02 May 24. HENSOLDT UK has been selected by Navantia UK to provide key systems to the UK Royal Fleet Auxiliary’s (RFA) three new Fleet Solid Support (FSS) ships. The new vessels will incorporate Quadome Naval 3D Air and Surface Surveillance Radar, Air Traffic Management (ATM) systems and Kelvin Hughes Integrated Navigation Bridge Systems (INBS). The FSS ships will play a crucial role in supporting the replenishment operations of the Royal Navy’s Queen Elizabeth Class aircraft carriers. HENSOLDT will supply its new-generation Quadome 3D Air and Surface Surveillance radar, which features the latest software-defined active electronically scanned array (AESA) technology, offering a future-proof solution with an extended operational lifetime. It offers an unparalleled level of price versus operational performance – achieving levels of small target detection, volume tracking and mission systems interaction, previously only available with more expensive radar systems.  Its operational advantages include simultaneous 3D Air and Surface Surveillance with multiple specialist modes of operation. Quadome is easy to operate and maintain, reducing the operator manning, training, and skills burden. The north London-based company will also supply Kelvin Hughes INBS including SharpEye naval navigation radars and multifunction displays. The INBS can be customised to meet specific operational and technical needs, including redundancy and security options, with a seamless open interface to other ship systems. Multifunction displays simplify access to navigation tasks, including radar, charts, helicopter control and Conning Display.

02 May 24. Earth-i announced that the UK EO DataHub contract award. The EO DataHub is a pathfinder service designed to offer UK users a step-change in Earth Observation data access and quality, serving commercial users, government, researchers and students. The overall goal of the project is to develop and operate a new centralised software infrastructure – the DataHub – to provide a new ‘single point’ of access for UK EO data offerings from distributed public and commercial centres. Working with Earth-i’s EO data partners, Earth-i with provide consultancy and programme management services around its EO data partner Planet Labs in providing training and platform access to Planet’s very high resolution (VHR) and high resolution (HR) EO data platform. Access to additional EO data providers is expected to follow. The EODH project brings together a strong team of delivery partners from across the EO industry, including Earth-i, Planet Labs, Airbus, Telespazio, GeoSpark, Spyrosoft and Oxidian to provide services to the EODH project team that includes National Centre for Earth Observation (Lead Organisation), specifically the Centre for Environmental Data Analysis (CEDA) and the University of Leicester; National Physical Laboratory; Met Office; UK Space Agency.

19 Apr 24. Jacobs wins MoD cyber-security support contract. The deal with Jacobs will run until November 2027 and will see the company deliver a range of digital and IT specialist professional services to Defence Digital. US company Jacobs has been awarded a contract to provide the UK Ministry of Defence (MoD) with cyber-security solutions under a Digital and IT Professional Services (DIPS) framework agreement which could be worth as much as US$1.5bn (£1.2bn). Under the deal, Jacobs and suppliers will provide maintenance, design and support of secure system architecture, cryptographic systems and security, including testing and evaluation of technical and non-technical security features for the MoD. Under the DIPS framework Lot 3 – Cyber Security, Crypto, Sec Ops and Integrated Systems – Jacobs will provide deep technical delivery capabilities, strategic insight and thought leadership that will attempt to aid the MOD deliver on complex digital and information technology programmes. The DIPS framework, procured with assistance from the Crown Commercial Service (CCS), will run until November 2027 and aim to deliver a range of digital and IT specialist professional services to Defence Digital. 30 Apr 24. Kongsberg contracted to develop remote control communications terminal. Kongsberg Defence & Aerospace will develop the THOR RCT (tRCT) for the Norwegian Defence Materiel Agency (NDMA) under a NOK255m (US$23m) contract as part of the country’s Mime programme.  The terminal will be designed for use with radio variants, but also equipped with interfaces to allow standalone  crypto solutions for other communications systems like satellites, 5G ands fixed infrastructure. The development will be linked to the delivery of the THOR radio system and a contract for serial production of tRCT will be expected to follow. Norway’s Mime programme has included other THOR systems and will modernise tactical management systems for the land, sea and air domains. In June 2023, the NDMA awarded a NOK320m contract to Kongsberg to develop tactical radio equipment for the Norwegian Armed and low-volume production of THOR Vehicle Radio Module (VRM) will constitute the first phase of this agreement. 26 Apr 24. Oshkosh Defense, Oshkosh, Wisconsin, was awarded a $10,832,385 modification (P00059) to contract W56HZV-23-C-0081 for the Joint Light Tactical Vehicle Family of Vehicles. Work will be performed in Oshkosh, Wisconsin, with an estimated completion date of April 30, 2025. Fiscal 2024 Foreign Military Sales (North Macedonia) funds in the amount of $10,832,385 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

