15 Nov 19. Babcock awarded contract for UK Type 31 frigate programme. The UK Ministry of Defence (MoD) has confirmed a contract award to Babcock for the design and build of the Royal Navy’s new Type 31 general-purpose frigate. Signed on 15 November, the deal covers the delivery of five ships at an average production cost of GBP250m (nearly USD323m) each. The frigates will be assembled at Babcock’s Rosyth facility and involve supply chains throughout the UK in line with the UK’s National Shipbuilding Strategy, the company said in a regulatory announcement to the London stock exchange. 14 Nov 19. Bittium has received a purchase order from the Finnish Defence Forces for narrowband waveform development work for the tactical Bittium Tough SDR™ radios. Bittium is delivering the radios to the Finnish Defence Forces based on a purchase agreement that was signed in December 2018. Along with the now ordered waveform development work, the Finnish Defence Forces can start field tests with the radios and further waveform development in co-operation with Bittium for the needs of the Finnish Defence Forces. The narrowband waveform enables transmitting voice and messages over long distances and even in potentially congested communication networks. Bittium Tough SDR radios can use, even simultaneously, both Bittium Narrowband Waveform™ as well as the wideband Bittium TAC WIN™ (Tactical Wireless IP Network) waveform and the European collaborative ESSOR HDR WF (European Secure SOftware defined Radio, High Data Rate Waveform) waveform. The value of the purchase order is approximately EUR 0.7m (excl. VAT). The order will not change Bittium’s financial outlook for the year 2019, published on August 8, 2019 in Bittium’s Half Year Financial Report January-June 2019.

Eurospike, a joint venture between Rafael Advanced Defense Systems Ltd., Diehl Defence GmbH & Rheinmetall Electronics GmbH has signed a multi-year framework contract for the supply of SPIKE (also known as MELLS in Germany) Missiles & launchers to the German Army. The missiles and launchers will be manufactured in Germany by local German companies, in keeping with RAFAEL’s global policy of teaming up with domestic industry, resulting in knowledge transfer and local job creation. The contract was signed by representatives from Eurospike and BAAINBw in a ceremony that took place at the beginning of November in the offices of the German MOD (BAAINBw) in Koblenz Germany. As part of the framework contract, the first order was made for the supply of 1500 SPIKE rounds, as well as hundreds of RAFAEL’S new ICLU (Integrated Control Launch Unit) dismounted missile launchers. The multi-year framework contract will allow the Bundeswehr to continue procuring additional SPIKE Missiles in the next few years to reach its goal of high launcher-to-missile ratio. The German Army is already currently using both the dismounted portable SPIKE (MELLS) launcher as well the as the vehicle-mounted launcher on the German army Puma, Marder & Wiesel. SPIKE is a cutting-edge precise, multi-platform, multi-mission and multi-range electro-optical missile Family, with capabilities of fire-and-forget, as well as fire, observe and update, allowing attack of hidden targets. With 33 SPIKE missile users around the world, Germany is among 19 other SPIKE users in the EU and NATO. 15 Nov 19. Diehl Defence has received a contract to support the development and production of a new mobile ground-based air defence system for Norway. The company will provide its IRIS-T short-range air-to-air missiles for the system proposed to be built for the Norwegian Army. Kongsberg Defence & Aerospace is the primary contractor for the new air defence system. The company was awarded a contract last month by the Norwegian Defence Materiel Agency to deliver the air defence system under a direct procurement process. IRIS-T air-to-air missiles are already in use by the Norwegian Air Force. They are designed to support both ground and air-launched applications. The missiles are intended to be fired from Diehl Defence’s advanced IRIS-T SLS missile launcher. The company supplies the IRIS-T SLS ground-based air defence system to the Swedish Army. The system’s firing units were recently handed over to the Swedish Armed Forces’ Air Defence Regiment. U.S. Special Operations Command (USSOCOM) awarded L3Harris Technologies (NYSE:LHX) an initial $86m full-rate production order for Falcon IV AN/PRC-163 two-channel handheld tactical radios that will provide Special Operations Forces (SOF) operators with advanced communications capabilities. The order is part of a $390m IDIQ contract awarded by USSOCOM in 2015 under the Next Generation Tactical Communications (NGTC) program to deliver an advanced two-channel radio for SOF operators. USSOCOM also has awarded the company a NGTC contract to deliver multichannel Next-Generation Manpack radios. The NGTC handheld and manpack radios are the backbone of the complete ecosystem of SOF-focused solutions that L3Harris is providing to USSOCOM. The AN/PRC-163 is a powerful multi-channel, software-defined radio system that enables advanced tactical communications and meets USSOCOM’s rigorous requirements for a small, two-channel, multiband, multifunction and multi-mission tactical radio. The AN/PRC-163’s familiar, yet enhanced interface is easy-to-use, and the flexible software-defined architecture enables users to quickly add new waveforms and capabilities, while mission modules allow the addition of tailored applications for specific missions like receiving ISR full-motion video.
