07 Aug 24. Bulgaria approves purchase of IRIS-T SLM. The Bulgarian parliament on 6 August ratified a bill proposed by its defence committee to fund the purchase of the IRIS-T SLM (Surface-Launched Medium-Range) air-defence system for the country’s armed forces. The purchase will be carried out under the European Sky Shield Initiative. According to documentation published by the Bulgarian parliament’s defence committee on 1 August, negotiations on IRIS-T procurement involving the Bulgarian and German defence ministries and Diehl Defence took place from 22 to 24 July. The deal entails the purchase of one IRIS-T SLM fire unit and will also include an option until 2032 to purchase five additional IRIS-T SLM fire units as well as one IRIS-T SLX (Surface-Launched Extended-Range) fire unit. The cost of the deal so far is limited to purchasing one IRIS-T SLM fire unit, listed as EUR182 m (USD199 m), excluding value-added tax (VAT). Some of this cost will be funded by compensation received for Bulgarian donations of military equipment to Ukraine in 2024. The compensation amount is expected to increase as more donations are planned in 2025. The Bulgarian Ministry of Defence had not replied to Janes questions about the procurement, including who would compensate for Bulgarian donations to Ukraine, at the time of publication. 08 Aug 24. Elbit Systems Ltd. (NASDAQ: ESLT and TASE: ESLT) (“Elbit Systems” or the “Company”) announced today that it was awarded a contract worth approximately $130m to supply Iron Fist Active Protection Systems (APS) to BAE Systems Hägglunds. The systems will be installed on the CV90 Infantry Fighting Vehicle (IFV) as part of a project of a European country. The contract will be performed over a period of five and a half years. The Iron Fist APS is an advanced Hard Kill system aimed at enhancing the self-defense capabilities of armored platforms against modern battlefield threats. It is the Israel Defense Force’s Second-Generation APS and is characterized by high performance and low volume, weight and power requirements. The system provides armored platforms with 360-degree protection from a wide variety of anti-armor threats, such as Anti-Tank Rockets (ATR), Anti-Tank Guided Missiles (ATGM), UAS and Loitering threats, in both open terrain and complex urban environments.
09 Aug 24. Patria has signed a Life Cycle Management (LCM) contract with Finland and Latvia for the Common Armoured Vehicle System (CAVS) programme, based on Patria 6×6 vehicle. Other CAVS countries may join the contract later. The contract will expand the CAVS commonality principle and secure co-operation and cost efficiency for the whole lifecycle of the system. In the contract parties jointly agree on delivery of lifecycle management services necessary to carry out the sustainment of the CAVS vehicles and related capabilities through entire fleet lifecycle. The contract will increase the national security of supply within the partner nations due to common lifecycle management services and products. The CAVS LCM contract is based on Patria OPTIME service concept that is a modular service model tailored to the customer needs and requirements covering a broad range of services and solutions impacting the fleet availability. The CAVS programme currently includes Finland, Latvia, Sweden and Germany. After the inclusion of the LCM contract, the programme includes three frame agreements: research and development, manufacturing and sustainment, and the contractual structure for the whole lifecycle management.
02 Aug 24. Thales enhances mobile threat simulation. Through its partnership with the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw), Thales has secured a three-year contract to maintain and enhance the mobile threat simulators (Mobs) for training German aircrews. These simulators are designed to replicate ground-to-air missile threats in realistic combat scenarios, providing pilots with the experience necessary to survive and succeed in modern warfare. The contract continues a 15-year collaboration under the Polygone programme, a tri-national initiative involving Germany, France, and the United States to improve air defence training. The Hellenic Air Force (HAF) recently sent an official request to U.S. authorities expressing interest in acquiring up to four used Boeing KC-135R Stratotanker aerial refueling aircraft through the Excess Defense Articles (EDA) program from the U.S. Armed Forces’ surplus. The Hellenic Air Force (HAF) seeks further information regarding the availability of up to four KC-135R Stratotankers refueling aircraft, based on the US Air Force’s list of surplus aviation assets available for free transfer via the EDA program. The Hellenic Air Force (HAF)’s request is based on the USAF’s list of surplus aviation assets available for free transfer via the EDA program, which includes several KC-135R refueling aircraft. The HAF seeks further information regarding the availability of up to four of these aircraft to meet its operational needs. Additionally, the HAF has inquired about the condition of the aircraft offered for free transfer, the equipment they will come with, the cost of potential repairs and restoration, technical support for the KC-135R, and training for both pilots and ground technicians. The interest in acquiring aerial refueling tankers is part of the HAF’s broader strategy to enhance its capabilities. These tankers have been included in