The Department for Business, Energy & Industrial Strategy are looking for a visionary leader as the first Chief Executive of ARIA, the Advanced Research and Invention Agency. Modelled after the ARPAs in the United States, ARIA’s mission is to pursue high-risk, high-payoff research in breakthrough technologies that create a strategic advantage for the United Kingdom.
The agency will have a high degree of freedom and autonomy from central Government, minimal bureaucracy, and maximal financial flexibility. The Government is committed to providing at least £800m in funding for the agency over the course of this parliament, and we are currently legislating to gain explicit parliamentary consent for the body’s unique characteristics to be protected for the long term.
The Government’s commitment to ARIA’s autonomy makes this role one of significant responsibility. In shaping the research, culture, and setup of ARIA, the Chief Executive will have a profound effect on the technological and strategic capabilities of the UK. The Chief Executive will position ARIA as a distinctive part of the UK’s research funding landscape that complements and expands the UK’s funding capability.
The successful candidate will be a respected leader in a scientific or technical field with experience of the R&D process, and of starting something new. They will spot and empower extraordinary technical and leadership talent and know how to connect the scientific details of unproven technology to the strategic value it could provide, and how to drive it to the real-world. They will bring an uncompromising sense of urgency, mission, risk-taking, and trust; a confidence that many seemingly impossible challenges can in fact be overcome, even if it involves transforming our fundamental understanding of the world.

03 Jun 21. Damen lays keel for new RNLN support ship. Damen Shipyards held a keel-laying ceremony for the Royal Netherlands Navy’s (RNLN’s) new combat support ship (CSS) at its yard in Galati, Romania, on 2 June. Under current planning the new ship, to be called HNLMS Den Helder, will be handed over to the RNLN in 2025. Although construction of the CSS is taking place at Damen’s Galati facility, design and engineering activities were largely carried out in the Netherlands. Construction is expected to be completed in 2023, after which the ship will sail to the Netherlands for final outfitting in Den Helder. This will include installation of the combat management system and self-defence weapons. The CSS is based on the same design as the RNLN’s joint support ship (JSS) HNLMS Karel Doorman, but smaller and without a sealift capability. Displacing around 22,400 tonnes fully loaded and with an overall length of 180m, it will have a crew complement of 75, with accommodation for an additional 85 on board. The vessel will have two replenishment at-sea rigs and, in addition to space for fuel and munition to supply other ships, will be able to carry approximately 20 containers as deck cargo. It will also feature a helicopter deck and hangar and will carry two fast, raiding, interception, and special forces craft and two rigid-hull inflatable boats. (Source: Jane’s)

03 June 21. U.S. Special Operations Command advances Leidos’ Bronco II Aircraft to Demonstration Fly-off. Leidos (NYSE: LDOS), a FORTUNE® 500 science and technology leader, announced today it was awarded a contract in the next phase of the U.S. Special Operations Command’s (USSOCOM) Armed Overwatch aircraft prototype program. The Leidos team, including Paramount Group USA and Vertex Aerospace, will advance its new aircraft known as Bronco II to the Phase III Operational Prototype Demonstration fly-off.

USSOCOM recently selected Leidos as the prime contractor to compete for the final phase of the Armed Overwatch contract. The contract requires demonstrating a new prototype system evaluated against well-defined criteria.
Bronco II is a rugged, affordable and sustainable multi-mission aircraft built to meet the specific needs of special operations forces. Designed to “roll-on, roll-off” standards, it can be rapidly disassembled, transported and reassembled in the field by a small crew. Its modular missions systems enable rapid system changes, updates, additions, integration and removal. The Bronco II aircraft will be manufactured in Crestview, Florida.

03 June 21. UK Ministry of Defence launches Unified Career Management. The MOD launches a new approach to career management for select groups of military personnel. The Ministry of Defence (MOD) introduced a new approach to the career management of service personnel called ‘Unified Career Management’ (UCM) on 1 June. The approach has been developed to improve the armed forces’ ability to retain and develop personnel in specialist roles.
UCM centralises the career management of select groups from specialist areas across defence into one Command. Personnel who are managed through UCM will benefit from new and bespoke career pathways, allowing them to progress their careers while remaining in specialist roles.
UCM has been successfully launched, with Strategic Command managing a defence-wide ‘Cyber Cadre’. This is a group of cyber specialists from across the armed forces. These personnel will be able to undertake more cyber roles across defence throughout their career, and will therefore see their cyber career choices increase, benefit from improved career stability, and deepen their cyber expertise.
For defence, UCM will mean that people with in-demand skills can be employed in the most important roles more quickly and easily. These benefits will support the growth of the UK’s cyber capability.
UCM demonstrates defence’s commitment to its people and ensures that they have the best career opportunities and skill development possible. 01 June 21. Russia to form twenty new military units in west to counter NATO. The Russian military will form 20 new units in the country’s west this year to counter what it claims is a growing threat from NATO.
Defense Minister Sergei Shoigu made the announcement Monday at a meeting with top military officials. He pointed to a growing number of flights by U.S. strategic bombers near Russia’s borders, deployments of NATO warships and increasingly frequent and massive drills by alliance forces.
He charged that such actions “destroy the international security system and force us to take the relevant countermeasures.“
“We will form another 20 units and formations in the Western Military District until the year’s end,” Shoigu said
He added the military units in Western Russia have commissioned about 2,000 new pieces of weaponry this year.

