21 Mar 24. BAE Systems has signed a contract with the Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) for the Mid-Life Upgrade (MLU) of the Danish CV90 fleet, ensuring the vehicles’ performance for many years to come. This MLU contract follows the previously signed framework agreement regarding repair and maintenance services. Under the contract, the Danish CV90 infantry fighting vehicles will be integrated with the new D-series turret, a leap forward in design and functionality which provides significant improvements in vehicle balance and new ways to introduce a variety of weaponry for increased lethality. The new vehicle also offers considerable ergonomic improvements to its crew and is built on years of combat-proven experience, continuous vehicle improvements, and data analysis from the CV90 User Club. The User Club consists of all of the user nations operating CV90 fleets.
18 Mar 24. Chemring’s Norwegian subsidiary, Chemring Nobel, has been awarded substantial funding to enhance defence production capabilities. The European Commission has allocated €66.7m under the ASAP programme, in line with the European Council’s directive to support Ukraine and replenish Member States’ ammunition stocks. Additionally, the Norwegian government has granted 428 m NOK to bolster Chemring Nobel’s production capacity. These grants will facilitate the doubling of capacity at Chemring Nobel, reinforcing its role as a strategic NATO supplier.

Israel Aerospace Industries (IAI) inked a significant contract with the Czech Ministry of Defense, solidifying a partnership aimed at ensuring the sustainability and maintenance of MMR (Multi-Mission Radar) systems. This landmark agreement encompasses a duration of 20 years and is set to bolster the aerial situational awareness capabilities of the Czech Republic. The contract, sealed in a signing ceremony held at the Czech Ministry of Defence, represents a collaborative effort between IAI and local Czech companies RETIA and VTU. 21 Mar 24. Lithuania contracts NT Service for urgent C-UAS procurement. Lithuania-based NT Service has been contracted to deliver counter-unmanned aircraft systems (C-UASs) to the Lithuanian military to meet an urgent requirement for combat ‘drones’. The contract, valued at EUR8.03m (USD8.72m) and spanning 36 months, involves the provision of anti-drone dome systems and individual suppressors, according to a contract notice on 18 March on the European Union tendering website. In total, 351 anti-drone dome systems – more widely referred to as omnidirectional C-UASs – and 130 individual suppressors are being acquired from NT Service. 20 Mar 24. Sweden purchases over 300 armoured vehicles from Patria. The Swedish Defence Procurement Agency (FMV) has signed a contract to buy 321 six-wheeled armoured vehicles from the international defence and technology company Patria. The contract has a value of around 470 m euros and is one of the largest ever in Sweden for Patria. The 321 vehicles, which in Sweden are called Pansarterrängbil 300, will be stationed at Livgardet regiment in Kungsängen and several other units around the country. Patria has previously delivered 20 6×6 vehicles which were ordered in a separate contract signed in April 2023. The Patria 6×6 vehicle set for delivery is the troop transportation model, which offers the latest vehicle technology such as state-of-the-art protection for up to 12 crew members. The vehicle is modular and can be configured for a wide range of different purposes. Apart from troop transport, it will be used for command & control and ambulance duties in Sweden, and it will form an important cornerstone for Sweden’s increasing defence capability.
21 Mar 24. Germany has inked a contract with RTX subsidiary Raytheon to fortify its air defence capabilities and acquire Patriot air and missile defence systems. Valued at $1.2bn, the deal reveals Germany’s commitment to modernise its defence infrastructure, aligning closely with Nato’s collective security objectives. On 4 January, Nato secured a $5.6bn deal with COMLOG, a joint venture between Raytheon and MBDA, to bolster Europe’s air defence capabilities with 1,000 Patriot Guidance Enhanced Missiles (GEM-Ts) as part of the Sky Shield Initiative. Beneficiaries include Germany, the Netherlands, Romania, and Spain, with Spain also investing in the latest PAC-3 variant. The contract entails the delivery of Patriot Configuration 3+ radars, launchers, command and control stations, and associated spares and support services. 21 Mar 24. Germany signs off on historic Boxer export deal. German parliament has officially approved the purchase of more than 100 Australian-made Boxer Heavy Weapon Carrier vehicles for the German Army. Under single largest defence export agreement in Australia’s history, the Australian-made armoured vehicles will be built by Rheinmetall at its Military Vehicle Centre of Excellence in Redbank, Queensland before being exported to Germany. This agreement, now passed through the German parliament, follows Prime Minister Anthony Albanese witnessing the signing of the in-principle agreement between Germany and Australia during his visit to Berlin in July last year. 21 Mar 24. The German Bundeswehr has commissioned Rheinmetall to supply the “Schwerer Waffenträger Infanterie (Heavy Weapon Carrier for the Infantry)”. Following the Budget Committee of the German Bundestag approved the proposal on 20 March 2024, the contract was signed today on 21 March 2023. The German Federal Armed Forces (Bundeswehr) will procure up to 123 vehicles “Schwerer Waffenträger Infanterie”. The contract is worth around €2.7bn, which also includes service and maintenance. Delivery is scheduled to begin in 2025. The Heavy Weapon Carrier for the Infantry serves as a replacement for the Wiesel (“weasel”) tracked vehicle for direct tactical fire support of infantry units. It is also a core element of the German Army’s new force category, the “medium forces” are able to rapidly deploy over long distances and thus contribute to credible national and alliance defence. The Heavy Weapon Carrier for the Infantry is based on the Boxer Combat Reconnaissance Vehicle (CRV), the wheeled armoured reconnaissance vehicle of the Australian Defence Force, also supplied by Rheinmetall. This is the proven 8×8 combat vehicle with an armoured reconnaissance mission module including the two-person Lance turret. The main weapon is the Rheinmetall MK30-2 ABM automatic cannon, which is also installed in the German Puma infantry fighting vehicle. In addition, the multi-role guided missile system (“mehrrollenfähiges leichtes Lenkflugkörpersystem” or MELLS), which enables the Heavy Weapon Carrier for the Infantry to provide anti-tank defence, is also fitted.

