23 Nov 23. Airbus Defence and Space in the UK has been awarded £3.9m from the UK Space Agency (UKSA) to create a space and connectivity catalyst at its headquarters in Stevenage. Airbus will create a range of facilities at its 14 acre site available to new and existing space players to encourage growth in the wider space ecosystem. The new Space Catalyst will be part of Airbus’ Community for Space Prosperity (CUSP) programme which aims to grow the activity of the UK space supply chain, research and outreach activities. The UK Ministry of Defence has chosen the UK-manufactured Sting Ray Torpedo as its future torpedo capability alongside continued use of the United States Navy Mk54 weapon on the RAF’s Poseidon Maritime Patrol Aircraft. The programme to integrate Sting Ray Mod 1 on to Poseidon is now under way, and it will give the UK a potent and sovereign torpedo capability, providing flexibility to the Poseidon fleet. In-service with the Royal Navy, Sting Ray Mod 1 is capable of integration into surface and air platform mission systems. Sting Ray Mod 1 is an air-launched Anti-Submarine Warfare lightweight torpedo launched from frigates, helicopters, and maritime patrol aircraft against submarine targets of all types. 27 Nov 23. 4GD has been awarded a contract by the Defence and Security Accelerator to integrate the ChatGPT language model into its SimStriker robotic targets. The integration will allow soldiers to have “dynamic conversations with the target”, according to 4GD, which will work with its partners NIAXO, a software solutions company, to create varied military training scenarios. SimStriker, which started development in 2020, is used at 4GD’s SmartFacility, which is currently in service with the British Army’s 16 Air Assault Brigade in Colchester, UK. 27 Nov 23. Israel signs Arrow contract with Germany. The Israeli Ministry of Defense (MoD) announced on X (formerly Twitter) on 23 November that its Director General, Eyal Zamir, signed the final contract for the USD3.6bn sale of the Arrow Weapon System (AWS) to Germany earlier the same day. In addition to the AWS and Arrow 3 missiles, the contract includes an initial package of spare parts and training of Luftwaffe crews. German Defence Minister Boris Pistorius and his Israeli counterpart, Yoav Gallant, signed a joint declaration of intent in Berlin on 28 September on Germany’s AWS procurement for the Luftwaffe. This was followed by approval by the budget committee of the Bundestag, Germany’s parliament, of the procurement of AWS and Arrow 3 missiles, announced by the German MoD on 19 October. Norway will buy eight Norwegian Advanced Surface-to-Air Missile System (NASAMS) launchers and four fire control units from Kongsberg, the manufacturer announced on 24 November, to replace stock deployed to Ukraine earlier in the year. Norway will also buy new missiles for its air defence vehicles along with three different missiles of ‘various range capabilities’ from missile supplier Raytheon. These purchases are still subject to parliamentary approval from Storting, the supreme legislature of Norway, and estimates of the value of the individual contracts have not been announced. 27 Nov 23. Thales – Elettronica joint company SIGEN aboard the Horizon frigates for the modernization of the Electronic Warfare system. Following the signing of the contract between OCCAR and Naviris (a Fincantieri and Naval Group joint venture) for the Mid-Life Upgrade of the four Horizon-class units in service with the Italian and French navies, a sub-contract was signed in August 2023 between SIGEN (a consortium between Elettronica and Thales) and Naviris for the modernization of the Electronic Warfare (EW) system. Thales, a technology player, has been chosen by the French Defence Procurement Agency (DGA) to equip the French Navy’s upcoming offshore patrol vessels with maritime surveillance technologies. The sensor suite, featuring Bluewatcher sonar, NS50 radar and the TSA 3522 IFF system, provides active and passive surveillance capabilities to ensure optimal effectiveness in safeguarding French waters and supporting naval missions. These systems will replace the outgoing Estienne d’Orves class and OPV54-class patrol boats. The offshore patrol vessels, set to enter service in 2024, will operate primarily in French metropolitan waters, covering depths ranging from the continental shelf to the continental slope and rise. Airbus has signed a contract with the Spanish Ministry of Defence for the development and acquisition of SIRTAP, a High Performance Tactical UAS that will reinforce the tactical capabilities of the Spanish Army and the Air and Space Force. This contract includes a total of nine systems, each consisting of three unmanned aerial vehicles and one ground control station. Furthermore, two simulators will be supplied to train the Spanish Armed Forces. SIRTAP, with a payload of more than 150kgs, has been designed for advanced surveillance, intelligence and reconnaissance missions, both over land and at sea. A range of more than 2,000km and an endurance of more than 20 hours will provide high flexibility and reactivity, allowing for day and night operations in the most demanding environments. The system will be certified to fly in segregated airspace. In the future, this tactical UAS will be able to operate jointly with other platforms to be integrated into a system of systems. The development of SIRTAP will bring the national industry key experience and competences in the field of Remote Carriers for FCAS. First flight of the SIRTAP prototype is expected to take place in 2025.