01 May 24. The French Directorate General of Armaments (DGA), the nation’s defence procurement agency, in conjunction with the Atomic Energy Commission, has placed an order for long lead items for the nuclear propulsion of the Navy’s future Porte-Avions Nouvelle Génération (PANG) aircraft carrier. Under a €600m ($640m) contract, the French Navy will derive from a vast network of industrial suppliers and subcontractors in the nuclear sector. This order makes it possible to anticipate the manufacturing of these elements before the launch milestone for the construction of the entire aircraft carrier. French defence prime, Naval Group, is in charge of the industrialisation and production of the main components of nuclear boiler rooms, particularly through its teams on the Cherbourg and Nantes-Indret sites. Chantiers de l’Atlantique will oversee the adaptation of its industrial facilities for the construction phase in Saint-Nazaire. KBR (NYSE: KBR) announced today it has been awarded an estimated $771m in cost-plus-fixed-fee contract options to continue mission-critical support to the U.S. Army Northern Command (NORTHCOM) and European Command (EUCOM) under the Logistics Civil Augmentation Program (LOGCAP) V contract. LOGCAP is an indefinite delivery indefinite quantity contract with combatant command (COCOM) based task orders. The option period 4 performance is March 2024 to March 2025. Under the terms of the contract, KBR will continue to provide life support, equipment readiness, training and supply chain solutions to the U.S. Army. Currently, KBR supports approximately 20,000 U.S. government personnel across roughly 50 locations in Europe and North America. KBR provides mission-critical solutions that include contingency operations, humanitarian support, facility management, life-cycle asset management and integrated supply chain solutions. Additionally, KBR is providing sustainable energy solutions that enable the reduction of carbon emissions and fuel consumption at multiple locations throughout the COCOMs.

 

02 May 24. Northrop Grumman Systems Corp. Aerospace Systems, Palmdale, California, was awarded a indefinite-delivery/indefinite-quantity contract with a ceiling of $7,000,000,000 for B-2 modernization and sustainment. This contract provides for B-2 enhancements, sustainment, logistics elements including sustaining engineering, software maintenance, and support equipment. Also included is programmed depot maintenance of the fleet and other interim contractor support. Work will be performed at Palmdale, California; with performance at other locations, namely Whiteman Air Force Base, Missouri; Tinker AFB, Oklahoma; Wright Patterson AFB, Ohio; Edwards AFB, California; and Hill AFB, Utah, and is expected to be completed by May 3, 2029. This contract was a sole source acquisition. Fiscal 2023 research, development, test, and evaluation funds in the amount of $21,439 are being obligated at time of award. The Air Force Life Cycle Management Center, B-2 Division Contracting, Wright-Patterson AFB, Ohio, is the contracting activity (FA8616-24-D-B001).

 

29 Apr 24. RTX’s Raytheon selected Spanish engineering and technology group Sener to make a key component of the Patriot air-defense system’s interceptor missile at its Madrid site. The contract, announced by the companies on April 29, covers the electro-mechanical control section of the GEM-T missile, one of the interceptor options for the system’s global customer base. The part “provides precise, high-speed steering control for the missile while in flight to intercept,” a spokeswoman for RTX said. Raytheon’s move to localize component production in Europe follows a contract with NATO, under the COMLOG joint venture together with pan-European missile maker MBDA, for 1,000 GEM-T missiles. The deal, announced in January, could be worth as much as $5.6bn. The mega order is expected to boost the existing Patriot-related industrial ecosystem in Europe, in which Raytheon and MBDA have cooperated for decades. “For example, COMLOG will expand the production and assembly capacity for the GEM-T missile to include production of the rocket motor, propulsion sections and other components in Germany, and the control section by Sener in Spain,” the spokeswoman told Defense News. 02 May 24. V2X has secured $75m in awards for new and follow-on work to enhance chemical, biological, radiological, and nuclear (CBRN) threat detection and response capabilities.   This funding marks a significant advancement in global security and operational readiness of military forces to prepare against growing threats. Of the total $75m, a $50m funding has been allocated to support a five-year project which will help in establishing V2X as the lead systems integrator for the CBRN Support to Command and Control (CSC2) programme.  CSC2 will link sensors to build networked tools that will help achieve CBRN capabilities and data integration with existing user systems. These sensors offer early integrated warnings of attacks to further enhance security and operational readiness of the forces deployed across various international locations. Apart from the CSC2 contract, V2X has also confirmed finalising a $25m award for the modernisation as well as to re-architect the CBRN threat warning and notification application. This contract also includes upgrading the predictive hazard propagation tools to enhance operational decision support.  These applications primarily aim to utilise the currently available systems and further add some new capabilities within a single user-friendly interface. (Source: army-technology.com)

