20 Jun 24. The border surveillance system solutions developed by HAVELSAN, which meet the needs of monitoring border areas and detecting security threats, are attracting interest from various countries. HAVELSAN will make the first export of its Matra product within the scope of the Romanian Integrated Maritime Surveillance System (SCOMAR) Modernization Project tender. At the ceremony held at the Border Police Headquarters in Bucharest, Romania, the contract was signed by the General Inspector of the Romanian Border Police Quaestor Cornel-Laurian Stoica and HAVELSAN Vice President, Command & Control and Defense Technologies Savaş Yanık. 19 Jun 24. France, Belgium, Cyprus, Estonia and Hungary have signed a framework co-operation arrangement for the joint acquisition of the Mistral 3 ground-based air defence system on 19 June. Managed by the DGA with MBDA support, the arrangement gives partner nations access to an improved acquisition process that meets armed forces’ requirements. Following in the steps of the first five countries, several other states have also indicated their strong interest in this co-operation.
20 Jun 24. Caesar howitzers will arrive in Estonia this year following the signing of a contract with France, Estonia, Croatia and KNDS at the Eurosatory conference in Paris on 19 June 2024. The Caesar howitzer is a self propelled 155mm cannon, providing operators with a mobile, flexible, long-range fire support capability. KNDS will triple its monthly production rate of two unit per month, up to six per month, to fulfil orders. Six of 12 ordered Caesar howitzers will be provided to Estonia within 2024. France ordered 109 Caesar howitzer cannons from KNDS in January 2024, with the first to be delivered in 2026. (Source: army-technology.com)
20 Jun 24. During the Eurosatory exhibition, Safran Electronics & Defense and the Polish company Wojskowe Zakłady Elektroniczne (WZE S.A.) signed for the first time a contract for the supply of Safran’s Geonyx inertial navigation and pointing systems to the Polish Armed Forces. The total cumulative quantity is in the range of 200 pieces of equipment. The Geonyx were selected for both the PILICA+ and NAREW air-defense programs for Poland. They will provide precise and reliable positions to anti-aircraft platforms, even if satellite navigation signals are unavailable or inaccessible, and heading references to the various radars. The signing of this contract will also include the transfer of production of these inertial units to WZE S.A.: Safran will produce the main elements; WZE S.A. will carry out their assembly and the necessary checks before delivering the Geonyx to Poland. The main goal is to reduce delivery times and, ultimately, ensure the local maintenance of the Geonyx of the Polish army in order to optimize the availability rate of their systems. In a similar context, the company Young Poong Electronics (YPE), which adapted Geonyx technology to the Korean K2 assault tanks of the Polish Army, will also transfer the production of its inertial units to WZE S.A.

Collins Aerospace, a Raytheon Co., Westford, Massachusetts, has been awarded a $264,595,890 predominately firm-fixed-price, indefinite-delivery/definite-quantity with a portion on a cost-plus-fixed-fee and cost-reimbursement incentive contract. This contract provides for sustainment for the DB-110 and MS-110 Reconnaissance Pod program executed in the Air Force Life Cycle Management Center, Intelligence Surveillance Reconnaissance and Special Operations Forces International Support Branch, Foreign Military Sales (FMS) program office. The contract will have a ceiling of $300,000,000. Sustainment services in support of this effort include, but are not limited to, hardware and software delivery support, technical support for organizational-level and intermediate-level maintenance, performance of all depot-level repairs and return repaired items in accordance with the country specific FMS transportation plan, field service representative support, and call back support. This contract involves foreign military sales to Greece, Saudi Arabia, Poland, Egypt, Morocco, Oman, Bahrain, Taiwan, Iraq, Qatar, and Jordan. The work is expected to be completed by June 30, 2027. Foreign Military Sales funds in the amount of $2,294,107 are being obligated at the time of award. 19 Jun 24. Novadem Gets Order for 260 NX70 Drones from the French Ministry of the Armed Forces. This year 2024 will mark a turning point for Novadem with a record acquisition of 260 NX70 drones by the French Ministry of the Armed Forces to increase the capacity of NX70 drones within the forces, bringing to more than 440 the total number of drones ordered from Novadem since 2018. At the beginning of 2024, the Aix-based SME Novadem received a new record order from the Aeronautical Maintenance Directorate (DMAé) for more than 260 additional NX70 micro-drones, which will be delivered between 2024 and 2025. Quantum Systems, the Munich-based manufacturer of dual-use reconnaissance drones that use multi-sensor technology to collect data for government agencies and commercial users, is pleased to announce that it has been awarded a significant contract to supply the Romanian Ministry of Defence with its advanced Vector unmanned aerial systems. The contract, valued at approximately 18.4 M EUR ($19.7M)was finalized on May 14, 2024, and will span over a period of 36 months. This marks a significant step in enhancing the capabilities of the Romanian Armed Forces with state-of-the-art UAS technology. Romtehnica S.A., the purchasing authority, has contracted Quantum Systems to supply these advanced systems to the Romanian Armed Forces, who will utilize them in various operations across the region.

