29 Jan 19. BAE Systems wins 155mm ammunition competition for the British Army. BAE Systems has won a contract to supply 155mm Smoke and Illuminating artillery rounds to the UK Ministry of Defence. The contract adds Smoke and Illuminating natures to the portfolio of 155mm calibre rounds already supplied by BAE Systems to the MOD, helping to sustain key skills within the Land UK business. The contract, competed globally through the MOD tender process, is initially valued at £16m and offers the customer flexibility to add additional quantities in later years. For the shell body, BAE Systems will use Rheinmetall’s existing Assegai Carrier design which will deliver time and cost savings by removing the need for an entirely new round to be designed. The shell bodies will be manufactured at BAE Systems’ UK facility in Washington, while the Smoke and Illuminating payloads will be assembled into the shells at the Company’s Glascoed facility in South Wales.

General Dynamics Mission Systems, Pittsfield, Massachusetts, is awarded $13,067,576 for contract modification P00006 to a previously awarded cost-plus-incentive-fee, firm-fixed-price contract (N00030-18-C-0005) for sustainment of the U.S. and United Kingdom SSBN Fire Control System; and the U.S. SSGN Attack Weapon Control System, including training and support equipment and research and development.  The work will be performed in Pittsfield, Massachusetts (97.50 percent); and other various locations less than one percent each (2.50 percent), with an expected completion date of December 2020.  Fiscal 2019 other procurement (Navy) funds in the amount of $10,004,025; United Kingdom funds in the amount of $2,240,000; and fiscal 2019 operations and maintenance (Navy) funds in the amount of $823,551 are obligated on this award.  Funds in the amount of $823,551 will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

30 Jan 19. Lockheed Martin Space, Sunnyvale, California, is awarded $559,622,074 for cost-plus-incentive-fee, fixed-price-incentive, cost-plus-fixed-fee modification P00004 to a previously awarded contract (N00030-18-C-0100) for Trident II (D5) missile production and deployed system support.  Work will be performed in Magna, Utah (29.47 percent); Sunnyvale, California (16.75 percent); Cape Canaveral, Florida (14.07 percent); Pittsfield, Massachusetts (6.00 percent); Denver, Colorado (5.56 percent); Camden, Arizona (3.96 percent); Titusville, Florida (3.87 percent); Kingsport, Tennessee (3.87 percent); Kings Bay, Georgia (3.15 percent); El Segundo, California (2.87 percent); Lancaster, Pennsylvania (2.00 percent); Clearwater, Florida (1.11 percent); Inglewood, California (1.08 percent); and other various locations less than one percent (6.24 percent total), and work is expected to be completed Sept. 30, 2023.  Fiscal 2019 weapons procurement (Navy) funds in the amount of $412,117,013; fiscal 2019 other procurement (Navy) funds in the amount of $9,717,587; and United Kingdom funds in the amount of $137,787,474 will be obligated on this award. 25 Jan 19. The Boeing Co., Seattle, Washington, is awarded a $2,458,707,154 modification to a previously awarded firm-fixed-price, cost-plus-fixed-fee contract (N00019-14-C-0067).  This modification provides for the production and delivery of 19 P-8A lot 10 aircraft to include 10 for the Navy, four for the government of the U.K. and five for the government of Norway.  In addition, this modification includes engineering change proposal 4 SilverBlock for the government of the U.K. and Lot 10 segregable efforts consisting of unknown obsolescence, Class I change assessments and obsolescence monitoring.  Work will be performed in Seattle, Washington (80.6 percent); Baltimore, Maryland (2.6 percent); Greenlawn, New York (2.4 percent); Cambridge, U.K. (1.6 percent); and various locations within and outside the continental U.S. (12.8 percent), and is expected to be completed in March 2022.  Fiscal 2019 aircraft procurement (Navy); and Foreign Military Sales (FMS) funds in the amount of $2,458,707,154 will be obligated at time of award, none of which will expire at the end of the current fiscal year.   This modification combines purchases for the Navy ($1,256,865,203; 51 percent); the government of Norway ($694,971,086; 28 percent); and the government of the U.K. ($506,870,865; 21 percent), under the FMS program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

