30 Aug 24. In a major shake-up for a closely watched program, Airbus and Lockheed Martin have both decided to withdraw from the UK’s New Medium Helicopter (NMH) procurement ahead of a deadline later today.
The double pullout means Leonardo sits as the sole bidder for the £1bn ($1.3bn) program, though the surprise withdrawals could also induce London to re-compete it.
Airbus Helicopters UK said in a statement that its decision to withdraw was based on a review of requirements that left it “unable to formulate a responsible bid that would in parallel satisfy the customer’s requirements and provide adequate long-term returns to the business, while implying a reasonable prospect of winning.”
Airbus also questioned future industrial sustainment, judging that “the outcome of this procurement as it stands would not be able to deliver on current defence industrial strategy objectives, particularly its ambition for long-term new jobs, opportunities for the UK supply chain and sovereign capability.”
Similarly, Lockheed Martin UK said it decided “not to submit a response to the New Medium Helicopter ITN (Invitation to Negotiate) as we could not meet its minimum requirements in today’s market conditions.”
As part of the ITN phase of the procurement, competitors were all required to submit bids by midnight local time today (7pm ET).
Airbus had long committed to standing up a H175M super medium helicopter production line in Broughton Wales, if it secured a NMH production contract, while Lockheed had signaled that supply partner StandardAero, based in Gosport, England, would build Black Hawks if it was to prevail.
There is no guarantee the contract award, slated for 2025 and reportedly based on a request for 23 to 32 new rotorcraft to replace Airbus Puma HC2 aircraft, goes ahead, however, as the UK’s Strategic Defence Review has the power to cancel or reshape procurements. The review is set for release in “the first half” of 2025.
In the meantime, Leonardo said it is remaining engaged with the ITN process.
“Further to the statement from the Minister for Defence Procurement that tender returns are due back on 30 August, Leonardo has submitted a bid that is fully compliant with the UK MOD’s requirements on budget, number of platforms and timeline,” said Adam Clarke, managing director of Leonardo Helicopters UK. “Because we have an established UK onshore helicopter design and manufacturing capability and a related domestic supply chain, we have been able to meet the MOD’s requirements, including for social value and UK industrial contribution.”
Clarke told Breaking Defense last month that Leonardo supports the move by London to deliver the SDR but stressed the company does not “believe” the work up of the document will lead to a NMH delay. He based such a perspective on factors including Puma’s length of operational service — dating back to the 1970s — and an initial plan by London to phase the aging aircraft out in 2023. Additionally, he noted that next generation helicopters are not set to enter service until around 2040, strengthening the case for London to select an in production platform.
“The New Medium Helicopter programme is an important initiative to acquire a modern medium-lift support helicopter,” said a UK MoD spokesperson. “Progress is continuing and tender returns from industry are due today. 26 Aug 24. France and Serbia Successfully Conclude Negotiations for Sale of 12 Rafale Fighter Jets. Dassault Aviation has successfully concluded negotiations for the sale of 12 Rafale fighter jets to Serbia, marking a significant advancement in bilateral relations between France and Serbia, as reported by LaTribune. This agreement not only strengthens military cooperation between the two countries but also highlights their growing strategic partnership. Finalized earlier this summer, the deal is seen as having broader geopolitical implications, particularly given the ongoing tensions between Serbia and Kosovo.
The Dassault Rafale is a multi-role fighter aircraft with twin engines and a delta wing, designed and produced by Dassault Aviation. Initially conceived in the late 1980s, its production officially began in December 1992, although it was briefly halted in 1995 due to political and economic uncertainties. Production resumed in 1997, and the first Rafale M, designed for naval operations, flew in 1999. The aircraft entered service with the French Navy in 2002 and the French Air Force in 2004. To date, 120 Rafales have been officially ordered, with the aircraft serving in both land-based and carrier-based operations for the French military.
The Rafale is known for its “Omnirole” capabilities, enabling it to perform a wide range of missions, including air superiority, ground support, reconnaissance, and nuclear deterrence. The agreement is expected to be officially confirmed during the upcoming visit of French President Emmanuel Macron to Belgrade on August 29 and 30, 2024. Macron, who played a central role in orchestrating this diplomatic and commercial operation, is set to formalize the contract during his visit. His involvement underscores the importance of this sale, both in terms of France’s technological expertise and in strengthening its partnership with Serbia.
The timing of the deal is also significant within the context of European diplomacy. In mid-July, President Macron praised Serbian President Aleksandar Vučić’s commitment to normalizing relations with Kosovo, in line with European mediation efforts. Macron called for the full implementation of the Brussels-Ohrid agreements, aimed at easing tensions between Serbia and Kosovo. This broader diplomatic context adds weight to the Rafale deal, reflecting France’s strategic interests in the region.

