopard 2 and is a variant very similar to the Canadian Army Leopard 2 armoured engineer vehicle. Through this agreement, we continue to build the strength of Canada’s NATO partnerships.
“The agreement is from summer 2024, with the exact date to be confirmed upon reception, until 20 February 2027. The Royal Danish Army will be responsible for the transportation of the vehicles from Canada and maintenance of the vehicles while they are borrowed.” (Source: Janes)
19 Jul 24. Scale of Iraq’s T-Kat armoured vehicle procurement revealed. Iraq took delivery of 108 T-Kat armoured vehicles in 2023, according to Bulgaria’s recently released submission to the United Nation Register of Conventional Arms (UNROCA).
Bulgaria reported both importing the vehicles from the Czech Republic without armament and then exporting them to Iraq with 100 12.7 mm heavy machine guns. Prague’s UNROCA submission for 2023 has not been released yet.
The T-Kat is advertised by the Czech company Tatra Defence Industrial, with promotional images showing a vehicle that looks very similar to the SandCat made by the Israeli company Plasan.
The Iraqi Ministry of Defence (MoD) announced in August 2023 that Chief of the General Staff General Abdul Amir Yarallah had been briefed on the Czech-made T-Kat, without confirming the vehicle had been ordered. It released a video showing a vehicle that was badged as a T-Kat, but looked more like the simplified EX11 version that Plasan offers as a kit that clients can assemble on a Ford F-550 chassis in their own country.
The type was seen again on 6 January, when 24 vehicles armed with .50 Browning heavy machine guns featured in the parade in Baghdad that marked the Iraqi Armed Forces’ 103rd anniversary on 6 January. They were operated by the Special Forces Command contingent. (Source: Janes)
19 Jul 24. Australia resolves braking issue with Hawkei vehicles. The Australian government has confirmed that a braking issue with the Thales Australia Hawkei Protected Mobility Vehicle – Light (PMV-L) has been resolved and that it is planning to resume deliveries to the Australian Army.
The vehicle reached initial operational capability (IOC) with the Australian Army in July 2021, but deliveries have since been hampered by a technical issue with the Hawkei’s brake system.
The braking issue was first identified in late 2020. However, Australia’s Defence Industry Minister Pat Conroy said in a press conference on 16 July that the issue has now been resolved.
“The latest advice around the ABS braking is that Thales has identified the cause of the problem. They’ve identified a solution,” Conroy said.
“That solution has been deployed to a number of the Hawkeis and the results in the field have been very positive and so planning has begun… to roll out the rest of the Hawkeis for a mediation programme to have the fits installed and then rolled out to units throughout the country.”
Conroy added that the fix will mean 1,100 Hawkeis will be delivered to the Australian Army as its progresses towards full operational capability (FOC) with the type. He said two Australian Army units will initially test the vehicles before wider roll-out. 22 Jul 24. Delivery of AM General’s first Joint Light Tactical Vehicles delayed. Marines maneuver an Oshkosh Defense-made Joint Light Tactical Vehicle, or JLTV, around a driving course at Camp Lejeune, N.C., on Sep. 26. AM General’s delivery of initial Joint Light Tactical Vehicles, or JLTVs, to the U.S. Army has been delayed by six months, according to a program spokesperson with the service, due to challenges starting up a new production line.
“In addition to normal start of production headwinds, the transition from an incumbent vendor has presented unique challenges for AM General related to sourcing directed parts, intellectual property, tooling and part qualification,” the spokesperson from Program Executive Office Combat Support and Combat Systems Support told Defense News in an interview.
“AM General is proactively addressing these issues, however, a six-month schedule adjustment to the initial delivery orders will be required to safeguard quality and manufacturing readiness requirements.”
AM General upset JLTV-maker Oshkosh in the Army’s new competition to build more of the vehicles in February 2023, winning a contract valued at $8.66 bn. Oshkosh won the original 2015 competition to build JLTV, beating out AM General and Lockheed Martin.
Oshkosh protested the decision with the Government Accountability Office in March 2023, but the GAO denied the incumbent’s protest in June 2023.
According to a redacted copy of the protest obtained by Defense News, Oshkosh contended the Army took “glaring risks” by selecting AM General, noting the company had “zero experience manufacturing the JLTV” and “by its own admission, must build out its own facilities before it can start production.”
Additionally, the protest states that AM General “lacks the existing supplier relations needed to manufacture the JLTV.”
AM General was given 18 months to begin building new JLTVs – equating to a rough start time of August 2024 – but that has slipped by half a year.
The Army noted the “schedule adjustment also provides an opportunity for the vehicle baseline to ‘catch-up’ due to its configuration freezing in 2022 to support the contract recompete effort.”
AM General is incorporating all required configuration changes, to include hardware and software, into the initial production of its JLTV variant that will “minimize” retrofitting activities and add capability to the vehicle, the Army spokesperson said.
The new variant will be quieter, have greater fuel efficiency, a higher degree of corrosion resistance, and “a more robust” electrical architecture, the spokesperson said, and numerous lessons learned are also being incorporated into AM General’s version, known as the A2, that will improve operational tempo rates and realize sustainment savings over the vehicle’s planned 30-year life.
The House Appropriations defense subcommittee’s version of the defense spending bill would reduce the Army’s fiscal 2025 budget of $653 m by $119 m due to the JLTV production schedule delays.
“The JLTV program is fully prepared to execute the FY25 budget position and will continue to meet all its program, fielding, and integration requirements while delivering an estimated $1 bn in savings over the life of the contract,” the spokesperson said.
19 Jul 24. Babcock and Uplift360 partner to explore recycling and repurposing defence equipment. Babcock International Group (Babcock), the defence company, has signed an agreement with Uplift360, a deep tech company developing chemical technologies, to recycle advanced materials.
Announced on the opening day of the Royal International Air Tattoo (RIAT), the partnership will explore a turnkey solution for managing and recycling composite materials from defence equipment.
It will also look at recycling high-value composite materials from the UK defence industry that can be repurposed for other applications through a process known as circular economics, which essentially means that products and materials can be kept in circulation through processes such as refurbishment, remanufacture and recycling.
As supply chain experts, Babcock will engage with the UK Ministry of Defence (MOD) on how it can sustainably manage end-of-life assets.
Tom Newman, CEO of Babcock’s Land business, said: “As a business, we’re committed to reducing our carbon footprint and assisting our customers to achieve their net zero ambitions.
“This partnership is an exciting step forward in understanding how we can breathe new life into redundant assets that can be recycled and repurposed before going back into circulation.”

From its inception ProTEK seats have been designed around a family of innovative seat frames onto which tested and certified modules can be fitted to create a bespoke solution for the user. These include Blast protection to Stanag 4569 standards, vibration reduction, head and body protection, seat risers and turntables, fore & aft adjustment, and seat back rake along with viable seat dimensions without the need for additional tooling costs.
