23 Apr 21. USN to Christen Guided-Missile Destroyer Lenah Sutcliffe Higbee. The US Navy christened its newest Arleigh Burke-class guided missile destroyer, the future USS Lenah Sutcliffe Higbee (DDG 123), during a 6:30 p.m. CDT ceremony Saturday, April 24, in Pascagoula, Miss.
The ship’s namesake, Lenah Sutcliffe Higbee, served as the second Superintendent of the Navy Nurse Corps in 1911, and was also the first living woman recipient of the Navy Cross. When she entered naval service in 1908, she was one of the first 20 women, known as the “Sacred Twenty,” to join the newly established Navy Nurse Corps and contributed her nursing skills to the Navy during the First World War. This is the second ship named after Lenah Sutcliffe Higbee. The first ship, USS Higbee (DD 806), was the first combat warship named after a female member of the U.S. Navy.
The Honorable Ray Mabus, 75th Secretary of the Navy, delivered the christening ceremony’s principal address. Mr. Jay Stefany, acting assistant secretary of the Navy (Research, Development and Acquisition) and Rear Adm. Cynthia Kuehner, Commander, Naval Medical Forces Support Command will also provide remarks. In a time-honored Navy tradition, the ship’s sponsors, Ms. Louisa Dixon, Ms. Virginia Munford, and Ms. R. Pickett Wilson, will christen the ship by breaking a bottle of sparkling wine across the bow.
“The future USS Lenah Sutcliffe Higbee will serve for decades as a reminder of Ms. Higbee’s service to our nation and her unwavering support of a strong and healthy Navy and Marine Corps team,” said Acting Secretary of the Navy Thomas Harker. “This ship honors not only her service but that of all of our Navy nurses who support the strength and wellbeing of our service members and their families.”
The ship will be the 73rd Arleigh Burke-class destroyer, and is one of 20 ships currently under contract for the DDG 51 program. The ship is configured as a Flight IIA destroyer, which enables power projection and delivers quick reaction time, high firepower, and increased electronic countermeasures capability for anti-air warfare. The future USS Lenah Sutcliffe Higbee will be 509.5 feet long and 59 feet wide, with a displacement of 9,496 tons. It will be homeported in San Diego.

30 Apr 21. Hindustan Aeronautics ALH Dhruv offers avenue for exports, says GlobalData. Following the news that Hindustan Aeronautics Limited’s (HAL) Advanced Light Helicopter (ALH) Dhruv Mk III MR successfully demonstrated its deck operations for the Indian Coast Guard;
Mathew George, Ph.D, Analyst, Aerospace, Defense and Security at GlobalData, a leading data and analytics company, offers his view:
“HAL’s ALH Dhruv program reached the 300th aircraft roll-out milestone in September 2020. Although the company had not made much progress in terms of exports with the platform, this may change with the new set of capabilities the Dhruv Mk III MR brings to the table.
“In trials, the missions conducted were surveillance, search and rescue, antipollution to address oil spillage etc, and with the multi-mission helicopter market in Asia-Pacific expected to grow by 1.9% to reach US$1.25bn by 2030, there is a good chance that HAL can turn the tide around for exports for the Dhruv program with a competitively priced offering.
“The significance of maritime trade in the region means countries are increasingly looking to secure their exclusive economic zones (EEZ), their maritime trade routes and borders. Not to mention the relevance of the Humanitarian Assistance and Disaster Relief (HADR) and Search and Research (SAR) responsibilities that fall to navies, coast guards and other bodies. HAL’s ability to modify and provide a version of the Dhruv that can operate in this domain and still be maintained and operated continuously, as tests have so far shown, will help diversify the options HAL has to take part in programs around the region and elsewhere.
“HAL has historically not limited their exposure to the Asia-Pacific, having exported Dhruvs to Ecuador previously. Although that wasn’t a successful program, we can take away that HAL will not limit the possibilities for the Dhruv Mk III MR to the immediate neighborhood. If HAL can follow through with their statements on increased support via maintenance, repair and overhaul (MRO), we’d be looking at quite a competitive platform for the company.” (Source: GlobalData Media Centre)
26 Apr 21. Indian Air Force completes first Rafale fighter squadron. The Indian Air Force’s (IAF’s) first squadron equipped with Dassault Rafale multirole fighter aircraft is now complete after the final four aircraft arrived at Jamnagar Air Force Station (AFS) in western India on 21 April.
The aircraft, which flew non-stop from Dassault’s facility in Bordeaux–Merignac using in-flight refuelling provided by the air forces of France and the United Arab Emirates, are part of an order for 36 Rafales placed by the IAF in 2016 for EUR7.9bn (USD9.5bn).
The recently delivered fighters will be stationed at Ambala AFS in northern India – near India’s disputed border with Pakistan – where they will supplement 14 similar aircraft operated from that base by the IAF’s No 17 ‘Golden Arrow’ Squadron.
The final four of 18 Rafale fighters needed to complete the IAF’s No 17 ‘Golden Arrow’ Squadron at Ambala AFS arrived in India on 21 April. Delivery of 18 additional aircraft to equip the IAF’s second Rafale is expected to begin within the next few weeks. (Via Embassy of India in France)
Air Chief Marshal R K S Bhaduria, who is on a five-day visit to France until 23 April, had flagged off the four Rafales from Bordeaux-Merignac. At the ceremony the ACM said that by delivering the Rafales “a little bit” ahead of schedule, France has contributed to the IAF’s overall combat potential.
