03 Dec 25. The Royal Fleet Auxiliary’s Fleet Solid Support build programme starts with steelcutting ceremony at Appledore shipyard, as Minister for Defence Readiness and Industry initiates the process.

Construction of a new modern support ship for the Royal Navy has begun today, following a steel cutting ceremony in Devon – boosting jobs, skills and growth. The ship, which has today been named RFA Resurgent, will strengthen the Royal Fleet Auxiliary (RFA) by providing next-generation support for the Royal Navy and its construction. This latest delivery of a Strategic Defence Review commitment will help ensure that the Royal Navy is ready to operate anywhere in the world by delivering crucial support, including restocking food stores and munitions and embarking specialist crews when needed. The Fleet Solid Support programme shows how defence is an engine for growth, with £115 m invested across four shipyards – creating 1,200 skilled jobs, as well as recruiting 222 apprentices. This follows the Government’s decisive action last year to step in and help secure the future of all four Harland & Wolff shipyards in Northern Ireland, Scotland and Devon – protecting skilled jobs at historic shipyards across the UK. And, for the first time in more than a decade, all four of the shipyards are at work, delivering defence capability. The North Devon shipyard will construct the bow sections of the ships, with Appledore now employing 200 people. Twenty new apprentices were recruited this year in partnership with Petroc College. Construction of ship modules will take place at Navantia’s Appledore yard, while final assembly, integration and trials of the ships will take place at the Harland & Wolff shipyard in Belfast.
Minister for Defence Readiness and Industry, Luke Pollard MP said: “This is a significant moment as we begin the build of the RFA’s newest ship that will keep our Royal Navy ready to fight and able to deter future threats. Luke Pollard MP, Minister for Defence Readiness and Industry, initiated the steel cut which marks the start of the Fleet Solid Support build programme. The name of the ship – RFA Resurgent – was announced at the event by the Commodore of the Royal Fleet Auxiliary, Commodore Sam Shattock, with delivery expected in 2031. When complete, the ship – which is more than twice the length of a regulation football field – will provide munitions, spares, food and other essential stores to naval vessels at sea. This new capability will ensure the Royal Navy can remain deployed for extended periods without returning to port, supporting carrier-led operations globally and boosting the UK’s warfighting readiness.

03 Dec 25. Philippine Navy commissions new frigate BRP Diego Silang. The new frigate will strengthen PN’s capabilities to patrol and protect the nation’s 200-nautical miles EEZ. The Philippine Navy (PN) has commissioned BRP Diego Silang (FFG-07), a guided-missile frigate, into active service on 2 December 2025. The commissioning ceremony took place at Naval Operating Base Subic in Zambales, as reported by the Philippine News Agency. The vessel, considered the most modern in PN’s fleet, is intended to strengthen the navy’s ability to patrol and guard the country’s 200-nautical mile exclusive economic zone (EEZ).
“This (warship) will add to the capital ships of the PN that (are) capable of patrolling all the way up to our EEZ and even beyond,” West Philippine Sea spokesperson rear admiral Roy Vincent Trinidad said during a press briefing at Camp Aguinaldo.
