14 Jul 21. US building combined joint ops centre in Israel. The United States is building a new combined joint operations centre (CJOC) at Hatzor Air Base in Israel, according to a notice released by the US government System for Award Management website on 11 July. The notice from US Air Forces in Europe and Air forces Africa sought a contractor to install a roofing system on the 700 m 2 single-storey CJOC building that it said was under construction.
It did not say who would use the CJOC, but combined facilities are normally used by more than one country, indicating it would be shared by US and Israeli personnel.
US Central Command, which now covers Israel, did not respond when asked to comment on the development.
The notice included architectural drawings showing the building is being constructed at a location at the northern tip of Hatzor Air Base. The telecommunications plan showed it will have desks for 152 people and two meeting rooms.
Open source satellite imagery shows the four neighbouring buildings to the east were built between 2014 and 2019. The plans identified these as two office blocks and two dormitories and showed additional buildings, including another dormitory, have since been built to the south.

14 Jul 21. EU’s operational headquarters looks set, finally, to declare FOC by end of 2021. Delayed twice during almost a year, the EU’s declaration of a full operational capability (FOC) for the first expansion phase of its small headquarters in Brussels, the Military Planning and Conduct Capability (MPCC), is now expected by the end of 2021, according to its head officer. However, the MPCC must find solutions for its staffing and technical issues before that can occur, he said.
“The MPCC is not entirely ready to achieve FOC but I hope to have that ready by the end of this year,” MPCC director general Vice Admiral Hervé Bléjean told a 13 July hearing of the European Parliament’s Subcommittee on Security and Defence.
That benchmark is imperative before the EU’s 27 nations will even consider the MPCC’s second phase: its shift to a fully-fledged autonomous military command for the EU capable of handling any operation.
“All the member states are urging us to reach FOC for phase 1,” he told the hearing. “They are unwilling to discuss the MPCC’s future evolution until that happens.”
For Vice Adm Bléjean, that means overcoming two persistent problems since the MPCC’s mandate was expanded in November 2018 – as phase 1 – to include planning for one so-called executive, or combat, operation in addition to the EU military training missions it oversees.

14 Jul 21. USN turns to Austal USA for later T-ATS vessels. The US Navy (USN) plans to change shipbuilder for its new Navajo-class towing, salvage, and rescue ship (T-ATS) after Gulf Island Shipyards has completed the first five of the eight planned vessels.Instead of exercising the final three ship options with the Houma, Louisiana yard, which was acquired by Bollinger Shipyards in April, the service is instead pursuing a sole-source award with Austal USA in Mobile, Alabama. Established as a specialist in aluminium shipbuilding, Austal was not one of the five original bidders for the T-ATS contract but is now in the process of building up a steel shipbuilding capability at its Mobile shipyard. The Navajo class will provide the USN with ocean-going tug, salvage and rescue capabilities to support fleet operations, replacing the three Powhatan-class (T-ATF 166) and two Safeguard-class (T-ARS 50) ships now coming to the end of their lives. Following an open competition, Gulf Island Shipyards was awarded a USD63.5m contract by the US Naval Sea Systems Command (NAVSEA) in March 2018 for the detail design and construction of the first T-ATS vessel, USNS Navajo (T-ATS 6). The contract included options for seven additional vessels. Options for an additional four ships – USNS Cherokee Nation (T-ATS 7) and USNS Saginaw Ojibwe Anishinabek (T-ATS 8), USNS Lenni Lenape (T-ATS 9) and USNS Muscogee Creek Nation (T-ATS 10) – have subsequently been exercised with Gulf Island Shipyards. 13 Jul 21. Indian Air Force to receive first set of three LCHs from HAL. The first batch will be delivered upon the completion of the acceptance tests. Indian state-owned company Hindustan Aeronautics Limited (HAL) is reportedly set to deliver the first batch of three Light Combat Helicopters (LCH) to the Indian Air Force (IAF). The delivery will take place after the completion of acceptance tests. These are part of the 15 Limited Series Production (LSP) helicopters approved for the Indian Army and the IAF, reported Financial Express Online. The news agency quoted a HAL source as saying: “HAL has received letter of intent (LoI) for five LCH for IAF and five for the Indian Army. The company has produced and signalled out three LSP Light Combat Helicopters for the IAF.
“Same is going to be subjected to customer acceptance and training shortly. In the current year, we are producing four LCH for the Army and two for IAF. The remaining six LCH will be produced next year.
“The training for the first batch of IAF personnel has commenced at Helicopter Division (Bengaluru).”
The LCH is an attack helicopter derived from the existing Dhruv helicopter. It is designed and developed by HAL’s Rotary Wing Research & Design Centre. The helicopter can be deployed to conduct different missions such as tracking slow-moving aerial targets, insurgency, search and rescue and more.
Last year, HAL announced that IAF and the Indian Army together need around 160 LCHs. Of these, 65 will be for the IAF and the remaining for the army. In January 2019, HAL’s LCH carried out air-to-air missile firing on a moving aerial target. (Source: airforce-technology.com)

