15 Aug 24. The Polish Armaments Agency has ordered the first batch of 28 LOTR light armoured reconnaissance vehicles from AMZ Kutno. (Polish MND). The Polish Armaments Agency (AA), representing the State Treasury, ordered 28 LOTR 4×4 light armoured reconnaissance vehicles from AMZ Kutno on 14 August, the Ministry of National Defence (MND) and AA announced on their websites later the same day. The MND and AA valued the implementation agreement at PLN800 million (USD206 million), including a logistics and training package, with deliveries planned for 2026–28. It was the first implementation agreement of the framework agreement signed on 28 February for the delivery of 286 LOTR vehicles from 2026 to 2035 under the Kleszcz (Tick) programme to replace the Polish army’s BRDM-2 armoured reconnaissance vehicles. The LOTR was developed under an agreement between Poland’s National Centre for Research and Development (NCBR) and a consortium led by AMZ Kutno that includes the country’s Military Communications Institute, Military Institute of Armament Technology, and Military Institute of Chemistry and Radiometry. Based on the Bóbr (Beaver) armoured personnel carrier, the LOTR will equip Polish army reconnaissance units and is designed to reconnoitre the battlefield and process and transfer the data collected in encrypted form for the preparation and conduct of operations in all weather conditions 24 hours a day. It carries a reconnaissance team consisting of five scouts and is equipped with a tactical battlefield reconnaissance radar and electro-optical and communication systems. 14 Aug 24. Bittium supplies the Estonian Defence Forces with more products enabling next-generation tactical communications. The product deliveries continue the reform that aims to improve IP data transfer capability of the Estonian Land Forces. Bittium has already previously supplied a tactical communications system to be included as a part of a bigger system entity. Product deliveries related to the tactical communications system were started in the year 2016. Bittium’s tactical communications system modernizes the Estonian Land Forces’ data transfer, improves the performance of the network, and diversifies the wireless and wired connectivity of the system entity used by the Estonian Defence Forces. The value of the product order is approximately EUR 1.8 m and the deliveries will be started during the year 2024. The order has been issued by Bittium’s Estonian partner, who will supply and integrate the products and systems for the Estonian Defence Forces. The order is based on a Framework Agreement between the Estonian partner and the Estonian Defence Forces. The Framework Agreement covers the years from 2021 to 2025. Also third-party products are supplied within the scope of the Framework Agreement. Deliveries within the scope of the product order include the products of the software defined radio based Bittium Tactical Wireless IP Network™ (TAC WIN) system that forms a wireless broadband backbone network, the versatile Bittium Tough Comnode™ devices for different tactical communications needs, the next-generation Bittium Tough VoIP Field Phone™ 2 products, and accessories related to the products.
13 Aug 24. HENSOLDT has received a further order for the delivery of “Dynahawk” fire control sights (FLV). The customer is the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw). The order includes deliveries this year and next, with an option for further systems in 2026. The order is worth several m euros. HENSOLDT has already supplied fire control sights in previous years. The “Dynahawk” has a 5.5x glass optical magnification and a laser rangefinder. The ballistics computer of the fire control sight, which is equipped with sensors for environmental perception (temperature, air pressure, angular rate sensor), has several modes for engaging static and dynamic targets and automatically recognises the loaded ammunition and calculates the corresponding ballistics. The FLV also has selection options for programming the firing point. This means that bursting or air-burst ammunition can also be used with pinpoint accuracy. The unique selling point of the FLV is its interoperability with the two weapon systems introduced into the Bundeswehr, the “Wirkmittel 90” (DND RGW90) and the “leichte Wirkmittel 1800+” (MBDA Enforcer). Both weapons can be fired without changes to the configuration of the “Dynahawk”.
