20 Sep 18. Raytheon to upgrade UK’s ‘R2D2’ naval defense system. The U.S. State Department has approved a $75m deal for Raytheon to upgrade and maintain Phalanx Close-In Weapon Systems operated by Britain’s Royal Navy. Congress was notified Wednesday of the deal, for 50 Block IB Baseline 2 Upgrade Kits of the MK 15 Phalanx CIWS, according to the Defense Security Cooperation Agency. The kits would be used for close-in ship self-defense against air and surface threats onboard the UK’s naval combatants and auxiliaries, according to the announcement. The self-contained system includes search, detection, threat evaluation, tracking, engagement and kill assessment. Block 1B adds a forward-looking infrared sensor that can be used against helicopters and high-speed surface craft at sea while the land-based version helps identify and confirm incoming dangers, according to Raytheon. Because of their distinctive barrel-shaped radome and their automated operation, Phalanx CIWS units are sometimes nicknamed “R2-D2” after the famous droid character from the Star Wars films. Raytheon Missile Systems, of Tucson, Ariz., is the prime contractor. Its work would include program and technical reviews, plus training and maintenance support in-country as required. 21 Sep 18. UK looks to buy new combat submersibles. The United Kingdom is planning to acquire new US-built manned combat submersibles to replace the current Mk 8 Mod 1 SEAL Delivery Vehicles (SDVs) used by its Special Boat Service (SBS). Disclosing the Foreign Military Sales (FMS) case on 20 September, the US Defense Security Cooperation Agency (DSCA) said the UK had asked to buy three SDVs Mk 11 shallow water combat submersibles (SWCS) for an estimated USD90m. The FMS request, notified to Congress by the DSCA on 19 September, also includes spares, handling equipment, test equipment, operator manuals, and technical documentation. Developed by Teledyne Brown Engineering for the US Special Forces Command (USSOCOM) as a replacement for the SDV Mk 8 Mod 1 vehicle, the SDV Mk 11 SWCS is a free-flooded combat submersible vehicle specifically designed to insert and extract special forces in high-threat areas. Bittium will supply its tactical Bittium Tough SDR Vehicular radios together with the ESSOR High Data Rate Waveform (ESSOR HDR WF) to the pilot vehicles of the Spanish Army’s VCR 8×8 vehicle programme (Vehículo de Combate sobre Ruedas). In the scope of the VCR 8×8 programme the Spanish Army will acquire new combat vehicles and related data transfer systems to replace their current, long-lived combat vehicles. Bittium Tough SDR Vehicular radios will be delivered to the temporary joint venture UTE 8×8 (Unión Temporal de Empresas) formed by the Spanish companies GDELS Santa Bárbara Sistemas, Indra and SAPA. After the pilot phase, the programme will continue with another phase during which a separate procurement decision will be made for the supply of vehicular radios to the combat vehicles that will be deployed by the Spanish Army. Participation in the pilot phase of the programme does not automatically guarantee participation in the following phase of the programme. Bittium’s vehicular radios will be delivered as part of the tactical communications system of the pilot vehicles to demonstrate the capabilities and performance of the system. The tactical communications system of the VCR 8×8 vehicles will create a top-quality tactical network for the needs of the combat command and control.

27 Sep 18. Spain Orders Another 23 NH90s. The Spanish Ministry of Defence will approve the procurement of further 23 NH90s, an official statement said. The fleet of NH90 transport helicopters in Spain will thus grow to the originally planned number of 45 aircraft. To date, the Spanish Army has eight NH90 TTHs. The decision of the Spanish Council of Ministers concerns a further six projects over a period from 2019 to 2031, including two BAM (Buque de Acción Marítima) patrol vessels, the performance upgrade of the CH-47D Chinook, fire-fighting aircraft, 8×8 technology programmes and an F-100 frigate. 27 Sep 18. OCCAR (Organisation Conjointe de Coopération en matière d’Armement/Organisation for Joint Armament Co-operation) has commissioned Airbus Helicopters, on behalf of the French, German and Spanish Armament agencies DGA, BAAINBw and DGAM, to perform de-risking studies aimed at providing the Tiger with next generation battlefield capabilities. Their main objective is to prepare the development and retrofit phases of the new avionics, mission, and weapon systems of the Tiger. Thales and MBDA will also take part in the studies. 178 Tigers have been delivered to France, Germany, Spain and Australia, and have accumulated over 110,000 flight hours to date. First deployed by the French Army in Afghanistan in 2009, the Tiger continues to demonstrate its essential role on theatres of operation as a highly versatile, stealthy, and maneuverable attack helicopter.
