01 Mar 24. Finland approves construction of Patria’s F-35 assembly facility. Patria will build a site in Finland for the assembly of F-35 Block 4 fighter jets, now that the government’s Ministerial Finance Committee has approved the Defence Ministry’s land and facilities lease proposal. The project is linked to the $9.6bn jet procurement contract reached between Finland’s MOD and the American company Lockheed Martin in February 2022. The deal covers the delivery of 64 F-35s to the Finnish Air Force. The building of the aircraft assembly facility forms part of the contract’s so-called stage one industrial component. The umbrella project required the signing of a lease for a suitable assembly plant development site. This was found near the town of Nokia. The site lease was signed in January between the Finnish Defence Forces and Defence Properties Finland, the state organization tasked with managing properties and assets owned by Finland’s defense administration. Construction work on the engine assembly building is slated to commence during the second half of 2024. Under the terms of the industrial deal struck between Finland and Lockheed Martin, engine maintenance at the facility in Nokia will continue throughout the entire life cycle of the Air Force’s F-35 fleet.
“Industrial cooperation tied to the F-35 agreement will generate critical maintenance and repair expertise for Finland’s indigenous defense industry. This includes performance areas like reliability of maintenance. The agreement will also create significant know-how in Finland for F-35 engine assembly and testing,” Defence Minister Antti Häkkänen said.
The assembly plant will operate in close collaboration with the regional aircraft hub in Tampere run by Patria’s aviation division. An estimated 100 personnel will work in various assembly roles at the facility. The government owns 50.1% of Patria, and the Norwegian company Kongsberg controls the remainder. Patria itself owns half of the Norwegian defense contractor Nammo. The F-35s are set to replace the Air Force’s ageing McDonnell Douglas F/A-18 Hornet jets. These planes are scheduled to retire by 2030. The first batch of the F-35s on order are due for delivery and then deployment to Arctic air bases in Finland’s Lapland region by 2026. The industrial cooperation component of the F-35 acquisition deal is expected to be scaled up in stages by 2030. The broadening of the industrial agreement may include the production or assembly in Finland of certain parts and systems used in the aircraft. The Air Force has already tested the F-35′s suitability and adaptability to operate in extreme weather conditions, especially in Arctic areas of Finland during the country’s long winters that feature limited daylight. In recent exercises, the service routinely used stretches of “closed highway” in Arctic and sub-Arctic regions as temporary airstrips. 07 Mar 24. Babcock delivers St. Albans three months ahead of schedule. Babcock has delivered Type 23 frigate HMS St. Albans back to the Royal Navy for sea trials three months ahead of the planned schedule, following an extensive and comprehensive refit.
Once her current sea trials are completed, HMS St. Albans, with her 178-strong crew, will return to sea as the most advanced, equipped, and capable Type 23 frigate in the Royal Navy’s fleet, boasting next-generation weapons systems and radar.
During her time in dock, skilled Babcock engineers and other tradespeople spent around 1.2 million working hours carrying out a significant number of updates and upgrades to keep the platform at the leading edge of warfighting capability, including a substantial power generation and machinery upgrade, the removal, overhaul and replacement of both propulsion motors, and finally stripping and repainting her entire hull.
Crew facilities have also been improved and modernised to support the personnel living on board.
The teams that readied HMS St. Albans proudly gathered at the dockside to see her off and were joined by Royal Navy colleagues and representatives from across Babcock’s Devonport operation.
Gary Simpson, Managing Director of Babcock’s Marine Support business, said: “Working on behalf of DE&S, preparing HMS St. Albans for sea again is central to ensuring our customer’s critical services are readily available, affordable, and long-lasting. Commanding Officer of HMS St. Albans, Commander Helen Coxon, said: “Going back to sea is a huge milestone and the result of a real team effort where Ship’s Company, DE&S, Babcock and other specialist contractors, have come together to help us transition from engineering project back to being a warship. Whether it was the first day at sea – as was the case for many of our less experienced sailors – or returning back to where we feel at home for the more experienced, sailing from Devonport was a big day and we’d like to thank all those involved in making it happen.”
04 Mar 24. HII Completes Acceptance Trials on Richard M. McCool Jr. (LPD 29). HII’s (NYSE: HII) Ingalls Shipbuilding division announced today the successful completion of acceptance trials in the Gulf of Mexico for amphibious transport dock Richard M. McCool Jr. (LPD 29), the final Flight I transition ship before Ingalls moves into serial production of the LPD Flight II line.
“We have had a successful trial and it is only through the efforts of our shipbuilders and our dedicated Navy and industry partners that we now move solely into the Flight II ships,” Ingalls Shipbuilding President Kari Wilkinson said. “Our team remains fully committed to delivering these important assets to the Navy-Marine Corps team.”
The Ingalls’ Test and Trials team spent several days with the U.S. Navy’s Board of Inspection and Survey running the ship at full power and through steering maneuvers. The team will now complete final finish work on the San Antonio-class ship in preparation for delivery to the U.S. Navy in weeks ahead.
“Congratulations to our shipbuilders on accomplishing this milestone and getting the ship ready for delivery,” Ingalls Shipbuilding Ship Program Manager Davianne Stokes said. “The LPD 29 team has worked very hard to make these sea trials a success, and I couldn’t be more proud of how they have prevailed.”
