29 Jun 21. Royal Canadian Navy Commissions first AOPS HMCS Harry DeWolf. Six Harry DeWolf-class AOPSs are being built by Irving Shipbuilding at Halifax Shipyard under a $2.3bn contract. The Royal Canadian Navy (RCN) has officially commissioned its first Arctic and offshore patrol ship (AOPS), HMCS Harry DeWolf. HMCS Harry DeWolf is the first of six Harry DeWolf-class AOPSs being built by Irving Shipbuilding. The company was awarded a $2.3bn contract in January 2015 as part of the National Shipbuilding Procurement Strategy (NSPS).
The patrol vessels will be deployed to carry out armed seaborne surveillance and sovereignty in the country’s exclusive economic zone (EEZ), in addition to the Atlantic, Pacific and Arctic coasts. In 2018, the RCN’s lead AOPS was launched in the Bedford Basin. The ship was delivered to the service in July last year. The ship has been named after wartime Canadian naval hero vice-admiral Harry DeWolf. Construction of the third, fourth and fifth AOPS is currently underway, while construction of the sixth ship is expected to start next year. RCN acting commander rear-admiral Chris Sutherland said: “As HMCS Harry DeWolf enters into naval service and prepares to depart on its first operation, I can’t tell you how excited the Royal Canadian Navy is about what this represents.” The AOPS is a 103m-long vessel with a 19m-long beam. It will bolster the Canadian Navy’s presence in the Arctic and its global operating ability. Designed to patrol Canada’s northernmost regions and offshore waters, HMCS Harry DeWolf would be at the core of an enhanced Canadian Armed Forces (CAF) Arctic presence.
Sutherland added: “HMCS Harry DeWolf is not only the first of its class, and the first RCN ship to enter service under the National Shipbuilding Strategy, it represents what the future holds for the RCN as we continue to expand our presence in the north and grow our capability to operate across the globe. It represents the modern and capable ships that the sailors of tomorrow will be crewing; it represents the future, and that future is here.”

28 Jun 21. Indian Navy to commission ‘INS Vikrant’ aircraft carrier next year. The vessel completed basin trials in November last year and will conduct its first contractor sea trials (CST) soon. The Indian Ministry of Defence (MoD) has revealed that the country’s first indigenous aircraft carrier (IAC), ‘INS Vikrant’, will be commissioned in the first half of next year.
Defence Minister Rajnath Singh has recently reviewed the progress made in the IAC construction.
The IAC is currently being built at Cochin Shipyard Limited (CSL) in Kochi, India.
Rajnath stated that IAC has nearly 75% indigenous content, right from design to steel used in construction of major weapons and sensors.
Commenting on the vessel, the minister said that it ‘will add formidable capabilities in the defence of the country and help secure India’s interests in maritime domain’.
He added: “IAC and Project Seabird at Karwar, which will be the Asia’s largest naval base, (are) examples of our unwavering focus.
“Indian Navy remains poised and combat ready to tackle any challenge.”
In December last year, CSL completed the basin trials of INS Vikrant. Basin trials were carried out in November 2020 to test the propulsion, transmission and shafting systems.
The 40,000t IAC Vikrant is capable of accommodating MiG 29K fighter jets and helicopters.
The 260m-long and 60m-wide carrier is said to be the largest ship to be built at Cochin Shipyard.
The effort is a major step towards India’s Atmanirbhar Bharat initiative introduced by Prime Minister Narendra Modi.
Atmanirbhar Bharat aims to make India self-reliant and increase domestic defence manufacturing in the country.

29 Jun 21. HRH Prince William starts construction on the UK’s third Type 26 Frigate for the Royal Navy. In a steel cut ceremony at BAE Systems’ shipyard in Glasgow, His Royal Highness, Prince William, Duke of Cambridge, set the plasma cutting machine to work on the first plate of steel for the third Type 26 frigate, HMS BELFAST. Minister of State for Defence Baroness Goldie, together with employees and representatives from the Scottish Government, Royal Navy and the Ministry of Defence, joined the celebrations.
