The Princess Royal officially opened the new headquarters at the Reserve Forces’ and Cadets’ Association for the North West of England and Isle of Man (NW RFCA) and sealed a time capsule.. On Monday 26 July 2021, The Princess Royal visited the NW RFCA, based at Altcar Training Camp in Hightown, to officially open the new headquarters and seal a time capsule. Her Royal Highness was accompanied by the Lord-Lieutenant of Merseyside, Mr Mark Blundell; Mayor of Sefton, Cllr Clare Louise Carragher and met by NW RFCA Chairman, Colonel Nick Williams and Deputy Chief Executive, Colonel Alex Barnes before touring the facility and meeting staff. 22 Jul 21. Kuwaiti airbase upgrade revealed. The Kuwaiti Air Force’s (KAF’s) Ahmed al-Jaber Air Base is to undergo a significant upgrade to accommodate its new Boeing F/A-18E/F Super Hornet multirole aircraft as well as its existing F/A-18C/D Hornets, according to plans for the project. Released by the US Army Corps of Engineers on 20 July as part of a solicitation for a contractor to carry out part of the work, the architectural drawings show most of the new infrastructure will be built next to the aprons currently used by the KAF’s Hornets.
A new apron with shelters for 12 aircraft will be built over an existing one that satellite imagery shows has been used by foreign C-130 transport aircraft in recent years. This will connect with a maintenance hangar that can accommodate eight aircraft and a corrosion control hangar for two. A new squadron operations building, engines shop, and airframes shop will also be built nearby. Enclosed shelters for six aircraft will be built over an apron that is currently used by US V-22 tiltrotor aircraft. Enclosed shelters for another eight aircraft will be built at a currently unused area at the southern end of the runways, bringing the total number of new shelters up to 26 in addition to the base’s existing 38 Hornet shelters. The solicitation said the contract is estimated to be worth USD25–100m, is expected to be awarded on 31 December 2021, and must be completed 562 calendar days later. (Source: Jane’s)