Kopin Corporation (NASDAQ: KOPN) a leading provider of application-specific optical solutions and high-performance micro-displays for defense, enterprise, consumer and medical products, today announced it has received a contract from the U.S. Army to develop novel see-through Augmented Reality (AR) display optics for dismounted soldier vision system applications. For over 25 years, the Army has been developing systems that provide increasingly higher amounts of data to dismounted soldiers during combat operations to increase situational awareness and improve combat effectiveness. Beginning with the Land Warrior program in the late 1990s and evolving through programs such as Nett Warrior and Thermal Weapon Sight programs, and most recently with the Integrated Visual Acuity System (IVAS), the data and video imagery supplied by these solutions have been hampered by optical viewing approaches that create undesirable “side-effects” such as visual dissonance and cognitive disorder resulting from the ergonomics, human factors performance and other technical shortcomings of these systems. Under this new Army contract, Kopin will develop novel AR optics to provide an improvement over prior system approaches, with the goal of increased optical performance, daylight readability, visual and ergonomic comfort, and nighttime visibility as well as reductions in weight, size, and power consumption. 20 Jun 24. Lockheed Martin Rotary & Missions Systems, Colorado Springs, Colorado, is being awarded an extension to the indefinite-delivery/indefinite-quantity contract HQ0147-19-D-0002. The total value of this contract is $282,775,135. No task orders are being issued at this time. The work will continue to be performed in Huntsville, Alabama. This contract was previously competitively awarded to provide the development and sustainment of the Missile Defense Agency’s (MDA) Objective Simulation Framework modeling and simulation system. The government is awarding this extension with only one source under the authority of 10 U.S. Code 3204(a)(1) and Federal Acquisition Regulation 6.302-1. This extension will ensure continuity of critical work to deliver required capability increments. The ordering period end date is extended from April 15, 2024, to Oct. 15, 2026, and adds two 12-month options and one six-month option. The extension will allow for the execution of MDA’s integrated master test plan that includes ground test, flight test, and warfighter training and combatant command exercise events. 20 Jun 24. Northrop Grumman Mission Systems, McLean, Virginia, has been awarded a contract with a ceiling value of $189,000,000 for Combat Air Forces Distributed Mission Operations services. This contract provides for distributed training to capable Air Force trainers worldwide by establishing a virtual environment to conduct distributed training events, from daily team training to large-scale exercises that provides a safe training environment at a lower cost than live fly. The location of performance is Orlando, Florida. Work is expected to be completed by June 21, 2026. This award is the result of a sole source acquisition. Fiscal 2024 and 2025 operation and maintenance funds in the amount of $35,413,294 are being obligated at the time of award. Lockheed Martin Rotary and Mission Systems, Liverpool, New York, has been awarded an $81,297,720 modification (P00036) to exercise an option to previously awarded contract FA8730-21-C-0022 for Three-Dimensional Expeditionary Long-Range Radar (3DELRR) system. This modification provides for the exercise of options for four 3DELRR radars, and associated production management, travel and other direct costs, and data under the basic contract. The location of performance is Liverpool, New York. The work is expected to be completed by Jan. 9, 2027. Data Link Solutions LLC, comprised of BAE, Wayne, New Jersey; and Collins Aerospace, Cedar Rapids, Iowa, are awarded an indefinite-delivery/indefinite-quantity contract with a maximum potential value of $998,828,164 for the production, retrofits, development, and sustainment of the Multifunctional Information Distribution System (MIDS) Joint Tactical Radio Systems (JTRS) terminals. Currently, there are three variants of MIDS JTRS terminals: the Concurrent Multi-Netting 4, the Tactical Targeting Network Technology, and the F-22 variant. These terminals will continue to be procured, sustained, and updated for future growth. Funds in the amount of $116,119,637 will be placed on contract and obligated on the first delivery order concurrent with contract award, which will meet the minimum order requirement. Fiscal 2024 aircraft procurement (Navy) funding in the amount of $40,133,384; other procurement (Navy) funding in the amount of $2,766,725; ship construction procurement (Navy) funding in the amount of $2,334,137; and research development test and evaluation (Navy) funding in the amount of $6,075,245, will be obligated at