13 Aug 24. Huta Stalowa Wola (HSW), part of Polska Grupa Zbrojeniowa (PGZ), signed a contract with Raytheon Polska on 12 August on the domestic production of 48 M903 Patriot launchers for delivery in 2027–29, the Polish Ministry of Defence (MND) and HSW announced on their websites later the same day. The contract signing kicks off the implementation of phase 2 of the Wisła air-defence programme and the signing of agreements with Polish industry on the delivery of more components for the programme, according to the Polish MND and HSW. HSW has subcontracted Zakłady Mechaniczne Tarnów to supply actuators for the launchers and Wojskowe Zakłady Elektroniczne for the datalink terminal module. Members of the PGZ-Wisła consortium will produce other parts, including technical support containers, transport and loading vehicles, launcher and missile components, and radar systems. In preparation for phase 1 of the Wisła programme, HSW built a production and assembly plant that could eventually become a service, maintenance, and repair centre for M903 Patriot launchers, according to the Polish company. 13 Aug 24. US approves possible HIMARS sale to Norway. The US Department of State has approved the possible Foreign Military Sales (FMS) of M142 High Mobility Artillery Rocket Systems (HIMARSs) and related equipment worth up to USD580m to Norway, the US Defense Security Cooperation Agency (DSCA) announced in a press release on 9 August. Norway’s government has requested 16 HIMARSs, 15 M30A2 Guided Multiple Launch Rocket System (GMLRS) Alternative Warhead (AW) pods with the Insensitive Munitions Propulsion System (IMPS), 15 M31A2 GMLRS Unitary (GMLRS-U) high-explosive pods with IMPS, and 100 M57 Army Tactical Missile System (ATACMS) pods. It has also requested Low Cost Reduced Range Practice Rocket (LCRRPR) pods, interactive electronic technical manuals, integration support services, spare parts, toolkits, test equipment, contractor logistics support, training and related equipment, technical assistance, technical publications, transportation, and other related elements of logistics and programme support. The proposed FMS will support US foreign policy goals and national security objectives by improving NATO ally Norway’s security, according to the DSCA. The agency added that the proposed sale would improve Norwegian capabilities to meet current and future threats and increase its interoperability with US and other allied forces. 15 Aug 24. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Germany of PATRIOT Advanced Capability-3 Missile Segment Enhancement Missiles and related equipment for an estimated cost of $5.0bn. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Germany has requested to buy up to six hundred (600) PATRIOT Advanced Capability-3 (PAC-3) Missile Segment Enhancement (MSE) missiles (includes ten (10) fly-to-buy missiles). The following non-MDE items will also be included: tools and test equipment; range and test programs; support equipment; associated publications and technical documentation; training equipment; spare and repair parts; new equipment training; transportation; quality assurance team support; U.S. Government and contractor technical assistance, engineering, and logistics support services; systems integration and checkout; field office support; participation in the International Engineering Services Program and Field Surveillance Programs; launcher modification kits; MSE conversion kits; and other related elements of logistics and program support. The estimated total cost is $5.0bn. This proposed sale will support the foreign policy and national security of the United States by improving the security of a NATO Ally that is an important force for political and economic stability in Europe. The proposed sale will improve Germany’s capability to meet current and future threats and increase the defensive capabilities of its military. It will support Germany’s goal of improving national and territorial defense as well as interoperability with U.S. and NATO forces. Germany will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. 14 Aug 24. MilDef to deliver rugged displays to European military vehicle manufacturer, worth 135 MSEK. Via the acquisition of certain assets of Advanced Vision Technologies Ltd (AVT), MilDef has now been entrusted to deliver intelligent and rugged displays to key European land vehicle programmes. Deliveries will take place 2024-2029 and order value amounts to approximately 135 MSEK. In 2020, MilDef won a framework agreement to deliver hardware, e.g. computers, switches, and routers. Through the acquisition of certain assets from AVT, this agreement will now include the next generation of GVA (Generic Vehicle Architecture) military displays, produced at MilDef’s UK assembly facility in South Wales.

The Government of Poland has signed a Foreign Military Sales (FMS) Letter of Offer and Acceptance (LOA) for 96 Boeing [NYSE: BA] AH-64E Apache combat helicopters, as part of the Polish KRUK Attack Helicopter program. The LOA comes a week after the Polish Ministry of National Defence announced an offset agreement with Boeing. The agreement includes maintenance and support of the Polish Armed Forces fleet of Apache helicopters by Polish defense industry along with the establishment of training programs and supporting the development of a composite laboratory.
