08 Mar 24. North Macedonia – Joint Light Tactical Vehicles. The State Department has made a determination approving a possible Foreign Military Sale to the Government of North Macedonia of Joint Light Tactical Vehicles and related elements of logistics and program support for an estimated cost of $111m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of North Macedonia has requested to buy an additional eighteen (18) M1278A1/A2 Joint Light Tactical Vehicle (JLTV) Heavy Gun Carriers (HGC); and seven (7) M1280A1/A2 Joint Light Tactical Vehicle (JLTV) General Purpose (GP) that will be added to a previously implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales (FMS) case, valued at $78.54m ($23.16m in MDE), included a total of seventy-one (71) JLTVs, consisting of forty-eight (48) M1278A1/A2 JLTVs HGC; seventeen (17) M1280A1/A2 JLTVs GP; and six (6) M1281A1/A2 JLTVs Close Combat Weapons Carrier (CCWC). 14 Mar 24. The Spanish government has commissioned Rheinmetall, the world’s largest manufacturer of artillery ammunition, to supply a total of 94,200 155mm rounds. The framework agreement concluded for this purpose has a volume of around €208m. The artillery rounds are to be delivered to the Spanish army between the end of 2024 and the end of 2025, with a two-year extension option. The ammunition now ordered is already being used by the Spanish customer; this is the second framework agreement. The new order emphasises Rheinmetall’s reliability as a partner to the Spanish army for the supply of key products. The ER02A1 high-explosive (HE) projectiles have a maximum range of 30 kilometres in the boat-tail (BT) variant and almost 40 kilometres in the base-bleed (BB) variant. The latter has a special device at the base of the projectile. This heats the air generated by the projectile itself in its trajectory, thus reducing drag and increasing the maximum range. The latest contracts in the field of 155mm artillery ammunition underline Rheinmetall’s leading technological position in European ammunition development and production. Framework agreements with various NATO member states secure the supply of artillery ammunition. It was only on 12 February 2024 that the symbolic ground-breaking ceremony for a new plant was held in Unterlüß, Lower Saxony, in the presence of German Chancellor Olaf Scholz. The plant will produce explosives and components for rocket artillery as well as artillery ammunition in particular. On 18 February 2024, Rheinmetall and a Ukrainian partner company signed a memorandum of understanding that will also enable the production of artillery ammunition in Ukraine in the future.

The French defence procurement agency (DGA) placed an order with Thales, via the Organisation for Joint Armament Cooperation (OCCAr), for the provision of an Expeditionary Portable Operations Centre (e-POC) to meet the French Navy’s new requirement for a drone-based mine countermeasures capability. The system was developed in less than six months and has been accepted by the DGA and OCCAr after completing sea trials and delivered to the French Navy. The e-POC demonstrator enables naval forces to conduct mine countermeasures missions quickly and efficiently using only unmanned underwater vehicles (UUVs).