15 Nov 19. Raytheon Co., Largo, Florida, has been awarded an $86,756,767 cost-plus-fixed-fee contract for the Presidential and National Voice Conferencing (PNVC) Integrator contract. The PNVC capability is a new requirement for use by the president of the United States (POTUS), secretary of defense, chairman of the Joint Chiefs of Staff, combatant commanders and other senior leaders. The POTUS and national leadership require worldwide, secure, survivable voice conferencing capability that supersedes and improves upon the existing Milstar Survivable Emergency Conferencing Network system. The PNVC capability will incorporate improved voice quality, reduced latency, high availability, increased number of subscribers and a new conference management capability for the user community. 13 Nov 19. DARPA’s Angler Program Awards Contracts to Advance Autonomous Underwater Systems. Six companies will work toward robotic solutions to navigate ocean depths, manipulate objects on sea floor. DARPA has awarded six contracts for work on the Angler program, which aims to pioneer the next generation of autonomous underwater robotic systems capable of physical intervention in the deep ocean environment. This class of future unmanned underwater vehicles (UUVs) must overcome reliance on GPS and human intervention to support infrastructure establishment, maintenance, and resilience over the vastness of the ocean. The Angler program seeks to merge breakthroughs in terrestrial and space robotics, as well as underwater sensing, to develop autonomous robotic solutions capable of navigating and surveying ocean depths, and physically manipulating human-made objects of interest. Three companies will perform in Track A, focused on developing an integrated solution for all challenges in the Angler technology and operational areas:

19 Nov 19. Meggitt PLC (MGGT.L) Tuesday announced that it has secured a six year requirements contract with the Defense Logistics Agency or DLA, Philadelphia. The deal is for the supply of fuel bladders to the F/A-18 Super Hornet, V-22 Osprey and the CH/MH-53 Super Stallion. The company said the contract extension has a potential lifetime value of $130m and deliveries are scheduled to commence in 2020. Meggitt noted that its fuel bladders use innovative polyurethane technology to provide a long-life, lightweight solution that is highly flexible, durable and maintenance-free. The Raytheon Co., Tucson, Arizona, has been awarded a $386,000,000 contract modification (P00001) to the previously awarded contract FA8681-18-D-0001 for the total package approach (TPA) to the Paveway Family of Weapons. The contract action provides a TPA for Paveway-specific activities including, but not limited to: studies, production, certification, integration and sustainment. This modification increases the ceiling of the indefinite-delivery/indefinite-quantity contract from the previously awarded amount of $110,000,000 to $496,000,000. 21 Nov 19. Rohde & Schwarz radios for F-16 Block 70 aircraft. Rohde & Schwarz has been selected by Lockheed Martin as the preferred supplier of airborne radio communications for new production F-16 Block 70 aircraft, the company announced on 20 November. The F-16 Block 70 is the newest and most advanced F-16 production configuration. Rohde & Schwarz will provide its AN/ARC-238 software-defined radio (SDR) for the aircraft for international customers. The AN/ARC-238 is the US version of the company’s R&S MR6000R/L radio. The AN/ARC-238 consists of two transceivers, one installed in the avionic bay, remotely controlled; and one installed in the cockpit controllable by a local control panel. The radio is capable of covering the frequency range from 30MHz to 400MHz and supporting the NATO frequency hopping algorithms (TRANSEC) HAVE QUICK II and SATURN. 