28 Jan 19. Bittium has received a purchase order from the Finnish Defence Forces for the maintenance and further development of systems and related products meant for tactical communications. The purchase order includes the maintenance and further development of the Software Defined Radio based Bittium Tactical Wireless IP Network™ (TAC WIN) system, the Bittium Tough VoIP™ system for tactical IP calls and data transfer, as well as the products related to the systems. These systems are used by the Finnish Defence Forces to support their reformed combat doctrine, where mobility, leading the troops on the move and effective communications play a key role. The purchase order applies to the years 2019-2020 and includes technical support for the systems and the equipment, software support, maintaining readiness for system support, management of system support and development of new features. Included is also the development of the waveform used by the Bittium TAC WIN system. This persevering development work continues the further improvement of the data transfer capacity and survivability of the TAC WIN system so that the performance of the whole system is world-class. The value of the purchase order is EUR 3.4m (excl. VAT). The purchase order does not affect Bittium’s financial outlook for the year 2018 (published in the Half Year Financial Report January–June 2018 on August 8, 2018). Bittium will publish its Financial Statement Bulletin 2018 on February 21, 2019, where Bittium will release the Financial Outlook for 2019.

29 Jan 19. GD European Land Systems Develops Floating Platform for Civil Protection and Disaster Relief. General Dynamics European Land Systems-Bridge Systems (GDELS-Bridge Systems) announced today that it has been awarded a contract to develop a multifunctional, modular floating platform known as Pontoon Boat, or PoBo.  The project was awarded under the Innovation Programme for the Support of Diversification Strategies of Defense Companies in Civil Security Technologies, or DIVERS.  DIVERS is a program launched by Germany’s Federal Ministry of Economics and Energy (BMWI), with VDI Technologiezentrum GmbH as the responsible project executing agency. 25 Jan 19. Hellenic Coast Guard to receive three coastal patrol boats. The Greek Ministry of Merchant Marine and Island Policy, on behalf of the Hellenic Coast Guard, signed a EUR42m (USD48m) contract with Italian shipbuilder Cantiere Navale Vittoria for the supply of three patrol boats on 23 January. The acquisition, which includes an option of a fourth boat, received 90% of its funding from the EU’s Frontex border agency. The vessels are planned to be delivered by 2020 and will be assigned for four months per year to Frontex missions outside Greek waters. Displacing 160 tonnes, the vessels will have an overall length of 37m, a top speed of 37kt, and a range of 1,000n miles at 29kt. (Source: IHS Jane’s)

31 Jan 19. The temporary consortium formed by Chantiers de l’Atlantique and Naval Group has been notified of an order for four Logistic Support Ships (LSS) and of their first six years of operational maintenance. This order for the French Navy is part of the Franco-Italian LSS Programme led by OCCAr1*, the international Organisation for Joint Armament Co-operation, on behalf of DGA, the French Defence Procurement Agency, and of its Italian counterpart NAVARM. The delivery of these ships will take place between the end of 2022 and the beginning of 2029. A signing ceremony with the representatives of the stakeholders took place today. These tankers, with a fuel capacity of 13,000 m3, have the mission to provide logistical support to the French and allied navies’ combat vessels. They will carry fuel for vessels, jet fuel for aircraft, weapons and ammunition, spare parts, as well as food. The ships will also be equipped with waste management solutions and repair workshops. Their characteristics will adapt as well to their specific missions in support to the aviation group constituted around the aircraft-carrier Charles de Gaulle. The design of the vessels will be based on the Italian LSS Vulcano (already under construction by Fincantieri), the first ship of the Italian-French Logistic Support Ship (LSS) programme managed by OCCAR. The industrial organisation of this major programme will mobilise the industrial capabilities of both nations.  Chantiers de l’Atlantique is in charge of the design and construction of the ships. Given the current heavy load of Chantiers de l’Atlantique and in order to enhance industrial synergies, the construction of the forward hull section of the vessels could be outsourced to Fincantieri. Naval Group is responsible for the design, supply and integration of the combat and military systems (aviation, ammunition, immunisation). The company is also responsible for certain functions such as cyber security, electromagnetic compatibility, etc.