The Government of Italy has requested to buy twenty-eight (28) AIM-9X Sidewinder Block II+ Tactical Missiles; four (4) AIM-9X Block II+ Tactical Guidance Units; eight (8) AIM-9X Captive Air Training Missiles (CATM); and two (2) AIM-9X CATM Guidance Units that will be added to previously implemented cases whose values were under the congressional notification threshold. The original Foreign Military Sales cases, valued at $34.1m ($24.1m in MDE) and $17.6m ($9.7m in MDE), respectively, included a total of thirty-eight (38) AIM-9X Sidewinder Block II+ Tactical Missiles; three (3) AIM-9X Block II+ Tactical Guidance Units; sixteen (16) AIM-9X CATM; and two (2) AIM-9X CATM Guidance Units. 18 Mar 24. ESA Kicks Off 2 New Navigation Missions. ESA has signed contracts with several European companies for an overall amount of € 233m to develop Genesis and a LEO-PNT demonstrator, two new missions within the FutureNAV programme that will keep Europe at the forefront of satellite navigation worldwide. The contract for Genesis amounts to € 76.6m. A consortium of 14 entities led by OHB Italia S.p.A. (IT) is tasked with developing, manufacturing, qualifying, calibrating, launching and operating the Genesis satellite, including all its payloads. This mission is supported by Italy, Belgium, France, Switzerland, Hungary and the UK. The Genesis satellite is planned to launch in 2028, followed by years of scientific exploitation. For LEO-PNT, two parallel contracts of € 78.4m each have been signed for two end-to-end low Earth orbit positioning, navigation and timing (LEO-PNT) in-orbit demonstrators. The contracts include the design and development of satellites and payloads, ground segment, test user segment and satellite launches, operations, experimentation and demonstration of services with end users. One of the contracts for LEO-PNT demonstrator is led by GMV Aerospace and Defence S.A.U. (ES), as overall system prime and OHB System AG (DE) as space segment prime and core partner. The other contract is led by Thales Alenia Space France S.A.S (FR) as overall system prime and Thales Alenia Space SPA (IT) as space segment prime. The two consortia involve over 50 entities from 14 countries, including industrial actors with a long heritage in space, together with new actors following novel approaches to space – a combination of space primes, midcaps and SMEs, also engaging representatives from end-user communities. The first LEO-PNT satellite is planned to launch within 20 months from kick-off and the complete demonstration constellation to be in orbit before 2027. The missions were approved at ESA’s Ministerial council of 2022 as part of FutureNAV programme, in ESA’s Navigation Directorate. Ricardo Defense Inc, a leader in complex system integration and sustainment solutions, has received a contract in association with the National Center for Manufacturing Sciences (NCMS), to expand the application of the Ricardo Defense Dismounted Soldier Communication System (DSCS) under a new phase with the US Army. The Dismounted Soldier Communication System is an integrated solution for the Army. Designed by Ricardo Defense to enhance vehicle communication by adding wireless soldier-to-platform communication capability, DSCS provides increased situational awareness and heightened safety for soldiers in the field. Under this new contract, Ricardo Defense will install the DSCS solution on three brigades of M88 vehicles to gather data and soldier feedback. HoverCrane, a manufacturer of cargo drones for commercial and defense markets, has announced the award of a contract with the U.S. Air Force to provide their HoverCrane uncrewed aerial vehicle for evaluation in expeditionary resupply and other tactical missions. The HoverCrane is an aerial cargo transport vehicle for moving payloads from 10-50lbs, developed for harsh industrial use cases with the capability to take-off and land in rough terrain. Satcom Direct Government, SDG, has been re-awarded a Blanket Purchase Agreement (BPA) for the provision of aeronautical satellite connectivity services to the U.S. Military, Department of Defense (DoD), state and local agencies. The five-year agreement is the third renewal of the BPA contract, allowing SDG to provide secure voice and broadband data services to support global aeronautical missions for the DoD and other federal agency bodies. The agreement has a maximum value of approximately US$240m over the life of the contract, which comprises one base year and four option years. U.S. government users will continue to benefit from easy ordering through the Defense Information Systems Agency (DISA) platform to quickly establish worldwide connectivity through the Viasat-owned Inmarsat airtime services, including GX2 powered by the expanding Global Xpress network. HII’s Mission Technologies division has landed a contract to provide intelligence analysis and operational support services for the Joint Intelligence Operations Center-Korea, bolstering US efforts to understand threats and safeguard personnel in the region. The $305m deal was awarded by the Defense Intelligence Agency (DIA), with the renewed partnership between HII and the DIA intended to enhance the intelligence analysis, enabling United States Forces Korea (USFK) to gain insights into enemy capabilities, detect emerging threats, and formulate effective response strategies. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Morocco of Javelin Missiles and related equipment for an estimated cost of $260m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Morocco has requested to buy six hundred twelve (612) Javelin FGM-148F missiles (includes twelve (12) fly-to-buy missiles) and two hundred (200) Javelin Lightweight Command Launch Units (LWCLUs). Also included are missile simulation rounds; Javelin support equipment; hand and measuring tools; books and publications; power plus distribution equipment; component parts and support equipment; life cycle support and other technical assistance; gunner training; ammunition officer’s training; System Integration and Checkout (SICO); maintenance training; Tactical Aviation and Ground Munitions (TAGM); and other related elements of logistics and program support. The total estimated cost is $260m. This proposed sale will support the foreign policy and national security of the United States by helping to improve the security of a Major Non-NATO Ally that continues to be an important force for political stability and economic progress in North Africa. The proposed sale will improve Morocco’s long-term defense capacity to defend its sovereignty and territorial integrity and to meet its national defense requirements. Morocco will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The prime contractors will be the Javelin Joint Venture between Lockheed Martin in Orlando, FL, and RTX Corporation in Tucson, AZ. 19 Mar 24. Chess Dynamics secures £15.7m contract to provide surveillance systems for Australia’s Hunter class frigates. Cohort plc, the Independent Technology Group, is pleased to announce that its subsidiary Chess Dynamics Ltd (“Chess”) has been awarded a contract valued at £15.7m by BAE Systems Maritime Australia to supply its Sea Eagle surveillance systems for the Royal Australian Navy’s Hunter class frigates. Work will begin immediately and will continue until 2031. Sea Eagle is a highly capable naval surface ship surveillance system for the detection, tracking, and identification of surface and air targets. It has been selected by several leading maritime forces, including for the Royal Navy’s new Type 26 frigates.

18 Mar 24. India to upgrade naval Do 228s. The Indian Ministry of Defence (MoD) has signed a contract with Hindustan Aeronautics Limited (HAL) to upgrade the Indian Navy’s Dornier Do 228 fleet. The contract, announced on 15 March, has a value of INR28.9bn (USD348.6m) and will cover the mid-life upgrade (MLU) of 25 Do 228s in the Indian Navy, including the installation of associated equipment. According to the MoD, the MLU will include the replacement of the aircraft’s primary sensors and incorporation of new avionics. 19 Mar 24. ISD receives contract to upgrade Indonesian Navy’s aircraft for maritime surveillance duties. The US Naval Air Warfare Center Aircraft Division (NAWCAD) has awarded a Foreign Military Sales (FMS) contract to upgrade three Indonesian Navy aircraft with enhanced maritime surveillance systems. Under the contract, Oregon-based Integrated Surveillance and Defense (ISD) will upgrade two Indonesian Navy-operated Dirgantara CN-235-220/CN-235-220 MP maritime patrol aircraft (MPA) and modify one King Air 350i aircraft with “proven maritime surveillance systems”, said the company in a statement provided to Janes on 19 March. “The ISD solution will consist of the installation and integration of a maritime surveillance radar, [an] electro-optical/infrared sensor, [an] airborne Automatic Identification System (AIS), [a] mission management system (MMS), and datalink communications,” reads the statement. The contract’s period of performance and delivery will be 24 months, the company added, without giving further specifics on the systems that will be provided or the value of the contract. Indonesia’s naval aviation centre operates a fleet of six CN-235-220 MPAs, and all airframes are based with the navy’s Air Squadron 800 in Juanda, Surabaya. (Source: Janes)