24 Sep 18. Modernization Contract of Dutch Chinook Helicopters Authorized. The Council of Ministers has approved the award of a contract to modernize the Chinook helicopter fleet, from model ‘D’ to model ‘F’, for an estimated value of 819,229,270.00 euros. The purpose of this agreement is to ensure the availability of the Army’s heavy transport helicopters beyond the year 2020. The modernization program will increase the operational capability in all theaters of operations, increase the safety of the occupants during the execution of the mission, and ensure the necessary interoperability with allied armies. Likewise, maintenance costs will be reduced in the short, medium and long term, as it is estimated that the new ‘F’ version will require approximately 56% fewer maintenance hours per flight hour. The modernization activities will begin in 2018, which will enable the reception of the first upgraded helicopter in 2021, and will be completed in 2025. The authorized contract falls within the provisions of the Agreement of September 7, 2018, which modifies the limits established in the agreement of the Council of Ministers of July 27, 2018, based on the provisions of article 47 of Law 47/2003, of November 26, general budget, to acquire expenditure commitments charged to future years, in order to enable the Ministry of Defense to reprogram the annuities relating to various Special Programs for the Modernization of the Armed Forces. Germany’s armed forces will spend almost 970m euros ($1.14bn) buying six C-130 Hercules transport aircraft, which in contrast to the A400M from Airbus can land on smaller, more rocky landing strips, a parliamentary source said on Wednesday. DeTect has received an order from the US Air Force Europe (USAFE) to supply a Merlin aircraft birdstrike avoidance radar system for Royal Air Force (RAF) base Lakenheath, the company announced on 18 September. The Merlin system, originally developed for the US Air Force, will provide 24/7 detection, monitoring and birdstrike risk alerts in support of the USAF 48th Fighter Wing. DeTect’s Merlin is a bird-aircraft strike hazard management system. It provides real-time detection, tracking and alerts of hazardous bird activity at commercial airports, military airfields and military training and bombing ranges. The US Air Force (USAF) has awarded a five-year contract to General Dynamics (GD) Mission Systems for the delivery of CM-300/350 V2 air traffic control (ATC) radios for bases operating in Europe. Under the $23m contract, the company will deliver more than 140 units of the CM-300/350 V2 ATC radios, which would replace the existing equipment currently operating at US Air Force in Europe (USAFE) locations. The radios make use of the Federal Aviation Administration (FAA) NEXCOM Segment II radio design with internet protocol-based networking. The CM-300/350 V2 software-defined equipment features a Voice over Internet Protocol (VoIP) operation that enables clear voice communication between pilots and air traffic controllers. Kromek (AIM: KMK), a radiation detection technology company focusing on the medical, security and nuclear markets, is pleased to announce that it has been awarded a contract by the US Defense Threat Reduction Agency (“DTRA”), an agency of the US Department of Defense, under a previously announced agreement, to develop a next-generation Radionuclide Identification Device to meet future military operational challenges. The funding, which totals $1.8m, will be delivered over the two-year project period. Under the terms of the contract, Kromek will enhance its D3S platform to develop a next-generation, ruggedised small form factor for use in the military field. The Close Combat Tactical Training (CCTT) Manned Module Modernization (M3) contract, worth up to $356m, modernizes training while