28 Jul 21. TKMS delivers third and fourth SA’AR 6-class corvettes to Israeli Navy. The company built four Sa’ar 6-class corvettes for the navy, with the first two delivered in November 2020 and May 2021. Germany-based thyssenkrupp Marine Systems (TKMS) has delivered the third and fourth next-generation SA’AR-6-class missile corvettes to the Israeli Navy. The names of the two ships are ‘INS Atzmaut’ and ‘INS Nitzachon’. With the delivery, TKMS has now successfully handed over all the four SA’AR-6 class missile corvettes under contract to the navy. In May 2015, the contract was signed with TKMS as the lead and the German Naval Yards as the project partner.
TKMS managing director Dr Alexander Orellano said: “In the six years from the signing of the contract until today, we have developed a superior ship together. “We have discussed a lot with each other, sometimes even argued. In the end, we, client and contractor, together built a better ship than originally planned.”
In February 2018, the construction phase commenced with the steel cutting ceremony of the first SA’AR 6-corvette after completion of the design phase. The first ship was undocked 15 months after the first steel was cut. In May 2019, the first SA’AR-6 class missile corvette was christened as INS Magen. It was handed over to the Israeli Navy in November last year. TKMS delivered the second SA’AR-6 class missile corvette ‘INS Oz’ to the Israeli Navy in May this year. TKMS noted that the Israeli Navy will equip the missile corvettes with radar and weapon systems. The SA’AR 6-corvettes have an overall length of 90m and a beam of approximately 13m. 27 Jul 21. Taiwanese navy receives first improved Tuo Chiang-class corvette. The Republic of China Navy (RoCN) has received its first improved Tuo Chiang (also spelled Tuo Jiang)-class fast missile corvette. Named Ta Chiang (pennant number 619), the vessel was formally handed over in a ceremony held on 27 July at the facilities of Lungteh Shipbuilding in Suao, in north-eastern Taiwan’s Yilan County, that was presided over by Defence Minister Chiu Kuo-cheng. The corvette, which was launched on 15 December 2020, is set to be commissioned in August. Taipei aims to build a total of six of these improved ships by 2023, with up to five additional vessels expected to be built thereafter. Developed under the Hsun Hai programme, the Tuo Chiang-class vessels are designed to provide the RoCN with a high-end, asymmetric means to defeat amphibious landing and capital ships. As Janes reported, the corvettes, which feature a wave-piercing catamaran hull form, waterjet propulsion, and a low radar cross-section (RCS) design, are meant to assume responsibility for the lower intensity maritime security missions currently undertaken by the service’s larger and more-expensive destroyers and frigates in peacetime, while providing an affordable but effective asymmetrical counter against an adversary’s larger warships. Ta Chiang is the first series-produced vessel of the class and features several enhancements over first-of-class Tuo Chiang – which was commissioned in late 2014 – in terms of weaponry, mission systems, and design. 22 Jul 21. Indian Air Force confirms arrival of fresh batch of three Rafale jets. India signed an $8bn deal in September 2016 to procure 36 Rafale jets from Dassault Aviation. The Indian Air Force (IAF) has confirmed the arrival of three more Rafale fighter jets in the country, which will further boost its strike capability. The jets will join the IAF’s second Rafale squadron at Hasimara airbase in West Bengal.
The three fighter aircraft landed after completing a non-stop flight from France. IAF said in a tweet: “Three Rafale aircraft arrived in India a short while ago, after a direct ferry from Istres Air Base, France.
“IAF deeply appreciates the support by UAE Air Force for in-flight refuelling during the non-stop ferry.”
With this, the current count of the total number of Rafale jets with the service has increased to 24, reported PTI. In September 2016, India signed an approximately $8bn (Rs590bn) deal to procure 36 Rafale jets from French manufacturer Dassault Aviation. Of the 36 jets, six will be trainers while the remaining 30 will be fighter jets. In July last year, five IAF Rafale aircraft left Dassault Aviation Mérignac facility in France and were received by Ambala Air Force Station. Rafale is a twin-jet combat aircraft that can carry out a wide range of short and long-range missions, including ground and sea attacks. Recently, France’s national financial prosecutors’ office (PNF) ordered a judicial investigation to look into alleged ‘corruption’ and ‘favouritism’ in the Rafale fighter jet deal with India. French investigative website Mediapart reported the probe was ordered after fresh reports on suspected wrongdoings and a complaint filed by Sherpa, a France-based financial crime specialist NGO. 27 Jul 21. Commander of the Space and Missile Systems Center retires. The commander of the Space and Missile Systems Center, Lt. Gen. John Thompson, officially retired during a July 27 ceremony at Los Angeles Air Force Base. The change comes ahead of a major organizational shakeup for SMC, with the U.S. Space Force planning to replace SMC with a new field command called Space Systems Command. 25 Jul 21. Austin Administers Speedy Swearing-In for DOD’s New Indo-Pacific Policy Guru. At 614 miles per hour, it may have been the fastest oath ceremony for an assistant secretary of defense ever as Secretary of Defense Lloyd J. Austin III today administered the oath of office to Ely Ratner aboard an Air Force E-4B headed to Singapore. Ratner, who is now the assistant secretary of defense for Indo-Pacific security affairs, had helmed DOD’s China Task Force. The Senate approved Ratner’s nomination July 22. Senators also approved Heidi Shyu as undersecretary of defense for research and engineering; Gina Ortiz Jones as undersecretary of the Air Force; Meredith Berger as assistant secretary of the Navy for energy, installations, and environment; Shawn Skelly as assistant secretary of defense for readiness; and Caroline Krass as DOD’s general counsel.
“These deeply qualified public servants represent decades of combined expertise and leadership in national security and defense policy, and I am grateful for their willingness to serve the country at this critical time,” Austin said in a written statement. (Source: US DoD)

26 Jul 21. Defense Secretary Lloyd Austin on Sunday swore in the newest assistant secretary of defense for Indo-Pacific security, Ely Ratner, who is one of the latest of President Joe Biden’s Pentagon nominees to receive Senate approval. Ratner, a former deputy national security adviser to Biden who’s been leading the Pentagon’s China Task Force, was sworn in aboard an Air Force E-4B on Austin’s trip to Singapore, Vietnam and the Philippines.
The Senate confirmed Ratner and the following Pentagon nominations by unanimous consent on July 22. The move represents partial progress, as a number of national security nominees were being held by Republican and Democratic senators.