The event marks an important step in the programme to deliver the UK’s latest anti-submarine warfare capability to the Royal Navy, with all three of the first batch of City Class frigates now under construction. The UK-sourced steel plate will form part of a unit which will contain the machinery space for the gearbox and stabilisers of HMS BELFAST.
In recent weeks the first of class, HMS GLASGOW, was rolled out of the build hall into the open for the first time, while progress on HMS CARDIFF continues at pace, with more than 40% of the ship’s units in build at the Company’s Govan shipyard.
Led by electrical apprentice, Cara Shannon, and Type 26 Programme Director, David Shepherd, the Duke of Cambridge enjoyed a tour of HMS GLASGOW during his visit, meeting employees in the ship’s operations room and flight deck.
Minister of State for Defence Baroness Goldie, said: “Today is a significant milestone for the exciting new Type 26 frigate programme and for Defence. We celebrate and receive great support from our UK shipyards. As a Scot, I am very proud of the skills and expertise of our Scottish shipbuilders here on the Clyde.
“These new frigates will be equipped with the most advanced capabilities and technologies, enabling the Royal Navy to counter emerging global threats for decades to come.”
Rear Admiral Paul Marshall, Director Navy Acquisition, said: “It’s been a privilege to witness this important moment in the life of our third Type 26 frigate and I’m delighted that His Royal Highness The Duke of Cambridge was able to come here today to cut the first steel for the future HMS BELFAST.
“Despite the obstacles of the past year, BAE Systems’ workforce has continued to deliver what will be a world-leading maritime capability that will join an innovative and forward-looking Royal Navy. The Type 26 frigate is an advanced anti-submarine warship which will deliver critical protection of the Royal Navy’s Continuous At Sea Deterrent and Carrier Strike Group. Each Type 26 will be equipped with a range of world-class capabilities including the Sea Ceptor missile defence system, a 5-inch medium calibre gun, flexible mission bay, Artisan 997 Medium Range Radar and towed array sonar. The flight deck will be able to accommodate helicopters up to the size of a Chinook, while the mission bay can quickly adapt to house containers and deploy manned or unmanned vessels and vehicles.Type 26 has been designed to reduce environmental impacts, with features including a hydrodynamically designed hull to optimise fuel efficiency and an advanced anti-fouling coating, which prevents marine growth and stops the transfer of invasive species on the hull. Each ship will also benefit from diesel engine emissions abatement, which reduces nitrogen oxide exhaust emissions and a waste water treatment system, which treats all ship effluent prior to discharge into the sea. Furthermore, it is envisaged that as new technologies become available, there will be potential opportunities for Type 26 to further mitigate its environmental impact. Supporting more than 4,000 jobs across the UK, the Type 26 programme is making a significant contribution to the nation’s economic recovery by maintaining much-needed skills and capabilities. To date, more than £1bn has been invested across the programme’s supply chain, with more than 100 suppliers globally. The Global Combat Ship supports a close partnership between the Royal Navy, Royal Canadian Navy and the Royal Australian Navy, supporting greater operational, training and intelligence ties. In total, the UK, Australian and Canadian Navies will operate 32 anti-submarine warfare frigates, all based on the Type 26 reference design.

02 Jul 21. US Marine Corps’ F-35C squadron achieves full operational capability. The latest inaugural event was met after VMFA-314 received their first F-35C in January last year. The US Marine Corps (USMC) has announced that its 3rd Marine Aircraft Wing’s Marine Fighter Attack Squadron 314 (VMFA-314) declared full operational capability (FOC) for the F-35C Lightning II.
This is the first FOC declaration for USMC, confirming that VMFA-314 is prepared and equipped to successfully deploy F-35C aboard US Navy aircraft carriers.
F-35 Lightning II joint strike fighter (JSF) is a stealthy, supersonic multirole fighter developed by Lockheed Martin Aeronautics Company for the US Air Force (USAF), US Navy, and USMC.
The JSF models are the F-35A, a conventional take-off and landing aircraft (CTOL), the F-35B, a short take-off and vertical landing (STOVL) aircraft, and the F-35C, a carrier variant (CV).