Airbus Helicopters and the Lithuanian State Border Guard Service have announced a contract for three five-bladed H145 multi-mission helicopters at the 2023 European Rotors trade show, expanding the service’s fleet. These three additional H145s bring the total number of Airbus helicopters in service with the Lithuanian government to eleven, further strengthening Airbus Helicopters’ position in this mission segment. The helicopters will be operated for a wide range of missions including search and rescue, disaster relief and medevac, border patrol, firefighting, transport of donor organs, and operational deployment of the Lithuanian Special Forces.

On 22 November 2023, Centaurium UAS and Thales signed a cooperation agreement which also comprises the delivery of two Thales UAS100 drone systems and ground control stations to the Switzerland-based company ahead of testing in the spring of 2024 and the planned start of commercial operations in 2025. From risk monitoring on large-scale infrastructure to border surveillance, event security, fire detection and location of missing persons, the UAS100 meets the requirements of a wide range of mission scenarios while operating in full compliance with general aviation regulations. Centaurium UAS will operate the drones and offer services tailored to the specific needs of public and private players in Switzerland, with lower operating costs and 90% lower energy consumption than current piloted aircraft. TEKEVER, the European leader in Unmanned Aerial Systems (UAS) and space technology, has secured a contract with the Centre National D’Etudes Spatiales (CNES), the French Space Agency, to test new Inter-Satellite Link (ISL) concepts using GAMALINK, TEKEVER’s software-defined radio, to enhance communication between satellites. The objective of this new contract is to provide engineering models of ISL equipment with ranging and synchronisation capabilities as part of a future space mission. The mission aims to study the interior structure of a geocruiser asteroid. 22 Nov 23. Thales Alenia Space to provide transponder for Turkey’s 1st lunar mission. The Lunar Research Program (AYAP) is an integral part of the National Space Program led by the Turkish Space Agency, with TÜBİTAK UZAY in charge of the design, development, integration, test, launch and operations of the AYAP-1 spacecraft. With this project, Turkey aims to successfully carry out its first lunar mission and become one of the few countries that can conduct activities on the Moon with its own capabilities. Thales Alenia Space will provide an S-Band TT&C (Tracking, Telemetry and Command) Transponder for the AYAP-1 spacecraft, a key unit to establish a communication link between the spacecraft and the ground station. The TT&C transponder is in charge of receiving the commands sent by the ground station to control the spacecraft, and sending back the telemetry with the vital information on the status of the spacecraft. The Minister of Defence of the Republic of Slovenia, Marjan Šarec, and the Minister of Defence of the Italian Republic, Guido Crosetto, signed an amendment to the Implementing Agreement between the Ministry of Defence of the Italian Republic and the Ministry of Defence of the Republic of Slovenia on cooperation in the field of military aviation (hereinafter referred to as the Implementing Agreement), which defines the purchase of additional six Leonardo AW139M multirole helicopters, based on the Government-to-Government model. On the basis of the amendments and modifications to the Development Programmes Plan 2023-2026 adopted by the Government of the Republic of Slovenia on 20 July this year, the Government of the Republic of Slovenia has created the basis for the SAF investments as foreseen in the Resolution on the long-term programme for the development and equipping of the Slovenian Armed Forces (SAF) until 2040. This continues the development and modernisation of the SAF in the light of contemporary security challenges, including those in the field of military aviation. The decision to procure the AW139M multirole helicopters under the Government-to-Government model was taken on the basis of a completed and approved Investment Programme, an expert report on the demonstration of the capabilities of the multirole military helicopters and an economic benefits analysis. The U.S. Department of State has awarded GM Defense LLC, a subsidiary of General Motors (GM), a 10-year Indefinite Delivery Indefinite Quantity (IDIQ) full-rate production contract to deliver the next generation Heavy-Duty armored Sport Utility Vehicle (HD SUV) in support of the Department’s Diplomatic Security Service. GM Defense will deliver Original Equipment Manufacturer integrated HD SUVs under the contract with a ceiling value of $300m. GM Defense was awarded an initial task order through the IDIQ contract for vehicles, training and engineering services valued at approximately $25m. This contract follows the development and validation contract awarded in 2021 that delivered prototype vehicles for comprehensive testing and evaluation. The newly designed GM Defense HD SUV incorporates protective armor into the original design and manufacturing process, diverging from current after-market, tear-down and rebuild practices. Bell is currently conducting risk reduction testing at Holloman Air Force Base in New Mexico to demonstrate its folding rotor, integrated propulsion, and flight control technologies using a dedicated test article. Bell’s HSVTOL technology blends the hover capability of a helicopter with the speed (400+ kts), range, and survivability of jet aircraft. Bell has developed high-speed vertical lift technology for more than 85 years, pioneering innovative VTOL configurations like the X-14, X-22, XV-3 and XV-15 for NASA, the U.S. Army and U.S. Air Force, and continues to build on its proven history of fast flight from the Bell X-1.