DRS Sustainment Systems Inc., St. Louis, Missouri, was awarded a $74,864,274 cost-plus-fixed-fee contract for rapid development, production, deployment, and support of the Mobile-Low Slow, Small Unmanned Aircraft Integrated Defeat System. One bid was solicited with one bid received. Work will be performed in St. Louis, Missouri, with an estimated completion date of Jan. 30, 2020. Fiscal 2019 research, development, test and evaluation; operations and maintenance, Army; and other procurement, Army funds in the amount of $36,683,495 were obligated at the time of the award. 29 Jan 19. FLIR Systems, Inc. (NASDAQ: FLIR) announced today it has received a delivery order for 24 U.S. Army Chemical, Biological, Radiological, and Nuclear Dismounted Reconnaissance Sets, Kits, and Outfits (CBRN DR-SKO) systems. The delivery order is under a five-year indefinite delivery, indefinite quantity (IDIQ) contract from the U.S. Department of Defense, in support of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) DR-SKO Program of Record. The order is valued at $27.9m, with deliveries extending through the third quarter of 2019. The CBRN DR-SKO system is a set of mission specific kits that characterize and provide full spectrum CBRN dismounted reconnaissance capability utilized by the U.S. Military Joint Services, including units within the Army, Navy, Air Force, Marines, and National Guard Weapons of Mass Destruction-Civil Support Teams. 31 Jan 19. General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $402,163,806 cost-plus-fixed-fee contract for Stryker system technical support services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 31, 2024. 30 Jan 19. The Javelin Joint Venture was awarded a production contract for 2,100 F-Model (FGM-148F) missiles, following a successful and rigorous system qualification test program that included 21 successful flight tests. The contract launches the initial full-rate production agreement for the Javelin F-Model missile, replacing the Javelin FGM-148E (Block I).  The Javelin FGM-148F missile features an advanced multipurpose warhead (MPWH) as part of the man portable, fire-and-forget Javelin missile system. The MPWH incorporates the latest generation shaped charged technology to defeat present and future advanced armored threats while adding a fragmenting steel warhead case to significantly improve lethality against soft targets and light armored vehicles. The Javelin F-Model round deliveries are planned for early 2020 and will be available for international allies, with U.S. government permission.  There are also funded efforts underway to develop a higher performance Lightweight Command Launch Unit (CLU) and FGM-148G Model missile that will dramatically improve system performance while reducing weight and lowering system cost.    First deployed in 1996, Javelin is the world’s most versatile and lethal one-man-portable and platform-employed anti-tank and multi-target precision weapon system. To date, more than 45,000 missiles and 12,000 CLUs have been produced. The Javelin weapon system has experienced numerous technology insertions since its initial fielding to stay ahead of advancing threats.  Javelin, which is produced by a joint venture between Raytheon and Lockheed Martin, has been used extensively and to great advantage in combat operations in both Afghanistan and Iraq.  Over 5,000 engagements have been successfully conducted by U.S. and coalition forces. Current U.S. allies that have Javelin in inventory include France, Taiwan, Jordan, Qatar, Turkey, Lithuania, Czech Republic, Indonesia, Ireland, New Zealand, Norway, Oman, Ukraine, Georgia, Australia, Estonia, UAE and the United Kingdom. Huntington Ingalls Industries – Newport News Shipbuilding, Newport News, Virginia, is awarded the detail design and construction (DD&C) efforts for nuclear-powered aircraft carriers Enterprise (CVN 80) and unnamed CVN 81 under the following contract actions: (1) A $14,917,738,145 fixed-price-incentive-firm target modification to previously awarded contract N00024-16-C-2116 for DD&C efforts for the future USS Enterprise (CVN 80) and unnamed CVN 81. The current contract for advance procurement funded efforts has been in place since 2016. (2) A $263,096,868 cost-plus-fixed-fee modification to previously awarded contract N00024-16-C-2116 for associated research and development efforts. (3) A $31,097,671 cost-plus-fixed-fee modification for additional level-of-effort in support of maintenance of the CVN 78 class specification, design efforts, feasibility and tradeoff studies, and scoping and estimating. 31 Jan 19. Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $41,967,720 modification to a previously awarded firm-fixed-price contract N00019-17-C-0081 for the procurement of 20 production Marine Turbine (MT7) engines for the Landing Craft, Air Cushion (LCAC) 100 Class craft in support of the Ship to Shore Connector program. Each LCAC 100 craft consists of four MT7 engines.  Work to be performed includes production of the MT7 engines and delivery to Textron Marine Systems for the assembly of the LCAC 100 Class craft. Work will be performed in Indianapolis, Indiana, and is expected to be complete by December 2020. 30 Jan 19. ARTEL LLC, Herndon, Virginia, was awarded a contract modification (P00013) to exercise Option Period Three on task order GS-35F-5151H / HC101316F0022, for commercial satellite communications service.  The face value of this action is $23,328,000 funded by fiscal 2019 operations and maintenance funds.  The total cumulative face value of the task order is $93,159,500.  Performance directly supports the Air Force’s Central Command area of responsibility for intelligence, surveillance and reconnaissance platforms.  Quotations were solicited via the General Services Administration’s Federal Supply Schedule, Information Technology Schedule 70, and one quotation was received from 29 offerors solicited.  The period of performance for Option Period Three is Feb. 10, 2019, through Feb. 9, 2020, and there is one remaining unexercised option period for this task order.  The Defense Information Technology Organization, Scott Air Force Base, Illinois, is the contracting activity.

