07 JUL 21. Egypt inaugurates major new naval base. Egypt’s President Abdel-Fattah el-Sisi inaugurated a large new naval base in the west of the country on 3 July. The date of the inauguration and the name of the 3 July Naval Base referenced the coup that deposed President Mohamed Morsi in 2013. It has been under construction at Ras Gargoub, about 140 km east of the Libyan border and 315 km west of the main Egyptian naval base in Alexandria, since 2018.
The Egyptian Ministry of Defence released a video with English subtitles that said the new base has “a unique geographic location that achieves additional capabilities for securing the Egyptian northern coasts, the closest launching point to stave off any potential threats”.
The video provided details of the base’s facilities, saying it occupies a 10 km2 site and has a 1 km-long naval wharf with a depth of 14 m.
Egyptian television coverage showed Egypt’s newest vessels were moored along the wharf for the ceremony, including a Type 209/1400 submarine, both Egypt’s ex-Italian Navy FREMM frigates, the Gowind corvette Port Said, the CPV 60 patrol ship, and nine OPB 41 patrol boats. Some of these vessels made way for Gamal Abdel Nasser, one of Egypt’s two Mistral-class amphibious assault ships.
The video said the base also has commercial quays with a length of 2.2km and a depth of 17m, although satellite imagery shows this is still under construction. (Source: Jane’s)

01 Jul 21. Taiwan to commission first improved Tuo Chiang-class corvette in August. The first improved variant of the Tuo Chiang (also spelled Tuo Jiang) class of fast missile corvettes is set to be handed over to the Republic of China Navy (RoCN) later this month, according to Taiwanese media. Named Ta Chiang (pennant number 619), the vessel, which was launched on 15 December 2020 in a ceremony held at the company’s facility in Suao, southern Yilan County, is then set to be formally commissioned in August, the state-owned Central News Agency (CNA) reported on 30 June.
Taipei aims to build a total of six of these improved ships by 2023, with up to five additional ones expected to be built thereafter.
Developed under the Hsun Hai programme, the Tuo Jiang-class vessels are designed to provide the RoCN with a high-end, asymmetric means to defeat amphibious landing and capital ships.
As Janes reported, the corvettes, which feature a wave-piercing catamaran hull form, waterjet propulsion, and a low radar cross-section (RCS) design, are meant to assume responsibility for the lower intensity maritime security missions currently undertaken by the service’s larger and more-expensive destroyers and frigates in peacetime, while providing an affordable but effective asymmetrical counter against an adversary’s larger warships.

02 Jul 21. RAN frigate Perth back in water after partially completing AMCAP upgrades. Royal Australian Navy (RAN) Anzac-class frigate HMAS Perth returned to the water on 1 July after being lowered out of the dry dock at the Australian Marine Complex in Henderson, Western Australia. The move followed the completion of upgrades to the frigate’s radar capabilities, communications systems, and crew-habitable areas, which are a major part of the Anzac Midlife Capability Assurance Programme (AMCAP), according to a 2 July statement by the Department of Defence (DoD) in Canberra.
“This is a significant step towards the completion of Perth’s upgrade, which will now move on to the final stages, enabling the ship to return to the fleet and undertake deployments and exercises with our regional partners in 2022,” Anthony Nagle, the ship’s commanding officer, was quoted as saying. The 3,600-tonne frigate (with pennant number 157) is set to undergo sea trials and certification early next year following the final steps in its upgrade process. Perth is capable of air defence, surface, and undersea warfare and can carry out surveillance, reconnaissance, and interdiction operations. It is home-ported at Garden Island in Rockingham, Western Australia. (Source: Jane’s)

08 Jul 21. Australian Defence Force receives two new CH-47F Chinook helicopters. The helicopters have been delivered to Australian Army’s 5th Aviation Regiment in Townsville. The Australian Defence Force (ADF) has received the first two of four new CH-47F Chinook helicopters from the US. This arrival comes approximately three months after the foreign military sale (FMS) was approved. In April, the US Defense Security Cooperation Agency (DSCA) notified Congress of a possible FMS of four CH-47F Chinook helicopters to Australia. The two helicopters have been delivered to army’s 5th Aviation Regiment in Townsville, while the third and fourth Chinooks are expected to arrive in Australia in mid-2022.
With this, Australia’s current fleet of Chinook helicopters will grow from ten to 14.
Australia Defence Minister Peter Dutton said: “The additional helicopters will strengthen army’s airlift capability into the future and increase the ADF’s ability to support operations globally.
“The Chinook is Defence’s largest helicopter, with a long and proven track record of supporting ADF operations in Australia, our near region and further afield.”
“By working closely with the United States, through streamlined processes to rapidly deliver defence capability, the Morrison government is demonstrating its commitment to defence’s strategic objectives and, in this case, bolstering defence’s aviation capability.”
In March, the Australian Department of Defence announced an $89m CH-47F Chinook support contract extension with Boeing Defence Australia.
Australia’s defence industry will continue to make an additional $52m (A$69.5m) investment into the Australian economy over the next 20 years to continue increasing the Chinook fleet.
The CH-47 Chinook is a twin-engine, tandem rotor heavy-lift advanced multi-mission helicopter. It is designed to conduct troop movement, artillery positioning and battlefield resupply missions.

