05 Dec 24. UK tendering for nuclear submarine support work.
The Ministry of Defence (MOD) has announced a tender for a new five-year contract to support critical systems aboard the nation’s nuclear-powered strategic submarines.
According to the MOD’s notice, the contract will cover procurement, repair, overhaul, and post-design services for Pressure Hull Penetrators (PPENs), as well as associated cables and connectors.
The tender, published on December 4, 2024, highlights the importance of maintaining and upgrading equipment integral to the safe and effective operation of the UK’s strategic submarine fleet.
The contract, to be delivered from Bristol, will include:
- Maintenance and Procurement: Continued support for PPEN equipment and related components installed on submarines.
- Technical Support: Updates to technical and maintenance manuals, safety documentation, and reference materials.
- Rapid Defect Response: A requirement for the contractor to respond to reported defects within 48 hours, which could involve providing on-site waterfront assistance or remote support via phone or email.
The Submarine Delivery Agency’s Platform Equipment Delivery Team (SDA-PEDT) will oversee the competitive selection process. The MOD plans to assess and select a contractor capable of delivering comprehensive support for the PPEN systems and associated components, with an estimated contract delivery date extending until January 31, 2030.
The deadline for tenders is January 31, 2025, at 23:59. This project represents another significant step in sustaining the UK’s underwater deterrent capability and ensuring its submarines remain equipped with reliable and secure systems.

03 Dec 24. UK MoD seeks high explosive supply chain amid munitions bottleneck. The UK looks to be setting up a supply chain to feed Ukrainian demand for artillery shells and munitions. Releasing a single statement of user need (SSUN) on 28 November, the MoD revealed its intention to develop a high explosive supply chain specifically to assist with Ukrainian requirements, indicating the potential development of a country-specific industrial capability inside the UK or overseas, funded by the UK. Working under the moniker of Task Force Kindred, the SSUN revealed that an industry day would take place on 11 December to determine capabilities and resources available in the private sector, specific to the provision of “high explosives for warheads and artillery projectiles, peopellants for boost/rocket motors and artillery”, as well as “pyrotechnics”.
In its reasoning, the MoD stated that it required to “secure supply of a significant quantity of energetic materials” for the next three years, citing a “critical bottleneck in munitions production” and availability of energetic materials, including ammonium and nitric acid.
The MoD intends to “reverse this” through a “coherent set of multi-year investments in UK-based or overseas suppliers”, funded through part of the “annual £3bn Ukraine budget”, and could include investment in facilities and infrastructure.
The move comes on the back of the announced creation of a new UK-based factory to produce M777 155mm lightweight towed howitzers, with Ukraine one of the most likely destination, given the British Army does not use the platform.
Has the UK been too slow off the mark?
The clamour for the raw materials of munitions manufacture, as defence industries in the UK, Europe, and the US spool up manufacturing to meet the demand, not just from Ukraine, but also all its suppliers.
To date, ms of artillery rounds have been provided by the US and Europe to Ukraine, particularly in the 155mm range, as Kyiv continues to persist in a war that passed the 1,000-day landmark recently.
However, with all countries effectively competing for the same raw materials and for the business from such suppliers, it is far from certain that the UK MoD will be able to acquire the resources it needs.
In August 2024, UK-based Astor Defence secured a four-year deal to supply Finnish defence OEM Nammo with TNT for the production of 155mm artillery shells.
In its release, Astor Defence stated that it would provide Nammo Group with “thousands of tons” of TNT, coming weeks after the Norwegian government announced in July 2024 that it had entered into a multi-year agreement with Nammo on artillery, missile, and rocket munitions.
The company also said it has “spare capacity” for TNT supply through 2025.
In November 2024, the US revealed that it would reestablish TNT production with a $217.5m contract for the design, build, and commission of a Trinitrotoluene facility to Repkon USA-Defense.
Better known as the acronym TNT, Trinitrotoluene is used in the manufacture of military munitions, and is the prime high explosive used in the production of artillery shells, as well as aerial bombs and infantry grenades. The new facility will be built in Kentucky and expected to be completed by November 2028.