23 Jan 19. U.S. Air Force Awards Comtech Telecommunications $1m Order for Latest L-Band Satellite Modem Board. Comtech Telecommunications Corp. (Nasdaq: CMTL) has revealed that, during the firm’s second quarter of fiscal 2019, the company’s Tempe, Arizona-based subsidiary, Comtech EF Data Corp., which is part of Comtech’s Commercial Solutions segment, received a $1.0m equipment order from a defense contractor — the equipment will be deployed to support a United States Air Force (USAF) program. The order specified the DMD1050TS L-Band Satellite Modem Board. The DMD1050TS is Comtech EF Data’s latest generation modem board set targeted at critical government and military applications. The product complies with the widest possible range of U.S. Government (USG) and commercial standards and is compatible with the largest number of satellite modems in the industry. This modem board is fully compliant with MIL-STD-188-165A, STANAG 4486 Edition 3 (EBEM), and the IESS–315 commercial standards at data rates up to 37 Mbps. Additionally, the DMD1050TS has successfully completed Phase I of Army Forces Strategic Command (ARSTRAT) WGS certification and is scheduled for final Joint SATCOM Engineering Center (JSEC) evaluation. The DMD1050TS L-Band Satellite Modem board offers a complete modem with FIPS certified TRANSEC on a compact PCB daughter board. The embedded TRANSEC capability is fully compatible with the TRANSEC capabilities in Comtech EF Data’s DMD2050E and SLM-5650A Satellite Modems. The extensive list of integrated hardware and software options allows the user to integrate the modem on many platforms and provide an upgrade path for future networks. 28 Jan 19. GD Awarded F-35 Joint Strike Fighter IT Support Contract. General Dynamics Information Technology (GDIT) announced today it was recently awarded the Joint Strike Fighter (JSF) F-35 IT program support contract. The Naval Air Warfare Center Aircraft Division (NAWCAD) awarded a task order against a previously issued General Services Administration, Government Wide Acquisition Alliant Contract (GS00Q09BGD0030) to General Dynamics One Source, a joint venture between GDIT and General Dynamics Mission Systems. The contract holds an estimated ceiling value of $155.6m and includes a base period of two years with three one-year options. GDIT will provide knowledge-based, information assurance and cybersecurity IT services to the F-35 JSF Virtual Enterprise (JVE) network in support of the F-35 Lightning II Joint Program Office (JPO). Through this contract, GDIT will provide a full range of IT and cybersecurity services for the entire JVE. These services will include program management, enterprise performance management, enterprise architecture, implementation of emerging capabilities and requirements, life cycle management, operations & maintenance, enterprise data management, service desk support and IT training. Northrop Grumman Systems Corp., San Diego, California, is awarded $55,062,919 for modification P00011 to a previously awarded fixed-price-incentive-firm contract (N00019-16-C-0055).  This modification provides for the procurement of five Fire Scout MQ-8C unmanned air systems and two lightweight fuel cells.  Work will be performed in San Diego, California (33 percent); Ozark, Alabama (27 percent); Fort Worth, Texas (18 percent); Moss Point, Mississippi (16 percent); and various locations within the continental U.S. (6 percent), and is expected to be completed in August 2021.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $55,062,919 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

30 Jan 19. Raytheon Company (NYSE: RTN) was awarded the following contract as announced by the Department of Defense on January 2, 2019. Raytheon Co., El Segundo, California, was awarded $81,224,627 for modification P00007 to a previously awarded fixed-price-incentive-firm-target contract (N00019-17-C-0042).  This modification provides for the procurement of 228 configuration components required for completion of Configuration D Retrofit Component engineering change proposals for the F/A-18E/F and EA-18G aircraft for the Navy and the government of Australia.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

