23 Sept 24. Kromek selected for UK Government Radiological Nuclear Detection Framework. Kromek (AIM: KMK), a leading developer of radiation and bio-detection technology solutions for the advanced imaging and CBRN detection segments, has been selected as a supplier under the UK Government’s Radiological Nuclear Detection Framework (the “Framework”) for the procurement of radiological nuclear (“RN”) detection equipment and supporting services for the Home Office. The Framework was established to co-ordinate the RN detection procurement requirements and capabilities of the Home Office, Counter Terrorism Police and other public bodies to support Home Office strategic aims and to deliver enhancements to the UK’s end-to-end system for domestic nuclear security. Kromek applied for three of the four Framework categories, covering the supply of handheld, wearable and large volume static radiation detectors, and was successfully approved and awarded a Framework contract. Accordingly, Kromek is pre-qualified to be selected for orders in these categories, which over the four-year term of the Framework have a combined maximum procurement value of £84m. The Group will provide further updates as and when there is progress in respect of any contracts within these three Framework categories.

 

25 Sept. 24. An international NATO customer has placed an order with Düsseldorf-based technology group Rheinmetall for the production of mortar shells for the NATO partner’s armed forces. The value of the order, which was booked at the beginning of the third quarter of 2024, corresponds to a volume in the mid double-digit million euro range. In total, a six-digit number of mortar shells of various types will be manufactured by Rheinmetall Expal Munitions S.A.U., Spain. The order also includes various additional services as part of the product launch. Delivery of the ammunition is scheduled to begin in summer 2025 and be completed in summer 2026. The order underlines Rheinmetall’s expertise in the production of state-of-the-art steep-fire weapons in the field of mortar ammunition.

26 Sept 24. BAE Systems Technology Solutions & Services Inc., Rockville, Maryland, is awarded a $51,027,792 cost-plus-fixed-fee contract modification (P00028) to a previously awarded and announced contract (N00030-22-C-6001) to provide support services for the Trident II D5 Strategic Weapon Systems program, Attack Weapon System program, and the Nuclear Weapon Security program. Tasks to be performed include systems engineering and integration, test engineering, data analysis, and safety engineering support services. This contract modification also benefits a foreign military sale to the United Kingdom. Work will be performed in Rockville, Maryland (48.9%); Washington, D.C. (18.3%); Cape Canaveral, Florida (5.2%); Frederick, Maryland (4.8%); Silverdale, Washington (3.6%); Saint Marys, Georgia (2.7%); King’s Bay, Georgia (2.4%); York, Pennsylvania (1.8%); Fort Walton Beach, Florida (1.6%); Rochester, United Kingdom (1.2%); Conway, South Carolina (1.0%); and various other locations (less than 1% each, 8.5% total). Work is expected to be completed Sept. 30, 2025. While this action is an option exercise, no funding will be obligated at this time. This action is being awarded subject to the availability of funds and no funds will expire at the end of the current fiscal year. 23 Sept. 24. The Government of Sweden has requested to buy one hundred twenty (120) AN/USQ-190 Multifunctional Information Distribution System Joint Tactical Radio Systems (MIDS JTRS). The following non-Major Defense Equipment (MDE) items will also be included: communications equipment; support equipment; engineering and technical support and assistance; non-warranty repair and return; training; and other related elements of logistics and program support. The estimated total cost is $31.5m. The principal contractor is Data Link Solutions, located in Cedar Rapids, IA. There are no known offset agreements proposed in connection with this potential sale. 26 Sep 24. NP Aerospace, the global vehicle integrator and armour manufacturer, has today announced the award of a contract by the Belgium MOD (BeMOD) to deliver the remaining 87 Light Tactical Transport Vehicles (LTTV). The original LTTV programme was to deliver 199 of the Mercedes-Benz UNIMOG based vehicles to the BeMOD. The contract to deliver the remaining vehicles has been novated following NP Aerospace’s acquisition of the assets of Jankel Armouring Limited, announced on 10 June 2024. As well as the production of new LTTV vehicles, this contract also includes lifetime in-service support to the LTTV vehicle fleet for which NP Aerospace will use its proven Vehicle Systems, Services and Spares business unit to deliver. In addition to the LTTV contract, NP Aerospace has also signed an in-service support contract with BeMoD for their Rapid Reaction Vehicles (RRV) fleet, a product for which NP Aerospace also now owns the intellectual property.