01 June 21. Government launches search for new research agency leadership. The government has begun its search for a chief executive of the Advanced Research & Invention Agency (ARIA) – the UK’s new, independent science funding body.
Announced in February, ARIA will empower some of the world’s most exceptional scientists and researchers to identify and fund transformational areas of research to turn incredible ideas into new technologies, discoveries, products and services – helping to maintain the UK’s position as a global science superpower.
The chief executive will shape the vision, direction and research priorities for the agency – independent of ministers – while instilling this high-risk, high-reward culture within the organisation from the outset.
Science Minister Amanda Solloway said, “Getting ARIA up and running is one of my main priorities, so I am delighted to see it take another step towards launching with the start of this recruitment round.
We want to recruit a chief executive who will provide the creative, inspiring leadership that the organisation will need – building an exceptional team and embedding the high-risk, high-reward culture to ensure that ARIA thrives.”
The Bill currently before Parliament will also purposefully streamline the agency’s operating structure and minimise bureaucratic processes so it can focus all its efforts and resources on transformational research – essential to the agency’s design and ultimate success.
The UK has a long and proud history of inventing that dates back centuries, and the creation of ARIA will continue this tradition, backed by £800m, to fund the most inspiring inventors to develop technologies at speed that could create profound positive change for the UK and the rest of the world.
The appointment will be an open and fair process, with all applications reviewed by an expert panel comprising the government’s Chief Scientific Advisor, Sir Patrick Vallance, BEIS’s Director General for Science, Innovation and Growth, Jo Shanmugalingam, former Director of DARPA, Arati Prabhakar, and Director of Stanford ChEM-H, Carolyn Bertozzi.
The recruitment campaigns for the chief executive starts today, and the recruitment of the chair will follow in the coming months. It is the government’s intention for both roles to be filled by the time the Bill to establish the agency is approved by Parliament.

01 June 21. Linda Knutsen appointed head of Dstl’s Exploration Division. Linda has been appointed head of the newly formed division to focus on transformative technology, systems, concepts and strategy. Linda has worked for the Defence Science and Technology Laboratory (Dstl) and its predecessors since 1994 and brings a wealth of experience and knowledge to the role. After completing an MSc in Analytical Chemistry, Linda’s career began at the RN Scientific Service as a Forensic Chemist in the Naval Aircraft Materials Laboratory. She moved to Defence Research Agency (DRA) Haslar, which later became DERA, a predecessor to Dstl. She advanced through various roles, most recently as Capability Leader in Dstl’s Platform Systems Division. Linda was also responsible for leading a team to establish strategic relationships with senior leaders in the Royal Navy, and provide thought leadership in science and technology. 29 May 21. The Senate confirmed Pentagon comptroller nominee Michael McCord by unanimous consent on Friday, the official expected to lead the department’s ongoing audit. The Senate also confirmed Ronald Moultrie, who had a long career in the intelligence world, for the job of undersecretary for intelligence and security, the top civilian intel role at the Defense Department. Both individuals cruised through their confirmation hearing earlier this month. It’s the second stint as undersecretary of defense (comptroller) for McCord, who held the job from June 2014 until the end of the Obama administration, which concluded in January 2017. President Joe Biden on Friday nominated Kathleen Miller, a senior Army civilian, to serve as McCord’s deputy. (Source: Defense News)

01 June 21. Lockheed Martin Elects Patricia E. Yarrington to Board of Directors. Lockheed Martin Corporation [NYSE: LMT] today announced its board of directors has elected Patricia E. Yarrington to the board. Following 38 years of service, Yarrington recently retired as Chevron Corporation’s chief financial officer. A retired U.S. Army Special Forces veteran, his more than 30-year career encompasses protection of sensitive technologies and classified information, human and counterintelligence operations, and information systems. He has been recognized by the DoD for administering exceptional security, risk, and technology protection programs and he holds a graduate degree in Security Management from Webster University.
A senior member of several well-regarded professional security organizations, Mr. Robinson has served as an industry representative on the National Industrial Security Program Policy Advisory Committee. He is often an invited guest of the Director for OUSD(I) Security and Intelligence and Director of the Defense Counterintelligence and Security Agency to advise on critical national security issues.