Within the next few weeks Dassault is expected to begin aircraft deliveries for the IAF’s second Rafale squadron, which will operate from Hasimara AFS in northeastern India, close to the country’s disputed border with China. These aircraft are set to be inducted into the IAF’s No 101 ‘Falcons’ Squadron, which will also comprise 18 fighters. Deliveries are likely to be completed by late 2022 or early 2023. 27 Apr 21. President Joe Biden is expected to announce Heidi Shyu as his nominee undersecretary of defense for research and engineering and Meredith Berger as his nominee for assistant secretary of defense for energy, installations and environment, Defense News has learned. The two nominees could be named as soon as Tuesday afternoon, according to sources. The news comes as Defense News reported that Frank Kendall, a longtime Pentagon acquisition official, will be announced Tuesday as Biden’s nominee for Air Force secretary ― with Gina Ortiz Jones as the Air Force undersecretary pick. The selections continue a process of filling out the department’s top jobs after a slow start. They also continue a trend of selecting minority and female candidates for top jobs across the department, something the administration has previously pledged to focus on. Shyu served as the Army’s top acquisition official from September 21, 2012, to January 31, 2016. Much of her career before her government service was with Raytheon, where she worked on a number of business units that will be relevant to the R&E enterprise, including unmanned, space and electronic warfare programs; she ended her Raytheon career as vice president of technology strategy for the Space and Airborne Systems business unit. 29 Apr 21. Boeing partners with Qld government to drive innovation. The prime has launched a new initiative in conjunction with the Queensland government, in a bid to identify emerging prospects in the aerospace industry. Boeing Australia has launched a new initiative as part of its HorizonX program, aimed at discovering local start-ups with technologies capable of advancing aerospace capability. The three-year initiative, launched with the support of the Queensland government, is expected to primarily focus on:
- Advanced robotics;
- Space;
- Industry 4.0 techniques;
- Sustainability; and
- Autonomous systems.
“The depth and breadth of talent and innovation in Australia is one of the many reasons we’ve decided to launch this collaboration in Queensland,” Brian Schettler, Boeing HorizonX senior managing director, said.
“It highlights the great partnership between Boeing and Australia, and how we want to help each other grow and cultivate the innovation ecosystem.”
Boeing has committed to provide eligible start-ups with direct engagement, mentoring, further technical and business evaluation, and the prospect of future investment.
Boeing aims to identify 10 Queensland start-ups in the first year of the program, before offering the incentives nationally.
Queensland Treasurer and Minister for Investment Cameron Dick said the initiative was part of the Queensland government’s investment in new aerospace capability, announced in October 2020, which he said could pave the way for the state’s production of Boeing’s Loyal Wingman.
“The state is delighted to partner again with Boeing to launch the first ever Queensland government and HorizonX collaboration,” Minister Dick said.
“HorizonX builds on Boeing’s long-standing presence in Queensland, and our government’s recent investment in the Boeing Airpower Teaming System.
“We expect the Defence Aerospace Advanced Manufacturing project could generate up to $1bn for the Queensland economy over 10 years, with more than just Queensland’s manufacturing and defence industries to benefit.”
He added: “This collaboration also presents a significant opportunity for start-ups, and we’re eager to attract the best local innovators to be part of the Boeing project, help grow our economy, and create new jobs.”
At present, approximately 1,700 Boeing employees are based in Queensland along with 400 suppliers who support the prime.
“The Australian aerospace and defence industry’s ability to leverage the creative concepts from the local start-up community will support increasing sovereign capability and export potential in our country,” Brendan Nelson, president of Boeing Australia, New Zealand & South Pacific, said.
“We’re enthusiastic about uncovering the fresh-thinking and innovative technologies Queenslanders can bring to support our current and future Australian defence programs.” (Source: Defence Connect)
26 Apr 21. Honeywell (NYSE: HON) and GKN Aerospace’s Fokker Landing Gear business in the Netherlands have signed a license and parts supply agreement for an authorized service center for Honeywell’s wheels and brakes on the F-35 military fighter jet. In 2016, GKN Aerospace’s Fokker Landing Gear was chosen by the F-35 Joint Program Office (JPO) to maintain and service landing gear components for the European F-35 fleet.
The 10-year, nonexclusive agreement between Honeywell and GKN Aerospace will cover the entire European market and bring significant benefits to both current and future owners and operators of the F-35. This agreement will substantially reduce the logistical footprint of supporting the regional fleet with a Netherlands-based depot, thus resulting in a lower cost of ownership for F-35 operators.
As part of the license agreement, GKN Aerospace will provide repair, overhaul and maintenance of Honeywell’s wheels and brakes covering all variants of the F-35.
“Our license agreement with GKN Aerospace will provide considerable benefits to both owners and operators of the F-35 in Europe,” said Cooper Cullen, senior director, Defense and Space, EMEAI, Honeywell Aerospace. “There are currently an estimated 126 F-35 aircraft in Europe, with more than 450 aircraft forecasted in 10 years’ time. A dedicated repair, overhaul and maintenance facility was needed in Europe that can service this large fleet, as opposed to sending every asset to the U.S., which not only incurs significant time and cost, but also affects operational readiness.”
“There was an urgent need in the region for a service center able to provide repair, maintenance and overhaul of the F-35 wheels and brakes for the European market locally, thus our partnership with Honeywell will provide immense cost and time savings for F-35 operators and owners,” said Suku Kurien program director, Lockheed Martin, GKN Aerospace. “Additionally, we can leverage Honeywell’s extensive knowledge and know-how and our expertise in this area, resulting in a win-win proposition for all.”
Honeywell delivers a wide range of content to the F-35, and each F-35 built contains 100 unique Honeywell parts. Therefore, Honeywell can provide several upgrades, retrofits, and modifications on this highly advanced joint strike fighter. Honeywell technology on the aircraft includes avionics, inertial navigation systems, engine fuel controls, cockpit and avionics cooling, wheels and brakes, and a thermal management system.