27 Nov 23. Stratolaunch, LLC announces the receipt of a flight test contract award from Leidos, the prime contractor for the Navy’s Multiservice Advanced Capability Test Bed (MACH-TB). The contract award is funded by Naval Surface Warfare Center (NSWC), Crane Division through the Strategic and Spectrum Missions Advanced Resilient Trusted Systems (S²MARTS) Other Transaction Agreement (OTA). This contract award funds five Talon-A hypersonic flights and optional payloads. NSWC Crane’s MACH-TB program focuses on hypersonic flight testing using robust, agile, and modular approaches. The Leidos-led team intends to deliver an affordable solution, leveraging commercial launch vehicles, including Stratolaunch’s Talon-A hypersonic vehicle, for flight testing hypersonic payloads. The data collected is designed to provide insight to the DoD on technology improvement and capability validation. Early, affordable, and regular hypersonic flight testing is key to robust and successful developments of hypersonic capabilities. Stratolaunch’s Talon-A, a reusable autonomous hypersonic vehicle, operates as a high-cadence, high-speed testbed to advance the MACH-TB program development. The Department of Defense today announced the award of $3.7m via the Industrial Base Analysis and Sustainment (IBAS) program to Qarbon Aerospace to design and manufacture advanced lightweight continuous fiber thermoplastic composite structures for national defense aviation applications. This award will help Qarbon Aerospace focus on the design, development, and manufacture of a thermoplastic composite structure for defense aviation components requiring icing protection. The use of composites eliminates the loss of efficiency typically associated with conventional “bleed-air” systems and provides significant flexibility when optimizing the assembly for different components or aircraft, and offers improved manufacturing, durability, reliability, and ease of repair. To date in calendar year 2023, the Innovation Capability and Modernization (ICAM) office, which manages the IBAS program, has made awards totaling nearly $700m. 23 Nov 23. SIATT, a Brazilian technology company with a 50% stake held by EDGE Group, has been selected for a pilot project to provide secure communication technology for Brazil’s coastal surveillance and protection, the consortium announced on 23 November. The project, named Sistema de Gerenciamento da Amazonia Azul (SisGAAz), is part of Brazil’s maritime protection programme, Blue Amazon. SisGAAz will form a key part of the Blue Amazon Management System tasked with monitoring Brazil’s maritime regions and inland waters. The system aims to protect marine resources, ports, ships and maritime infrastructure from various threats including environmental disasters, emergencies and illegal activities. EDGE’s contribution was a significant factor in SIATT’s selection for SisGAAz, against global industry competitors. The collaboration will focus on advancements in artificial intelligence, data fusion, coastal radar technology, and autonomous systems across air, land and sea. The partnership also includes constructing an integration laboratory, a communication training centre and a simulation centre, with the first communications tower set to be located in Arraial do Cabo, east of Rio de Janeiro. The Government of Canada has signed a Foreign Military Sales Letter of Offer and Acceptance for up to 16 Boeing [NYSE: BA] P-8A Poseidon aircraft, as part of the Canadian Multi-Mission Aircraft (CMMA) project. Canada joins eight defense partners, including all of the FIVE EYES allies, the intelligence alliance that also includes the United States, United Kingdom, Australia and New Zealand, and becomes the fifth NATO nation to have selected the P-8 as its multi-mission aircraft. First delivery is expected in 2026. The P-8 acquisition will generate benefits of nearly 3,000 jobs and $358m annually in economic output to Canada, according to a 2023 independent study by Ottawa-based Doyletech Corporation. Team Poseidon forms the cornerstone of Boeing’s P-8 Canadian industry partnership, consisting of CAE, GE Aviation Canada, IMP Aerospace & Defence, KF Aerospace, Honeywell Aerospace Canada, Raytheon Canada, and StandardAero. The team builds on the existing 81 Canadian suppliers to the P-8 platform and to more than 550 Boeing suppliers across all provinces contributing to the company’s annual ~CAD $4bn in economic benefit to Canada, supporting more than 14,000 Canadian jobs.

Elbit Systems Ltd. was awarded a contract by Airbus Defense and Space to supply the Direct Infrared Counter Measures (DIRCM) and Infrared (IR) Missile Warning Systems for installation on the MRTT A330 refueling aircraft for Canada. The contract will be performed over a period of five years. Elbit Systems DIRCM laser protection systems have accumulated hundreds of thousands of flight hours on dozens of platforms and provide advanced defensive technology solutions for aircraft operating in modern battlefields.
