09 May 24. Avon Protection awarded UK MoD General Service Respirator contract worth up to £38m. Avon Protection, the leader in innovative CBRN personal protective equipment, is pleased to announce that it has been awarded the continued supply of the General Service Respirator (GSR) and associated in service support contract by the UK Ministry of Defence. The contract, over four years, with five further 12-month option periods is valued at up to £38m. The twin-canister, single-visor GSR is the standard issue respirator for all UK service personnel across the British Army, Royal Air Force and Royal Navy. Designed and manufactured to the UK MoD’s precise specifications, it provides high-performance filtration protection for users operating in CBRN threat environments. Avon Protection was first awarded the contract to supply and support the GSR in 2018. Since then, it has supplied over 90,000 GSRs to UK MoD users from its facility in Melksham, Wiltshire. This new contract will sustain many highly skilled jobs at the Melksham facility as well as in the supply chain that is primarily based in the United Kingdom – ensuring the nation maintains sovereign CBRN protection capability through domestic production and R&D.

 

10 May 24. The U.K. Ministry of Defence (MOD) has selected L3Harris Technologies (NYSE:LHX) for an $18mi contract to deliver up to 50 medium-sized T4™ explosive ordnance disposal (EOD) robots to defeat explosive threats located within confined urban spaces.  The contract includes providing robots, in-country support, maintenance, training and follows L3Harris’ successful delivery of Project STARTER, a program that replaced the legacy fleet of large EOD robots with 122 T7™ systems that have been fully operational since 2019. This contract award with the U.K. follows L3Harris’ successful award for T4 and T7 variants to the Australian Defence Force. Those robots will be delivered to Australia starting in mid-2024 as part of their Land-154 program to enhance EOD unit capabilities in improvised explosive device neutralization and exploitation as well as route clearance. The U.S. Air Force also ordered more than 100 T7 robots to support their EOD missions around the world, many of which have been delivered and are now fully operational.

 

09 May 24. Lockheed Martin Corp., Grand Prairie, Texas, was awarded a $221,223,730 modification (P00001) to contract W31P4Q-23-C-0032 for Multiple Launch Rocket System requirements. Work will be performed in Grand Prairie, Texas; Camden Arkansas; and New Boston, Texas, with an estimated completion date of April 30, 2028. Fiscal 2022 and 2024 missile procurement, Army funds; fiscal 2024 Foreign Military Sales (Finland) funds; and fiscal 2024 cooperative partner (Italy and United Kingdom) funds in the amount of $221,223,730, were obligated at the time of the award. 06 May 24. HII, the leading manufacturer of underwater unmanned vehicles (UUVs), announced the recent sale of three REMUS 100s and five REMUS 300s to the Royal Navy. This transaction marks a significant milestone in the longstanding partnership between HII and the United Kingdom military to support the Royal Navy’s capabilities in underwater exploration, countermine and surveillance programs. Over the past 20 years, the U.K.’s Ministry of Defence has acquired a mix of REMUS 100s, Remus 300s and REMUS 600s for mine countermeasure operations. The Ministry of Defence’s first two REMUS 100s, acquired in 2001, are still in operation today, demonstrating the resilience and modernization capabilities of the HII-built UUVs. The REMUS 100s and 300s, known for their versatility and reliability, are set to enhance the Royal Navy’s operational efficiency for a variety of maritime missions. 08 May 24. Elbit Systems Ltd. (NASDAQ: ESLT and TASE: ESLT) (“Elbit Systems” or the “Company”) announced today that it was awarded a contract worth approximately $53m to supply the Crossbow Unmanned Turreted 120mm Soft Recoil Mortar Systems to General Dynamics European Land Systems (GDELS) for the installation on Pandur 6×6 APC wheeled armored vehicle for a European customer. The contract will be performed over a period of 6 years. This marks the first contract signed for the supply of the Crossbow since its unveiling at the DSEI exhibition in London in 2023. Elbit Systems’ Crossbow offers high protection and survivability for the mortar operator’s crew and a short sensor-to-shooter circle, and is capable of shooting the first round in less than 30 seconds. It has a maximum rate of ten rounds per minute with a sustained rate of fire of six rounds per minute. The system can fire a variety of NATO 120mm ammunition, including the Iron Sting guided mortar munition, providing an effective range of up to 10 kilometers. No index loading is required for the Crossbow turret, which offers a 360° capability.

