25 Aug 14. Poland speeds up attack helo buy; JASSM buy likely to be prioritised. Polish deputy defence minister Czeslaw Mroczek has been quoted by the media as announcing that the procurement of 30 attack helicopters would be conducted 2 years earlier than originally planned. Poland is also likely to speed up the procurement of the second naval missile system, a long-range missile launcher and JASSM missiles for its F-16s. The decision has come in the wake of the ongoing crisis in Ukraine. Reuters reported Mroczek as saying that the first stage of the procurement process, originally scheduled for 2016, had already started and confirmed that 10 companies have submitted their offers but declined to name them. Based on market presence and geopolitical trends, it is assessed that Boeing’s AH-64 Apache, AgustaWestland’s AW-129 and Eurocopter’s EC-Tiger may be strong contenders. (Source: Hawk Information)
18 Aug 14. US Army requires rounds for Shoulder-Launched Multi-Purpose Assault Weapons. The US Army Contracting Command-New Jersey has, on behalf of the Program Manager-Close Combat Systems (PM-CCS), issued a prior information notice for the production of the following Shoulder-Launched Multi-Purpose Assault Weapon (SMAW) Rounds:
• 83mm High Explosive Dual Purpose (HEDP) MK3 MOD 0 (DODIC: HX05)
• 83mm High Explosive Anti-Armour (CP) Practice MK7 MOD 0 (DODIC: HX07)
• 83mm High Explosive (NE) SMAW MK80 MOD 0 (DODIC: HA34)
• Inert 83mm High Explosive Dual Purpose (HEDP) MK3 MOD 0
• Inert 83mm High Explosive Anti-Armour (CP) Practice MK7 MOD 0
• Inert 83mm High Explosive (NE) SMAW MK80 MOD 0
The procurement will be held as a full and open competition. The maximum contract value is estimated to be USD97.2m and the minimum guarantee is of USD11.2m. The PM-CCS intends to host a classified Industry Day Session on or about 25 September 2014. The SMAW Rounds are required to offer greater mission flexibility on the battlefield and the supplier will be responsible for providing all materials, equipment, hard tooling, personnel and facilities necessary to manufacture, produce and deliver the types and quantities of the rounds procured.

15 Aug 14. HAMMER munition RfP expected in September. The US Air Force Materiel Command is expected to release an RfP for the procurement of Heated and Mobile Munitions Employing Rockets (HAMMER) munition around 10 September, 2014. A draft RfP was issued in late July after completion of market research. A tender is expected to be formalised early next month for an unrestricted procurement process. The objective of the procurement will be to develop and demonstrate a Weapons of Mass Destruction (WMD) defeat capability. At the start of the market research, it was revealed that the munition should be capable of penetrating into representative targets with a BLU-109B 2,000 lb. class hard target penetrator warhead. It must “dispense a payload of Kinetic Fireball Incendiaries (KFI), and defeat representative chemical and/or biological equipment and agent simulants while mitigating the release of any viable WMD simulants into the surrounding area”. 31 Aug 14. RMMV procurement for LCS Module. The US Naval Sea Systems Command has issued an RfP for a Remote Multi-Mission Vehicle (RMMV) which integrates with the LCS MCM Mission Module. The intention is to procure up to 18 RMMV with related support and interfacing systems/equipment, provision of engineering services, logistic support, Government testing support and documentation.