increasing sustainability in support of emerging Army training requirements and systems. The CCTT M3 system integrates all facets of combat vehicle operations, immersing soldiers in real-world battle scenarios through computer-based simulations. Through CCTT M3, Abrams, Bradley and Reconfigurable Vehicle Simulator (RVS) upgrades ensure simulators remain concurrent with the vehicles in the field, with modernization and support in place for the Joint Light Tactical Vehicle, Armored Multi-Purpose Vehicle and other emerging Army ground vehicle platforms. Modernizing these systems improves sustainability and cybersecurity, preparing the system for future Army simulation architectures. BAE Systems, Land and Armaments LP, Minneapolis, Minnesota, is awarded a $28,900,000 firm-fixed-price modification to previously awarded contract N00024-13-C-5314 for the procurement of MK 41 Vertical Launching System (VLS) MK 13 MOD 0 canisters and coding plugs. The MK 41 VLS provides a missile launching system for CG 47 and DDG 51 class surface combatants of the Navy, as well as surface combatants of allied navies. This effort includes the manufacture, production and test of the MK 13 Mod 0 canisters, packaging handling storage equipment, and coding plugs for the Standard Missile-2. The canisters provide rocket motor exhaust gas containment and a launch rail during missile firing. The canisters also serve as missile shipping and storage containers. 19 Sep 18. Commercial Satellite Contract Awarded by NASA to General Atomics. General Atomics Electromagnetic Systems (GA-EMS) has been awarded a contract from NASA to host the agency’s Multi-Angle Imager for Aerosols (MAIA) instrument on a satellite designed by GA-EMS. NASA’s MAIA payload will be delivered and integrated on the Orbital Test Bed (OTB)-2 spacecraft at GA-EMS’ Englewood, Colorado, facility. GA-EMS will perform services to include payload integration, satellite testing and MAIA pre-launch processing, spacecraft and launch vehicle coordination, #on orbit checkout, and on orbit spacecraft operations enabling instrument operations. GA-EMS’ hosted satellite services provide a unique opportunity for customers to launch experimental hardware and payloads into Earth orbit without incurring the overhead of commissioning a full satellite mission. GA-EMS provides a breadth of experience in small satellite mission experience and services to include early concepts through to on-orbit operations. Scheduled for launch in 2022, MAIA’s planned three to five year on orbit operation will measure particulate matter to allow correlation with adverse human health issues such as cardiovascular and respiratory disease. 27 Sep 18. Lockheed Martin (NYSE: LMT) has selected Harris Corporation (NYSE: HRS) to develop and deliver the next generation Integrated Core Processor (ICP) for the F-35 fighter jet. The Lockheed Martin-led competition within the F-35 supply chain will significantly reduce cost and enhance capability. The F-35’s ICP acts as the brains of the F-35, processing data for the aircraft’s communications, sensors, electronic warfare, guidance and control, cockpit and helmet displays. The new Integrated Core Processor is a key element of the planned “Technology Refresh 3” modernization that takes advantage of fast evolving computing power to ensure the advanced F-35 remains ahead of evolving threats. Additional elements in the tech refresh include the Panoramic Cockpit Display Electronic Unit and Aircraft Memory System, which were also recompeted and awarded to Harris last year.
20 Sep 18. Kaman Announces $48.6m Joint Programmable Fuze Order. Kaman Corp. (NYSE:KAMN) announced today that its Aerospace segment has been awarded a direct commercial sale (DCS) order for the procurement of Joint Programmable Fuzes (JPF) with an expected total value of $48.6m.
