Nuclear, Biological, Chemical and Radiological protection equipment. The Authority procured worldwide-deployable, chemical/biological/radiological-protected, CollectiveProtection (COLPRO) Field Hospital (FH), Staff Working Environment (SWE) and Collective accommodation(CA) infrastructures.
The FH element comprises of 2 rapidly air deployable Role 2 Enhanced modules (2/1/4/12), with additional capacity to subsequently expand either Role 2 into a Role 3 (4/2/8/48). The solution has equipment to support the air portability requirement including an initial spares pack, ongoing supply of spares and consumables (if required), TDOL compliant manuals in AESP format, and provision of DSAT compliant train the trainer courses (for operators and maintainers) and a fully compliant safety and environmental case.
The SWE/CA element comprises of space for 600 personnel, in increments of 10 PAX, and 5 training systems to consist of 14 X 50 man systems.

Explanation:
The Authority intends to amend the single source contract with Law Enforcement International Limited for the provision of L129-A1 Sharpshooter Assault Rifles to procure an additional 397 weapons to the value of £3.5M. The duration of the contract remains at 3 years plus two one year’ options. It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulations 16(1)(a)(ii) and 16(1)(b)(i) of the Defence and Security Public Contract Regulations 2011) for technical reasons. Law Enforcement International Limited is the Authority’s system co-ordinator and Design Authority for this weapon system. No other supplier would have access to the technical data, proprietary information, knowledge and experience required to provide the support required as Design Authority, and underwrite the integrity of any modifications or changes to the weapon system. The Authority is unable to accommodate weapons from an alternative supplier as this would result in goods being supplied which would have different technical characteristics to those already in service. This would result in technical difficulties in maintenance of the system as well as incompatibility between existing and new weapons and accessories. Such incompatibility and lack of overall safety integrity would lead to Law Enforcement International ceasing to underwrite the safety of the parts within the weapon system. New testing, verification and validation would be required to ensure safety and suitability for service and to obtain a new Safety Case in accordance with the Authority’s obligations under the Health and Safety at Work Act. Until such a Safety Case was generated and testing was complete and successful, the Authority would be prevented from using the weapon system, which would compromise the safe functioning of the Armed Forces.

Rockwell Collins Corp., Cedar Rapids, Iowa, was awarded a $90,000,000 firm-fixed-price foreign military sales (Saudi Arabia and Turkey) contract for communications and electronic equipment and technical services. 05 Aug 18. Portuguese Army receives AGLs. The Portuguese Army is receiving 30 GMG 40×53 mm automatic grenade launchers (AGLs) from Heckler & Koch. They were acquired through a letter of acceptance signed with the NATO Support and Procurement Agency (NSPA) in November 2015, the army told Jane’s on 6 August. The Portuguese Marine Corps already has GMGs for its Land Cruiser HZJ73 4x4s and dismounted use. The weapon has a reflex sight and MIL-STD 1913 Picatinny rails for additional sight systems as standard. The rate of fire is 340 rounds per minute and a maximum effective range of 1,500m. 07 Aug 18. SitaWare Frontline to take on new role with Lithuanian Land Forces. The integration on the ‘Vilkas’ platforms sees Frontline equipping yet another advanced armoured vehicle. Systematic’s SitaWare Frontline command-and-control (C2) solution will be rolled out across the Lithuanian Land Forces’ fleet of future armoured vehicles. Lithuania is the first customer to order an infantry fighting vehicle (IFV) variant of the Boxer and SitaWare Frontline will feature on all of the Land Forces’ platforms – designated Vilkas (‘Wolf’) in Lithuanian service. Its fleet will operate in four different configurations: squad, platoon, company commander, and command post.

16 Jul 18. RAMSYS contracted for MK 49 Guided Missile Launching Systems. RAM-System GmbH (RAMSYS), a consortium of Diehl Defence and MBDA Deutschland, has been awarded a EUR79.5m (USD92.9m) contract for the delivery of 10 Rolling Airframe Missile (RAM) MK 49 Guided Missile Launching Systems (GMLSs) to equip the German Navy’s second batch of five K 130 class corvettes. RAM is a ship self-defence system co-developed and co-produced under an international co-operative programme between the US and German governments. Raytheon Missile Systems and RAMSYS are responsible for the development and production of the RAM weapon system within this US-German RAM co-operation. 06 Aug 18. CACI receives contract to support deployment of C-UAS platforms. CACI International has received a contract from the US Navy to support the deployment of counter-unmanned aerial systems (C-UAS) hardware and capabilities in order to protect national security assets. The $48.5m deal is valid for one year and covers the provision of integration, installation, sustainment and engineering services to the Naval Air Systems Command Naval Air Warfare Center Aircraft Division (NAWCAD) AIRWorks Rapid Development Capabilities Integrated Product team. NAWCAD is responsible for supporting the research and development, engineering, testing and evaluation of all the navy’s air vehicle systems and trainers. The U.S. Army awarded Dynetics, Lockheed Martin (NYSE: LMT) and its partners a $10m contract to continue development for the next phase of the High Energy Laser Tactical Vehicle Demonstrator (HEL TVD) program, a 100-kilowatt class laser weapon system. Laser weapons are ideally suited to address high volume, low cost threats because of their inexpensive cost per shot and deep magazine. Team Dynetics HEL TVD system incorporates highly reliable subsystems to withstand the expected rugged operation conditions. The team recently completed a System Requirements Review and technical baseline update. The next step in the program will be the preliminary design review in January 2019.

