10 Dec 04. Executive search firm Epsen Fuller & Associates LLC recently completed a strategic U.K. assignment for DRS Technologies Inc. Stuart Boulton joined DRS as managing director, DRS Tactical Systems Ltd., a unit of the C4I Group, and head of U.K. & European Operations. Based in England, Boulton will provide overall leadership and general management to this European manufacturing and sales organization, while leading an effort to grow the European, Middle Eastern and African (EMEA) markets and expand the global awareness of DRS as a leading provider of fully integrated computing systems for a wide variety of military and defense applications. Stuart has extensive relationships within the U.K. Ministry of Defence and has consulted with various defense firms, providing business development guidance, business process analysis and re-engineering, as well as bid support and proposal management, with particular emphasis on U.S. organizations seeking a foothold in the U.K. Most recently, Mr. Boulton was executive vice president at the Aerospace Solutions unit of Spirent, plc., with a general management and leadership role in its European operations and had additional responsibility for the development of European strategic accounts. In a prior position as global president, Spirent Aerospace Electronics, Stuart had global P&L accountability for the £30m electronics division of Spirent’s Aerospace Equipment Sector, where he gained extensive international experience in North America and Asia, as well as Europe. Stuart’s career began at Penny & Giles, a U.K. defense industry giant, where he moved from engineering and program management to operations management roles, ultimately becoming managing director of the Avionics business and the global aerospace organization subsequent to the company’s acquisition by Bowthorpe, the predecessor of Spirent, plc.

The BOWMAN and Land Digitization Information and Communications (ICSS) IPT’s are being amalgamated on November 1st to form the Bowman and tactical Communications Systems (BATCIS) IPT headed by Brigadier Rick Bounsall. The new IPT will be responsible to the DPA and DCSA which will co-host it.
07 Dec 04. BAE Systems has selected Rance Walleston to direct a new Intelligence and Information Operations Initiative. Walleston was previously the Business Development director for the Information and Electronic Systems Integration (IESI) Sector’s Information Warfare Line of Business in Hudson, N.H. IESI formed the Intelligence and Information Operations (IO) Initiative to lead efforts to develop innovative technology-based analysis, exploitation and computer network operations solutions for the intelligence community.