Kaman has been the sole provider of the JPF to the USAF since 2002. In addition to the USAF, Kaman provides the JPF to thirty-six other nations. The JPF allows the settings of a weapon to be programmed on wing in flight and is the current bomb fuze of choice of the USAF. The JPF is used with a number of weapons including general purpose bombs, and guided bombs that use JDAM or Paveway kits, on U.S. aircraft such as F-15, F-16, F-22, F-35, A-10, B-1, B-2, B-52 and the MQ-9 UAV as well as on international aircraft such as Mirage 3 and Gripen. 25 Sep 18. Telephonics Corporation has received a contract for the procurement of MQ-8B Fire Scout radars for the U.S. Navy. The contract, announced by the U.S. Department of Defense (DoD) on 21 September, provides for the procurement of AN/ZPY-4 Radar supplies for the MQ-8B Fire Scout Unmanned Air System for the U.S. Navy. The deal is worth more than $23,5m and is expected that work to be completed in September 2019. United Launch Services, Centennial, Colorado, has been awarded an $867,081,864 cost-plus-incentive-fee, cost-plus-fixed-fee, firm-fixed-price modification (P00199) to contract FA8811-13-C-0003 for Evolved Expendable Launch Vehicle launch capability for the Delta IV and Atlas V families of launch vehicles. The contract modification is for mission integration, base and range support, maintenance commodities, Delta depreciation, and Atlas depreciation and provides for mission assurance, program management, systems engineering, and integration of the space vehicle with the launch vehicle, launch site and range operations, and launch infrastructure maintenance and sustainment. 27 Sep 18. The Army has finally made dozens of awards on a much-anticipated $12.1bn contract that its primary mechanism to acquire commercial IT services. Information Technology Enterprise Solutions 3 Services — also known as “ITES-3S” – had been held up by several pre-award protests since the Army issued the final solicitation in March 2016. More recently in April, the Army extended the current ITES-2S iteration for another two years to mitigate potential disruption stemming from a series of pre-award protests after that solicitation’s release. In total, the Army made 135 awards on the potential nine-year ITES-3S contract that has five base years and four individual option years, according to the Pentagon’s Tuesday awards digest. But with 187 total bids received, more protests could follow from those who did not make the cut. These new awards break out to 52 for ITES-3S’ unrestricted portion and 83 for the small business set-aside track. The unrestricted portion also has small business winners. Those possible protests will not come from any of the 16 incumbents on the current contract, however. They all were selected for ITES-3S with some of those incumbencies inherited through much of the recent merger-and-acquisition activity that has swirled in the market over the past two years. ITES’ services scope encompasses nearly all areas of enterprise IT that include cybersecurity, integration, consolidation, telecommunications, supply chain management, operation and maintenance, business process engineering, and education and training. 26 Sep 18. DigitalGlobe awarded contract to develop GCA hub for US DARPA. The US Defense Advanced Research Projects Agency (DARPA) has awarded a contract to Maxar Technologies’ company DigitalGlobe to create a Geospatial Cloud Analytics Hub (GCA Hub). Under the deal, the company will provide an unclassified environment with multi-source content for geospatial Cloud analytics. The hub will enable military and intelligence users to benefit from machine learning in order to derive insights at scale and make major decisions. Another Maxar company MDA will be responsible for providing RADARSAT-2 synthetic aperture radar (SAR) data and SAR data curation and processing tools. The Defense Intelligence Agency (DIA) has selected Northrop Grumman Corporation (NYSE: NOC) as one of nine companies to provide critical support for its Directorate for Science and Technology (DIA/ST). The agency made the award under its HELIOS Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. Northrop Grumman will provide the agency with innovative capabilities for its science and technology missions. HELIOS is divided into two major technical areas. The aim of these areas is to enhance intelligence; provide strategic warning; and inform research and development, acquisition and operational activities.