President Biden has nominated Thea Kendler to be Assistant Secretary of Commerce for Export Administration. Ms. Kendler is an experienced federal government attorney whose career has focused on national security and international trade law. As a trial attorney in the Department of Justice’s National Security Division, Counterintelligence and Export Control Section, Ms. Kendler has partnered with U.S. Attorney’s Offices and federal agents around the country to investigate and prosecute cases primarily involving export controls, economic espionage, and counterintelligence. Ms. Kendler has frequently spoken to international audiences on strategic trade controls and conducts training for foreign government officials on best border security law enforcement practices. Before joining the Justice Department in 2014, Ms. Kendler served as Senior Counsel in the Commerce Department’s Office of Chief Counsel for Industry and Security, providing legal advice on export controls regulations and enforcement to the Bureau of Industry and Security. Earlier in her career, she practiced in the International Trade section of the law firm Akin Gump Strauss Hauer & Feld LLP, where she conducted internal investigations and represented corporate clients in export controls, antidumping and countervailing duty, and Customs proceedings. Ms. Kendler graduated from the University of Pennsylvania Law School, where in her third year she received a Foreign Language and Area Studies (FLAS) grant from the U.S. Department of Education to further her Chinese study. Her undergraduate degree is from Princeton University with a concentration in the School of Public and International Affairs and certificates in East Asian Studies and Chinese Culture. While in college, she studied Chinese in Beijing, China, and Japanese in Kanazawa, Japan. Ms. Kendler is admitted to the New York and District of Columbia Bars. Leonardo DRS is proud to announce that its DRS Network & Imaging Systems facility in Cypress, Calif., has been awarded the 2021 James S. Cogswell Award for Outstanding Industrial Security Achievement by the Defense Counterintelligence and Security Agency (DCSA). Leonardo DRS was one of only 40 companies chosen for this prestigious award out of more than 13,000 eligible cleared facilities in the National Industrial Security Program (NISP). The company’s Cypress facility was selected based on its ability to establish and maintain a security program that exceeds the basic NISP requirements, as well as acting as leaders to other facilities by showcasing best practices in security. The Cogswell award is achieved not only through the hard work of the employees at the Cypress facility, but through contributions across the entire enterprise. Throughout 2020 and into 2021, Leonardo DRS has maintained a “Superior” level security program despite the coronavirus pandemic. During this time the Cypress team had no lapses and added new facility clearances, further strengthening the Leonardo DRS support of our customers.

The James S. Cogswell award was established in 1966 to honor the late Air Force colonel, who acted as the first chief of industrial security within the Department of Defense, and is the most prestigious citation for a cleared facility that demonstrates security excellence. This Cogswell award is a second for Leonardo DRS’ Cypress facility, and the twentieth award for the company overall.

27 Jul 21. Cohort, the independent technology group, is pleased to announce the appointment of Beatrice Mary Nicholas as a non-executive director, with effect from 1 September 2021. Beatrice will also become a member of the Audit and Remuneration Committees. Beatrice has had a distinguished career in defence engineering and research. Most recently she was Director of Engineering for the Airborne and Space division of Leonardo UK Limited, with responsibility for the execution of all engineering projects within the division. She started her career at the GEC Hirst Research Centre in 1984, moving to GEC Marconi Avionics in 1995, where she held several senior management positions. As part of the wider consolidation in the sector, GEC Marconi Avionics became part of BAE Systems in 1999 and then Selex Galileo Limited in 2012, subsequently part of the Leonardo Group. In 2010 she was appointed Senior Vice President with responsibility for leading the electronic warfare business. In 2012 she was appointed Group Engineering Director, with responsibility for 2,500 engineering staff in UK, Italy, the US and the Middle East, delivering projects in the defence and space sectors. Following her retirement from Leonardo UK Limited in 2017 she established an independent consultancy, Beatrice Nicholas Consulting Limited, advising on diversity and inclusion.