The award will reestablish TNT production “swiftly and at scale” on US soil for the first time in decades, the US Army stated in an 8 November release.
“Reshoring TNT production gives us the ability to control and secure our supply chain for this vital component, especially in an era of increasing global challenges,” said Douglas Bush, Assistant Secretary of the Army for Acquisition, Logistics and Technology.
Supply chains stretched by global demands
In March, a report by analytics firm GlobalData examined the strain placed on global supply chains as an intensifying rearmament race, driven by geopolitical tensions and escalating defence budget, was setting new demands for an industrial base struggling to keep up with demand.
Speaking in March 2024, James Marques, defence and security analyst at GlobalData, said “vital items” such as artillery shells, air defence missiles, and armoured vehicles were seeing “rates of attrition in the war in Ukraine at rates unheard of in recent times”.
The repercussions of this heightened demand are reverberating across supply chains, with Western nations striving to replenish depleted stocks while simultaneously supporting Ukrainian forces.
The UK, for instance, has confirmed that it had donated 400,000 artillery shells to Ukraine and had earlier inked deals with companies such as BAE Systems to increase munitions production. In a speech to the Freeman Air and Space Institute in London on Tuesday, Chief of the Air Staff, Air Chief Marshal Sir Rich Knighton, commented: “We don’t get what we need from Hawk today. We are getting half of what we should get out of it…I would like to replace Hawk T2 as soon as we can.”

02 Dec 24. On November 19, 2024, General Atomics Aeronautical Systems, Inc. (GA-ASI) hosted its first Blue Magic Netherlands (BMN) event in Eindhoven, the Netherlands. Approximately 200 people attended the event that provided Dutch businesses with an opportunity to present their capabilities to GA-ASI and other companies interested in possible collaborations. GA-ASI was joined for the event by the Netherlands Ministry of Economic Affairs, the Netherlands Ministry of Defence, Lockheed Martin Ventures, Brainport Development, Brabant Development Agency (BOM), the Netherlands Industries for Defence & Security (NIDV), and SpaceNED.
At this event, GA-ASI and its partners heard first-hand from Dutch companies about the important capabilities they are developing. The process started in July when GA-ASI put out an open invitation to Dutch businesses to apply for the opportunity to present innovative technologies at the November 19 event. Key areas of focus included Artificial Intelligence/Machine Learning, Autonomy, Advanced Materials, Sensors, Advanced Manufacturing, and Space. Close to 50 companies applied and after reviewing the applications, 15 businesses were selected to pitch their capabilities to an audience that included lightweight lattice structures, gas detection technologies, advanced battery and photonics applications, and several innovative unmanned system and AI applications, among many others.
“This event is where the rubber meets the road,” said Brad Lunn, Managing Director-Strategic Finance at GA-ASI. “In addition to attracting many companies, we increased the areas of expertise and depth of knowledge from the presenting companies in order to provide research, development, and breakthrough innovations to support current and future missions by GA-ASI aircraft. We also wanted to give the companies an opportunity to pitch in front of other potential customers, partners, and investors.”
The first Blue Magic event held by GA-ASI was in 2019 in Belgium, with subsequent events held in 2020, 2021, and 2023. GA-ASI is delivering eight MQ-9A Remotely Piloted Aircraft to the Royal Netherlands Air Force (RNLAF).
GA-ASI expects to announce technology partnerships stemming from the BMN event and intends to hold this event on an annual basis in the Netherlands.
02 Dec 24. EU fund common defence procurement for the first time.
Aggregating European demand will assure defence companies of long-term intentions and allow for the expansion of manufacturing capacities.
Europe has made headway on its newfound common defence procurement practice in November 2024.
- Mistral very short-range air defence (VSHORAD) systems;
- IRIS-T medium-range air defence systems, under the Joint Air Missile Defence Initiative Europe (JAMIE);
- the Finnish-led Common Armoured Vehicle System (CAVS);
- Common Procurement of Ammunition (CPoA) 155mm (involving six nations);
- and HE-155mm ammunition (four nation participants).