BRP Diego Silang, named after Ilocano revolutionary Diego Silang, arrived in the Philippines on 8 September 2025. The ship measures 118.4 metres (m) in length with a beam of 14.9m and has a displacement of 3,200 gross tonnes. It is capable of operating over a range of 4,500 nautical miles, with a cruising speed of 15 knots and a maximum speed of 25 knots. The vessel is the second of its class acquired from South Korean shipbuilder HD Hyundai Heavy Industries (HHI). It has joined its sister ship BRP Miguel Malvar (FFG-06), which arrived on 8 April and was commissioned on 20 May 2025. The procurement contract for both ships was signed in December 2021 for 28bn pesos ($477m) when Delfin Lorenzana was defence secretary. Additional naval assets are slated for delivery in the coming years, the Philippine News Agency reported, citing rear admiral Trinidad. These include six offshore patrol vessels, two of which have been completed by HD HHI and are undergoing sea trials in South Korea. They also include two landing dock platforms being constructed by Indonesian shipbuilder PT PAL. Discussions are in progress for the procurement of two more frigates, which will bring the total number of new warships expected by PN to 10. 01 Dec 25. Brazilian Navy receives Tonelero, launches Almirante Karam. Naval Group is assisting with the build of four Scorpène-class submarines at the ICN shipyard and naval base. The event marked a further step in Brazil’s Submarine Development Programme (Prosub), which is being carried out with the technical support of French defence company Naval Group and local shipbuilder Itaguaí Construções Navais (ICN). In addition to the delivery of Tonelero, the fourth Scorpène-class submarine, Almirante Karam (S43), was launched on the same day. Naval Group has provided ongoing assistance to Brazil through a technology transfer agreement that covers the construction of four Scorpène-class submarines at ICN. The programme began with the commissioning of Riachuelo (S40), the first submarine in the series, in September 2022. The second vessel, Humaitá (S41), was commissioned in January 2024. Tonelero, built entirely in Brazil, was launched at the Itaguaí Naval base in March 2024. As part of the technology transfer arrangement, Naval Group has supplied key equipment and technical support to ICN. ICN shipyard teams also received training in France on submarine construction methods including specific work for welders, metal formers, plumbers, and electricians. According to Naval Group, this approach has ensured that ICN can manage all phases of submarine production from the initial forming of metal plates through to system commissioning and testing onboard each vessel. In parallel with its involvement in Prosub, Naval Group has incorporated several local suppliers into its supply chain. These companies can now participate not only in Prosub, but also in future submarine construction and support opportunities. The inclusion of local suppliers is intended to expand their access to new markets by applying skills gained from participation in the programme. Naval Group chairman and CEO Pierre Éric Pommellet said: “We are honoured to contribute to strengthening Brazil’s maritime sovereignty. More than delivering submarines, our mission is to build, together with Brazil, a long-term technological and industrial legacy.” The Scorpène-class submarines produced for Brazil are conventional diesel-electric attack submarines that have been adapted by Naval Group for specific operational requirements outlined by the Brazilian Navy. Each of the vessels is designed for roles such as anti-surface warfare, anti-submarine warfare, and special operations. Brazilian Scorpene vessels have a surface displacement of 1,870 tonnes and an overall length of 72 metres (m). Their maximum diving depth is specified as 300m, while their autonomy is 45 days. Each Scorpène-class submarine has a submerged speed capability of 20,000 knots and can be operational for up to 240 days per year. 01 Dec 25. Fincantieri to supply Italian Navy with multi-role vessel. The vessel will be refitted at the Palermo shipyard to become a technology platform fully integrated with the national capability system. Italian shipbuilder Fincantieri is set to supply the Italian Navy with a supply vessel designed to support underwater operations and other missions. Fincantieri will provide the vessel via its Underwater Technology Hub, an integrated industrial organisation that oversees all civil, military, and dual-use system operations under unified management. The vessel will go through a refitting process at Fincantieri’s Palermo shipyard. There, it will be transformed into a platform that can be fully integrated within Italy’s national capability system. The design and internal configuration of the vessel allow for adaptation to a variety of operational roles and enable quick reconfiguration based on mission requirements. With the latest order, Fincantieri said it is transitioning into the role of orchestrating advanced technologies that operate from the water’s surface to the seabed, covering both hardware and software.

Earlier in 2025, Fincantieri commenced construction on the first of two new-generation FREMM frigates, known as the “EVOLUTION” version or FREMM EVO for the Italian Navy. 01 Dec 25. South Korea transfer of decommissioned sub to Poland. The transfer could help Poland update crew training and transition from Kilo-class to Western submarine technology. South Korea has reportedly proposed transferring the decommissioned ROKS Jang Bogo, an HDW Type 209 submarine, to Poland at no cost, post-retirement. The proposal, if materialised, is anticipated to address Poland’s “immediate capability shortfalls”, GlobalData aerospace and defence analyst Abhijit Apsingikar said. This follows Poland’s selection of the Swedish A26 submarine for the Orka programme, a competition in which South Korea’s Hanwha Ocean was also a contender. Earlier in November 2025, the South Korean Navy announced that the ROKS Jang Bogo submarine will be retiring at the end of this year, reported Yonhap News Agency. ROKS Jang Bogo is the first naval submarine of South Korea and has been in service for 34 years. According to Abhijit Apsingikar, the transfer could assist Poland in restructuring its crew training and facilitate the shift from Kilo-class submarines to Western submarine technology standards.