BAE Systems – Norfolk Ship Repair, Norfolk, Virginia, is awarded a $87,284,916 firm-fixed-price contract action for maintenance, modernization, and repair of USS Carter Hall (LSD 50) fiscal 2024 docking selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for and accomplish the Chief of Naval Operations availability for critical modernization, maintenance, and repair programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $92,268,063. Work will be performed in Norfolk, Virginia, and is expected to be completed by May 2025. Fiscal 2024 operations and maintenance (Navy) funds in the amount of $87,284,916 will be obligated at the time of award, of which $87,284,916 will expire at the end of the current fiscal year. This contract was competitively procured using full and open competition via the System for Award website, with three offers received. Lockheed Martin Corp., Missile and Fire Control, Orlando, Florida, is awarded a not-to-exceed $288,000,000 modification (P00014) to a cost-plus-fixed-fee order (N0001922F0010) against a previously issued basic ordering agreement (N0001919G0011). This modification adds scope to provide non-recurring engineering and material to support post-critical design review activities and test asset builds required to establish a new Long Range Anti-Ship Missile variant (AGM-158C-3) extending range beyond the existing AGM-158C-1 variant including advanced communications and survivability capabilities while supporting maritime strike missions for the Navy. Work will be performed in Orlando, Florida (97.5%); Troy, Alabama (1.5%); and Ocala, Florida (1%), and is expected to be completed in August 2026. Fiscal 2024 research, development, test and evaluation (Navy) funds in the amount of $25,000,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Raytheon Co., Tucson, Arizona, is awarded a $49,441,113 hybrid firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity delivery order contract (M67854-24-F-1003) for the procurement of low-rate initial production units of the Navy Marine Expeditionary Ship Interdiction System Launcher. Work will be performed in Tucson, Arizona (15%); Mooresville, North Carolina (15%); and Kongsberg, Norway (70%). Work is expected to be completed by April 2027. 26 Apr 24. AeroVironment Inc., Simi Valley, California, was awarded a $32,120,832 modification (P00044) to contract W31P4Q-20-C-0024 for the Switchblade Weapon System. Work will be performed in Simi Valley, California, with an estimated completion date of June 30, 2024. Fiscal 2023 other procurement, Army funds and Marine Corps funds in the amount of $32,120,832 were obligated at the time of the award. 29 Apr 24. The U.S. Air Force has awarded Boeing a $178m contract to produce seven MH-139A aircraft and provide sustainment and training support. This order brings the total number of aircraft under contract to 26. The award comes on the heels of the first production aircraft taking its initial flight in December 2023. With the first production aircraft currently undergoing additional testing and other aircraft in various stages of production, Boeing is on track to deliver the first LRIP aircraft to the Air Force this summer. The MH-139 is a multi-mission helicopter designed for patrol, search and rescue, and troop and cargo transport. Based off the proven Leonardo Helicopters AW139 and fitted with custom military equipment by Boeing, the MH-139 incorporates advanced state-of-the-art technology that allows operators to complete missions quickly, quietly, efficiently and safely.

 