23 Aug 24. Estonia launches competition to host major foreign munitions firm for picking a munitions producer to set up shop at a military base in 2025, a move meant to jump-start a domestic shell production industry.
The ECDI, the procurement arm for the Estonian Defense Forces, announced the bid on Aug. 21, calling on companies to submit their proposal by early October.
The winner will be granted a space of approximately 8,900 square meters at the Ämari military base, located southwest of the Estonian capital Tallinn, for up to five years. The site will include a maximum of seven ammunition storage facilities, protective embankments and communication equipment, according to an ECDI statement.
The government’s goal is to launch the production of ammunition for combat use in the first half of next year.
“We currently do not have any ammunition production within the country, [hence] we are heavily dependent on other European countries for this,” Tuuli Duneton, undersecretary for defense policy, told Defense News in an interview last year.
At the time, the Estonian official had said that two options were being assessed to set up domestic manufacturing.
The first, would involve an Estonian defense company establishing a dedicated facility for producing shells, and the second, would entail the creation of a manufacturing plant in Estonia by a European company, preferably a privately owned one.
Officials did not name desired projectile types in the new ECDI tender, saying only the deal would cover “ammunition or combat ammunition containing explosives.”
Fellow Baltic nation Lithuania launched a similar industry initiative earlier this year. The government signing a memorandum of intent with Rheinmetall to build a 155mm ammunition plant locally.
The proposal was part of a series of amendments made by Lithuanian economic authorities to existing regulations, with the goal of attracting major arms maker to a open production sites amid the promise of lowered bureaucratic hurdles.
The push to turn the Baltic states into munitions producers comes amid an explosion in the demand for artillery shells across the European market, as countries seek to strike a balance between sending rounds to Ukraine while simultaneously boosting their own stocks.

27 Aug 24. Türkiye and Indonesia Strengthen Defense Ties with Strategic Agreements on Defense Systems and Missiles. On August 27, 2024, Turkish defense companies Aselsan and Roketsan announced that they had signed strategic agreements with Indonesia under the leadership of Türkiye’s Presidency of Defense Industries (SSB). The signing took place in Jakarta, marking a significant step in the strengthening of defense ties between Türkiye and Indonesia. The agreements include the delivery of air defense systems, air defense missiles, and cruise missiles.
The SARP system by ASELSAN is a remotely operated weapon platform designed for land-based platforms, combining precision reconnaissance and significant firepower. The Next Generation (SARP NG) version of this system is equipped with advanced features such as automatic target tracking, day/night imaging, and ballistic computation. It supports various weapon configurations, including a 12.7 mm machine gun, a 40 mm grenade launcher, or a 7.62 mm machine gun. SARP is particularly effective in asymmetric warfare scenarios, enhancing situational awareness and operator survival.
Roketsan’s SUNGUR air defense missile system is a short-range air defense solution designed to protect both mobile and stationary targets. It can be deployed on land and naval platforms, as well as integrated into unmanned aerial vehicles (UAVs). With a maximum range of 8 km and an altitude reach of up to 4 km, SUNGUR features a semi-armor-piercing explosive warhead and operates on a “fire-and-forget” basis, utilizing an infrared seeker for terminal guidance. The system is designed for quick response and is resistant to countermeasures.
The ÇAKIR cruise missile by Roketsan is a next-generation missile designed for deployment from various platforms, including fixed and rotary-wing aircraft, UAVs, and naval vessels. It boasts a range exceeding 150 kilometers and is capable of engaging a variety of surface and land targets. Equipped with advanced mid-phase and terminal guidance systems, including infrared and RF seekers, ÇAKIR is optimized for precision strikes under all weather conditions. Notably, it features swarm capabilities, allowing coordinated attacks with multiple missiles, enhancing its effectiveness against complex enemy defenses.
The MAM-L, or smart micro munition, is a lightweight precision-guided bomb designed for UAVs and light attack aircraft, optimized for air-to-ground missions. Weighing 22 kg with a range of up to 15 km, the MAM-L uses laser guidance and can carry various types of warheads, including armor-piercing, explosive, or thermobaric options. This versatility makes it effective against a wide range of targets, from main battle tanks to lightly armored vehicles and personnel. Its precision and efficiency make it a key tool in modern combat scenarios.
In addition to these transfers, memorandums of understanding were signed covering the provision of unmanned surface vehicles, tank modernization, and missile system maintenance. These agreements are part of broader efforts to enhance Indonesia’s defense capabilities through collaboration with Turkish companies.
Türkiye’s defense and aerospace industry has experienced significant growth over the past two decades, with export revenues increasing dramatically. From $248m in 2002, the industry’s export revenues exceeded $1bn for the first time in 2011. Last year alone, Turkish defense and aerospace companies generated record export revenues of $5.55bn. The industry’s overall turnover has also increased, rising from just over $1bn in 2002 to $12.2bn in 2022. The number of projects undertaken by local companies has expanded from 62 in 2002 to over 1,000 by 2024.