All these funds were issued under the European Defence Industry Reinforcement through Common Procurement Act, shortened ‘EDIRPA’. This piece of legislation came to pass on 18 October 2023, whereupon it was decided that the joint acquisition would be centred around ammunition, air defence and ground platforms.
The common procurement concept has its roots in the continent’s alarmist response to Russia’s full-scale invasion of Ukraine around March 2022.
Aggregating EU demand on a wider scale, it is believed, will assure regional defence companies of government’s long-term intentions and allow suppliers to expand their manufacturing capacities and workforces.
Just last month, France’s senior army officials entered into agreements enabling ARQUUS and KNDS France to lean on “industrial reservists” for the first time in order to keep pace with the stifling military demand. It is hoped that this Defence Industrial Reserve system will facilitate the participation of 3,000 reservists into the defence industrial workforce or to state industrialists by 2030.
Ammo, air defence and vehicles
Calls for ammunition, air defence and armoured vehicles give us some indication of Europe’s priorities in a new age of strategic preparedness.

Of course, these three choices are informed by the gruelling high intensity warfare playing out in Eastern Europe, where success is measured in yards gained and, at least for the Russians, waging destructive campaigns against civilian, as well as military, morale and infrastructure. This then demands an Israeli-style layered missile defence plan through the European Sky Shield Initiative and armoured mobility capabilities.
As far as artillery and missile defence go, GlobalData intelligence reveals that Europe is set to dominate the sector with a share of 44.9% and 34.4% of the two global markets respectively.
Likewise, armoured vehicles will prove essential to armoured mobility and fires in a high intensity warfare environment in which the rate of demand comes form a need to replace vehicle losses from cost-effective loitering munitions. For that reason, Ukraine is confronted with the question of how to appropriately balance protection and manoeuvrability in this operational context.
The International Institute for Strategic Studies says Ukraine has lost more than 8,000 infantry fighting units since the full-scale invasion began (nearly) three years ago.
Self-determined security
This is a step in the right direction, Germany’s National Armaments Director, Vice Admiral Carsten Stawitzki commented, as it ensures a “self-determined European security architecture.”
Previously, in April, the EU unveiled its inaugural defence industrial strategy which put forward for a longer-term approach to collective defence than the responsive measures of support for Ukraine until now. As part of this strategy, member states will procure at least 40% of defence equipment in a collaborative manner by 2030.
While the EU decision to provide budgetary resources for collective defence for the first time will help to cultivate a ‘self-determined’ security arhcitecture, its inclusion of equipment in other domains remains an open question.
Even in Ukraine, often characterised by trench warfare and artillery bombardment, the country’s forces are using asymmetric methods to eliminate Russian war potential, including its Black Sea operations and deployment of F-16 Fighting Falcons. Naturally, air and sea assets play a crucial, if secondary, role in modern European conflict.
In this regard, progress is made through other European initatives such as the European Defence Agency (EDA) and the Organisation for Joint Armament Procurement (OCCAR). These initiatives play a crucial role as Denmark’s accession to the EDA in April suggests.
Likewise, OCCAR is a critical programme manager that has kept numerous defence programmes at pace, such as helping Italy secure its fourth U212 NFS submarine as well as the Offshore Multi-Purpose Support Vessels (PPAs). (Source: army-technology.com)

The Philippine Navy and Air Force are set to receive small boats and radars from Japan through a $10.6 million Official Security Assistance grant that Tokyo says will strengthen Manila’s capabilities in the South China Sea and Luzon Strait.
Japanese Ambassador to the Philippines Endo Kazuya and Philippine Secretary of Foreign Affairs Enrique Manalo inked the grant in Manila Thursday following a week of incidents with Beijing in the South China Sea.
“The Philippines faces important sea lanes including the South China Sea and the Luzon Strait and plays an important role in regional security,” read a statement from the Japanese embassy in the Philippines on the defense aid grant.