01 May 24. The Boeing Co., St. Louis, Missouri, is awarded a $457,686,992 modification (P00052) to a previously awarded cost-plus-fixed-fee, cost-plus-incentive-fee, indefinite-delivery/indefinite-quantity contract (N0001918D0001). This modification exercises an option that increases the contract ceiling to provide additional aircraft inductions, continued non-recurring engineering, systems engineering and program management support to extend service life from 6,000 flight hours to 10,000 flight hours and incorporate Block III avionics capabilities for 29 F/A-18 Block II Super Hornets. Work will be performed in San Antonio, Texas (55%); and San Diego, California (45%), and is expected to be completed in June 2026. 30 Apr 24. Millennium wins ‘FOO Fighter’ contract for SDA missile tracking. The Space Development Agency chose Millennium Space Systems to develop eight satellites as part of its FOO Fighter demonstration effort. The Space Development Agency selected Millennium Space Systems to build eight satellites carrying advanced missile tracking sensors, part of an experiment aimed at improving SDA’s ability to target threats from space. The company, a Boeing subsidiary, received a $414 m contract for the Fire Control On-Orbit Support to the Warfighter, or FOO Fighter, program. 26 Apr 24. Sierra Nevada Corp., Englewood, Colorado, was awarded a $13,080,890,647 cost-plus-incentive-fee, fixed-price incentive (firm-target), and cost-plus-fixed-fee contract for the Survivable Airborne Operations Center (SAOC). This contract provides for the development and production of the SAOC Weapon System to include the delivery of engineering and manufacturing development aircraft, associated ground systems, production aircraft, and interim contractor support. Work will be performed in Englewood, Colorado; Sparks, Nevada; Beavercreek, Ohio; and Vandalia, Ohio, and is expected to be completed by July 10, 2036. This contract was a competitive acquisition, and two offers were received. The US Special Operations Command (USSOCOM) has awarded a new other transaction agreement (OTA) to Tesseract Ventures to advance the development of its next-generation drone technology.  Financial details of the OTA remain undisclosed.  Tesseract Ventures’ drone technology, named the Special Warfighter Assistive Robotic Machine (SWARM), will help in enhancing the capabilities of the USSOCOM and the Special Operation Forces (SOF).  SWARM, which will be interoperable with a range of systems, will serve as a new, versatile nano drone featuring smart payload.  It is composed of a Nano First Person View (FPV) drone, a smart payload system, and smart payloads, all designed to revolutionise surveillance as well as tactical response operations for Special Operations Command warfighters.   The nano drone is equipped with a multi-function camera system that includes high-resolution, and thermal, and night imaging capabilities, making it suitable for rapid deployment in various scenarios.  (Source: army-technology.com)

Umbra, a vertically integrated space technology company, has been selected by the Defense Advanced Research Projects Agency (DARPA) to progress to Phase II of the Distributed Radar Image Formation Technology (DRIFT) program. This significant milestone underscores Umbra’s pivotal role in advancing cutting-edge capabilities for DARPA’s mission to create breakthrough technologies for national security. The DRIFT program leverages data from multiple Umbra Synthetic Aperture Radar (SAR) satellites flown in formation, paving the way for the development of groundbreaking processing algorithms. Under this contract, Rebellion will deliver on-demand, continuous application testing with its Rebellion Nova software product to identify actionable security insights during the software development process to incorporate cyber resilience at the start of an application’s lifecycle. Valued at $17m for three years with an option to extend for a fourth year, potentially increasing the total value to $23m, this contract highlights Calian’s commitment to leveraging its military training and simulation expertise alongside its advanced medical capabilities to offer unparalleled, mission critical support to the CAF. 30 Apr 24. Elbit Systems Ltd. (NASDAQ: ESLT and TASE: ESLT) (“Elbit Systems” or the “Company”) announced today it was awarded a contract in an amount of approximately $50m for its new air defense system, “Red Sky”™, by an international customer. The contract will be executed over a period of 2 years. The Red Sky is a Tactical Very Short-range Air Defense (VSHORAD) System designed to provide protection against low-altitude aerial threats. As part of the contract, Elbit Systems will supply two Red Sky batteries, offering a comprehensive solution that integrates both soft-kill and hard-kill defense capabilities. This solution includes Elbit Systems’ Redrone, an electronic warfare (EW) solution designed for detecting, identifying, locating and neutralizing unmanned aerial systems. The Redrone system comprises DAiR Radar, Signal Intelligence (SIGINT) sensors, RF Jammer, and COAPS-L electro-optical (EO) payload. Additionally, the Red Sky solution will incorporate anti-aircraft missile launchers.