20 Nov 19. DOD Awards $48.9m to Universities for Major Research Equipment. Continuing its long history of successful collaboration with the scientific community, the Department of Defense announced awards to 172 university researchers totaling nearly $49m under the Defense University Research Instrumentation Program. These grants will benefit 91 institutions across 40 states in fiscal year 2020. The Department of Defense is a committed participant in and champion of the country’s scientific ecosystem. Through DURIP, the Department supports purchases of major research equipment to augment current and develop new capabilities. This effort enables universities to perform cutting-edge research that boosts the United States’ technological edge while ensuring that our future science, technology, engineering and math workforce remains second to none. The annual DURIP award process is highly competitive. The program is administered through a merit competition jointly conducted by the Army Research Office, Office of Naval Research, and Air Force Office of Scientific Research. The Department seeks specific proposals from university investigators conducting foundational science and engineering research of importance to national defense. In the fiscal year 2020 competition, the three military service research offices received 724 proposals requesting nearly $295m in funding. PAR Technology Corporation (NYSE:PAR) today announced that its subsidiary, PAR Government Systems Corporation (PGSC), was awarded a $4.8m research and development contract from the U.S. Air Force called “Radio Frequency Innovative Technology” (RFIT). RFIT is a five-year program with the Air Force Research Laboratory (AFRL) Information Directorate, under which, PAR Government will conduct high-valued research, development, test and evaluation (RDT&E) activities to accomplish radio frequency (RF) and communications technical program requirements for operational airframes, aircraft, vehicles, weapon systems, and controlled, contested environment (CCE) tests and experiments in response to Air Force and other Department of Defense (DoD) components. 15 Nov 19. The US Army has awarded the Human Resources Command Cloud Computing Environment (HRC2E) contract to Science Applications International Corp (SAIC). SAIC will move the army’s enterprise applications to a Cloud computing environment. The contract to modernise the information technology (IT) infrastructure of the military branch has a value of more than $41m over three years. The company won the contract under the Information Technology Enterprise Solutions – 3 Services (ITES-3S) indefinite-delivery, indefinite-quantity contract vehicle. The firm will assess, upgrade and migrate 89 human resource applications of the US Army to Cloud. The IT modernisation project will allow the army to refactor and replace internal application components. 20 Nov 19. Belarus to buy Ataka ATGMs. Belarus intends to purchase 9M120 Ataka anti-tank guided missiles (ATGMs) from Russia in 2020-21, the state news agency Belta reported Defence Minister Andrei Ravkov as having said during a press conference on 12 November. The missiles are fired from 9K114 Shturm launchers that can be mounted on armoured vehicles and Mi-24 or Mi-28 helicopters, the report added. They can engage targets including armoured vehicles and reinforced positions up to a range of 6 km according to Ravkov. (Source: IHS Jane’s)
17 Nov 19. Barrett Communications have recently delivered equipment as part of a United States funded program into Egypt. The contract was to supply High Frequency (HF) and Very High Frequency (VHF) radio communications equipment. The project is split over multiple phases and will include radio communications equipment for ground, mobile and airborne applications. In the first phase of the program, Barrett is providing the Barrett PRC-2080+ VHF equipment in the 5W handhelds and PRC-2082+ 50W vehicles systems. The Barrett PRC-2090 is also being supplied as part of the mid to long range communications with the PRC-2091 mobile station and PRC-2092 base station systems. Barrett Communications CEO, Mr Andrew Burt commented “Our HF and VHF systems are already used in this country and this contract will further enhance the existing systems they are using. Our unique combination of products and system capabilities makes us an ideal provider for military and defense customer globally.”