29 Aug 24. Pentagon withholds $5m per F-35 jet as deliveries resume. Deliveries of F-35 jets to the U.S. military have resumed, but the U.S. government is withholding the final $5m payment for each jet until the completion of a long-delayed technology upgrade, the F-35 Joint Program Office said on Thursday.
The U.S. resumed taking F-35 deliveries of the jet this summer after a months-long pause despite the jet’s Technology Refresh 3 (TR-3) running behind schedule. The software and hardware improvements include better displays, computer memory and processing power.
Deliveries trigger a payment to Lockheed Martin (LMT.N), opens new tab, but withholding $5m per jet will impact Lockheed’s profit margin, and push the company to resolve this issue which it has said will still take months.
The advanced fighter jet contributes 27% of Lockheed’s sales as the company plans to deliver around 100 to the U.S. this year and more than 150 in 2025.
“We have coordinated the terms and conditions with Lockheed Martin. As a portion of the agreement, approximately $5m per aircraft is being withheld and will be released as combat capability is delivered,” an F-35 Joint Program Office spokesman said.
The F-35 costs an average of $82.5m each for the F-35A variant being delivered in calendar years 2023, 2024 and 2025. The short takeoff and landing “B” variant and the Navy’s “C” variant for use on aircraft carriers cost on average $109m and $102.1m, respectively.
“The F-35 remains a top priority, and we recently delivered the first TR-3 configured aircraft to the customer and anticipate deliveries for 2024 to meet our expected range of 75-110 F-35s,” CEO Jim Taiclet said on an earnings call last month.
Last month, the company said it would take between 12 and 18 months to deliver the dozens of F-35s parked due to the delivery pause.

26 Aug 24. Army’s $365m contract cancellation sparks court battle. Bidders are clashing over proposed solutions to the dispute as Army seeks to resolve organizational conflict-of-interest arguments surrounding its SETA III contract. The Army thinks the easiest way to solve issues with a $365 m contract that it set-aside for women-owned small businesses is to cancel and start over.
But that is not sitting well with some of the bidders.
In 2023, the Army picked Advanced Technology Leaders Inc. to be the prime on the PEO STRI Systems Engineering and Technical Assistance III contract.
But three bidders have since filed protests at the U.S. Court of Federal Claims — Will Technology, StraCon Services Group and Mayvin.
One of their major accusations was that ATL had an organizational conflict-of- interest through its subcontractor Seneca Global Services.
After the protests were filed, the Army agreed to investigate the OCI allegation and found that there was a conflict. The Army pulled back the award to ATL.
Court documents indicate the Army agreed to pull back the award and to adjust the labor rates in the solicitation. Bidders would be able to submit amended proposals. That was at the end of 2023.
But there was an aspect of the corrective action that didn’t sit well with the protesters. The Army said that ATL could continue to compete as long as it didn’t have Seneca as a teammate.
This kicked off another lawsuit at the Court of Federal Claims by Mayvin, which is arguing that the Army contracting officer erred in allowing ATL to remain in the competition because he didn’t have the approval of the chief of the contracting office.
Mayvin argues in its filing that the contracting officer didn’t have the authority to keep ATL in the competition, plus that the CO could not approve ATL’s proposed remedy to its OCI issue. Only the chief of the contracting office can do that.
Fast forward to July, the Army made a filing that the senior contracting official and the source selection authority agreed the best course of action is to reject all of the proposals and cancel the solicitation. The award to ATL, which was on hold during the protests, is officially canceled as well.
Mayvin is countering that the Army’s cancellation raised new issues that the court needs to resolve. The company filed a supplemental complaint on Aug. 16. The Army is supposed to respond by Friday.
StraCon, an earlier protester, is voicing its opposition to Mayvin’s motion.
Mayvin apparently wants the court to narrow the Army’s corrective action. StraCon wants an earlier corrective action to be put in place and has joined the lawsuit, but on the Army’s side.
Both Mayvin and StraCon opposed the award to ATL and the cancellation of the solicitation, but the filings indicate the protesters want different solutions to resolve the matter.