11 Mar 24. Thales Alenia Space, a joint venture between Thales (67%) and Leonardo (33%), has signed a contract with the Italian space agency (ASI) to develop the communications subsystem for the innovative International Mars Ice Mapper (I-MIM) mission. This Phase B1 contract, worth a total amount of about €22m, follows on from the previous Phase A award to Thales Alenia Space in 2021, successfully completed in 2022. I-MIM is a mission in partnership with the Italian space agency (ASI), the Japan Aerospace Exploration Agency (JAXA), the Canadian Space Agency (CSA) and NASA to develop a Mars orbiter, with the goal of identifying and measuring the extent and volume of water ice in the mid- and low-latitude regions of Mars, where it is possible to plan the first potential human surface missions to Mars. Thales Alenia Space will be responsible for the mission’s multi-user communications system and will also develop the innovative Large Deployable Reflector (LDR) antenna enabling the orbiter to establish high-data-rate communications with ground stations in both Ka- and X-band. The same antenna will serve the SAR instrument operating in L-band. Thales Alenia Space will build a six-meter-aperture demonstration model of the LDR at the end of the two-year phase. 13 Mar 24. DroneShield Ltd (ASX:DRO) (DroneShield or the Company) has received a repeat order of $4.3m from a U.S. Government customer for a number of its handheld C-UAS systems. The delivery is expected to be complete over the next 15 days, using available stock on hand. DroneShield has been working with this customer for several years, with a number of smaller preceding orders. This is the first material contract from the customer, and subsequent material larger orders are expected in near term. 08 Mar 24. Leidos (NYSE:LDOS), a Fortune 500® innovation leader, was recently awarded a follow-on prime contract to develop and expand the Air Force’s Command and Control Incident Management Emergency Response Application (C2IMERA). The single-award contract was awarded by Kessel Run, a division within the Air Force Life Cycle Management Center. The contract has a six-month base period of performance with four one-year options and two six-month options. It has a value of $158 m if all options are exercised. 14 Mar 24. The USMC awarded Mack Defense a 12-month contract for the initial development of a new Medium Tactical Truck (MTT) fleet. The new family of vehicles will replace the Marine Corp’s Medium Tactical Vehicle Replacement fleet (MTVR), which includes cargo, dump, wrecker, tractor and re-supply trucks supporting air-ground task force combat support missions. The Marine Corps initial development requirements for the MTT fleet will focus on three cargo variants consisting of 10- 15- and 20-foot cargo bed configurations with hybrid-electric technology for reduced fuel consumption, extended range and reduced noise for silent watch capabilities. A 70% off-road and 30% on-road mission profile will be supported by a 60-inch fording capability to traverse through water up to five feet. The vehicles will feature a 10-kilowatt on-board power generator and will have the capacity to deliver 30-kilowatts of external power. Advanced driver safety and force protection systems will be key features. As part of the initial development phase, Mack Defense will provide a detailed engineering technical data package for three MTT cargo variants. The State Department has made a determination approving a possible Foreign Military Sale to the Republic of Korea of Subsonic Sea-Skimming Aerial Targets for KDX-III Batch-II AEGIS Class Destroyers and related elements of logistics and program support for an estimated cost of $170.6m. The proposed sale will improve the Republic of Korea’s capability to meet current and future threats by performing Combat System Ship Qualification Trials (CSSQT) for its new KDX-III Batch-II AEGIS Class Destroyers. The KDX-III Batch-II CSSQT efforts will demonstrate the ship’s ability to safely and effectively launch and control weapons, demonstrate proper integrated hardware operation, demonstrate system performance based on key requirements, and provide realistic training for the shipboard anti-air warfare firing teams. Mission Technologies, a division of the US naval prime HII, has received a second order for the Remus 620 uncrewed underwater vehicle (UUV) from an unnamed Indo-Pacific nation for an undisclosed amount. HII will build and deliver the customised, medium-class Remus 620 UUV in 2024. The customer will deploy the system for monitoring and data collection missions. Unveiled in 2022, the Remus 620 has a battery life of up to 110 hours and a range of 275 nautical miles, providing unmatched mission capabilities for mine countermeasures, hydrographic surveys, intelligence collection, surveillance and electronic warfare. 13 Mar 24. US-based aerospace manufacturer Bell Textron has been awarded a contract worth $455m to supply the Nigerian Government with 12 AH-1Z attack helicopters. This deal marks a milestone in Nigeria’s military modernisation efforts. According to GlobalData’s Nigerian defence market analysis, the Nigerian Air Force needs these attack helicopters to increase its firepower and strengthen the country’s counterterrorism and counterinsurgency campaigns. The contract, awarded by the US Naval Air Systems Command, includes the production and delivery of the helicopters, along with associated engineering, programme management, and logistics support. Additionally, Bell Textron will provide non-recurring engineering services to address obsolescence issues, ensuring the helicopters remain operationally effective throughout their service life. This contract provides four MQ-9B unmanned air vehicles, two certifiable ground control stations, spares, and support equipment. The location of performance is Poway, California, and the work is expected to be complete by Aug. 11, 2027. This award is the result of a sole source acquisition and involves foreign military sales to Taiwan.