DroneShield Ltd (ASX:DRO or DRO.AU) (“DroneShield” or the “Company”) has been contracted to provide counterdrone protection for the 30th Southerneast Asian Games held in the Philippines from 30 November 2019 to 11 December 2019. The Games are expected to include 11 participating nations and approximately 9,000 athletes, and consist of 530 events across 56 sports. The event is expected to attract an audience of approximately 500 million viewers. DroneShield has sold, and received payment for, several of its products for the deployment at the Games. Additionally, the event will be utilised as a product demonstration opportunity to a large number of event security organisers, law enforcement and militaries across the region and globally.

Israel Shipyards Ltd. – one of the largest privately-owned shipbuilding and repair facilities in the Eastern Mediterranean – recently signed a contract with the Israel MOD and the Israeli Navy for the supply of a floating dock and a 10 years’ maintenance service. The Floating dock allows for greater operative mobility and flexibility in the installation of all Israeli combat systems onboard the SA’AR 6 ships upon their arrival. It enables adaptation and upgrade of the various vessels to withstand the corps’ evolving challenges. The floating dock is designed for the maintenance and repair of SA’AR 6-class corvettes as well as submarines used by the Israeli Navy.

21 Nov 19. Chilean Navy procures Airbus H125 helos. The Chilean Navy has ordered two H125 light helicopters from Airbus. It is the first procurement step in the planned acquisition of five aircraft to replace the service’s Bell 206 Jet Rangers (designated SH-57) for liaison, utility and for the training of rotary-wing pilots. The order, worth USD6.7m, came after the finalisation of negotiations with Airbus, whose H125 was selected in September from a shortlist that also included Leonardo’s AW119Kx Koala. 20 Nov 19. Calidus inks its first B-250 light attack plane order. UAE aerospace company Calidus scored its first contract for the B-250 light attack aircraft on Nov. 20, when the United Arab Emirates placed an order for 24 planes at the Dubai Airshow. The contract, worth AED 2.273bn or about $260m, represents the first time the UAE military has purchased a domestically-produced aircraft. The first B-250 plane was unveiled at Dubai Airshow 2017 and has since been shown at IDEX this past February and the 2018 Bahrain International Airshow. The B-250 is a turboprop plane built for close air support, counter-terrorism activities, training and the collection of intelligence, surveillance and reconnaissance. It was designed by Brazilian firm Novaer and has an operating cost of about $1,200 per flight hour, according to Calidus. 19 Nov 19. Russia will deliver two Mikoyan MiG-29 twin-engine jet fighter aircraft to Mongolia on occasion of the Independence Day on November 26. The Ministry of Defense of Mongolia plans to purchase 4-5 new MiG-29 aircraft from Russia, ITAR-TASS reports with reference to the Aviation Week & Space Technology. The Mongolian medee.mn agency says that Mongolian Air Force received two MiG-29 from Russia. MBDA has been awarded a contract from Korea Aerospace Industries (KAI) for the integration of the Meteor beyond visual range air-to-air missile onto the KF-X future Korean fighter aircraft. The contract includes integration support to KAI, transfer of know-how and manufacture of test equipment for the KF-X integration and trials campaign. The United Arab Emirates announced today, at the Dubai Airshow, that they intend to conclude a contract amendment for the purchase of two additional GlobalEye Airborne Early Warning & Control aircraft from Saab. According to today’s announcement, the potential order value related to this contract amendment would be USD 1.018bn. A period of final negotiations will now follow. Saab has not yet signed the contract amendment or received an order relating to today’s announcement. The original development and production contract for GlobalEye was awarded to Saab at the Dubai Air Show in November 2015 by the United Arab Emirates with an initial order for two systems. An additional order by the UAE for a third system was announced in 2017. GlobalEye provides air, maritime and ground surveillance in a single solution. It combines a new extended range radar with the ultra-long range Global 6000jet aircraft from Bombardier.
