03 Feb 25. £16m for new projects to boost UK benefits of satellite constellations. Two innovative projects are awarded a share of £16m from the UK Space Agency today (3 February) to position the UK at the forefront of the latest advancements in satellite communications. The funding will enable UK industry to capture a greater portion of the satellite mega-constellation market by developing technology that improves their efficiency and capability. It comes from the UK Space Agency’s Connectivity in Low Earth Orbit (C-LEO) programme, which will invest up to £160m in UK expertise in this area over the next four years. Companies benefitting from this round of funding include Oxfordshire’s EnSilica plc, which will receive £10 m to develop novel silicon chips and software for a user terminal. This will be compatible with UK and European constellations like OneWeb Next Generation. In Cardiff, Excelerate Technology Ltd will receive £6 m to develop the small and flexible Mobility and Autonomy Market User Terminal (MAMUT) which will allow users to choose the operator and orbit via an app, reducing costs and enhancing global configurability. 05 Feb 25. The UK Ministry of Defence agreed to a £50m deal with Kainos to enhance its Defence Data Analytics Platform (DDAP), which provides analytics for the Royal Navy, British Army, Royal Air Force, and other defence organisations. Kainos will take over management of the DDAP, a secure analytics platform built on Amazon Web Services, from previous partner Cognizant, which has been managing it since June 2022. The DDAP was launched by Defence Digital, which is part of the MoD’s Strategic Command and is run by CIO Charlie Forte. Its purpose is to support delivering the objectives set out by the Data Strategy for Defence. Kainos will manage, maintain, and support the DDAP platform. 06 Feb 25. Elbit Systems Ltd. has been awarded a contract valued at approximately $57m to supply its PULS Rocket Launcher Artillery Systems to the German Armed Forces. The order is being carried out through agreements between the Dutch, Israeli and German governments. Under the contract, Elbit Systems, in collaboration with KNDS Deutschland, will deliver rocket artillery systems, including the development of associated adaptations and the integration of German C4I equipment (such as command and weapons control systems). These rocket launcher systems will undergo test procedures performed by the German procurement agency BAAINBw and associated technical test centers to achieve approval for in-service use in the German Armed Forces. The systems will also be supported through in-service support.

The Ministry of Defense of the Republic of Latvia has awarded GDELS-Santa Bárbara Sistemas a contract for the delivery of an initial batch of 42 ASCOD Infantry Fighting Vehicles (IFV) including logistic support. This IFV is the latest generation and member of GDELS` tracked vehicle family ASCOD signaling the customer specific features of the Latvian Army. The acquisition decision followed an international competition with extensive functional trials by the Latvian National Armed Forces. The initial contract has a value of approximately €373m. 31 Jan 25. France orders 100 upgraded Leclerc XLR tanks. The Direction Générale de l’Armement (DGA), the French defence procurement agency, announced on 28 January that it had ordered 100 more upgraded Leclerc XLR main battle tanks (MBTs) on 24 December 2024. With orders for 50 Leclerc XLRs each in 2021 and 2022, this will bring the total number being procured to 200. Under France’s Loi de Programmation Militaire 2024–2030 military funding programme approved in July 2024, 160 Leclerc XLRs are scheduled to be delivered by the end of 2030 and 40 by the end of 2035. The DGA delivered the 34th Leclerc MBT to the French Army on 10 December, bringing the total delivered in 2024 to 21. The first prototype of the upgraded tank, designated Leclerc XLR, was delivered to the DGA at the end of 2022. The Leclerc XLR is equipped with vetronics, the SCORPION combat information system (SICS), CONTACT digital radio, and GPS so it can communicate in real time on the tactical situation with other SCORPION vehicles: Griffon 6×6 Véhicule Blindé Multi-Rôle (VBMR) heavy multirole armoured vehicles, 300 Jaguar 6×6 armoured reconnaissance vehicles, and Serval Véhicule Blindé Multi-Rôle Léger (VBMR-L) 4×4 light multirole armoured vehicles. The Direction Générale de l’Armement (DGA), the French defence procurement agency, announced on 28 January that it had ordered EUR600m (nearly USD623m) worth of new air-defence and counter-unmanned aircraft systems (C-UASs) in December 2024 within the framework of France’s Loi de Programmation Militaire (LPM) 2024–30 military funding programme approved on 13 July 2023. The first order was placed with MBDA France for eight VL (Vertical Launch) MICA short-range air-defence systems, continuing the procurement started with the first systems of the type delivered during the first half of 2024 that contributed to protecting the Paris 2024 Olympic and Paralympic Games. The second order was placed with KNDS France for surface-to-air defence (défense sol-air: DSA) and counter-unmanned aerial (lutte anti-drones: LAD) vehicle versions of the Serval Véhicule Blindé Multi-Rôle Léger (VBMR-L) 4×4 light multirole armoured vehicle. The initial orders are for 30 DSA and 24 LAD versions. The Serval DSA vehicle has a turret from MBDA France allowing the employment of the Mistral missile under the armour and also including a self-defence weapon in the turret. The LAD version will have a remote-controlled (RC) weapon station with a 30 mm cannon and radar and radio frequency systems. The third order, also with MBDA France, is for the RC version of the company’s Système Integré de Mistral Bitube d’Auto-Défense (SIMBAD) shipborne lightweight short-range self-defence system for French Navy offshore patrol vessels and tankers. 07 Feb 25. Extensive follow-up procurement of IdZ-ES: Rheinmetall receives largest framework contract to date for the digitisation of Bundeswehr infantry forces – soldier-systems worth over €3bn. The Federal Office for Equipment, Information Technology and In-Service Support of the Bundeswehr (BAAINBw) has signed a framework contract with Rheinmetall Electronics GmbH for the follow-on procurement of soldier-systems ‘Infantry Soldier of the Future – Enhanced System’ (IdZ-ES). The framework contract, with a maximum gross volume of €3.1bn, will run until the end of 2030. Overall, the Bundeswehr can thus initiate the proportional regeneration as well as the manufacturing and delivery of up to 368 IdZ-ES platoon systems and various options for the procurement of additional components and services. A platoon is a military sub-unit. The contract involves, firstly, upgrading the 68 IdZ-ES platoon systems currently in use within the Bundeswehr to a digital standard and, secondly, the firm order of a further 24 platoon systems including extensive peripherals. The firm order, worth around €417m gross, will be booked in the first quarter of 2025. Signed on 6 February 2025, the contract is the largest ever for both Rheinmetall and the BAAINBw for the procurement of soldier-systems. These play an increasingly important role as a networked element of combat operations on the digital battlefield of the future. A platoon system mainly comprises 34 individual soldier-systems and a platoon equipment of peripheral components, consisting of advanced IT-equipment, optics, optronics, as well as military clothing, protection and carrying equipment. As the general contractor, Rheinmetall is responsible for the system and is coordinating the performance of more than 30 subcontractors. With the framework contract, the Bundeswehr is procuring a modernised design of the IdZ-ES, based on the IdZ-ES VJTF 2023 soldier-system of the Mechanised Infantry system that is already in use. The new ‘VJTF 2023 obsolescence-adjusted’ design status eliminates all technically obsolete components and implements communication and data exchange capabilities with the Boxer armoured transport vehicle and Puma infantry fighting vehicle platforms, as well as preparing it for the airborne platform. The revised basic hardware of the soldier-systems is also designed to connect to the ‘Digitisation of Land-Based Operations’ (D-LBO) information and communication network.
04 Feb 25. Rheinmetall has been awarded a contract in another important large-scale project for the Bundeswehr in the field of digitalisation. As the prime contractor, Rheinmetall Electronics GmbH will be responsible for setting up an integrated communication network, the so-called ‘Tactical Wide Area Network for Land Based Operations’ (TaWAN LBO). The volume of the awarded framework-contract for a deployable, platform-based communication/directional radio management system is worth several bn Euro. The framework-contract for the procurement of TaWAN LBO has a term of 10 years and was signed by representatives of the Federal Office for the Equipment, Information Technology and In-Service Support of the Bundeswehr (BAAINBw) and Rheinmetall Electronics GmbH. At the same time, an initial order worth €1.88bn gross was placed under the framework-contract to equip a division of the Bundeswehr. Delivery of this communications network will take place between the end of 2026 and the end of 2029. to ensure connectivity deep into the rear area at high data rates. As part of the TaWAN LBO project, Rheinmetall is also supplying protected 8×8 HX trucks from Rheinmetall MAN, which serve as carrier vehicles for the large directional radio systems and are equipped with mobile high extendable antenna masts.