“This, in turn, will enable Polish crews to swiftly adapt to the new A26 submarines when they enter service in the future,” he said.
Poland’s submarine market at approximately $2.4bn. Under the Orka-class programme, Poland plans to acquire four submarines. South Korea has established significant defence trade with Poland. In 2022, South Korean defence exports to Poland exceeded $10bn, with cumulative deals estimated between $13bn and $14bn to date. Poland has signed several major contracts with South Korean defence firms including agreements for 180 K2 Black Panther main battle tanks, 48 FA-50 jet trainers, 212 K239 Chunmoo multiple launch rocket systems (MLRS), and 212 K9 self-propelled howitzers, with an additional 162 K9 units announced. The Polish Krab self-propelled howitzer also utilises the South Korean K9 chassis, and a licensing agreement allows domestic production of the K9A1 variant. The proposed transfer of the Jang Bogo submarine is positioned to further consolidate South Korea’s presence in this market.
“If realised, the transfer is therefore also expected to pave the way for expanded future acquisitions of South Korean defence equipment by Poland and to support follow-on orders. 01 Dec 25. Turkish Submarine Program Reaches Next Milestone: 2nd of 6 Planned Submarines Ceremoniously Handed Over to the Navy.
- A formal ceremony marks the official handover of the second submarine, TCG Hizirreis, of the HDW Class NTSP.
- A total of six boats were agreed to be handed over to the Turkish Navy.
- TKMS is responsible for design, material supply, and supervision of construction and the testing phase.
TKMS handed over the second of a total of six contractually agreed HDW Class NTSP boats in a festive ceremony. The TCG Hizirreis was handed over by the GNSY (Gölcük Naval Shipyard) to the procurement authority SSB (Savunma Sanayii Baskanligi) and simultaneously from there to the Turkish Navy. The first boat was handed over in October 2024. Representatives of the SSB, the GNSY shipyard, the Turkish Navy, and TKMS attended the signing ceremony. Christian Rogge, EVP Submarines at TKMS, is satisfied: “All parties involved have shown a high level of commitment and willingness to cooperate since the start of the project – this is the only way to realize projects of this scope within the set time and cost framework. The handover now underscores the good partnership between TKMS, GNSY, and the Turkish Navy.” As part of the cooperation between TKMS and the Turkish Navy, TKMS is responsible for the design, delivery of all materials, and supervision of the construction and testing phase. This will be followed by an 18-month warranty period.
