23 Apr 03. The U.K. MoD announced that General Sir Michael Walker was to take over as CDS, from Admiral Sir Michael Boyce, on 2 May 03. An up-dated list of Defence Council members is at page 3, which also reflects the change of the Chief of Defence Procurement (CDP) on 1 May 03. Comment: General Walker’s selection as CDS designate was announced on 23 Jul 02, without any satisfactory explanation as to why Admiral Boyce was retiring after only 27 months in the appointment. The suggestion that Admiral Boyce was leaving because he had reached his 60th birthday (2 Apr 03) is nonsense: his predecessor, General Guthrie, was extended in post for two months short of four years and was well past 62 when he handed over.

12 Apr 03. Navy Rear Adm. Kirkland H. Donald appointed to the rank of vice admiral with assignment as commander, Submarine Force, U.S. Atlantic Fleet, and commander, Submarine Allied Command, Atlantic, Norfolk, Va. Donald is currently serving as commander, Submarine Group Eight; commander, Allied Submarines, Mediterranean; and commander, Task Force 69, Naples, Italy.

12 Apr 03. Air Force Col. Danny K. Gardner appointed to the rank of brigadier general. Gardner is serving as deputy U.S. military representative to the North
Atlantic Treaty Organization Military Committee, NATO Headquarters, Brussels, Belgium.

05 May 03. Navy Rear Adm. (lower half) (selectee) Carl V. Mauney assigned as director, Strategy and Policy Division, N51, Office of Chief of Naval Operations, Arlington, Va. Mauney is currently serving as executive assistant to the Commander, U.S. Central Command, MacDill Air Force Base, Fla.

25 Apr 03. Navy Adm. William J. Fallon reappointed to the rank of admiral and assignment as commander, U.S. Atlantic Fleet and commander, Fleet Forces
Command, Norfolk, Va. Fallon is currently serving as Vice Chief
of Naval Operations, Washington, D.C.

23 Apr 03. Navy Rear Adm. Mark P. Fitzgerald is being assigned as director, Air Warfare Division, N78, Office of the Chief of Naval Operations, Washington, D.C. Fitzgerald is currently serving as deputy director, Air Warfare Division, N78B, Office of the Chief of Naval Operations, Washington, D.C.

19 May 03. Navy Rear Adm. Joseph E. Enright is being assigned as director, Special Programs, Office of the Under Secretary of Defense (Acquisition, Technology & Logistics), Arlington, Va. Enright is currently serving as commander, Submarine Group SEVEN, Yokosuka, Japan.

20 May 03. Air Force Gen. Robert H. Foglesong has been nominated for reappointment to the rank of general with assignment as commander, U.S. Air Forces in Europe; commander, Allied Air Forces Northern Europe, NATO and Air Force component commander, U.S. European Command, Ramstein Air Base, Germany. Foglesong is currently serving as vice chief of staff, U.S. Air Force.

20 May 03. Air Force Gen. Gregory S. Martin has been nominated for reappointment to the grade of general with assignment as commander, Air Force Materiel Command, Wright-Patterson Air Force Base, Ohio. Martin is currently serving as commander, U.S. Air Forces in Europe; commander, Allied Air Forces Northern Europe, NATO; and Air Force component commander, U.S. European Command, Ramstein Air Base, Germany.

20 May 03. Air Force Lt. Gen. T. Michael Moseley has been nominated for appointment to the rank of general with assignment as vice chief of staff, U.S. Air Force, Washington, D.C. Moseley is currently serving as commander, Ninth Air Force, Air Combat Command; and commander, U.S. Central Comma