04 Feb 25. OSI Maritime Systems (OSI) announced the contract for a complete Integrated Navigation and Tactical System bridge for the Portuguese Navy’s new NPO3S/OPV Batch 3. The six warships, to be built by West Sea – Viana Shipyard in Viana do Castelo, Portugal, will considerably enhance the Portuguese Navy’s capabilities in maritime patrol, surveillance, fisheries protection, search-and-rescue, disaster relief, environmental protection, and the prevention of illicit activities such as drug trafficking and illegal immigration. OSI’s ECPINS software is more than just a fully compliant WECDIS. Among the additional ECPINS capabilities contracted are the provision of the GNSS Denied capability and the Ship Helicopter Operating Limits (SHOL) modules. The GNSS denied capability, developed originally for submarine navigators operating dived without GPS, is fast becoming essential for surface navigators. 31 Jan 25. Diehl contract for the Further Development of IRIS-T Block II Signed. At the end of December, the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) and Diehl Defence signed the contract for the development and series production of the IRIS-T Block II Overall Missile System. The contract was realized in the shortest possible time by the IRIS-T Project Management Office (PMO), BAAINBw and Diehl Defence. In addition to Germany as lead nation, Sweden, Spain and Italy also join the development program. The BAAINBw signed the contract on behalf of this consortium. The IRIS-T Block II contract marks an important milestone for the future of IRIS-T. IRIS-T (InfraRed Imaging System – Tail/Thrust Vector Controlled) is a European short-range air-to-air missile. In its first version, the missile was developed and produced under the lead of Diehl Defence in cooperation with industrial consortium partners from Sweden, Spain, Italy, Greece and Norway. The IRIS-T project reflects the capability of European cooperation in the defence sector and demonstrates the excellent developments that the European defence industry is capable of. As main contractor in the IRIS-T program, Diehl Defence is a competent partner that will continue to play its leading role in the further development of the missile. 06 Feb 25. Spanish defence systems company EM&E Group has secured a contract to supply the Royal Thai Navy with two units of its Sentinel 30 naval remote-controlled weapon station (RCWS). In a 4 February statement to announce the contract, EM&E disclosed that the weapon stations will each be incorporated with a Mk44 Bushmaster II chain gun and an electro-optical system that will be used as a fire-control and target acquisition sensor. Each weapon station will be equipped with two ammunition storage boxes that have a total capacity of 200 rounds, including programmable airburst ammunition in addition to standard 30 mm ordnance. These weapon stations will be incorporated onboard the Royal Thai Navy’s fourth and fifth T-994-class coastal patrol craft, both of which were commissioned by the service in September 2023. The boats were built by Thai shipyard Marsun, and bear the pennant numbers 997 and 998 respectively. In December 2022 the naval ordnance department of the Royal Thai Navy’s central procurement centre released THB198 million (USD5.8 million) and THB70 million tender documents to procure remote weapon stations and optical fire-control systems for these vessels. Mitsubishi Heavy Industries (MHI) has been awarded a contract by the Indonesian Maritime Security Agency (Badan Keamanan Laut Republik Indonesia, or BAKAMLA) for the construction of a new offshore patrol vessel (OPV). The company announced on 30 January that its Mitsubishi Shipbuilding business will lead this effort at its Shimonoseki Shipyard and Machinery Works in Yamaguchi Prefecture. 04 Feb 25. SRT Marine Systems project worth $15m. The company said at the start of January that it had received formal notice from a potential client, to proceed with the second stage of a project to help the sovereign state client build-up its own national integrated maritime domain awareness (MDA) system for the country’s coastguard. This part of the project is worth USD15m (GBP12.2m) and implementation will be expected to complete within one-year. The formal phase two agreement was signed last week. The longer-term ramifications of the project are also beneficial for SRT and its shareholders, given the once the implementation phase is completed, a five-year service and support agreement comes into action – which although smaller than the contract implementation phase, will give SRT secured annuity-like income for the following five-years. The client is expected to start phase three of the project in 2026, which SRT must feel it has a good change of securing, given that it is the incumbent technology and systems provider. SFL Missions Inc. has been awarded a competitive bid contract by the Canadian Space Agency (CSA) to conduct a conceptual design study of the planned High-Altitude Aerosols, Water vapour, and Clouds (HAWC) satellite mission. HAWC is Canada’s contribution to NASA’s Atmosphere Observing System (AOS) mission slated for launch in 2031. Under the Phase 0 contract, SFL Missions will study the design requirements of the planned HAWC satellite (HAWCsat) and the Aerosol Limb Imager (ALI) instrument that will fly onboard. ALI will measure aerosols, which are tiny solid and liquid particles suspended in the atmosphere. Emanating from forest fires and volcanoes, as well as power plants and industrial processes, aerosols impact weather, climate, and air quality. ALI will be complemented by the Spatial Heterodyne Observations of Water (SHOW) instrument also carried aboard HAWCsat. SHOW will measure water vapour in the upper atmosphere, a key component of cloud formation which drives heating and cooling of Earth. ALI and SHOW will make measurements in coordination with a third Canadian instrument, called Thin Ice Clouds and Far InfraRed Emissions (TICFIRE), which is flying on the NASA AOS satellite. HAWCsat will fly in formation leading the AOS spacecraft by 310 seconds.