07 Jul 21. USAF reveals further B-21 Raider details, new image. The US Air Force (USAF) has posted further details of the Northrop Grumman B-21 Raider on its official website, as well as a new artist’s rendering of the stealth bomber that is due to enter service in the coming years. Published to the Fact Sheets inventory listing on 6 July, the new B-21 entry revealed for the first time that a minimum of 100 will be acquired (previously, the USAF had said only that the number would be ‘approximately’ 100, with 80–100 being the consensus figure), and that the unit cost will be USD639m (in 2019 dollars).
A new artist’s impression showed the by-now-familiar B-2-esque planform of the B-21, although with a novel curved cockpit window design that is unlike any other aircraft built to date. The reason for this design is not clear, although as with previously released renderings of the aircraft the USAF has noted that this latest image is “an interpretation” of what the aircraft might look like, rather than an actual likeness.
Previously known as the Long-Range Strike Bomber (LRS-B), the B-21 is one of the USAF’s top three acquisition priorities, along with the Lockheed Martin F-35A Lightning II and the Boeing KC-46A Pegasus aerial refuelling tanker. It will replace the Rockwell B-1B Lancer, which is deemed to not be as survivable in modern threat environments against improved surface-to-air missiles and integrated air defences, and the Northrop Grumman B-2A Spirit. Interestingly, it will not initially replace the Boeing B-52H Stratofortress, which both the B-1B and B-2A were originally expected to supersede. (Source: Jane’s)
07 Jul 21. UK to begin AH-64E transition in Q4. The UK Ministry of Defence (MoD) is to begin flight operations of its newly acquired Boeing AH-64E Apache Guardian attack helicopters in the coming weeks, ahead of aircrew transition before the end of the year.
An MoD spokesperson told Janes on 6 July that, with 10 remanufactured helicopters now delivered back to the British Army’s Wattisham Flying Station from Boeing’s production facility in the US, flight operations that were originally scheduled to begin in July will now do so “later in the summer”. These will pave the way for crews on the Leonardo Boeing WAH-64D Apache Longbow AH1 to convert to the new type.
“Flights are planned for test and evaluation purposes later this summer. The first AH-64E flights will enable the transition of existing Apache aircrew from Q4 2021,” the spokesperson said.
The British Army received the first of 50 Apache Longbow AH1 attack helicopters to be remanufactured into the latest Boeing AH-64E Apache Guardian standard in November 2020. Interestingly, while the WAH-64D is designated AH1 in UK service, the MoD told Janes that the AH-64E will be known by that designation only and not as the AH2.
Initial flights of the AH-64E will be focused on trials activity and then on developing instructional techniques to safely manage aircrew transition from the WAH-64D to AH-64E. The focus will then change to the full-rate conversion training of 3 Regiment Army Air Corps (3AAC). From 2022 the AH1 will be incrementally replaced by the AH-64E in British Army service. 01 Jul 21. European Drones4Sec UAS security trade association launched. A new European trade association of security drone operators and manufacturers has been launched. Drones4Sec is headquartered in Paris. “Faced with the growing use of drones, European players in the field have decided to join forces by launching today the very first European federation of security drones, Drones4Sec,” said the organisation on 22 June. “Objective displayed? Defend a model of European sovereignty in robotics and drones, by encouraging innovation and intra-European technological cooperation and convincing decision-makers of the necessary data protection.
“Covering aerial, land or sea drones, Drones4Sec was founded on the initiative of the major French players in the field: Obvious Technologies, Onera, Orange Cyberdefense, Parrot, Photonis, Shark Robotics, Wisekey. The chairmanship is held by the PARROT group, represented by its safety manager Victor VUILLARD, while the vice-chairmanship goes to Shark Robotics. The ZENON7 company specializing in European Affairs and Economic Diplomacy will act as the General Secretariat. Mr. Thierry BERTHIER will be the scientific advisor. The first working colleges of the Federation were created, and in particular the creation of the automatic flight college piloted by the company HOVERSEEN. Icarus Swarms by Dronisos also confirmed his wish to join the federation by taking the lead of the college on the swarm flight. 01 Jul 21. The SESAR Joint Undertaking has announced the appointment of Richard Frizon as its interim Executive Director, following the departure of Florian Guillermet. Effective as of 5 July, Frizon will oversee the current work programme of the SESAR JU, until the appointment of a new Executive Director is made in early 2022. Frizon brings to the interim role over 20 years of expertise in finance and public administration both at national and European levels. Prior to joining the SESAR JU in 2019, Frizon spent 10 years at the European Research Council Executive Agency, leading the sector responsible for the agency’s budget (2.2bn EUR). As interim Executive Director, Frizon will be tasked with managing the operations of the SESAR JU in accordance with its work plan, as well as ensuring the preparation of the future SESAR 3 JU, which is due to be established before the end of the year. 01 Jul 21. Analytical Space Appoints Four New Senior Leaders To Fast Track Growth. Analytical Space has appointed four new leaders to the company’s senior leadership team — this expansion of the company’s senior leadership team enables the firm to fast track the development of the Fast Pixel Network, in preparation for a 2022 initial deployment.