 

23 Sept 24. The Finnish Defence Forces is acquiring more Patria 6×6 vehicles from the additional purchase option included in the previously signed agreement. In the summer of 2023, Patria and the Defence Forces Logistics Command signed an agreement for 91 armoured personnel carriers with equipment. The procurement agreement included an additional purchase option for 70 vehicles, of which the Defence Forces previously redeemed 41 at the turn of the year 2023–2024 and now an additional 29 vehicles. The ordered vehicles will be delivered by the end of 2025.

 

23 Sep 24. The Government of Bulgaria has requested to buy two hundred eighteen (218) Javelin FGM-148F missiles (including four (4) fly-to-buy missiles) and one hundred seven (107) Javelin Lightweight Command Launch Units (LWCLU). Also included are Javelin LWCLU Basic Skills Trainers (BST); Javelin Outdoor Trainers (JOT); Battery Coolant Units (BCUs); System Integration and Check Out (SICO); lifecycle support; Javelin Restricted Interactive Electronic Technical Manual (IETM); Javelin operator manuals; tools; Javelin gunner training; Ammunition Technical Officer (ATO) training; Javelin maintenance training; technical assistance; other associated equipment and services; and other related elements of logistics and program support. The estimated total cost is $114m. The prime contractors will be the Javelin Joint Venture between Lockheed Martin, located in Orlando, FL; and RTX Corporation, located in Tucson, AZ. 23 Sep 24. Kongsberg Defense and Aerospace will, once again, upgrade the combat systems for the Norwegian Navy’s six Ula-class submarines. A new agreement was signed with the Norwegian Defence Materiel Agency for the upgrades that will, the contractor says, extend the opertional life of the submarines until the Nordic nation’s next-generation 212CD submarines are ready to enter service in the 2030s. Valued at Nkr436m ($41.56m), the deal will fill a gap in Norway’s maritime force structure. Though, the Ula-class boats are approaching the end of their lives – units were originally procured between 1989-92, according to GlobalData intelligence – the upgrades will ensure Norway, a significant strategic partner in Nato’s Northern Flank, maintains its undersea readiness. 27 Sep 24. Vilnius-based drone innovator, Granta Autonomy, has announced a new €1m contract with the Lithuanian Ministry of National Defence for its first-person-view (FPV) GA-10FPV-AI quadcopter drone. The new unmanned aerial vehicles (UAVs) will be supplied to both the Lithuanian military and Ukrainian armed forces and form part of a larger €8 million defence procurement initiative involving several additional Lithuanian drone manufacturers. In total over 2,300 drones will be delivered to Lithuania, while nearly 5,000 will be sent to Ukraine. The first deliveries are expected to arrive in Ukraine by the end of September, with all drones to be delivered by the end of the year. The newest addition to Granta Autonomy’s mini-UAV arsenal, the GA-10FPV-AI is a versatile first-person view drone designed for various applications. It features a quadcopter frame with vertical take-off and landing (VTOL) capabilities and can carry payloads of up to 3 kg. Pre-programmed missions ensure autonomous operation, even in radio silence or GNSS-denied environments. The drone includes a ground control station with FPV goggles, a controller, a battery charger, antennas, and a monitor for external video display. The system offers a range of customization options for video transmission frequencies and camera types, making it suitable for various missions and environments. Founded in 2015 by former Lithuanian military engineers Gediminas Guoba and Laurynas Litvinas, Granta Autonomy has grown rapidly, securing €1 million in seed funding from ScaleWolf VC, Brolis Defence, and HFL holdings, in July 2024. That investment helped to accelerate development and production of Granta Autonomy’s cutting-edge range of drones, micro gimbals, and digital Datalink software, which have all been rigorously and personally tested on Ukrainian frontlines.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $422,244,473 cost-plus-fixed-fee, firm-fixed-price contract to provide program management, logistics, sustainment, and systems engineering services in support of the integration of the government of the Czech Republic into the F-35 Joint Strike Fighter program as a Foreign Military Sales (FMS) customer. Work will be performed in various undisclosed locations outside the continental U.S. (CONUS) (96%); and various undisclosed locations within CONUS (4%), and is expected to be completed in September 2027. FMS customer funds in the amount of $422,244,473 will be obligated at time of award, none of which will expire at the end of the current fiscal year. 24 Sept 24. The US Army today selected two companies — HDT Expeditionary Systems and Rheinmetall — to produce robotic mule prototypes for it to test out before crowning an ultimate victor. The Army awarded a total of $22m, divided between the two teams, each of which must eight prototypes of their offerings for the Small Multipurpose Equipment Transport (S-MET) Increment II program, one of the Army’s top robotic vehicle efforts. After it evaluates those robots, the service plans to ink a production contract with one vendor in late fiscal 2027 and buy up to 2,195 ground vehicles. (Source: Breaking Defense.com)