29 Aug 24. Cuashub.com said today that Indian Army seeks to strengthen counter-UAS capabilities. The Indian Army is escalating its defences against the increasing UAS threat through a combination of existing and new countermeasures, according to Indian media sources. While the military has already deployed various radars, integrated drone detection systems and advanced weaponry, it is now seeking to further enhance its counter-UAS capabilities by acquiring sophisticated Anti-UAS High Power Microwave (AUHPM) systems.
The recent Request for Information (RFI) issued by the Indian Army signals a strategic shift in their counter-UAS approach. This RFI details the procurement of the AUHPM (Mk II) system, a state-of-the-art solution designed to improve the Army’s ability to detect, track and neutralise drone threats.
The system will integrate a microprocessor for precise targeting and will be capable of both “hard kill” (destruction) and “soft kill” (disruption) operations. Additionally, the Army is prioritising self-reliance in defence technology by specifying that at least 50 percent of the system’s content should be indigenous, in line with the nation’s self-dependence initiative.
The urgency of bolstering counter-UAS defences is underscored by recent global events that have highlighted the growing role of drones in modern warfare. In April 2024, Iran launched a massive drone attack against Israel, deploying over 170 drones in one of the largest such offensives in military history.
Israel’s ability to counter this threat demonstrated the critical need for advanced counter-UAS systems. Similarly, the ongoing conflict between Ukraine and Russia has seen extensive use of UAS, further illustrating the necessity of robust anti-drone defences.
“Successfully countering these threats requires a combination of both soft and hard kill strategies,” said a senior defence official.
“We have measures in place, but we are also seeking upgrades. For example, we are exploring smart ammunition for our guns, such as pre-fragmented rounds. Work is ongoing in this direction. Our Integrated Drone Detection System and Drone Kill System are operational, but we must stay ahead of evolving threats,” the official added.
Given these developments, the Indian Army’s pursuit of advanced AUHPM systems reflects a proactive approach to securing its personnel and critical infrastructure against the evolving drone threat. The acquisition of these systems is expected to significantly enhance the Army’s defensive capabilities, ensuring readiness against both current and future UAS challenges.

29 Aug 24. Philippines seeks offers in procurement of 40 multi-role fighter jets. The Philippines has started soliciting offers as it plans to procure 40 new multi-role fighter aircraft to boost its territorial defence, the defence minister said on Thursday.
Bidders must submit a proposed financing package where payment can be spread out, Defence Secretary Gilberto Teodoro told a congressional budget hearing.
He did not specify which models the Philippines was seeking to procure, or potential bidders. It was not immediately clear the timeframe for the planned procurement.
The Philippines, a defence ally of former colonial power the United States, is seeking to modernise and beef up its military inventory and its air force currently has few fighter jets.
The military chief has said the country needed “faster and more lethal” multi-role jet fighters on top of its South Korean FA-50s.
The government is looking at reasonable financing schemes to fund its modernisation programme, including tapping syndicated loans from private lenders, Teodoro said.