The 3rd MAW commanding general major general Christopher Mahoney said: “VMFA-314 is the first F-35C squadron in the Marine Corps to declare FOC.
“They are now full up round and bring the incredible 5th generation capability to 3rd MAW. They will deploy as part of a Carrier Strike Group next year.
“FOC for the Black knights is yet another step forward in achieving Force Design objectives. The Black Knights are ready. 3rd MAW is ready.”
The latest inaugural event was met after VMFA-314 received their first F-35C in January last year when their first jet arrived at Marine Corps Air Station (MCAS) Miramar from Naval Air Station (NAS) Lemoore.
VMFA-314 operations officer major Derek Heinz said: “Many hours were spent maintaining aircraft, launching and recovering aircraft in Miramar, at other military facilities, and aboard the ship to conduct the training required to meet these goals.
“The marines of VMFA-314 have gained confidence in fighting this aircraft and feel confident we can do so in combat if called upon.”
VMFA-314 is currently preparing towards future deployments by conducting tailored ship’s training availability (TSTA). This marks the first F-35C squadron to conduct TSTA in the USMC. (Source: naval-technology.com)
28 Jun 21. USAF approves Joint Base Langley-Eustis as F-22 FTU’s future home. Prior to determining its permanent location, the F-22 FTU was previously based at Tyndall Air Force Base in Florida. The US Air Force (USAF) has decided to permanently bed down the F-22 Raptor fighter aircraft’s Formal Training Unit (FTU) at Joint Base Langley-Eustis (JBLE) in Virginia. JBLE is a US military facility located adjacent to Hampton and Newport News. The decision documented in the Record of Decision (ROD) is based on matters discussed in the Final Environmental Impact Statement (EIS). It also includes inputs from the public and regulatory agencies and other relevant factors. In addition, the USAF signed an amended ROD that covered the accurate number of aircraft at the proposed F–22 FTU permanent bed-down. The F-22 FTU was earlier based at Tyndall AFB in Florida. Due to damage from tropical cyclone Hurricane Michael at the installation, the FTU was temporarily relocated to Eglin AFB in Florida.
Before finalising timelines for planned force structure moves to JBLE, the USAF is awaiting the tactical air study’s completion. According to the USAF, consolidating the F-22 fleet of fighter jets at JBLE would make use of existing force structure. This would increase aircraft availability and reduce training timelines, which, in turn, would enhance pilot production rates and readiness. The F-22A Raptor is an advanced supersonic, dual-engine tactical fighter aircraft built by Lockheed Martin for the USAF. In December 2019, Lockheed Martin received a $7bn five-year contract to maintain the USAF fleet of F-22 Raptor stealth fighters. Today Italian Minister of Defence Lorenzo Guerini and Italian Air Force Chief of Staff Gen. Alberto Rosso attended the acceptance ceremony of an Italian Air Force HH-139B helicopter during an official visit to Leonardo’s helicopter facility in Vergiate (Italy). Leonardo CEO Alessandro Profumo, Leonardo General Manager Lucio Valerio Cioffi, and Leonardo Helicopters’ MD Gian Piero Cutillo were also in attendance. During the visit to the facility, the Authorities were shown the Company’s industrial capabilities, products and advanced technologies, which are fully representative of Leonardo’s leadership in the vertical flight domain and preserve in-country strategic technological capabilities.
The HH-139B is a dedicated Air Force variant of the AW139 type. The aircraft will be used for a wide range of missions including SAR – Search and Rescue, fire-fighting, Slow Mover Interceptor.