Dstl is launching its biggest recruitment drive in recent years, with over 300 roles for physicists, scientists, engineers, technologists and leaders. The recruitment drive comes as the government pushes its priority on science and technology (S&T) for defence and security. The Ministry of Defence (MOD) is investing £6bn in research and development over the next 4 years, and includes an additional £1.1bn specifically for science and technology and pull through activities. It’s part of the government’s announcement ‘to sustain strategic advantage through S&T’ in the recent Integrated Review of Security, Defence, Development and Foreign Policy. This is a significant uplift not just for Dstl, but for industry and academia too.
Minister for Defence Procurement Jeremy Quin said, “Our over £6bn investment into research and development is central to the evolution of defence and security. Acorn Growth Companies (Acorn), a private equity firm investing exclusively in aerospace, defence, intelligence, and space, has announced that, in connection with the retirement of Bob Hinaman, Greg Agnew will assume leadership of the firm’s mergers and acquisitions (M&A) group and Washington, DC office.

14 Jul 21. Honeywell (NASDAQ: HON) announced today new leaders of its Performance Materials and Technologies (PMT) and Honeywell Building Technologies (HBT) segments, and a new Chief Operating Officer of Global High Growth Regions.
Vimal Kapur has been named President and Chief Executive Officer of PMT, based in Houston. Kapur is a 32-year veteran of Honeywell who most recently led the HBT segment and previously led the Process Solutions business within PMT.
Kapur succeeds Rajeev Gautam, who has decided to retire on Aug. 13 after a 43-year career with Honeywell. Following his retirement and through the end of January, Gautam will work closely on the transition with Kapur and will serve as President Emeritus, Honeywell PMT, with responsibility for ensuring smooth customer transitions and helping enable growth within Honeywell UOP, where he spent several decades in leadership positions.
Succeeding Kapur is Doug Wright, who has been named President and CEO of Honeywell Building Technologies, based in Atlanta. Wright joined Honeywell in mid-2020 as the leader of HBT’s Fire and Security business.
Both Kapur and Wright will serve as company officers and report to Chairman and CEO Darius Adamczyk. The changes are effective immediately.
In addition, Ben Driggs has been named Chief Operating Officer of Global High Growth Regions, a transition role that will lead him to become President of Global High Growth Regions on January 1, 2022. Driggs will succeed Shane Tedjarati, who has decided to retire at the end of 2021 after a 17-year career at Honeywell leading the company’s growth efforts in emerging regions. Tedjarati will remain in an advisory capacity to Honeywell over the next three years. Driggs will be based in Shanghai.
Since 2018, Kapur has led HBT, where he guided the business through a period of significant change and instilled an intense operational and customer focus. He drove a growth mindset in HBT, focusing on new products, outcome-based offerings like Healthy Buildings, and Connected solutions.
Today’s announcement marks Kapur’s return to PMT. Previously, Kapur led PMT’s Honeywell Process Solutions business, where he generated significant margin expansion while substantially outperforming HPS’s peer group. He led HPS through a deep oil and gas downturn in 2015, and the business emerged as an even stronger competitor with a pipeline of innovative new offerings. Kapur has held several other key leadership positions at Honeywell, including Vice President and General Manager of the Advanced Solutions line of business for HPS and Managing Director for Honeywell Automation India Limited (HAIL). Kapur graduated from Thapar Institute of Engineering in Patiala, India, as an electronics engineer with a specialization in instrumentation.
Wright joined Honeywell in July 2020 as the President of HBT’s Fire and Security business and quickly made a significant impact, driving better alignment with our customers and markets to enable breakthrough growth.
Wright previously was the President and CEO of Source Photonics, a global provider of optical communication products used in telecommunication systems and data communication networks. John Reing, Chief Human Resources Officer
John Reing has been named chief human resources officer (CHRO). In partnership with sector and corporate leadership, Reing will be responsible for developing and executing the company’s integrated human resources strategy, including talent acquisition and management, total rewards, leadership development, and employee relations.
Most recently Reing was a partner within PwC’s Organizational and Workforce Transformation Practice where he advised the company’s global clients across a broad spectrum of human resources- and talent-related topics in order to maximize value creation.

Rebecca McHale, Chief Information Officer
Rebecca McHale has been named chief information officer (CIO). In this role, she will be responsible for leading Peraton’s digital transformation, providing the advanced technologies and IT solutions needed to support the strategic and operational objectives of the company, and serving as the senior IT advisor to Peraton’s executive leadership team.
Most recently McHale was the chief information officer and formerly the chief information security officer for Booz Allen where she had executive responsibility for delivering secure technology and solutions to enable the business and advance the digital experience for the firm’s users.
Earlier in her career McHale was the CISO for Blackboard, Inc., a global educational technology and services company, and held leadership roles in cybersecurity and IT infrastructure with Novetta and CSRA.

Lori Ellis, Chief Procurement Officer
Lori Ellis has been named chief procurement officer (CPO). In this role she will serve as a strategic partner to Peraton’s business sectors and have executive responsibilities for all aspects of the Procurement organization including procure to pay, strategic sourcing, and vendor management. Ellis will also serve as the executive sponsor of the company’s veterans employee resource group.
Most recently she served in the same capacity within the heritage Peraton organization.