31 Jan 19. iGov Technologies has received a contract from the US Marine Corps for the CDN Data Distribution System-Modular (DDS-M) small form-factor. The award will fetch iGov a sum of $174m if the Marine Corps elects to exercise all contract options. The firm fixed-price contract is valid for five years and requires the company to replace the legacy CDN DDS-M with a small form-factor solution that is designed to increase tactical networking performance and reduce the physical footprint. iGov Technologies Corporate Business Development senior vice-president iGov is a provider of mission-centric command, control, communications, computer (C4) solutions to its government customers. Last month, the company secured a multiple award, indefinite-delivery indefinite-quantity task order from the US Navy under SeaPort-NxG. Under the contract, the company agreed to provide engineering, financial management, and programmatic support services in 23 functional areas to the Navy Systems Commands, the Office of Naval Research, Military Sealift Command, and the US Marine Corps. 29 Jan 19. Japan – AEGIS Weapon System. The US State Department has made a determination approving a possible Foreign Military Sale to Japan of two (2) AEGIS Weapon Systems (AWS), two (2) Multi-Mission Signal Processors (MMSP) and two (2) Command and Control Processor (C2P) Refreshes and related equipment for an estimated cost of $2.150bn.  The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Japan has requested to buy two (2) AEGIS Weapon Systems (AWS), two (2) Multi-Mission Signal Processors (MMSP) and two (2) Command and Control Processor (C2P) Refreshes.  Also included is radio navigation equipment, naval ordnance, two (2) Identification Friend or Foe (IFF) Systems, Global Command and Control System-Maritime (GCCS-M) hardware, and two (2) Inertial Navigation Systems (INS), U.S. Government and contractor representatives’ technical, engineering and logistics support services, installation support material, training, construction services for six (6) vertical launch system launcher module enclosures, communications equipment and associated spares, classified and unclassified publications and software, and other related elements of logistical and program support.  The total estimated program cost is $2.150bn. This proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a major ally that is a force for political stability and economic progress in the Asia-Pacific region.  It is vital to U.S. national interests to assist Japan in developing and maintaining a strong and effective self-defense capability. 30 Jan 19. Contract Signing with M/S Goa Shipyard Limited for Acquisition of two additional Project 1135.6 Follow-on Ships for Indian Navy. An Inter-Governmental Agreement (IGA) between the Government of Republic of India and Government of Russian Federation was concluded on 15 Oct 2016, for construction of additional Project 1135.6 Follow-on ships in India, at M/s Goa Shipyard Limited (GSL). In line with the IGA, the Government [today] signed a contract for construction of two ships with Goa Shipyard Ltd, Goa, with scheduled delivery in June 2026 and December 2026 respectively. The Follow-on P 1135.6 series of frigates, customised to meet the Indian Navy’s specific requirements, are potent platforms, with a mission span covering the entire spectrum of Naval warfare; Air, Surface and Sub-surface. The ships would be equipped to operate in littoral and blue waters; both as a single unit and as consorts of a naval task force. Advanced features of stealth include a special hull design, to limit radar cross-section, low electromagnetic, infrared and under water noise signatures. The ships would carry highly sophisticated and state-of-art weapon systems and sensors. To support these ships through their life cycle, the Indian Navy has put in place requisite infrastructures for training and maintenance. Importantly, in line with the Government’s ‘Make in India’ initiative, these ships being constructed at M/s GSL, Goa under Russian assistance, would make these platforms the largest number of ships of a class in service, showcasing indigenous equipment such as sonar system, Brahmos missile system, Combat Management System etc. (Source: defense-aerospace.com/Indian Ministry of Defence)

Surma has been chosen by ASMAR as the provider of the Electro Magnetic Compatibility and Electro Magnetic Interference (EMC/EMI) design and management of Chile’s Antartica 1 Icebreaker project.  In the current paradigm of wireless sensors and wireless information retrieval and communication systems, the right approach to on-board signal propagation within a vessel is a crucial question to maximize the valuable time of researchers and the overall efficiency of the icebreaker. We are proud to be part of the team behind Antartica 1, which will be one of the most sophisticated oceanographic ships ever built, comments Mr. Kristian Tornivaara, CEO of Surma. Surma will assist ASMAR throughout the multiyear project managing the EMC Working Group of Antartica 1 project. Mr. Martti Helamaa, Engineering Director of Surma and the EMC Manager of the project commented that the company is very excited to start this journey with ASMAR that, without a doubt, is going to be important for the advancement of oceanographic and climate research in the Antarctic region.

29 Jan 19. Canada to upgrade Griffon helos. The Canadian government has awarded a contract for design work on a life extension programme for the country’s fleet of 85 Bell 412EP (CH-146 in national service) Griffon helicopters. Under a CAD90m (USD68m) contract, Bell Helicopter Textron Canada Limited, will design a life extension programme to ensure that the aircraft remain in service until at least 2031. The definition work will be carried out under the existing Griffon support contract, originally awarded in 2011, but the future total of the Griffon Limited Life Extension project is estimated to be valued at approximately CAD800m. 29 Jan 19. Raytheon Company (NYSE: RTN) was awarded the following contract as announced by the Department of Defense on December 28, 2018. Raytheon Co. – Integrated Defense System, Tewksbury, Massachusetts, has been awarded a $15,150,728 modification (P00029) to previously awarded contract FA8730-15-C-0002 for the Qatar Air and Missile Defense Operation Center. This modification provides for the procurement of the Qatar Alternate ADOC Prime Mission Equipment and software. This modification involves 100 percent foreign military sales to Qatar. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.
