22 Oct 24. Rheinmetall receives major order for 81mm Eimos mortar systems for the Spanish Armed Forces – order value almost €150m. The Spanish government has contracted with Rheinmetall to supply 84 81mm Eimos mortar systems. Worth around €150m, the framework agreement was signed with Rheinmetall subsidiary Rheinmetall Expal Munitions. It also includes maintenance and training components. The systems are to be delivered to the Spanish Armed Forces between the end of 2024 and the end of 2027. The order will be booked at the beginning of the fourth quarter of 2024.  The order underscores Rheinmetall’s reliability as a partner of the Spanish Army in the supply of key products. It also highlights Rheinmetall’s leading role in the field of weapons and ammunition technology. The 81mm Eimos mortar systems are platform-based systems. They are to be used by the Spanish Army, Navy and Air Force. As part of the UTEX programme, which was launched by the Spanish Ministry of Defence in 2017, various tactical light vehicles have been tested on an experimental basis, on which the mortar systems can be installed.

21 Oct 24. Rohde & Schwarz Supplies Communications and Radar Electronic Support Measures for the German Navy. All F124 Sachsen class frigates, as well as several shore installations, will be equipped with R&S KORA 40 systems for communications and radar electronic support measures. Rohde & Schwarz has been commissioned to supply and integrate systems for communications and radar electronic support measures (C-ESM/R-ESM) from the R&S KORA family for the German Navy’s F124 Sachsen class frigates, making a significant contribution to platform protection. Following approval by the Budget Committee of the German Bundestag, the contract was signed on 18 October in Koblenz with the German Federal Office for Equipment, Information Technology and Use (BAAINBw) of the German Armed Forces. The R&S KORA systems procured for these frigates are an integrated, proven, and constantly evolving detection and analysis system for emissions, such as communication and radar, with extended capabilities for electromagnetic support and countermeasures. R&S KORA 40 will be installed on three F124 frigates, as well as on three land systems. The system enables crews to detect, identify, track and analyze both complex and wideband radar emissions, as well as communications signals. R&S KORA 40 provides the ship’s command with a comprehensive situational awareness picture, covering the entire electromagnetic spectrum with high sensitivity and long range, in near real-time. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Poland of F-16 Viper Midlife Upgrade and related elements of logistics and program support for an estimated cost of $7.30bn. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Poland has requested to buy fifty-eight (58) Improved Programmable Display Generators (48 installed, 10 spares); three (3) AGM-158 Joint Air-to-Surface Standoff Missile (JASSM) Flight Test Vehicles, Captive Carry; three (3) Small Diameter Bomb II (SDB II), GBU53/B Guided Test Vehicles (GTV); eight (8) SDB II, GBU-53/B Captive Carry Reliability Trainers; two (2) SDB I, GBU-39(T-1)/B Guided Test Vehicles (GTV); fifty-eight (58) Embedded Global Positioning System (GPS) Inertial Navigation Systems (INS) (EGI) with Selective Availability Anti-Spoofing Module (SAASM) or M-Code capability and Precise Positioning Service (PPS) (48 installed, 10 spares); fifty-eight (58) AN/APG-83 Active Electronically Scanned Array (AESA) Scalable Agile Beam Radars (SABR) (48 installed, 10 spares); sixty (60) Modular Mission Computer (MMC) 7000AH upgrades, or equivalent (48 installed, 12 spares); sixty (60) Next Generation Mission Computer (XMC), or next generation equivalent (48 installed, 12 spares); seventy-three (73) AN/ALQ-257 Integrated Viper Electronic Warfare Suites (IVEWS), or seventy-three (73) AN/ALQ-254V(1) Viper Shield advanced electronic warfare (EW) suites, or equivalent (63 installed, 10 spares); two (2) AIM-9X Block II Sidewinder Special Air Training Missiles; and two (2) AIM-9X Block II Sidewinder Captive Air Training Missiles (CATM). This proposed sale will support the foreign policy goals and national security of the United States by improving the security of a NATO Ally that is a force for political and economic stability in Europe. The proposed sale will allow Poland to modify and upgrade its existing F-16 aircraft to the new Viper configuration. The F-16 Viper Midlife Upgrade (MLU) will bolster Poland’s air defense and surveillance capabilities, support national security, and strengthen Poland’s defense and contributions to NATO. The Government of Poland already has the F-16 aircraft in its inventory and will have no difficulty absorbing this aircraft and services