Ingalls Shipbuilding has delivered 12 San Antonio-class ships and currently has three LPDs under construction, including Richard M. McCool Jr. (LPD 29), the final transition ship; Harrisburg (LPD 30), the first Flight II LPD; and Pittsburgh (LPD 31). Ingalls was also awarded in March 2023 a modification contract for the procurement of the detail design and construction of Philadelphia (LPD 32), the 16th ship in the San Antonio class and the third LPD Flight II.
San Antonio-class ships can support a variety of amphibious assault, special operations, or expeditionary warfare missions, operating independently or as part of Amphibious Readiness Groups (ARGs), Expeditionary Strike Groups, or joint task forces. 29 Feb 24. Indian Navy launches LSAM 18, its fourth auxiliary ammunition barge. The launch of the latest ‘ACTCM’ barge will provide an impetus for the Indian Navy to take on further operational commitments.
The Indian Navy has launched another ‘Ammunition Cum Torpedo Cum Missile’ (ACTCM) barge on the 28 February 2024; the fourth of 11 units to be delivered to the service.
Designated ‘LSAM 18’, the barge will serve as an auxiliary vessel for the transportation, embarkation and disembarkation of ammunition articles to Indian Navy warships, alongside jetties and at outer harbours due to the nature of the ordnance.
The model testing of the barge during its design stage was undertaken at Naval Science and Technological Laboratory, Visakhapatnam.
contract was initially signed on 5 March 2021 with a domestic supplier, a small shipyard enterprise named M/s Suryadipta Projects Pvt Limited, based in Thane, a city just outside Mumbai in Western India.
Its last barge, LSAM 17, was delivered to the Navy on 30 November 2023 in Mumbai.
This framework is yet another result of the Indian Government’s ‘Atmanirbrhar Bharat’ (Self-Reliant India) initiative. These barges were designed and built as part of the programme.
“Atmanirbrhar Bharat calls for increasing involvement of the private sector in defence production and encourages foreign direct investment [FDI] in defence,” GlobalData Defence Analyst, Abhijit Apsingikar, explained.
“The private sector is being encouraged to enter into joint ventures and partnerships with foreign original equipment manufacturers and produce defence equipment domestically. This will eventually enhance the technology capability levels of the domestic private sector and develop competencies which would eventually allow them to undertake larger more important, high profile projects domestically.”
The Indian Government has gone all out to entice FDI to prop up its fledgling defence industry. In the past year some headway has been made under the INDUS-X initiative, in which US and Indian industry and academia are transferring critical knowledge and skills.

06 Mar 24. Qatar’s special forces training centre opens new site. Qatar’s Project 401 Special Operations Training Centre revealed its second site during the DIMDEX 2024 show held in Doha from 4 to 6 March. The new site adds to an existing 300 m range and simulator facility in the southwest corner of Camp Al-Sayliyah, west of Doha. It includes a second 300 m range, a 600 m range for sniper training, a 360° live-fire simulator, an Airbus airliner for counter-terrorism training, a driving course, and an urban warfare area. These are supported by large administration and accommodation facilities. Project 401’s other sight is a dedicated naval special forces training facility that was built on the eastern side of the Bay of Zekreet on Qatar’s western coast under a contract awarded to the Turkish company Modern Defense Solutions (MDS) in March 2018. 05 Mar 24. Australian shadow defence industry portfolio shake-up. Opposition Leader Peter Dutton has announced a reshuffle in the Defence team that will lead the Coalition ahead of next year’s federal election. Luke Howarth, Member for Petrie, has been dropped from the Coalition’s defence industry shadow portfolio in a reshuffle announced by Opposition Leader Peter Dutton. The move makes way for expanded responsibilities for Andrew Hastie, who will step into the position as shadow minister for defence industry and defence personnel, in addition to his role as shadow minister for defence. Hastie will be supported by Phillip Thompson OAM, who has also seen a broadened remit. Thompson will likewise serve as shadow assistant minister for defence industry and defence personnel, in addition to his role as assistant minister for defence. Dutton explained that the appointments were necessary amid accusations of conflict between Deputy Prime Minister and Minister for Defence Richard Marles and the Department of Defence. Former shadow defence industry minister Luke Howarth will remain in the Coalition’s shadow ministry as the shadow assistant treasurer and shadow minister for financial services. 05 Mar 24. Babcock International Group (Babcock), the defence company, is creating more than 1,000 new jobs at its large-scale, advanced manufacturing and shipbuilding facility in Rosyth to support the delivery of world-class programmes and development of its workforce capabilities.
Underpinning Babcock’s commitment to further develop the skills required to support customers now and in the future, over the next four years, the new job opportunities will benefit both the UK economy and local communities and include 400 apprenticeships, 350 production support operatives, skilled engineers, tradespeople, and graduates. The roles will support programmes like the Type 31 frigate design and build programme.
The production support operative initiative is focused on attracting people from a range of backgrounds and experience, including those not currently in education, employment, or training, with the role centred around supporting and learning from time-served tradespeople.
Babcock’s latest recruits will join a state-of-the-art advanced manufacturing and digitally enabled facility that in recent decades has seen investment of more than £200m.
Apprentice numbers are also increasing at Babcock’s operation on the west coast of Scotland, supporting His Majesty’s Naval Base Clyde and the UK’s submarine enterprise, with Babcock’s apprenticeship opportunities expected to double in 2024.