26 Apr 24. KBR has been appointed as the capability life cycle manager for the Royal Australian Navy’s amphibious and replenishment ships at Garden Island. According to the Commonwealth, the contract will see the company sustain the Canberra Class landing helicopter docks, Supply Class auxiliary oilers, and landing ship dock HMAS Choules. The announcement marks the first time a company has been appointed a multi-class capability life cycle manager, with the government boasting that the decision will ensure best management of resources. It forms part of the federal government’s national approach to naval sustainment. KBR has confirmed it will have a workforce of around 100 employees at Fleet Base East to help deliver the project. 26 Apr 24. South Korea’s military authorities have decided to procure SM-3 missiles for the Republic of Korea (ROK) Navy’s Aegis destroyers to intercept ballistic missiles. According to South Korea’s Defense Acquisition Program Administration (DAPA), on April 26, the 161st Defense Project Promotion Committee meeting held at the Ministry of Defense in Yongsan, approved the ‘Basic Strategy for the Promotion of Naval Ballistic Missile Interception Missile’ proposal. From 2025 to 2030, a total of approximately 584 m USD will be allocated to this project to acquire SM-3 missile for ROK Navy’s next-generation Aegis destroyers (KDX-III Batch-II) via foreign military sales (FMS). The ROK Navy’s KDX-III Batch-II Jeongjo the Great class destroyers are equipped with total of 48 MK 41 VLS that can operate SM-3, SM-6 missiles and the most up-to-date version of the Aegis Combat System, Baseline KII based on the Baseline 9.C2 BMD 5.0. Through securing SM-3 missiles, DAPA anticipates an effective response to enemy ballistic missiles threats. Though not mentioned in the proposal decided today, Naval News has previously reported that South Korea is to upgrade KDX-III Batch-I Sejong the Great class Aegis destroyers to operate SM-3 and SM-6. 02 May 24. Airbus Helicopters has signed a contract with the Ministry of Defence of Brunei for the acquisition of six H145M helicopters. Replacing its old BO105 fleet, Brunei’s H145Ms will be used to enhance the air force’s operational capabilities for missions including close air support and aerial observation. The H145M is a multi-role military helicopter that provides a broad range of mission capabilities. The global fleet of the H145 family has accumulated more than seven million flight hours to-date. It is used by armed, air and law enforcement forces around the world for the most demanding missions. Brunei is the latest nation to order the H145M, after Cyprus, Germany, Hungary, Luxembourg, Serbia and Thailand.

 

26 Apr 24. Northrop Grumman Systems Corp., San Diego, California, was awarded a $387,545,690 definitized contract action for Global Hawk (RQ-4) aircraft sustainment. This contract provides for contractor logistics support services. The locations of performance are Sacheon Air Base, Republic of Korea; Osan Air Base, Republic of Korea; Misawa Air Base, Japan; Naval Air Station Sigonella, Italy; and San Diego, California; and is expected to be completed by April 30, 2025. This contract involves Foreign Military Sales to the Republic of Korea, Japan Ministry of Defense, and the North Atlantic Treaty Organization. This contract is a sole source acquisition. Foreign Military Sales funds in the amount of $33,678,759 are being obligated at time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8690-24-C-B001).

02 May 24. Queensland research projects receive $1.8m boost. The Queensland Defence Science Alliance has selected four proposals to share in the funding, which the group hopes will propel concepts from the proof-of-concept phase to prototype and demonstration. To be considered for the grants, projects had to address one of two priority areas highlighted in last year’s Defence Strategic Review that aligned with Queensland interests, Northern Australian capabilities or innovative asymmetric technologies, the group explained. The four successful projects were selected from 47 submissions, which received $250,000 in funding from the Queensland Defence Science Alliance (QDSA). Additional funds were granted from universities and industry partners. The four successful programs were:

  • The University of Queensland will lead the delivery of a project focusing on precision sensors in GPS-denied environments, in collaboration with Griffith University, Advanced Navigation, and Orica Australia. Under the project, the team will design, build, and test silicon chip integrated optomechanical magnetometers for use in GPS-denied environments.
  • Griffith University will lead the delivery of a project focusing on high energy power and control, in collaboration with UQ and super critical technologies. They are expected to develop micropower grid capabilities that produce high power outputs which are portable.
  • Griffith University will lead the delivery of a project focused on the delivery of diamond-like coatings for harsh environmental applications, in collaboration with Laserdyne Technologies. The coatings are expected to provide hard-wearing characteristics in harsh environments.
  • Griffith University will also lead a project on multi-agent collaboration using federated learning, in collaboration with UG, the University of Sunshine Coast and Queensland University of Technology, DSTG and Cyborg Industries. The team will focus on the application of advanced collaborative AI to provide agile command and control of multiple uncrewed ground vehicles. The Queensland government supported the project through the Department of Environment, Science and Innovation and the Department of State Development and Infrastructure. Funding was also received via the Defence Science and Technology Group (DSTG).