into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be Lockheed Martin, located in Greenville, SC. Epsilon Inc., Weaverville, North Carolina, is awarded a $184,506,693 firm-fixed-price, cost, indefinite-delivery, indefinite-quantity contract to procure IT and cyber security (CS) support for the classified IT networks to enhance the effectiveness, efficiency, and productivity of the F-35 Joint Program Office ensuring the range of IT and CS are maintained within Department of Defense (DOD), Special Access Programs, and U.S. Cyber Command security standards and mandates. This effort supports the Joint Strike Fighter aircraft for the Air Force, Marine Corps, Navy, Foreign Military Sales (FMS) customers, and non-U.S. DOD participants. Work will be performed in Manassas, Virginia (70%); and Arlington, Virginia (90%), and is expected to be completed in October 2029. 23 Oct 24. Raytheon, an RTX (NYSE: RTX) business, was awarded $676m to continue manufacturing the tube-launched, optically-tracked, wireless-guided TOW® weapon system for the U.S. Army. The two separate awards comprise an annual production contract for $430m in fiscal year 2023 and an additional $246m award in 2024. The modernized fuzing and target detection updates provide warfighters unparalleled capability, maintaining the fastest target engagement time in the segment. BAE Systems-Norfolk Ship Repair, Norfolk, Virginia, is awarded a $114,836,312 firm-fixed-price contract for maintenance, modernization and repair of USS Laboon (DDG 58) fiscal 2025 docking selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for critical modernization, maintenance, and repair programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $117,910,058. Work will be performed in Norfolk, Virginia, and is expected to be completed by February 2026. 21 Oct 24. CACI International Inc (NYSE: CACI) announced today that it has been awarded a five-year task order valued at up to $805m to provide engineering support and technology to the U.S. Navy’s NavalX Office under the Department of Defense Information Analysis Center’s (DoD IAC) multiple-award contract (MAC) vehicle. Under this task order, CACI will perform research, analysis, engineering, prototyping, and assessments to identify, develop, test, and transition modern digital tools for the Navy. CACI will also connect teams with tools, training, and resources that will deliver more indispensable solutions to the warfighter. These activities will allow NavalX to enhance operational performance through advanced technology development and seamless integration of multi-domain systems. This contract is a 100% purchase for the German Navy under a cooperative Memorandum of Understanding (MOU). Work will be performed in Tucson, Arizona (38%); Überlingen, and Röthenbach, Germany (37%); Schrobenhausen, and Ulm, Germany (19%); and Ottobrunn, Germany (6%), and is expected to be completed by November 2031. This contract provides for the development of Electro-Optics and Directed Energy technologies, in support of the Air Force Research Laboratory, Space Electro-Optics Division’s mission to advance the nation’s space superiority capabilities. Work will be performed at Albuquerque, New Mexico, and is expected to be completed by Oct. 20, 2033. This contract was a sole source acquisition. Fiscal 2024 research, development, test and evaluation funds in the amount of $13,526,814 are being obligated at time of award. 23 Oct 24. Gulfstream Aerospace Corp., Savannah, Georgia, has been awarded a $991,000,000 ceiling, indefinite-delivery/indefinite-quantity, firm‐fixed-price contract for C-20 and C-37 aircraft contractor logistics support services. Services to be provided include program management, aircraft base and depot maintenance, engine maintenance, modifications, and modification support. Work will be performed at Joint Base Andrews, Maryland; Joint Base Pearl Harbor-Hickam, Hawaii; Ramstein Air Base, Germany; Marine Corps Base Hawaii, Kaneohe Bay; and Naval Base Ventura County, California, and is expected to be completed by Jan. 31, 2032. 23 Oct 24. Northrop Grumman Systems Corp., Space Systems Division, Redondo Beach, California, has been awarded a $1,795,865,152 contract modification (P00093) to previously awarded contract FA8810-18-C-0006 for Next Generation Overhead Persistent Infrared Polar Space Vehicles 1 and 2 for Phase 2 scope to complete the effort through satellite build, launch, and transition to operations. The modification brings the total cumulative face value of the contract to $4,159,944,612. Work will be performed at Redondo Beach, California, and is expected to be completed by April 11, 2031. Fiscal 2024 research and development funds of $102,091,122 are being obligated at the time of award. Space Systems Command, Los Angeles Air Force Base, California, is the contracting activity.