 

07 May 24. MAWS GbR Receives Order for 2nd National Supplementary Study. The German MAWS GbR (consisting of ESG Elektroniksystem- und Logistik-GmbH, HENSOLDT Sensors GmbH and Diehl Defence GmbH & Co. KG) was awarded the contract for the second national supplementary study for the Franco-German Maritime Airborne Warfare System (MAWS) project on 25 April 2024.  MAWS pursues the approach of a system of systems for networked maritime reconnaissance, submarine hunting and maritime target engagement. These are carried out using manned and unmanned platforms in conjunction with ground stations. Data links for networking and an AI-based cloud solution that is used to analyse the sensor data obtained are essential for this. The study includes the development of concrete solution proposals for the German naval aviators (analysis phase part II, CPM process of the BMVg) in addition to the interim solution Boeing P-8A Poseidon. The proposed solutions focus on the development of MAWS with manned and unmanned aerial vehicles (UAV) as the carrier platform and on the ground stations.   Another focus of the study is the networking and data processing of the various assets and ground stations. To this end, a “Maritime Warfare Cloud” is to be designed to guarantee information autonomy and data sovereignty. A core element of this is the acquisition of information sovereignty from partial information using specially created software for data acquisition and analysis using artificial intelligence. As the cloud sensor data is processed and made available throughout the entire system network, it will be a key component of the MAWS. By recognising large volumes of data, it will be much more than a simple data storage system. AgEagle Aerial Systems Inc. has announced that the Company has secured its largest single purchase order to date to deliver 40 eBee VISION systems, and nine other eBees, including drones, sensors, datalinks, and control stations placed by a reseller to the French Army, specifically tailored for public safety, intelligence surveillance and reconnaissance missions. The revenue from this system contract is expected to be approximately $3.4m for fiscal year 2024, making this the largest contract in AgEagle’s history. 07 May 24. Battelle has been selected by SOCOM to continue providing Non-Standard Commercial Vehicles (NSCVs) under a new seven-year contract with a $350m ceiling. This sole-source overarching contract allows SOCOM to place armored vehicle orders to Battelle. McPeak,  NSCVs are built to retain their original equipment manufacturer appearance while providing the mobility, survivability, and firepower SOF need to safely complete their missions. Battelle uses a systems engineering approach to designing these vehicles to ensure they will survive in the world’s harshest environments. Battelle has provided services pertaining to armoring vehicles to the federal government for over 80 years, beginning with a contract awarded by the U.S. Army in 1939 to improve armor plating. 03 May 24. The Boeing Co., Huntsville, Alabama, is being awarded a noncompetitive, hybrid cost-plus-award fee, cost-plus-fixed-fee contract with a total value of $460,554,196. Under the National Team–Systems and Engineering (NT-S) contract, Boeing will continue the Missile Defense Agency’s on these highly specialized follow-on efforts, as required, to achieve Department of Defense mandated capability improvements, through a continuance of these highly complex systems engineering and integration (SE&I)-related efforts. The NT-S contract will continue to provide complex SE&I data deliverables in addition to Subject Matter Expert analysis and advanced development efforts that are required to fully support the Missile Defense Agency Systems Engineering Plan processes and products. The Boeing Co. will continue to provide specialized system engineering guidance, integration, system development, and data products that are currently being delivered under contract HQ0147-19-C-0001. The effort herein will include requirements related to the Agency’s ongoing mission to refine the layered Missile Defense System architecture incorporation of Homeland Defense radars, electronic protection, Sea Based Terminal Inc3, integration of the Ground Missile Defense Next Generation Interceptor, defense of Guam, and initial glide phase intercept capability. Deliverables will include technical reports, system specifications, supporting predictive analysis, test requirements and test performance assessments, system reliability assessments and SE&I data inputs. The work will be performed in Huntsville, Alabama. This award will ensure continuity of critical work to deliver required capability increments. The anticipated base period of performance is three and a half years with two, three-year options (April 2024 – October 2033) Fiscal 2024 research, development, test and evaluation funds in the amount of $460,554,196 are being obligated on this award. 03 May 24. Elbit Systems Ltd. (NASDAQ: ESLT and TASE: ESLT) (“Elbit Systems” or the “Company”) announced today that it was awarded an initial contract of approximately $37m to supply Iron Fist Active Protection Systems (APS) to General Dynamics Ordnance and Tactical Systems (GD-OTS) for upgrades to the U.S. Army’s Bradley M2A4E1 Infantry Fighting Vehicles (IFVs). The contract will be performed over a period of 24 months. The Iron Fist APS is an advanced Hard Kill system aimed at enhancing the self-defense capabilities of armored platforms against modern battlefield threats. It is the Israel Defense Force’s Second-Generation APS and is characterized by high performance and low volume, weight and power requirements. The system provides armored platforms with 360-degree protection from a wide variety of anti-armor threats, such as Anti-Tank Rockets (ATR), Anti-Tank Guided Missiles (ATGM), UAS and Loitering threats, in both open terrain and complex urban environments.