07 Aug 18. U.S. Department of Defense (DoD) has announced the selection of the SIG SAUER MCX System for the Suppressed Upper Receiver Group (SURG) for the existing M4A1 Carbine. The SIG SAUER MCX SURG System will be an upgrade to the current M4A1 Carbine – a fully automatic version of the M4 Carbine – that went into service in 1994. The DoD began the SURG program to upgrade, and optimize military weapons for continuous, suppressed use on the battlefield. The SIG SAUER MCX Rifle System outperformed the competition through the demanding, rigorous, and grueling testing to receive the SURG award. The SIG SAUER suppressor withstood the stringent stress and torture requirements set by DoD for firing specifications, vibration, sound, and temperature requirements to ensure soldier safety.

Huntington Ingalls Inc., Pascagoula, Mississippi, is being awarded a $165,510,883 cost-plus-fixed-fee, not-to-exceed contract for procurement of long lead time material and non-recurring engineering activities in support of LPD 30, the first Flight II ship of the LPD 17 Amphibious Transport Dock ship class. 06 Aug 18. QinetiQ receives contract from US Navy to demonstrate sonar technology. QinetiQ North America (QNA) has received a contract from the US Naval Surface Warfare Center, Panama City Division, (NSWC PCD) for the demonstration of advanced side-scan sonar technology. The company is expected to use its DOLPHIN underwater acoustic data and communications solutions in order to address the technological gap that currently exists within current side-scan sonar systems. DOLPHIN allows users to send collaborative, interoperable and continuous sonar signals by facilitating ‘simultaneous transmit and receive’ (STAR) acoustic sonar operations. The technology has been designed to enhance the performance of subsea acoustics and can be used by both navy and commercial customers to increase their area search rate. 07 Aug 18. USAF to procure and modify Basler ISR aircraft, likely for Mauritania. The US Air Force (USAF) is looking to procure one Basler DC3-TP67 (BT-67) special mission aircraft and to modify another for a Foreign Military Sales (FMS) customer, which is likely to be Mauritania. An amended request for information (RFI) issued by the service on 6 August calls for the procurement of one aircraft fitted for intelligence, surveillance, and reconnaissance (ISR) and medical evacuation (MEDEVAC), as well as the upgrade, to the same enhanced configuration, of an aircraft that has already been delivered. There are currently six military operators of the BT-67, of which only Mauritania fields the platform in a specialist ISR role (the others being used as gunships, as well as for transport and scientific research). ManTech has announced a four-year $45m task order awarded by the U.S. Air Force Installation Contracting Agency (AFICA) under the DoD Information Analysis Center’s (DoD IAC) Defense Systems Technical Area Task (DS TAT) Multi-Award Contract (MAC). 07 Aug 18. DoD Announces Five DESI Awards for University-Industry Collaborations. The Department of Defense announced the selection of five university-industry teams for the Defense Enterprise Science Initiative (DESI). DESI is a pilot program supporting university-industry research collaboration focused on accelerating the impact of basic research on defense capabilities. DESI’s goals are twofold. First, it seeks to foster sustainable university-industry partnerships to identify and apply new discoveries and knowledge on existing capabilities and address technological gaps. DESI also aims to charter a new pathway to accelerate the transfer of basic research to innovative technologies and complement the Department’s other basic research programs such as the Vannevar Bush Faculty Fellowship, the Multidisciplinary University Research Initiative (MURI), and the Defense University Research Instrumentation Program (DURIP). The awarded teams were selected from five topical areas: power beaming, highly-maneuverable autonomous unmanned aerial vehicles (UAVs), soft active composite materials, metamaterial-based antennas, and an alternate topics section for innovative proposals unaligned to the defined themes. 03 Aug 18. USAF outlines five-year, $25m SIGINT research project. The US Air Force has plans for a five-year, $24.9m project for Measurement and Signatures Intelligence Exploitation.
The department wants research on innovative, disruptive technologies and methods in MASINT-X and six similar disciplines.