22 Oct 24. Teledyne FLIR Defense Wins $91m Contract from US Army for Black Hornet 4 Nano-Drones. Total Army investment in Black Hornet likely to top $250m by 2030. Teledyne FLIR Defense, part of Teledyne Technologies Incorporated (NYSE:TDY), has won a five-year contract worth up to $91m to provide its Black Hornet® 4 Personal Reconnaissance Systems to the United States Army. The advanced nano-unmanned aerial systems (UAS) are being acquired under the Soldier Borne Sensor (SBS) program, Phase II. Teledyne FLIR has received $25 m in initial orders that will cover delivery of the first tranche of Black Hornet 4 drones, as well as controllers, spare parts, and training. The U.S. Army began acquiring Black Hornet 3 systems for the original SBS program in 2018. Since then, they have placed orders totaling more than $215m for the multi-faceted drone. 18 Oct 24. US Navy Awards Leidos $248m Contract to Provide Autonomous Systems Design and Engineering. Leidos (NYSE:LDOS), a FORTUNE 500® innovation leader, was recently awarded a follow-on contract by the Naval Information Warfare Center Pacific (NIWC PAC) to support unmanned and automated systems for maritime intelligence, surveillance, and reconnaissance (ISR). This single-award task order has an estimated value of $248m with a five-year period of performance. Under the contract, Leidos will continue to perform a range of support services, including research and analysis for the collection and processing of ISR capabilities to develop multi-sensor, unmanned underwater vehicles and other unattended and unmanned systems  platforms. Additionally, the company will provide technology assessment and development, software and hardware design, rapid prototyping, integration, lab- and sea-based testing, and recovery and repair activities. This contract was awarded under the Department of Defense Information Analysis Center’s (DoDIAC) multiple-award contract vehicle. DoDIAC, sponsored by the Defense Technical Information Center (DTIC), provides technical data management and research support for DOD and federal government users. 22 Oct 24. Johns Hopkins University, Applied Physics Laboratory, Laurel, Maryland, is awarded a $1,752,834,831 cost-plus-fixed-fee contract (HQ003425G0001). The purpose of the contract is to provide analysis, research and development, and system engineering support to assist the Office of the Under Secretary of Defense for Research and Engineering with conducting unclassified and classified research and analysis for essential engineering, research, development, test and evaluation, and analytic capabilities using operational knowledge of the national defense, intelligence, and security environments. The estimated completion date is Oct. 20, 2029. The work will be performed at Laurel, Maryland. No funds are being obligated at the time of the award. 21 Oct 24. Mercury Systems, Inc. (NASDAQ: MRCY, www.mrcy.com), a technology company that delivers mission-critical processing power to the edge, today announced it was awarded a five-year contract worth as much as $131.3m from the U.S. Naval Air Systems Command (NAVAIR) to continue providing secure data transfer systems for naval aircraft. Mercury has been delivering Advanced Data Transfer Systems (ADTS) and components to the Navy since 2017 to support numerous rotary-wing and fixed-wing aircraft. These rugged, flexible, and proven systems simplify the secure transfer of data between planners on the ground and aircraft, significantly improving operational readiness of these airborne assets. The new indefinite delivery/indefinite quantity contract will allow Mercury to deliver upgraded power-thrifty ADTS units that incorporate the company’s JDAR encryption module. Mercury’s ADTS features:

  • Up to 3 TB (3 x 1 TB) solid state memory modules (each module available from 128 GB, 256 GB, or 1 TB) with up to 450/300 MB/s read/write transfer rates
  • Optional crash survivable memory module: Up to 30 GB of storage

Work will be performed in Kuwait, with an estimated completion date of Nov. 20, 2025. Fiscal 2010 and 2025 operation and maintenance, Army funds in the amount of $142,030,215 were obligated at the time of the award. 18 Oct 24. Japan – Rolling Airframe Missile Block 2B Tactical Missiles. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Japan of Rolling Airframe Missile Block 2B Tactical Missiles and related equipment for an estimated cost of $360m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Japan has requested to buy up to two hundred twelve (212) Rolling Airframe Missiles (RAM) Block 2B, RIM-116E. The following non-MDE items will also be included: RAM Guided Missiles Round Pack (GMRP); Tri-Pack shipping and storage containers; training equipment; operator manuals and technical documentation; U.S. Government and contractor engineering, technical, and logistics support and assistance; support for establishment of an Intermediate Level Maintenance Facility (ILMF); and other related elements of logistics and program support. The estimated total cost is $360m. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a major ally that is a force for political stability and economic progress in the Indo-Pacific region. The proposed sale will improve Japan’s capability to meet current and future threats by providing significantly enhanced area defense capabilities over critical East Asian and Western Pacific air and sea lines of communication. It is vital to U.S. national interests that Japan develops and maintains a strong and ready self-defense capability. Japan will have no difficulty absorbing these articles into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be RTX Corporation, located in Tucson, AZ. 22 Oct 24. South Australia set to grant space project $320k. Round two of the Space Collaboration and Innovation Fund will open on Wednesday, 30 October, and close on Sunday, 2 February 2025. The funding is available to SA-based start-ups and small businesses collaborating with “at least one” international partner organisation. An information session will be held on Wednesday, 30 October, for interested parties to learn more about the grant application and selection process. In particular, the fund supports projects that are focussed on “proof-of-concept or delivery of space capability” and have a “clear commercial pathway”. It comes after Space Connect reported on the last two projects to receive money from the scheme, which included a “distress beacon” for astronauts who get lost on the moon. The Safety from Space initiative, backed by NASA, will trial advanced satellite communications (SATCOM) capabilities that it’s hoped will be lighter to carry and more reliable than current devices. It’s previously been described as a “lunar 911” and is one of two projects backed by the state government’s Space Collaboration and Innovation Fund. (Source: Defence Connect)