 

06 May 24. KBR (NYSE: KBR) announced today it has been awarded a multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contract by the U.S. Naval Facilities Engineering Systems Command for global contingency services.  Under the Global Contingency Services Multiple Award Contract (GCSMAC) III, KBR will compete on IDIQ task orders to provide mission-critical support to U.S. Navy facilities around the world. The contract period begins April 2024 and lasts 8.5 years, with a current ceiling value of $2bn. The task orders are expected to be a combination of cost-plus-award-fee and firm fixed price. The purpose of the contract is to provide short-term facility support services in support of natural disasters, humanitarian efforts, military actions, and to cover incumbent contractors’ nonperformance or potential breaks in service at various locations throughout the world. Tasks may include IT support and management, force protection, airfield and port operations, healthcare support, fleet and family readiness, utilities and transportation, among other support services.

 

08 May 24. Leidos has been awarded a significant $631m contract to support the US Army’s Development, Integration, Acquisitions, Bridging to Logistics & Operations (DIABLO) programme.  This DIABLO contract, set to span a ten-year period until 31 March 2034, was awarded by the US Army Contracting Command – Aberdeen Proving Ground.  The multifaceted contract allows purchase of negotiated service task orders and supply delivery orders under cost-no-fee, cost-plus-fixed-fee, firm-fixed-price, cost-plus-incentive-fee, and fixed-price-incentive terms.   A US Department of Defense’s contract announcement clarified that specific work locations and funding would be determined with each order.  The DIABLO acquisition is being executed under the supervision of the Project Director Sensors-Aerial Intelligence (PD SAI).  (Source: army-technology.com)

 

08 May 24. Lockheed Martin Corp., Grand Prairie, Texas, was awarded an $861,333,188 firm-fixed-price contract for production of High Mobility Artillery Rocket Systems and supporting services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of May 31, 2026. 03 May 24. Lockheed Martin Missiles and Fire Control, Grand Prairie, Texas, was awarded an Other Transaction Authority agreement with a ceiling of $170,202,800 to evaluate enabling technologies for possible integration into a prototype weapon system. Work will be performed in Orlando, Florida; Bothell, Washington; Mooresville, North Carolina; Jupiter, Florida; Portland, Oregon; Simsbury, Connecticut; Boulder, Colorado; Mukilteo, Washington; Bedford, New Hampshire; Bristol, Pennsylvania; Huntsville, Alabama; Joplin, Missouri; and Grand Prairie, Texas, with an estimated completion date of Feb. 28, 2027. 09 May 24. Science Applications International Corp. (NASDAQ: SAIC) has been awarded a $232m contract to develop signals intelligence and electronic warfare systems for the U.S. Army. SAIC was awarded this contract under the Department of Defense Information Analysis Center’s (DoD IAC) multiple-award contract (MAC) vehicle. These DoD IAC MAC task orders (TOs) are awarded by the U.S. Air Force’s 774th Enterprise Sourcing Squadron to develop and create new knowledge for the enhancement of the DTIC repository and the R&D and S&T community. Indra Air Traffic, Inc., Overland Park, Kansas, was awarded a not-to-exceed $198,360,000 indefinite-delivery/indefinite-quantity, fixed-price contract for the man-portable Tactical Air Navigation (MP TACAN) system replacement program. This contract provides for MP TACAN systems, spares, support equipment, interim contractor support, training, travel, organic depot stand up support, technical data packages, and engineering change support for future technology upgrades. The anticipated performance locations for the requirement are 60% in Hurricane, Utah; and 40% in Overland Park, Kansas, and is expected to be completed by fiscal 2032. This contract was a competitive acquisition, and two offers were received. Fiscal 2023 procurement funds in the amount of $3,902,283; and fiscal 2022 procurement funds in the amount of $933,042, are being obligated at time of award. 07 May 24. Leonardo DRS, Inc. (NASDAQ: DRS) announced today that it was awarded a contract from Boeing Defense to provide the upgraded Aerial Refueling Operator Station (AROS 2.0) for new U.S. Air Force KC-46 Pegasus refueling tanker aircraft. Under the contract, DRS will manufacture the AROS 2.0 units and deliver them to Boeing for installation. The AROS 2.0 system is a replacement to the previous generation of AROS refueling operator stations. DRS was the original provider of the first generation of AROS with more than 85 consoles fielded to date. AROS was designed for the aircraft to seat two operators at the front of the tanker using displays for each operator. The system allows operators to perform aerial refueling missions while seated near the pilot and other crew members compared to legacy tankers that use a single boom operated seated or prone in the tail looking out a window. 08 May 24. Marshall has secured a contract to design, build and demonstrate a containerised system to simplify logistics and accelerate deployment of aircraft and personnel for the United States Air Force (USAF). The Deployable Operations and Maintenance System (DOMS) will enable flexible repositioning and enhance  access to common support equipment for aircraft, while also supporting air crews conducting rapid sorties. In line with the USAF’s Agile Combat Employment doctrine, which advocates operating across a network of remote dispersed locations, Marshall will design its containerised DOMS mission modules to be airlifted to non-permanent “contingency locations” such as small airfields at the edge of a battle area, where they can be rapidly unloaded, moved and deployed. DOMS is primarily intended to be loaded onto and from the Lockheed Martin C-130 tactical airlifter—a design requirement that Marshall is amply qualified to meet, given its maintenance, repair, overhaul and engineering expertise on the platform since 1966.  The contract leading to the DOMS project was finalised between Marshall Canada and the Air Force Research Laboratory (AFRL) in April 2024, following an innovative and highly competitive procurement process that began with a white paper submission in April 2023 and progressed to a showcase stage in June 2023 coordinated through AFWERX, the innovation arm of the Department of the Air Force. Design will be led by Marshall’s global engineering team, with up to two proof-of-concept modules to be  built and tested at Marshall Canada’s new production facility in Moncton, New Brunswick. Following delivery of the modules and supporting equipment to USAF, Marshall will conduct on-site demonstrations while developing proposals for further production.