time of award and will not expire at the end of the current fiscal year. Lockheed Martin Space, Sunnyvale, California, has been awarded a $977,599,318 cost-plus-incentive-fee contract modification (P00127) to previously awarded contract FA8810-18-C-0005 for Phase 2.1B. The Phase 2.1B contract modification is for on-orbit developmental and operational testing, calibration, and tuning of the Overhead Persistent Infrared (OPIR) main mission payload, entrance into the interim operations period, and interim contractor support for the Next Generation OPIR Geosynchronous System for two space vehicles consistent with the space vehicle 3 descope. The locations of performance include Sunnyvale, California; Boulder, Colorado; and Aurora, Colorado. The work is expected to be completed July 31, 2029. 19 Jun 24. MatrixSpace has been selected by AFWERX for a $1.25m Direct-to-Phase II SBIR to develop a prototype low SWaP-C multi-function, multi-band antenna payload, based on the MatrixSpace Radar hardware platform. Created to satisfy requirements for the Replicator initiative and address the most pressing challenges in the Department of the Air Force (DAF), the project is part of a new initiative to develop and test low SWAP payloads based on existing MatrixSpace technology for uncrewed aerial systems (UAS). The project initially runs for 21 months, starting immediately. Designed and developed in the USA, MatrixSpace Radar offers robust situational awareness of both airborne and ground-based objects, regardless of lighting and weather conditions. This facilitates highly accurate drone detection and Counter Unmanned Aircraft System (CUAS) capabilities, Beyond Visual Line of Sight (BVLOS) flight for uncrewed, autonomous and tethered aircraft, and overall general airspace awareness and security. The Air Force Research Laboratory and AFWERX have partnered to streamline the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) process by accelerating the small business experience through faster proposal to award timelines, changing the pool of potential applicants by expanding opportunities to small business and eliminating bureaucratic overhead by continually implementing process improvement changes in contract execution.

The Applied Research Laboratory (ARL), Pennsylvania State University (PSU), State College, Pennsylvania, is awarded a cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity modification with a ceiling increase of $1,390,000,000 to a previously awarded contract (N00024-18-D-6401) for research, development, engineering, and test and evaluation for programs throughout the Department of Defense (DOD) within its approved core competency areas of: (1) guidance, navigation and control, (2) advanced thermal propulsions, (3) advanced propulsors, (4) materials technology and manufacturing technology, (5) atmosphere and defense communications, and (6) mission related and public service. The State Department has made a determination approving a possible Foreign Military Sale to the Taipei Economic and Cultural Representative Office in the United States of ALTIUS 600M-V Unmanned Aerial Vehicles and related equipment for an estimated cost of $300m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Taipei Economic and Cultural Representative Office in the United States (TECRO) has requested to buy the following non-MDE: up to 291 ALTIUS 600M-V systems, comprised of an Unmanned Aerial Vehicle (UAV) loitering munition with extensible warhead and electro-optical/infrared (EO/IR) camera; ALTIUS 600 inert training UAVs; Pneumatic Integrated Launch Systems (PILS); PILS transport trailers; ground control systems; associated support, including spares; battery chargers; operator and maintenance training; operator, maintenance, and training manuals; technical manuals; logistics and fielding support; testing; technical assistance CONUS and OCONUS, including for engineering services; program management; site surveys; facility, logistics and maintenance evaluations; quality assurance and de-processing team support; field service representative support; transportation; and other related elements of logistics and program support. The estimated total cost is $300m. This proposed sale is consistent with U.S. law and policy as expressed in Public Law 96-8. This proposed sale serves U.S. national, economic, and security interests by supporting the recipient’s continuing efforts to modernize its armed forces and to maintain a credible defensive capability. The proposed sale will help improve the security of the recipient and assist in maintaining political stability, military balance, and economic progress in the region. The proposed sale will improve the recipient’s ability to meet current and future threats. The recipient will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be Anduril, located in Atlanta, GA. There are no known offset agreements proposed in connection with this potential sale.