02 Aug 18. US DoD awards $551m enterprise-wide BPA for McAfee products. The US Department of Defense (DoD) has awarded an enterprise-wide contract worth up to $551m for the delivery of McAfee products and services. Under the blanket purchase agreement (BPA), immixGroup subsidiary EC America, DLT Solutions and International Systems Marketing (ISM) will collaborate with McAfee to work on the project through the DoD’s Enterprise Software Initiative (ESI) programme. As part of the BPA, McAfee will deliver its commercially available products, maintenance and support for the US DoD, intelligence community and the US Coast Guard activities across the globe. The products to be provided include data protection and encryption, database security, endpoint protection, network security, security analytics, security management, server security, security information and event management (SIEM), web security, and all McAfee warranty and support services. 06 Aug 18. Elbit Systems Ltd. (NASDAQ:ESLT and TASE: ESLT) (“Elbit Systems” or “the Company”) announced today that it was awarded an approximately $85m contract from the Israeli Ministry of Defense (IMOD) to supply Electronic Warfare (EW) suites for the Israeli Navy Sa’ar 6-class corvettes that will be tasked with the protection of Israel’s Economic Exclusion Zone. The contract will be performed over a 10-year period. The EW systems to be supplied are combat proven and include digital receivers, signal processing technologies and analysis tools that are all of an open system architecture, thus enabling effective operational capabilities while maintain flexibility to cope with both current and future threats. The latest configurations of those technologies were developed in close cooperation with the IMOD’s Administration for the Development of Weapons and Technological Infrastructure and with the Israeli Navy, and have been recently declared operational after successfully completing intensive sea trials. This award follows previous Elbit Systems contract awards to equip all the Israeli Navy surface vessels with the Company’s advanced EW technologies.
07 Aug 18. RADA Electronic Industries Ltd. A leader in the development, production and sale of tactical land radar for force and border protection – announced the receipt of $4m in radar orders in the second quarter. The orders were for RADA’s software-defined radars which will be used in today’s most advanced defense applications. These include active protection systems (APS) for armored vehicles, counter rocket artillery and mortar (C-RAM), counter UAV and short range air defense (SHORAD). A third of these orders were follow-on-sales from existing customers and the remainder was from new and highly strategic customers. These new customers are leading defense organizations and represent initial sales from which RADA expects further follow-on orders in the future.
06 Aug 18. Rheinmetall to supply additional Argus soldier systems to the Canadian Armed Forces. The Canadian Armed Forces have exercised options under the Integrated Soldier System Project (ISSP) to procure an additional 1,256 Rheinmetall Argus soldier systems, which will be delivered in 2019. This order is worth CAD22m (€14.3m). dedz2The Canadian government initially contracted with Rheinmetall to start the qualification phase of the Canadian Army’s Integrated Soldier System (ISS) in 2015, which it has successfully completed in the meantime. The final production phase of the Argus soldier system is now underway, with 1,632 units slated for delivery this year.
07 Aug 18. Saab to Upgrade Royal Thai AF Air Command and Control System. Saab has received an order from the Royal Thai Air Force to upgrade Thailand’s national Air Command and Control System which is based on Saab’s 9AIR C4I. Saab will upgrade and further enhance the Royal Thai Air Force’s Air Command and Control System (ACCS) which is based on Saab’s 9AIR C4I product and has been in operation with the Royal Thai Air Force since 2010. The system is a core part of Thailand’s network centric air defence capability which also includes Saab’s Gripen fighter, Erieye airborne early warning system and tactical data links. 03 Aug 18. Alsalam contracted to begin Saudi F-15SR conversions. Alsalam Aerospace Industries has been contracted to begin in-country conversion of 68 F-15S (Saudi) Eagle combat aircraft to F-15SA (Saudi Advanced) standard via the F-15SR (Saudi Retrofit) programme, Boeing confirmed to Jane’s on 2 August. The confirmation came some days after Alsalam – a joint venture between Boeing, Saudi Arabian Airways, and Saudi Advanced Industries Company – was awarded a USD59.7m contract for conversion of the first six aircraft. Work will be performed in Riyadh and is expected to be completed by 3 August 2020. While the contract does not identify the precise scope of the work to be undertaken by Alsalam, a Boeing briefing slide previously seen by Jane’s shows it will comprise the manufacture of wingsets and underwing pylons, as well as the cockpit section of the aircraft. 05 Aug 18. The Government of Kuwait has requested to buy one thousand twenty (1,020) Mk-82 500lb. bombs, one thousand two (1,002) Mk-83 1000 lb. bombs and six hundred (600) Mk-84 2000 lb. bombs. Also included in the sale are general purpose bomb components and fuzes, support and test equipment, publications and technical documentation, personnel training and training equipment, transportation, facilities and construction, U.S. Government and contractor technical and logistics support services, and other related elements of logistic and program support. The estimated cost is $40.4m. The U.S. Air Force will award contracts when necessary to provide the defense articles ordered if items ordered are not available from U.S. stock or are considered lead-time away. Harris Corporation (NYSE:HRS) has been awarded a $400m increase to the ceiling value of a single-award IDIQ contract to supply electronic warfare (EW) systems for international F-16 fighters – helping to protect allied aircraft against evolving radar and electronic threats. The new ceiling value is $491m and was received during the fourth quarter of Harris’ fiscal 2018. Harris will provide AN/ALQ-211(V)4/9 Advanced Integrated Defensive Electronic Warfare Suite (AIDEWS) systems, spares and engineering support to several allied countries as part of a Foreign Military Sales contract through the U.S. Air Force, further expanding the system’s presence on F-16s worldwide. The ALQ-211 detects and protects aircraft from lethal threats and provides multi-spectral – radio frequency, infrared and laser – situational awareness.