19 Sep 24. GDIT Awarded $299m Contract to Support Pentagon’s Network Infrastructure. General Dynamics Information Technology (GDIT), a business unit of General Dynamics (NYSE:GD), announced today that it was awarded a $299m contract to continue supporting the Pentagon’s network infrastructure. The contract, awarded by the Defense Information Systems Agency (DISA) through the Joint Service Provider Enterprise Transport Management-Next Generation (JSP ETM-NG) program, has a one-year base period and two six-month options. General Dynamics Information Technology (GDIT), a business unit of General Dynamics, announced today that it was awarded a $299m contract to continue supporting the Pentagon’s network infrastructure. Under the program, GDIT will continue to operate and maintain the Pentagon and National Capitol Region’s network infrastructure, which supports more than 55,000 customers. 26 Sept 24. Marshall forges new relationship through first contract with U.S. Army. Marshall has won a contract to design and supply a rigid-walled expandable container enabling the U.S. Army’s Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) to provide forensics and environmental capabilities to allies and partners. The 20 ft expandable container will be produced at Marshall’s Cambridge site in line with specifications defined by DEVCOM CBC. As part of the bespoke modifications to the container, Marshall will install a special ventilation system and a “glovebox” area for safe passthrough of potentially hazardous materials.  Marshall has also recently received a contract valued at over £100m to design and produce an extensive suite of command and control (C2) shelters, workspaces and equipment for the Swedish Defence Materiel Administration.

The contracts were awarded by the U.S. Army Contracting Command in Detroit and will be administered by the Robot Logistics Support Center. The first contract, valued at up to $32m, will support sustainment of the Man-Transportable Robotic System (MTRS) and Common Robotic Systems-Heavy (CRS-H) fielded robots. This contract is available to all Department of Defense units and includes spares and repair services. The second contract, valued at up to $15m, will support sustainment of the FLIR Defense FirstLook® 110, SUGV™ 310, PackBot®, and Kobra™ 725 ground robots. 24 Sept. 24. The Navy today announced it has awarded contracts to HII for construction of four amphibious warships, executing a block buy deal years in the making that the service says is expected to save the service up to $901m compared to buying the ships one-by-one. The ships purchased under the $9.4bn-worth of contracts are three San Antonio-class amphibious transport docks (LPD-33 in fiscal 2025, LPD-34 in FY27, and LPD-35 in FY29) and one amphibious assault ship, (LHA-10 in FY27), also referred to as a “large-deck amphib.” The San Antonio-class ships were included in a multi-ship procurement contract, while the America-class amphibious assault ship is part of a contract modification. Northrop Grumman Corporation (NYSE: NOC) was awarded a follow-on production contract as part of a larger contract, which is now valued at over $161m, by the U.S. Navy for the next generation JCREW/DRAKE 2.0 systems. The award includes production and delivery of the JCREW/DRAKE 2.0 dismounted and mounted systems. As the recommended counter-improvised explosive device (IED) and counter-unmanned aircraft system (UAS) solution, JCREW/DRAKE 2.0 will feature increased signal processing and frequency range, instantaneous bandwidth and a more capable user interface. 25 Sept 24. Space Force picks four firms to design ‘Resilient GPS’ satellites. The Space Force’s Resilient GPS program is meant to shield the vital positioning signal from jamming. (Lockheed Martin) The Space Force announced this week the four companies that will compete to build its first batch of Resilient GPS satellites, aimed at ensuring military and civilian users have access to reliable positioning, navigation and timing signals. The service’s acquisition arm, Space Systems Command, chose L3Harris, Astranis, Axient and Sierra Space to create design concepts for the program. From that pool, it will select a subset to finalize their designs and build prototypes and then will pick one or more firms to build the first eight satellites. Command officials wants those spacecraft to be ready to launch by 2028. The Pentagon has become increasingly concerned about GPS signals — used to guide weapons and help units navigate — being jammed or spoofed by adversaries. Russia has taken advantage of this vulnerability in Ukraine, using electronic warfare to jam signals on a regular basis. The Resilient GPS program, or R-GPS, is meant to augment the Space Force’s current constellation of GPS satellites with a fleet of smaller spacecraft that will transmit a set of signals widely used by the military and civilian agencies. The service used an accounting tactic provided by Congress to shift funding from elsewhere in its budget to award initial contracts. Known as a quick-start, the transfer authority came in the Fiscal 2024 National Defense Authorization Act, allowing the Defense Department to reprogram up to $100m in funding to start high-priority programs before they are approved as part of a formal budget cycle. The early funding has allowed Space Systems Command to conduct market research, host an industry day, release a solicitation and award the first round of contracts in less than six months. The Space Force did not disclose the value of those awards. However, it has told Congress it expects the program to cost $1bn over the next five years. To date, it has shifted $40m in FY23 funding to support he effort and has asked lawmakers to realign another $77m in FY25 toward R-GPS. The House Appropriations defense subcommittee has cast doubt on whether the effort will be as resilient as the Space Force hopes. In its version of FY25 defense spending legislation, the panel proposed denying the service’s request to realign FY25 money and questioned whether quick-start authorities should be used for the effort. This new award follows a recently announced award under which AAR will continue to perform P-8A airframe maintenance for the U.S. Navy. Beginning October 2024, AAR, along with strategic partner Delta TechOps, will provide program management, supply chain management, engineering support, and maintenance and repair services to increase engine asset availability for the Navy’s growing fleet. The additional engine maintenance capability achieved through this partnership with AAR will enable the U.S. Navy to continue flying the P-8A and complete its vital national security mission.