Project manager Bernd Krekeler: “I would like to express my sincere thanks to the entire team for reaching this milestone – especially the project teams in Kiel and Gölcük. Whether in engineering, production, purchasing or IT, the experience gained from building the first boat, as well as the commitment and individual expertise of each and every one of us, means that we are right on track with the project. (SHI) of South Korea announced today the signing of a tri-party Memorandum of Agreement – joining forces to collaborate on their industry leading ship design and manufacturing automation and technology in the U.S. market. The partnership will advance all three companies’ endeavors into commercial, naval, and other government shipbuilding projects, including the U.S. Navy’s Next Generation Logistics Ship (NGLS), and will leverage decades of common experience and success teaming in U.S.-South Korean shipbuilding. General Dynamics NASSCO has been the U.S. leading designer and builder of major naval auxiliary and commercial vessels since the 1950s, delivering over 150 vessels to date. NASSCO is currently building the U.S. Navy’s 20-ship class of John Lewis (T-AO 205) Fleet Oilers and is designing the U.S. Navy’s future Submarine Tender (AS-X) class. 02 Dec 25. Embraer MoU with Polska Grupa Zbrojeniowa S.A. (PGZ), a leading state-owned defense company in Poland, and its subsidiaries WZL-1, WZL-2. WSK “PZL-Kalisz” and WBCKT. This strategic move establishes a framework for extensive, long-term collaboration in the aerospace and defense sectors, reinforcing Embraer’s commitment to strengthening ties with the Polish industry and supporting the creation of highly skilled jobs in Poland. In the coming weeks, Embraer and PGZ will assess opportunities for industrial cooperation in the aerospace sector, including operational support, maintenance, repair and overhaul (MRO) services, components manufacturing, supply chain solutions, and the design, development, production, industrialization, engineering, and testing of aerospace products. During the day, which included the MoU signing ceremony, Embraer officially presented the KC-390 Millennium multi-mission transport aircraft and highlighted the counter-UAS capabilities of the A-29 Super Tucano. Since entering operation with the Brazilian Air Force in 2019, the Portuguese Air Force in 2023 and with the Hungarian Air Force in 2024, the KC-390 Millennium has proven its capability, reliability, and performance. The current fleet in operation has demonstrated a mission capability rate of 93% and mission completion rates above 99%. The C-390 can carry more payload (26 tons) compared to other medium-sized military transport aircraft and flies faster (470 knots) and farther, being capable of performing a wide range of missions, such as transporting and dropping cargo and troops, medical evacuation, search and rescue, firefighting and humanitarian missions, operating on temporary or unpaved runways, such as packed earth, soil and gravel. The aircraft configured with air-to-air refueling equipment, with the designation KC-390, has already proven its aerial refueling capacity both as a tanker and as a receiver, in this case by receiving fuel from another KC-390 using pods installed under the wings.
01 Dec 25. Aurizn and ISL have partnered up to progress Australian and US defence technology. Australian defence company Aurizn and US-based technology organisation ISL announced their collaboration with the hopes of advancing the strategic capabilities of US and Australian allied forces. Aurizn’s proven experience in using advanced electro-optic and infrared technology in synthetic training environments, mixed with ISL’s radio frequency software, aims to create a high-precision model and evaluation framework. This base will allow US and Australian defence forces to plan and engage in a range of complex missions with advanced technology. The characterisation, assessment and digitisation of mission environments across land, air, sea, and even space, will support interoperable activity between the two defence forces.
“Modern warfare demands integration across spectrums and domains,” said Rebecca Humble, CEO of Aurizn.
“By bringing together best-of-breed tools and technologies across US and Australian industry, we can emulate and digitise the complexity of the battlefield, accelerating capability development and strengthening sovereign and allied readiness.”
Working closely with Australia’s Defence Science and Technology Group, Aurizn is currently the commercial partner of Infinite Studio, a radiometrically multispectral platform that provides a critical environment to trial and evaluate emerging defensive technology. ISL’s RFView product range will likely be used in this training environment to assess the multitude of high-fidelity platforms the tech company offers.

The Advanced Military Maintenance, Repair and Overhaul Center (AMMROC) has signed three strategic MoUs with the Arab Organization for Industrialization (AOI), represented by its leading industrial facilities in Egypt. The agreements aim to strengthen cooperation in industrial and technical domains, develop joint capabilities in aircraft components, structures, and systems, support engine parts manufacturing and treatment, and enhance helicopter system maintenance programs. The signing took place as part of AMMROC’s participation under the UAE National Pavilion at the fourth edition of the International Defence Exhibition “EDEX 2025”, held at the Egypt International Exhibition Center from 1 – 4 December, with the participation of major global defence and security companies. The Pavilion is supported by Tawazun Council for Defence Enablement, in collaboration with the UAE Ministry of Defence. The agreements were signed at the Egyptian Pavilion in the presence of H.E. Dr. Nasser Humaid Al Nuaimi, Secretary General of Tawazun Council for Defence Enablement, H.E. Mahmood Alhay Alhameli, Group CEO of Abu Dhabi Aviation. The MoUs were signed by Jasem Al Marzooqi, CEO of AMMROC, and Major General Engineer Mukhtar Abdel Latif, Chairman of the Arab Organisation for Industrialisation (AOI). These MoUs reflect AMMROC’s ongoing efforts to broaden its industrial partnerships and strengthen technical cooperation in aircraft maintenance, repair, and overhaul—supporting operational readiness and enhancing integration between both parties in the defence aviation sector. During its participation at EDEX Egypt, AMMROC is showcasing models of the F-16 and C-130 aircraft platforms it supports through MRO programs. The company is also meeting partners and visitors in Hall 3 to highlight its advanced capabilities and explore new cooperation opportunities.