Over 1,200 AW139s have been sold to more than 280 customers in over 70 countries, including more than 80 for Italian government operators (Air Force, Guardia di Finanza, State Police, Coast Guard, National Firefighting Department and Carabinieri), plus emergency medical service operators. This helicopter model benefits from advanced digital technology solutions, for both flight and missions as well as training (pilots and maintenance technicians) and support. The helicopter’s state-of-the-art satellite navigation and synthetic vision system has 3D representations of the external environment on cockpit displays even in poor visibility conditions, advanced collision avoidance and proximity systems, mission sensors and an automatic flight control system, which is able to assist the crew during SAR and hoisting in harsh environmental and weather conditions. The AW139 also features modern predictive maintenance and diagnostics solutions allowing accurate, rapid assessment and data processing on the health and usage of aircraft components. This allows more efficient maintenance activities increasing operational effectiveness and safety. Both flight and maintenance training are extensively delivered in virtual environments and simulation. Crews can therefore maximise their ability to use equipment and leverage the best performance of the product during missions. Maintenance technicians can leverage virtual training therefore increasing technical assistance quality and reliability. All of these capabilities bring greater safety to operations.
The majority of Leonardo helicopters that are manufactured, and the largest number of its helicopter types in the product portfolio, are assembled at Vergiate facility. Components from Leonardo’s Centres of Excellence in Italy and abroad (airframes, dynamics, avionics, equipment), in addition to the wider supply chain, are gathered and then enter the production process to build the complete helicopter. This is customised, tested, and delivered to Italian and international customers. A major logistics centre is also based in Vergiate for spare parts storage and management and for technical support assisting Leonardo’s helicopter global fleet, which comprise more than 5,000 units that are used by over 1,200 operators in more than 150 countries. 30 Jun 21. Rumsfeld Was Nation’s Youngest, Oldest Defense Secretary.
Donald H. Rumsfeld, who died today at age 88, was the only defense secretary who served twice in the role of Pentagon leader and principal assistant to the president on defense matters.
Rumsfeld also was the youngest and the oldest person to hold the office, serving at age 43 as the 13th secretary under President Gerald R. Ford from 1975 to 1977, and then as the 21st secretary from 2001 to 2006 under President George W. Bush, leaving office at age 74.
“I was saddened to hear today of the passing of former Secretary of Defense Donald H. Rumsfeld,” Secretary of Defense Lloyd J. Austin III said in a written statement. “Mr. Rumsfeld had the singular distinction of holding that post for two nonconsecutive tenures, serving as both the 13th secretary of defense and the 21st. He also served in the U.S. Navy in 1954-57 as a pilot and a flight instructor, and he continued his service as a reservist until 1975, when he became secretary of defense for the first time.
“Over the decades of his remarkable career, from Congress to the White House to the Pentagon, Secretary Rumsfeld was propelled by his boundless energy, probing intellect, and abiding commitment to serve his country. On behalf of the Department of Defense, I extend my deep condolences to his family and loved ones.”

Rumsfeld was in the Pentagon on Sept. 11, 2001, when American Airlines Flight 77 crashed into the building. The secretary ran to the scene and helped evacuate those injured in the attacks. Rumsfeld remained at his post in the National Military Command Center even as the other side of the building burned and smoke threatened to drive workers out of the offices. He coordinated with military commanders around the world for America’s response to the terrorist attacks. That night, he held a news conference in the still-smouldering building.
In the days and weeks after the attack, Rumsfeld worked with foreign leaders as the United States crafted the campaign against al-Qaida — the terror group behind the attacks. American forces commenced operations against the group in October 2001 with military attacks in Afghanistan.
Rumsfeld also led the Defense Department during Operation Iraqi Freedom in 2003.
Early Life, Career in Government
Rumsfeld was born July 9, 1932, in Evanston, Illinois. He went to Princeton University on academic and Navy ROTC scholarships, and he served as a Navy pilot from 1954 to 1957. He worked in a variety of high-level positions in government, and also spent time in the corporate world.
He served as a U.S. congressman, a top aide to four presidents, a high-level diplomat, the chief executive officer of two Fortune 500 companies, and as the only two-time defense secretary.
In 1962, at age 30, Rumsfeld was elected to Congress, serving Illinois’ 13th Congressional District. President Richard M. Nixon appointed him to head the Office of Economic Opportunity in 1969. Subsequently, Nixon appointed him as a counselor, and he also chaired the Economic Stabilization Program before he was appointed as U.S. Ambassador to NATO.