 

06 May 24. Starfish Space Inc., Tukila, Washington, was awarded a $37,499,938 firm-fixed-price contract for the Starfish Otter Demonstration Award project. This contract provides for a strategic funds increase project for space mobility and logistics technology using a commercial Starfish Space Otter spacecraft to improve maneuverability on-orbit and enable dynamic space operations docking and maneuvering of Department of Defense assets on-orbit by 2026.  Work will be performed at Tukila, Washington; and Cape Canaveral Space Force Station, Florida, and is expected to be completed by June 30, 2028. This contract was a competitive acquisition, and one offer was received. Fiscal 2023 research, development, test, and evaluation funds in the amount of $1,099,786 are being obligated at time of award. 10 May 24. The US Army has chosen Textron Systems for Option 3 and 4 award of the Future Tactical Uncrewed Aircraft System (FTUAS) programme. Under the award, Textron will carry out a flight demonstration, a Modular Open Systems Approach (MOSA) demonstration. It will also deliver the Aerosonde Mk. 4.8 Hybrid Quad (HQ) uncrewed aircraft system (UAS) for testing and evaluation purpose. The Aerosonde Mk. 4.8 HQ UAS, built for the brigade combat team (BCT), features optimised size, weight and power (SWAP) profile. The Johns Hopkins University Applied Physics Laboratory LLC, a not-for-profit university affiliated research center, Laurel, Maryland, has been awarded a ceiling $515,000,000 modification (P00005) to previously awarded indefinite delivery indefinite quantity contract HR001122D0001 with cost-plus-fixed-fee term and completion task orders contemplated for essential research, development, and engineering capabilities. The modification brings the total cumulative face value of the contract to $740,000,000 from $225,000,000. Work will be performed in Laurel, Maryland, with an expected completion date of November 2026. Contract task orders can extend an additional 12 months until November 2027. 09 May 24. Calian Group Ltd. (TSX: CGY), a diverse products and services company providing innovative healthcare, communications, learning and cybersecurity solutions has renewed a contract worth $10m to provide military training support services for the Canadian Defence Academy (CDA) and Military Personnel Generation Group (MPG).  Calian will deliver comprehensive academic and developmental support, clerical support, training support, instructional support, and courseware development in relation to Canadian Armed Forces (CAF) training courses provided through the CDA and MPG. Work will bolster critical training programs across Canada, elevating operational readiness when the CAF cannot afford to fail.