Aircraft Factory Agreement
AMMROC signed an MoU with the AOI Aircraft Factory to establish a strategic framework for cooperation in manufacturing, developing, marketing, and selling components, structures, and systems for fixed-wing aircraft, jet aircraft, and unmanned aerial systems. The agreement also includes aligning production line capabilities with AMMROC programs, establishing dedicated manufacturing cells or production lines for AMMROC requirements, and enhancing inspection and testing work to the highest standards. It further covers knowledge transfer, technical training, and preparing joint proposals to meet the growing demand for components across regional and international markets.
Engine Factory and Digital Manufacturing
AMMROC signed a second MoU with the AOI Engine Factory and Digital Manufacturing Center to enhance strategic cooperation and industrial, operational, and marketing integration in the overhaul, repair, manufacturing, treatment, and supply of engine parts and components, while leveraging advanced digital manufacturing capabilities.
The MoU includes performing specific engine maintenance and overhaul tasks, manufacturing and supplying engine components—such as rotating and static parts, housings, frames, and shafts—and collaborating on heat-treatment, surface-treatment, and coatings required for selected engine parts, while strengthening associated supply chains. It also includes joint technical training programs, extending component operational lifecycle, precision manufacturing and machining, and exploring expansion opportunities for the factory to support AMMROC-related engine programs.
Cooperation with Helwan Factory for Advanced Industries
AMMROC also signed an MoU with Helwan Factory for Advanced Industries to support the development of helicopter maintenance capabilities.
The agreement covers cooperation in the MRO services of helicopter components and systems, as well as manufacturing or modifying selected parts for AMMROC’s operational platforms. It further includes developing upgrade and modernization programs, structural work, coverings and composite systems, identifying priority models, establishing dedicated production lines or specialized workshops, implementing joint training and knowledge-transfer programs, and exploring opportunities for joint projects across regional markets.

02 Dec 25. BAE Systems Company has reached a record achievement with more than 6,800 young people in training across its UK operations. This figure, which includes approximately 5,100 apprentices and 1,700 graduates, underlines the Company’s commitment to developing the next generation of British talent. Since 2020, the Company has recruited more than 10,000 apprentices and graduates and invested over £1 bn in education and skills, strengthening the nation’s industrial skills base while contributing to local and national economic development. In 2026, BAE Systems expects to recruit more than 1,100 apprentices in the UK, with most roles based in the North of England, alongside other opportunities in the South of England, Scotland and Wales. Melrose announces that Matthew Gregory, Chief Financial Officer (“CFO”), has informed the Board of his intention to retire and will step down from his position in 2026. Following a thorough selection process, the Board has appointed Ross McCluskey to succeed Matthew. Ross will join the Company as CFO and executive Director of the Board in May 2026. Matthew will remain with Melrose during 2026 to ensure a seamless transition and to support the Company as needed. 03 Dec 25. The Boeing Company (NYSE: BA) today announced that its Board of Directors has elected Bradley D. Tilden as its newest member, effective Dec. 3, 2025. Tilden will join the Aerospace Safety and Finance committees. Tilden, 64, previously served as chairman, president and CEO of Alaska Air Group, Inc., the parent company of Alaska Airlines and Hawaiian Airlines, as well as regional airline Horizon Air. In his 31-year tenure at Alaska Air Group, Tilden held several senior leadership roles, including CFO and then president of Alaska Airlines. Beginning in 2012, he began serving as President and CEO of Alaska Air Group, and was named executive chairman in 2021.