12 Aug 24. Poland signed a major contract to purchase several hundred AIM-120C AMRAAM (Advanced Medium-Range Air-to-Air Missile) guided missiles from the United States. This acquisition marks another milestone in the deepening defense relations between the two NATO allies. The announcement was made public by Paweł Bejda, Poland’s Deputy Minister of National Defense, via a message on his official X (formerly Twitter) account on August 9, 2024. MatrixSpace has been selected for a $1.9m AFWERX Tactical Funding Increase (TACFI) Phase II Sequential contract to develop a distributed dual-mode mesh radar for base defense, based on the MatrixSpace Radar hardware platform. The project runs for 22 months and starts immediately. The project, in support of the Air Force 87th Security Forces Squadron, involves scaling MatrixSpace Radar for use in tactical, expeditionary, installed base force protection scenarios by creating a scalable low-cost distributed radar sensor mesh for low-airspace surveillance. The sensor mesh must detect, track, and identify low flying objects such as UAVs, loitering munitions, and one-way attack vehicles that are RF silent. The deployable system will provide the Air Force with a model for a network of rapidly deployable security sensors that is scalable and does not require additional infrastructure for power and communications. The service initially tasked the supplier to produce a detailed design for the 1700 variant in March 2018, after which the Navy ordered three units in September last year, with an option for nine more. 13 Aug 24. Ovzon has received, through Viasat Government Services, its first order for Ovzon Pegasus service on the new Ovzon 3 satellite. This represents the transition from current Ovzon SATCOM-as-a-Service delivered to the U.S. Department of Defense (U.S. DOD) using leased satellite capacity to now utilizing Ovzon 3. The order is for twelve months and the service was activated on August 1, 2024. The order value amounts to approximately 6.2 MUSD. This order, specific to U.S. DOD requirements, replaces the previous eight-month contract that was signed in December 2023. The Ovzon 3 satellite was launched in January 2024. 12 Aug 24. ParaZero Technologies Ltd. At this year’s Counter-UAS Sandbox, three “Diamond in the Rough” prizes were awarded to the top innovations in detecting and/or defeating micro and mini uncrewed aerial systems (UAS). The 2024 CUAS Sandbox event, held from May 27 to June 21 at CFB Suffield in Alberta, showcased the counter-drone technologies of 15 innovators from five countries. Participants received feedback from defense experts and end users, while the DND/CAF gained valuable insights into the latest advancements in CUAS technology. Building on the outcomes of the 2022 CUAS Sandbox, the Department of National Defence (DND), the Canadian Armed Forces (CAF), and their defense and security partners (including the RCMP and Public Safety) are pursuing CUAS solutions capable of detecting and/or neutralizing Micro and Mini UAS. These systems should be able to be integrated into broader military command and control frameworks, focusing on hard-kill capabilities.

15 Aug 24. The Japan Coast Guard (JCG) has signed a contract for the purchase of two SeaGuardian® Remotely Piloted Aircraft (RPA) from General Atomics Aeronautical Systems, Inc. (GA-ASI), scheduled for delivery in 2025. This follows JCG’s ongoing Company-Owned, Contractor-Operated agreement with GA-ASI for operating SeaGuardian, which began in April 2022. SeaGuardian is a medium-altitude, long-endurance RPA system that can fly for 24 hours or more, depending on the configuration. GA-ASI has strengthened its Maritime Wide Area Surveillance (MWAS) for Japan with Optix+, which gathers information from the SeaGuardian sensors, as well as other data sources, displaying the full picture of surveillance information for its operator. This functionality makes it easy to task and direct its Intelligence, Surveillance and Reconnaissance (ISR) information in real time. GA-ASI’s Optix+ software suite rapidly correlates and exploits collected data into an easily shared common operational picture. Having multi-source correlated data enables automatic detection of anomalous behaviors over waters.

10 Aug 24. Russian Air Force Gets New Batch Of ‘Multi-Functional’ SM2 Fighters To ‘Fight’ Fighting Falcons. Amid the widespread attention on Ukrainian F-16s, Russian media has reported the arrival of a new batch of upgraded Su-30 fighter jets, designated Su-30SM2, for the Russian Air Force. The United Aircraft Corporation (UAC) has announced that these advanced Su-30SM2 multifunctional fighters were produced and delivered to the Russian Ministry of Defense, specifically to the Aerospace Forces (VKS), according to the state-owned media outlet TASS. The new jets, developed by the Irkutsk Aviation Plant—a subsidiary of UAC and part of the Rostec state corporation—have successfully completed both ground and flight tests before being deployed.