26 Sep 24. The United States Army announced that Anduril’s Ghost-X UAS has been selected for the Company Level Small Unmanned Aircraft System (sUAS) Directed Requirement (DR). The DR takes a novel approach to modernization, rapidly fielding commercial capability to Brigade Combat Teams to inform requirements, doctrine, tactics, training, and maintenance concepts for the Army’s Medium Range Reconnaissance (MRR) program. MRR will equip maneuver companies and other operational units with multi-mission organic capability to employ in large scale combat operations and contested environments. Ghost-X was selected after a competitive procurement process, including aircraft and payload flight testing. Anduril will deliver Ghost-X aircraft later this year to deployed units, leveraging rapid and responsive production to field the first aircraft delivered for the DR. Ghost has over 2,000 flight hours providing surveillance, targeting, and communications relay capabilities across woodland, urban, and desert terrains in a range of deployed theaters. Anduril participated in extensive soldier touchpoints over the last several years to inform the development and maturation of the Ghost-X variant, to include the Army’s Expeditionary Warrior Experiment at Ft. 23 Sept. 24. Biden-Harris Administration Awards Nearly $5m to Small Businesses to Bring New CHIPS Technology to the Commercial Market. The Biden-Harris Administration has awarded nearly $5m to 17 small businesses across nine states under the Small Business Innovation Research (SBIR) Program. The SBIR Phase I awards will fund research projects to explore the technical merit or feasibility of an innovative idea or technology for developing a viable product or service for introduction in the commercial microelectronics marketplace. This is the first award for the CHIPS Research and Development Office. The award-winning projects were competitively selected from proposals submitted in response to a Notice of Funding Opportunity (NOFO) on multiple topics on research projects for critically needed measurement services, tools, and instrumentation; innovative manufacturing metrologies; novel assurance and provenance technologies and advanced metrology research and development (R&D) testbeds to help secure U.S. leadership in the global semiconductor industry. 20 Sept. 24. Department of Defense Approves $100m in Grants Under the Defense Community Infrastructure Program. Today, the Department of Defense awarded fourteen Defense Community Infrastructure Program (DCIP) grants from the Office of Local Defense Community Cooperation, totaling approximately $100m. DCIP is a competitive program for states, territories, and communities to undertake infrastructure enhancements to support military value, the training of cadets at independent “covered educational institutions,” installation resiliency, and/or family quality of life that benefits their local installations. On August 1, the Assistant Secretary of Defense for Energy, Installations, and Environment instructed the Office of Local Defense Community Cooperation to invite grant applications for fourteen projects based on a competitive ranking of all proposed projects in response to a March 28, DCIP Notice of Funding Opportunity. These awards derive from Fiscal Year 2024 appropriated funding and leverage an additional $31.5m in non-federal funding, for a total investment of $131.1m. (Source: U.S. DoD)

 

26 Sept 24. Dell Federal Systems L.P., Round Rock, Texas, was awarded a single award, indefinite-delivery/indefinite-quantity, ceiling $794,672,546 contract for Adobe Enterprise software licenses, associated upgrades and maintenance support on a subscription basis, and services for users across the Department of Defense. The period of performance is Sept. 30, 2024, though March 29, 2029, with a six-month base period and four, one year option periods, for a total contract life cycle of four and a half years. Proposals were solicited from the System for Award Management website and four proposals were received. The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1084-24-D-0003).