This is the second time Japan has pledged defense assistance to the Philippines under its recently created Official Security Assistance grant scheme, a program that focuses on military and other defense-related transfers from Tokyo to its partners and allies across the Indo-Pacific. Last year, the Philippines was the first country to receive assistance from the program when Japan pledged $4 million in maritime domain awareness radars.
In this latest tranche, Tokyo included the Philippine Air Force and increased its funding from $4 million to $10.6 million. Japan will provide an unspecified number of coastal radar systems and rigid-hulled inflatable boats to the Philippine Navy, which has sought more sensors to improve its maritime domain awareness capabilities across the country. Japan said the Navy project is “expected to contribute to maintaining and strengthening the regional security and to enhance the security of the vital sea lanes.”
For the Philippine Air Force, the Official Security Assistance will cover the service’s previously procured Mitsubishi Electric air defense radars. The Philippines ordered four air defense radars through a $103 million deal in 2020, which marked the largest international Japanese defense export sale. Since then, Manila activated the first air defense radar at a base facing the South China Sea in Western Luzon.
According to the release, the deal will include equipment related to the operation of the radars and “will help support the seamless operation of the radar and further improve the monitoring and surveillance capabilities of the Philippines.”
The coastal radar systems, rigid-hulled inflated boats and air defense improvements all appear to be related to capabilities sought by the Philippines to fend off China in the South China Sea. Tokyo has been among Manila’s primary sources of maritime security capabilities, as attested by the Japanese hulls in the Philippine Coast Guard fleet.
All of the Philippine Coast Guard vessels that have recently engaged their Chinese counterparts and the People’s Liberation Army Navy at Iroquois Reef, Sabina Shoal and Scarborough Shoal were previously funded and constructed by Japan through development assistance loans. Five more 97-meter-long patrol vessels were pledged by Tokyo earlier this year, adding to the 12 already provided since 2016.

04 Dec 24. Aussie businesses secure first AUKUS vendor qualification contracts. Defence Industry and Capability Delivery Minister Pat Conroy has announced the awarding of several contracts under a qualification process that paves the way for the Australian businesses to enter UK and US submarine supply chains, underscoring further progress in delivering the AUKUS program.
The contracts to HIFraser, Mack Valves, Bale Defence and STAUFF Corporation announced today will enable these businesses to commence manufacture of a sample of standard US Navy valves and pipe fittings as part of their qualification process – a critical step to becoming approved vendors within the US submarine industrial base.
These companies have strong histories supporting Defence projects, including the Collins Class submarine capability and will leverage the opportunities provided by the DIVQ, which provides a vital conduit for helping Australian businesses, supporting high-skilled and well-paid jobs in locations across the country, including in regional Australia.
Minister Pat Conroy said, “This qualification program is critical to delivering on AUKUS but also demonstrates how AUKUS can deliver for Australians and local businesses by providing opportunities for growth and jobs.”
Once qualified, these businesses will have the opportunity to manufacture and supply valves or pipe fittings for use in the construction and sustainment of a range of navy platforms, including Virginia Class submarines.
Once qualified these businesses will become part of the US supply chains, giving them the opportunity to receive orders to meet demand. This Australian government funding gives them that opportunity to prove their manufacturing capability and in partnership with the AUKUS partners, supports the approval process.
Minister Conroy added, “It helps to fill the gaps within the supply chains of our AUKUS partners, giving greater strength and resilience to these supply chains.”
The contracts, secured by companies, employ a number of Australians around the country, across a range of components critical to the trilateral submarine industrial base, including:
- HIFraser has signed an initial contract with the Australian government to produce 15 valves (five lots of three valve types). HIFraser will also be producing pipe fittings for qualification. HIFraser employs 135 Australians, with locations in Sydney, Melbourne, Gold Coast, Brisbane and O’Connor.
- Mack Valves has signed an initial contract with the Australian government to produce 15 valves (five lots of three valve types). Mack Valves employs 33 Australians, with locations in Townsville, Wollongong, Melbourne and Adelaide.