21 Sep 18. Mercury Systems has been contracted by an unnamed defence prime contractor for the first high-volume production shipment of its military-grade BuiltSECURE memory devices. The company is producing new secure memory devices manufactured with high-density, double-data rate fourth-generation (DDR4), synchronous dynamic random-access memory (SDRAM). The BuiltSECURE DDR4 SDRAM devices will be integrated into the radar warning receiver of a command, control, communications, computer and intelligence (C4I) system used by the defence contractor. Mercury Systems’ rugged BuiltSECURE solution integrates 8GB of high-speed secure DDR4 into a 13mm by 20mm ultra-compact ball grid array (BGA) package optimised for reliability in size, weight and power (SWaP)-constrained, processing-intense military environments. 22 Sep 18. The Navy awarded Northrop Grumman a cost-only modification valued at $9m related to its work on a portion of the Navy’s premier electronic warfare system. The award relates to Block 3 of the Surface Electronic Warfare Improvement Program, or SEWIP Block 3, provides ships a scalable electronic warfare enterprise suite with improved electronic attack capabilities. Last year, the Department of Defense’s Inspector General’s office found that the $5.7bn SEWIP was experiencing significant cost overruns that could put the program behind schedule. Though much of the specific amounts were redacted, the report called the overruns “significant increases” over the budget for the engineering and manufacturing development phase of SEWIP Block 3. The Taiwanese Ministry of National Defence (MND) has placed an order for one landing platform dock (LPD) vessel to fulfil the Republic of China Navy’s (RoCN’s) amphibious assault requirements. The contract was awarded to local shipbuilder CSBC Corporation in April 2018, a representative from the RoCN told Jane’s at the Kaohsiung International Maritime and Defence exhibition on 27 September. The vessel is the first in a planned class of four ships. It will have an overall length of 153m, an overall beam of 23m, and a hull draught of 6 m. It can attain a maximum speed of 21.5kt and a range of 12,500n miles at the economical cruising speed of 13kt. The LPD will be armed with a 76 mm naval gun in the primary position, and a close-in weapon system (CIWS) turret and 12.7mm machine gun positions in the forward section. (Nasdaq: CMTL) announced today that during its first quarter of fiscal 2019, its Orlando, Florida-based subsidiary, Comtech Systems, Inc., which is part of Comtech’s Government Solutions segment, has received a $9.1m sole-sourced contract from The Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I), International C4I Integration Program Office (PMW 740), to supply equipment and services in support of an existing C4I Surveillance and Reconnaissance Maritime Surveillance System owned by the Iraqi Navy. Comtech will be supplying thermal imaging radar in conjunction with Comtech’s advanced digital troposcatter communications systems and backhaul microwave terminals. ECA Group announces a new sale of its autonomous underwater vehicle AUV A18 ECA Group announces a new order for its autonomous naval drone AUV (Autonomous Underwater Vehicle) from the range A18. A large depth version of this AUV dedicated to commercial applications of underwater inspection and cartography will be delivered to the customer by end 2019. It is a third A18 AUV produced by ECA Group following a sale announced in 2015. The A18 AUV range integrates experience gathered during 20 years of AUVs developments such as ALISTAR, DAURADE, A9 and A27 as well as users’ feedback from several tens of sales. The A18 AUV benefits from ECA Group’s 50 years long experience in submarine robotics producing several hundreds of underwater robots such as one of the first worlds 6000m AUV, the EPAULARD, developed for IFREMER in the 1980s.