 

27 Sept 24. Gov Zone Inc., San Antonio, Texas, was awarded a ceiling $999,999,999 indefinite-delivery indefinite-quantity for Pathfinder – CyberWorx. This contract provides for a commercially developed portfolio modernization framework to provide rapid and well supported delivery pathways for technology, transition and transfer. Work will be performed throughout the U.S. and is expected to be completed by Sept. 29, 2029. This contract was a competitive acquisition, and one offer was received. Fiscal 2024 operation and maintenance funds in the amount of $14,198,456 are being obligated at time of award. Mercury Mission Systems,* Torrance, California, is awarded a $131,333,480 firm-fixed-price indefinite-delivery/indefinite-quantity contract for the production and delivery of Advanced Data Transfers System components. This contract is in support of Small Business Innovation Research Phase III topic N102-129 titled “Advanced Solid State Memory Conversion with Advance On-board Test Capability in support of the Navy and Foreign Military Sales customers. Work will be performed in Torrance, California, and is expected to be completed in September 2029. 26 Sept 24. North Point Defense Inc., Rome, New York, was awarded a $20,999,880 cost-plus-fixed-fee contract for the Accelerate the Procurement and Fielding of Innovative Technologies ARCHER program. This contract provides for the transition of technologies into production and to accelerate the fielding of needed technologies. Work will be performed at Rome, New York, and is expected to be completed by March 24, 2028. This contract was a competitive acquisition, and one offer was received. 24 Sept. 24. Sentar, Inc. (Sentar), a women-owned small business specializing in advanced cyber-intelligence solutions, has been awarded a contract by the Defense Logistics Agency (DLA) to explore applying cybersecurity principles to digital twins. Digital twins are virtual representations of physical machines and securing them is crucial for protecting both the physical equipment and the associated digital assets from cyberattacks. This is Sentar’s second contract with the DLA this year focused on the cybersecurity of digital twins. The first contract addressed integrating Sentar’s cyber-attack analysis and prediction technology into Digital Twin architecture. Under this new award, Sentar will design safeguards to protect the data connection between Operational Technology (OT) devices and their digital twins by implementing continuous verification, least privilege access, and network segmentation. 24 Sept 24. Egypt – Stinger Missiles. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Egypt of Stinger Missiles and related elements of logistics and program support for an estimated cost of $740m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Egypt has requested to buy seven hundred twenty (720) Stinger missiles for vehicle-based use on existing Avenger systems, including twenty (20) Product Verification Flight Test (PVFT) munitions. The following non-MDE items will also be included: spare and repair parts; testing equipment; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The total estimated cost is $740m. This proposed sale will support U.S. foreign policy and national security objectives by helping to improve the security of a friendly country that continues to be an important force for political stability and economic growth in the Middle East. The proposed sale will improve Egypt’s capability to meet current and future threats by enhancing Egypt’s ability to defend itself against regional malign actors and improve interoperability with systems operated by U.S. forces and other regional security partners. Egypt’s continued investment in its defensive capabilities is crucial to protecting its borders, transportation infrastructure, and its residents. Egypt will have no difficulty absorbing Stinger missiles into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. 24 Sep 24. Iraq – Follow-On Technical Support for Vessel Maintenance and Repair. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Iraq of Follow-On Technical Support Vessel Maintenance and Repair and related equipment for an estimated cost of $65m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Iraq has requested to buy additional services that will be added to a previously implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales case, valued at $39m, included follow-on technical support (FOTS) for vessel maintenance and repair (VMR), which may include ship repair; maintenance; sustainment; support services; repair; upgrades; overhaul services; associated labor and support; U.S. Government and contractor engineering, technical, and logistics support services of off-shore vessels, patrol boats and defenders of U.S. origin; fuel for quarterly tri-lateral exercises; and other related elements of logistics and program support. This notification is for the continuation of this support and services. The estimated total cost is $65m. This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a strategic partner. The proposed sale will improve Iraq’s capability to meet current and future threats by enhancing the strength of its homeland defense. Iraq will have no difficulty absorbing these services into its armed forces. The proposed sale of this equipment and services will not alter the basic military balance in the region. The principal contractor will be Amentum, located in Chantilly, VA. There are no known offset agreements proposed in connection with this potential sale. Implementation of this proposed sale will require the assignment of approximately sixty-five contractor representatives from various nationalities to be stationed in Iraq annually to support the VMR program.