- Bale Defence has signed an initial contract to manufacture pipe fittings. Bale Defence employs 44 Australians in Port Macquarie, NSW.
- STAUFF Corporation has signed an initial contract to manufacture pipe fittings. STAUFF Corporation employs 92 Australians with locations in Wollongong, Adelaide, Brisbane, Melbourne and Sydney.
“It also contributes to the development of Australian businesses ahead of the build and sustainment of our own conventionally armed, nuclear-powered submarines,” Minister Conroy said.
This is a major milestone in our efforts to expand Australia’s submarine industrial base, promote opportunities for Australian businesses in the US and UK supply chains, and strengthen the resilience of our collective industrial capacity through AUKUS.

The Australian Defence Force’s Land156 programme is seeking a Systems Integration Partner (SIP) to undertake market analysis, design, implement, manage and provide ongoing assurance of capability delivery across the programme. The SIP will also deliver options for a counter-small uncrewed aerial system (C-sUAS) command and control (C2) system. Land156 is intended to protect buildings, headquarters, strike packages and expeditionary bases and nodes from UAS surveillance and attack. An open invitation to register has been published, which will lead to a down select of potential suppliers who will then be invited to respond to the subsequent request for tender. 02 Dec 24. Deal to procure 26 Rafale-M jets to be inked soon: Navy chief. The procurement of Rafale-M (naval variant) and the Scorpene submarines is likely to be finalised next month, he added. India is set to seal the proposed procurement of 26 naval variant of Rafale jets and three additional Scorpene submarines soon, Navy Chief Admiral Dinesh K Tripathi said on Monday. At a media briefing ahead of Navy Day, Admiral Tripathi also said that the government’s approval for two SSNs (nuclear-powered submarines) indicated its faith in the country’s indigenous capabilities to build such boats. The Navy chief also said that 62 ships and a submarine are currently under construction within the country as part of efforts to boost its naval power. A large number of platforms are waiting for induction in the next one year and at least one ship will be inducted into the Navy, he said.
“We have redoubled efforts to include niche technologies into the force,” Admiral Tripathi said.
The procurement of Rafale-M (naval variant) and the Scorpene submarines is likely to be finalised next month, he added. 29 Nov 24. Japan pre-approves possible Mogami Class destroyer transfer to Australia. The Japanese Ministry of Defense has announced approval for the overseas transfer of Mogami Class destroyers if the ships are selected under Australia’s next-generation general purpose frigate program. Japan made the statement on 28 November regarding the transfer of FY2023–24-type destroyers in the event that Japan is to carry out the joint development and production of Australia’s next-generation general purpose frigate, via their Ministry of Defense and Ministry of Economy, Trade and Industry.
“In the event that Japan is to carry out the joint development and production of Australia’s next-generation general purpose frigate … the National Security Council has deliberated and confirmed that this is a case in which the overseas transfer can be approved,” the statement said (translated from Japanese to English).
“Regarding Australia’s next-generation general purpose frigate program, in February 2024, the Australian government announced that it would select the next-generation general purpose frigate from several candidate vessels, including the Mogami Class destroyer, and published procurement plans, including construction in Australia.
“Since this announcement, Japan has provided the necessary information at the request of the Australian government, and in November 2024, the Australian government evaluated the vessels based on the information provided and narrowed them down to two candidate vessels, selecting the FY2024 destroyer (4,800-tonne type), an improved version of the Mogami Class destroyer, as one of them.
“Going forward, the Australian government is expected to decide which ships to procure under the Next General Purpose Frigate Program after holding discussions with the countries proposing candidate ships, including Japan. If Japan is selected, Japan will work with Australia to jointly develop and produce Australia’s next general purpose frigate … and the completed products will be transferred to Australia.”
The statement outlined that Japan is building a close cooperative relationship with Australia as part of the country’s National Defense Strategy.
In addition, the statement speculated that joint development and production project will contribute to significantly improving interoperability and compatibility with Australia, strengthen the foundation for shipbuilding and maintenance in the Indo-Pacific region, and improve the future capabilities of Japan’s own shipping.