After Nixon resigned as president in August 1974, Rumsfeld was called back to Washington and served as President Gerald R. Ford’s chief of staff. Ford nominated Rumsfeld as the 13th defense secretary in 1975, a job he served in through 1977.
After that stint of government service, Rumsfeld went into the private sector as president of G.D. Searle & Co. He later served as CEO of General Instrument from 1990 to 1993, and was chairman of Gilead Sciences from 1997 to 2001.
21st-Century Threats
Rumsfeld began his second stint as defense secretary in January 2001. Just before the Sept. 11, 2001, terrorist attacks on the United States, Rumsfeld had set his sights on cutting defense expenditures on old weapons and moving to new ones that could better handle the new threats of the 21st century. He will be succeeded by Dominic Kieran, currently Deputy CEO Nuclear and Chief Executive of Babcock’s Cavendish Nuclear business where he has led the business through a series of key milestones.
Dominic will take the role of Chief Executive, Nuclear on 1 September 2021, with Simon continuing to provide support on key programmes through to the end of this year, and in an ongoing role as Chair of DRDL, Babcock’s Devonport holding company.

25 Jun 21.T he Supervisory Board of Krauss-Maffei Wegmann has appointed Dr.-Ing. Axel Scheibel (59) to the company’s Management Board. In his new function, he will be responsible for development and production from 1 July 2021, thus completing the management body traditionally consisting of three persons, in which Ralf Ketzel (CEO) and Horst Rieder (CFO) temporarily shared Axel Scheibel’s future tasks. After obtaining his doctorate and working at the University of Kassel, Axel Scheibel joined the then Wegmann GmbH in Kassel in 1995, which merged with the defense technology division of Munich-based Krauss-Maffei AG four years later to form Krauss-Maffei Wegmann (KMW). Scheibel still holds teaching positions at universities, including the Helmut Schmidt University of the Federal Armed Forces in Hamburg.

In this role, West will lead all aspects of Boeing’s financial strategy, performance, reporting and long-range business planning, as well as investor relations, treasury, controller, and audit operations. West will also oversee the company’s business transformation efforts and will have executive responsibility for the company’s global financing arm, Boeing Capital Corporation. West joins Boeing following a successful and diverse career in senior financial and operational roles spanning several industries, including aerospace, manufacturing, infrastructure, healthcare, global information services, financial and risk management. He has served as the chief financial officer of Refinitiv since 2018, and was previously CFO and executive vice president of Operations for Oscar Health Insurance and CFO and COO of Nielsen. Prior to Nielsen, West spent 16 years at General Electric, where he served as CFO of GE Aviation and CFO of GE Engine Services. His additional finance leadership positions in GE businesses encompassed plastics, transportation and energy. She will serve on the Aerospace Safety and Audit committees. Harris, 62, is an experienced Boeing 747 pilot, with over 10,000 flight hours safely transporting passengers and cargo worldwide for United Airlines. She is type rated in Boeing 747-100/200/400, 757/767 and 777 aircraft, and was a United Airlines pilot for nearly 30 years before retiring from the company in 2020. General Harris is a retired United States Air Force Reserve Lieutenant General who last served as the Inspector General of the Air Force. She previously served as the Assistant Vice Chief of Staff and Director, Air Staff, Headquarters United States Air Force. Harris made history becoming the first African American woman to command an Air Force operational flying squadron, wing and numbered Air Force and served as the first woman Inspector General of the Air Force. 29 Jun 21. U.S. defense contractor L3Harris Technologies Inc (LHX.N) said on Tuesday Christopher Kubasik has replaced William Brown as its new chief executive officer. The planned transition was announced in October 2018 as part of the company’s merger with Harris Corp. Kubasik, a former Lockheed Martin Corp (LMT.N) executive, most recently was the chief operating officer of L3Harris. L3Harris said in March it plans to return billions in cash from recent divestitures to shareholders while allowing its new CEO to invest in research and development as the company aims for more Pentagon space sensor contracts. Vicki Schmanske, current Intelligence Group president, will assume the role of EVP, Corporate Operations. - Roy Stevens, current head of Business Development and Strategy, will succeed Vicki as president of the Intelligence Group.