27 Sep 18. Indian Navy orders two diving support vessels. The Indian Navy (IN) has awarded a contract to public-sector company Hindustan Shipyard Limited (HSL) for the construction of two diving support vessels (DSVs) to augment its submarine support capabilities, according to a 26 September statement by the Indian government’s Press Information Bureau (PIB). The PIB, which did not reveal the value of the contract signed six days earlier, said that HSL is expected to complete the first 118m-long, 7,650-tonne DSV within 36 months, with the second one set to be ready six months later. The DSVs, which are expected to undertake extensive diving operations to facilitate activities such as submarine rescue, underwater inspections, and the recovery of ships and aircraft lost at sea, will be based at Mumbai and Visakhapatnam respectively. Raytheon Co., Tucson, Arizona, is being awarded a $482,276,572 firm-fixed-price contract for MK 15 Close-In Weapon System (CIWS) upgrades and conversions, system overhauls, and associated hardware. CIWS is a fast-reaction terminal defense against low- and high-flying, high-speed maneuvering anti-ship missile threats that have penetrated all other defenses. This contract includes a no-cost option which, if exercised, would not change the cumulative value of the contract. This contract combines purchases for the Navy (41 percent); Army (5 percent); and the governments of Taiwan (38 percent); Saudi Arabia (9 percent); Japan (5 percent); New Zealand (1 percent); and Australia (less than 1 percent) under the Foreign Military Sales (FMS) program. Indian ship-building company Mazagon Dock Shipbuilders (MDL) has awarded a contract to Germany-based Thyssenkrupp Marine Systems (TKMS) for the overhaul and upgrade of the Indian Navy’s Shishumar-class submarine INS Shishumar. Under the Medium Refit and Life Certification contract, TKMS will be responsible for delivering new equipment for the vessel. In addition, the contract includes maintenance of systems and components, in addition to on-site technical support and logistical services in the form of documentation, training and spare parts. 26 Sep 18. Philippine Coast Guard has placed an order for one Airbus H145 helicopter, making it the first H145 parapublic operator in the Philippines. The new 4-tonne-class twin-engine helicopter is specially equipped with high frequency radios, emergency flotation gear, fast roping, cargo sling, search light, and electro-optical systems to perform critical missions including search and rescue, medical evacuation, maritime patrol and law enforcement. The latest contract will also encompass on-site technical support and continuing airworthiness management organisation services, fully supported by Airbus’ team in the country.

Lockheed Martin Rotary and Mission Systems, Owego, New York, is awarded $36,024,134 for cost-plus-incentive-fee order N0001918F0546 against a previously issued basic ordering agreement (N00019-14-G-0019). This order provides for the development and deployment of the MH-60 product line software configuration 20 fleet release for all MH-60 air platform variants in support of the Navy, the government of Australia, and the government of Denmark. Additionally, this order includes tasking and activities associated with the development and integration of an enhanced fuel and power management capability and the integration of the form, fit, and function replacement of the multifunctional information distribution system, low volume terminal, Block 2 upgrade and associated software. 26 Sep 18. Lockheed Martin’s (NYSE: LMT) Sniper Advanced Targeting Pod (ATP) recently received two Foreign Military Sale (FMS) delivery orders for Bahrain and Taiwan. The Royal Bahraini Air Force continues to order Sniper ATPs with this most recent 19 pod delivery order for the F-16 Block 70 platform. The second FMS order was placed by Taiwan in the United States for 18 pods to be implemented on the mid-life upgraded (MLU) F-16 platform. The orders were placed through the FMS Production Indefinite Delivery/Indefinite Quantity contract extension.
25 Sep 18. NSM to supply AFIS for JASDF. Norwegian Special Mission has signed a contract with Textron Aviation to supply the UNIFIS 3000 automatic flight inspection system (AFIS) for the Japan Air Self-Defense Force (JASDF), the company announced on 17 September. The contract will see the company supply two AFIS units to be installed in the JASDF’s Cessna Citation Latitude aircraft. The integration will be carried out by NSM sister company Sundt Air. The UNIFIS 3000 is an ultra-light weight AFIS that provides flight calibration and/or flight validation of all existing CNS/ATM elements. The contract includes an option for one additional unit. UAV Vision has been awarded the fourth-largest Defence Innovation Hub contract, totalling $2m, for the development of a micro gimbal that will support the Australian Army and demonstrate a sovereign industrial capability. The micro gimbal project aims to provide 50x zoom, electro-optical and custom thermal (LWIR) imaging, and a range of smart enhancements in a sub 250-gram system. The gimbal will include significant onboard video processing capabilities that will enable the next generation of image processing, video compression and smart features. Optimised with artificial intelligence, the system will provide deep learning based classification and advanced object recognition. Such features will support highly autonomous operations.