27 Aug 24. Strategic submarines ‘on plan and on schedule’, says Chief of Navy. Australia is “on plan and on schedule” to receive nuclear-powered Virginia Class attack submarines from the United States, according to Chief of Navy Mark Hammond.
Royal Australian Navy Vice Admiral Hammond made the comments during a press conference with Minister for Veterans’ Affairs and Minister for Defence Personnel Matt Keogh at HMAS Stirling in Western Australia on 23 August.
Under the AUKUS trilateral agreement with the US and United Kingdom, Australia intends to acquire three Virginia Class submarines in the early 2030s and retain an option to purchase two additional submarines.
“We’re going to get our own Virginia Class attack submarine in the early 2030s, 2032 is the agreed time frame, and that’s what we’re working towards, and … we are on plan, on schedule,” VADM Hammond said.
“(For the SSN AUKUS nuclear-powered submarines) that’s subject to construction of the yard, completion of the design and that’s a much longer time frame for those reasons.
“What I would say is that this is a strategic program. I’ve said it before, strategic programs require strategic focus, strategic resourcing and a degree of strategic patience, and that’s what I would ask the Australian community to acknowledge here.
“We’re not building a car; we’re not building a truck or a bus. We’re building one of the most complex machines on the planet, and you’ve got to build the shipyard and the industry and the workforce and the knowhow first. So it’s going to take a number of, there will be a number of chiefs of navies talking to this over the next 20 years.”
The adoption of nuclear-powered submarines into the Australian Defence Force will be exciting on a national and personal perspective, he said.
“We have a shared Development Program for the submarine combat system and for the Mark 48 torpedo system. This is the missing piece of the puzzle, it’s the most advanced propulsion system and the safest naval nuclear propulsion system in the world,” VADM Hammond said.
“So in that context, I am excited about the fact that the Australian submarine force of the future will be operating in the most survivable and most capable submarines available to our nation. That’s what excites me the most.”
In addition, the Chief of Navy outlined discussions with international neighbours such as the Philippines, Vietnam and Indonesia regarding the adoption of more complex submarines.
“I was just texting with the Chief of Navy of the Philippines about an hour and a half ago, Vice Admiral Adaci, he’s hoping to get out here for Exercise Kakadu, I hope that happens. And similarly, Admiral Muhammad Ali, the Chief for the Indonesian Navy KSAL, he and I have been friends for a long time, he’s a submariner as well,” VADM Hammond said.
“The reality is chiefs of navy in the region and Australia enjoy a very good relationship. Most of us communicate very, very regularly. We interact with a number of different international fora, and all of my counterparts in the region that I have a direct relationship with are very comfortable with the AUKUS program and, for some reason, a lot of them are submariners right now, Malaysia, Indonesia, Korea, Vietnam, to name a few.

27 Aug 24. Indian Army ‘seeks solutions to neutralise drone swarms.’ Various Indian media outlets report that the Indian Army has issued a Request for Information (RFI) for high power microwave systems capable of defeating uncrewed aerial systems (UAS).
For example, Defence.in notes that the RFI is for “the procurement of 45 Anti-UAS High Power Microwave Mark-II System (AUHPM Mk-II) to neutralise UAS and swarm drones”.
According to the media reports, the Indian Army specifies a minimum range of 5 km and the ability to operate in various terrains, including high altitudes, plains, deserts, and coastal areas. The counter-UAS systems are required to provide advanced surveillance, detection, and tracking capabilities, “with a microprocessor for precise targeting and a High Power Microwave weapon system capable of both hard kill and soft kill”.

27 Aug 24. Thai air force wants to acquire Swedish Gripen 39 fighter jets. The Thai Air Force said on Tuesday it wanted to acquire Gripen 39 fighter jets built by Sweden’s SAAB to replace its ageing jet fighters.
The Air Force said it had spent 10 months weighing all options before deciding “the JAS 39 Gripen E/F has the capability to match the demand of the military doctrine and the Air Force’s strategy,” the statement said.
The Thai Air Force was initially choosing between the Gripen and the U.S.-made Lockheed Martin (LMT.N), F-16 fighter jets with the final decision to buy remaining subject to approval by the Thai cabinet.
“I can confirm that the Thai Air Force have communicated their wish to purchase the Gripen fighter jets in the future,” a SAAB spokesperson told Reuters.
There is currently no contract or order in place, the spokesperson added.
Thailand currently has 11 JAS 39 Gripen fighter jets and dozens of American F-16 and F-5 jets, some of which have been in operation since the late 1980s
The Air Force had already requested a budget of 19 bn baht ($560 m) for 2025 fiscal year for the purchase of four new unspecified fighter jets, to be acquired over 2025 to 2029. This is part of its long-term plan to acquire an overall of 12 new fighter jets by fiscal year of 2034 to replace its ageing fighters.