The Australian Government has placed a new A$30m ($17m) order with Craig International Ballistics (CIB) to purchase additional body armour for the Australian Defence Force (ADF).  The investment in this Queensland-based company is aimed at sustaining local employment opportunities by creating several jobs, while also highlighting the government’s efforts to support Australian small-and-medium enterprises.  The new body armour systems are set to bolster the ADF’s capabilities in a wide range of combat and counter-terrorism missions.   As part of the latest award, CIB will produce and supply body armour components designed to shield personnel from various moving threats, including fragmentation as well as both low and high velocity rounds.   (Source: army-technology.com)

 

06 May 24. IMCO Group (TASE: IMCO) announces a multi-year framework agreement with the Israeli Ministry of Defense (MOD), estimated at 377m NIS. Under this agreement, the company will manufacture and supply electrical systems and subsystems, including advanced video management systems, power management systems, and harnesses, for armored fighting vehicles – including the Merkava tank, the Namer and Eitan APCs. The agreement’s delivery period spans 2024-2030.

06 May 24. Malaysia – Sniper Advanced Targeting Pods. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Malaysia of Sniper Advanced Targeting Pods and related equipment for an estimated cost of $80m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Malaysia has requested to buy ten (10) AN/AAQ-33 Sniper Advanced Targeting Pods. Also included are technical data and publications; personnel training; software and training equipment; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistics and program support. The estimated total cost is $80m. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a key partner that is a force for political stability and economic progress in the Indo-Pacific region. The proposed sale will improve Malaysia’s capability to meet current and future threats by modernizing its current F/A-18D platform with a common targeting pod. This proposed sale will also mitigate future obsolescence concerns and allow the Royal Malaysian Air Force to meet future operational requirements. Malaysia will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be Lockheed Martin Corporation, located in Orlando, FL, and The Boeing Company, located in St. Louis, MO. 06 May 24. Northrop Grumman Systems Corp., San Diego, California, is awarded a $169,720,752 cost-plus fixed-fee contract. This contract provides sustainment engineering and logistics support to include life cycle program planning, manning, training support, repair and modification of government furnished property, integrated logistics support, spare and repair parts, support equipment, special tooling, diminishing manufacturing sources and material shortages management, non-recurring engineering support for engineering change proposals, engineering analyses, investigations, root cause corrective action activities, test support of in-service asset, and the development of associated technical data in support of MQ-4C Triton air vehicles mission control and operator training systems for the Navy and the Royal Australian Air Force (RAAF). Work will be performed in San Diego, California (38.1%); Patuxent River, Maryland (13.5%); Jacksonville, Florida (6.8%); Guam (6.7%); Sigonella, Sicily Italy (5.3%); Whidbey Island, Washington (3.8%); Baltimore, Maryland (3.4%); Chantilly, Virginia (3%); Mayport, Florida (2.2%); Katherine, Australia (2%); Sierra Vista, Arizona (1.6%); Adelaide, Australia (1%); various locations within the continental U.S. (CONUS) (4.2%); and various locations outside of the CONUS (8.4%), and is expected to be completed in May 2028. Fiscal 2024 aircraft procurement (Navy) funds in the amount of $4,300,000; fiscal 2024 operations and maintenance (Navy) funds in the amount of $35,617,521; fiscal 2024 research, development, test and evaluation (Navy) funds in the amount of $2,900,000; and RAAF funds in the amount of $19,548,357, will be obligated at the time of award, $35,617,521 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001924C0005).

08 May 24. United Arab Emirates – High Speed Anti-Radiation Missile (HARM) Control Section Modification (HCSM) Upgrade. The State Department has made a determination approving a possible Foreign Military Sale to the Government of the United Arab Emirates of High Speed Anti-Radiation Missile Control Section Modification Upgrade and related equipment for an estimated cost of $144m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of the United Arab Emirates (UAE) has requested to buy up to one hundred forty-nine (149) WCU-33/B High-Speed Anti-Radiation Missile (HARM) Control Section Modification (HCSM) upgrade kits. Also included are high bandwidth HSCM telemetry kits loaned for integration support to be used in CONUS use only. This includes HARM Control Section containers; encryption devices; software and mission data support; test flight and live-fire range support; HARM support and test equipment; spare parts and repair and return support; publications and technical documentation; personnel training and training support; design and construction; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support. The estimated total cost is $144m. The proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of an important regional partner. The UAE continues to be a vital U.S. partner for political stability and economic progress in the Middle East. The proposed sale will improve the UAE’s capability to meet current and future threats by enhancing its capability to defend its national borders, bolster air-to-surface defensive capabilities, deter regional threats, and protect vital international commercial trading routes and critical infrastructure. The UAE already has the HARM in its inventory and will have no difficulty absorbing these HCSM upgrade kits into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be RTX Corporation located in Tucson, AZ. There are no known offset agreements proposed in connection with this potential sale. Implementation of this proposed sale will require periodic assignment of U.S. Government or contractor representatives to the UAE.