the force structure plan as outlined by the Hellenic National Defense General Staff (GEETHA) and approved in 2021. This move will enable HAF fighter jets to remain airborne for extended periods, reach distant targets from their bases, and participate in various missions, including interception, escort operations, deep-strike missions over enemy territory, and maritime operations in the Eastern Mediterranean, from Cyprus to the African coasts. This capability would allow the HAF to maintain continuous control over every corner of the Athens FIR and Greece’s Exclusive Economic Zone (EEZ) without the need to return to base for refueling. QinetiQ Group plc has been awarded the Aerial Training Services (ATS) Contract with the German Armed Forces Procurement Office for the German Armed Forces (Bundeswehr), Air Force, Army, Navy, and Special Forces. QinetiQ GmbH Flotte PC9 and PC12. The 10-year contract is worth €284m with an option for an additional two-year extension. It represents the largest and longest contract award for QinetiQ’s Global Threat Representation business, providing long-term visibility and enabling future growth for our German operations. For more than 30 years, aerial training and related services have been an essential part of the German Armed Forces’ operations. Under the ATS contract, QinetiQ will provide a comprehensive range of tailored services including Joint Terminal Attack Controller (JTAC ) training, Red Air training, close air support, maritime air operations, ground control intercept training, air traffic control training and target towing for ground based air defence systems. Insight is a next-generation Intelligence, Surveillance, and Reconnaissance (ISR) exploitation and resource management system which uses multiple intelligence signal processing, domain analysis multi-level fusion, predictive analytics, machine learning, and automation to fill gaps in today’s military intelligence analysis capability. A key feature of this effort focuses on development and integration with airborne applications including Resolute Sentry, which provides real-time multi-domain battlespace awareness in highly contested environments. 09 Aug 24. The Ukrainian Ministry of Defence has commissioned Rheinmetall to deliver eight additional Forward Surgical Team stations (FST) for the country`s armed forces. The order is part of the strengthening initiative (“Ertüchtigungsinitiative”) of the Federal Government of Germany. The delivery is expected to begin in 2024 and to be completed by end 2026. The order comprises eight turnkey-ready systems, equipped with highly modern medical technology, among it an x-ray-container, an operating theatre and a unit for intensive care on the standard of a modern hospital. For transporting each rescue unit, Rheinmetall also delivers a mobile component consisting of three HGVs from Rheinmetall MAN Military Vehicles (RMMW) including the trailers. The order is valued in a medium double-digit million Euro range. In addition to the delivery of FST rescue units, is also envisaged give appropriate Ukrainian personnel a one week’s training in Germany. Already in September 2023, Rheinmetall had handed-over a mobile field hospital (NATO-Role-2-Standard) with 32 beds for patients, of which eight are for intensive care, to Ukraine. Also in this case, ten Ukrainian soldiers underwent a two-week training regarding assembly and disassembly as well as transportation and operation of the hospital. Two rescue units of the current order will be delivered by Rheinmetall end of 2023 and beginning of 2024.

05 Aug 24. Australian Defence, Anduril Australia enter co-funding contract for Ghost Shark Industry. The federal government has entered into a co-funding early works contract with American defence subsidiary Anduril Australia to accelerate production of the Ghost Shark long-range autonomous vehicle program. Under the agreement between Defence and Anduril Australia, the nation will co-invest $20.1m alongside Anduril Australia, which will contribute more than $20.1m to scale the sovereign supply chain and build infrastructure to transition the Ghost Shark program from prototype development to production. To date, Defence has invested $90.1m. In addition, Anduril Australia will construct a manufacturing facility that will see the first production variant of the Ghost Shark available by the end of 2025. The company will construct the facility in Australia with a factory capable of manufacturing Ghost Sharks for Defence and its international partners, as well as a commercial variant. Israel Aerospace Industries has been awarded a contract, by competitive tender, to provide the Israeli Defense Forces (IDF) with airborne radios, for installation on Unmanned Aerial Vehicles (UAV) that operate in maritime patrol missions over the Israeli Economic Exclusion Zone (EEZ). Installed on Heron-type UAVs, they allow shore-based Navy personnel to hail vessels within the EEZ and to communicate with them directly. The radios, model ARC840 SDR, are developed and manufactured by ELTA Systems Ltd., IAI’s defense electronics division. Based on advanced Software Defined Radio (SDR) technology, the radios support voice, video and data communications, and are able to communicate in a wide variety of communications protocols and modulations enabling forces in the land, air and sea to collaborate – linking between varied communications methods in the separate domains.