Katherine Monson, Chief Commercial Officer (CCO)
Katherine is an experienced aerospace executive, having supported thousands of satellite and rocket programs during her time serving as CEO of KSAT Inc. She is passionate about creating communications infrastructure for the growing space industry. She will be leading the Operations and Business Development efforts of the Analytical Space team. Katherine started her career in Government working at the Pentagon for the Undersecretary of Acquisitions, Technology, and Logistics (OUSD AT&L). She has also previously served as Spire’s Head of Ground Stations, helping to build out the company’s key infrastructure components.
Dr. Jose Velazco, Chief Innovation Officer (CIO)
Dr. Velazco brings more than 25 years of expertise designing and integrating cutting edge Optical and RF communications technologies within industry and government leadership positions. He will be overseeing Analytical Space’s Research and Development initiatives. He joins Analytical Space after serving as the Technical Supervisor of NASA JPL’s Advanced RF & Optical Technologies group, where he developed many patents related to his work with advanced telecommunications payloads. Dr. Velazco is a visionary thinker in the field of satellite communications and is passionate about enabling new satellite sensor types and delivering higher fidelity datasets via the improvement of existing satellite communications infrastructure. Dr. Velazco began his career in industry by founding Microwave Technologies Inc., a Research and Development firm that developed microwave electronic components for the Department of Defense, NASA, and the National Institute of Health.
Rhonda Landers, VP of Finance
Rhonda has more than 20 years of experience in leadership roles within finance, strategy and operations. She joins Analytical Space to lead the Company’s financial operations and play an integral role in corporate strategy development. Rhonda most recently served as the Chief Financial Officer (CFO) of Nanosteel, a venture-backed, private company focused on the development and commercialization of advanced high strength steel. 07 Jul 21. KBR (NYSE: KBR) announced today the appointments of Carlos A. Sabater and Lt. General Vincent R. Stewart, USMC (Ret.) to its Board of Directors effective June 30, 2021. General Stewart retired from the United States Marine Corps on April 5, 2019, after nearly four decades of service. He is the first African American, first Jamaican American, and first Marine Corps officer to hold that position. 07 Jul 21. Naval Group Australia appoints new board directors to support the Future Submarine Program. Naval Group Australia has confirmed the appointment of two board directors to support the company’s Future Submarine Program rollout. Naval Group Australia has appointed two new members to its board, Jane Halton and Lilian Brayle, to support the roll out of the company’s Future Submarine Program.
According to a release by the company, both directors are expected to bring a wealth of experience across the public service and business to the board and ensure the successful execution of the submarine program.
Halton has previously served as the secretary of the Departments of Finance and Health, and had also served as the deputy secretary of the Department of Prime Minister and Cabinet.
Meanwhile, Brayle served as the Naval Group vice president for the Australian Future Submarine Program, having been appointed to the position in 2021.
David Peever, chairman of Naval Group Australia, commented that the duo will bring critical knowledge to support the roll out of the program.

06 Jul 21. Sikorsky Australia appoints new GM. A new general manager has been appointed to lead the Lockheed Martin subsidiary’s sustainment operations in Australia. Malcolm Wright has been appointed as Sikorsky Australia’s new general manager, replacing Rodhan Gibbon, who served as interim GM. The new appointee, who assumed the role on 1 July, will be responsible for overseeing Sikorsky’s sustainment services to the Royal Australian Navy’s MH-60R Seahawk fleet, the Australian Army’s S-70A-9 Black Hawk fleet, and regional Sikorsky helicopter operators.
Wright will lead 250 Sikorsky employees across six locations around Australia, particularly from the company’s headquarters in Nowra, NSW.
The GM has over 20 years’ experience in national security, which has included service with the RAN, Customs and Border Protection, and the Australian Public Service Commission. Wright most recently served as Lockheed Martin’s director, navy aviation acquisition programs, managing the procurement of 24 Sikorsky Seahawk Romeo helicopters for the RAN.
Wright’s military service involved both training and operational roles, including an exchange in the UK as a helicopter warfare instructor, development of maritime counter-terrorist helicopter operations in Australia, and command of RAN Helicopter Squadron 816 (Sikorsky Seahawk Squadron).
