04 Jun 18. Fifty-two (52) companies will present their technologies at the Israeli National Pavilion, organized by SIBAT – the International Defense Cooperation Directorate within Israel’s Ministry of Defense.

The companies will present advanced solutions for defense and security that address the security challenges faced today by many countries around the world. Among the exciting technologies are solutions for robotics, air defense, border security, armored vehicles, personal protection, small arms, equipment for Special Forces, electro-optics, intelligence, and more. A special display will include 11 companies providing unique HLS solutions.

According to the Director of SIBAT, Brig. Gen. (Ret.) Mishel Ben Baruch, “The increase in global security needs as a result of current threats, such as the those faced by Europe in recent years, of terrorism, border protection and immigration, have led to an increase in defense budgets. 04 Jun 18. Bulgarian 8×8 competition to be launched soon. With the Bulgarian government busily preparing to launch a competitive procurement for new armoured vehicles, aspiring manufacturers showcased their products at the recent HEMUS defence and security exhibition held in Plovdiv.

Plans to purchase 150 armoured vehicles – including 90 wheeled IFVs and 60 support vehicles – was approved by the Sofia government on 16 May, which allocated a budget of Bulgarian Lev 1.020bn ($609m). The new armoured vehicles are to be used for equipping three battalion battle groups, which are component units of a mechanised brigade.

Speaking at the opening ceremony of HEMUS, Bulgaria’s minister of defence Krasimir Karakachanov emphasised the political commitment of the ruling coalition to make it happen and expressed his hope to have a contract in place by year-end.

A new Piranha V variant was shown by General Dynamics European Land Systems, sporting the Elbit UT30MK2 unmanned turret.

In turn, Finland’s Patria showcased its AMV equipped with a Rafael Samson Mk II turret with a 30mm gun. It was the only armoured vehicle at the exhibition to take part in live-fire demonstration at Zmeevo shooting range northeast of Plovdiv.

Nexter displayed its VBCI armoured vehicle, equipped with the T40 turret boasting the 40mm CTA gun. In addition, the company showed its Titus IMV.

Turkey’s Otokar also joined the list of contenders showing their hardware with its Arma 8×8 equipped with the Mizrak S turret.

Textron Systems was also present in Plovdiv, showcasing its 4×4 Commando family already in service with the Bulgarian Land Forces, which have an inventory of 17 such vehicles.

The only contender not present at HEMUS was German manufacturer ARTEC with its Boxer model, but it has made two presentations in front of the Bulgarian MoD since the beginning of the year, including a live presentation of the vehicle at the end of April and also agreeing to an in-country demonstration tour in the future.

The next step in the process will be to receive approval from the country’s parliament, which Bulgarian legislation requires for large military procurement projects.

According to Konstantin Popov, chairman of the parliament’s defence committee, a green light for procurement is expected by the end of June, allowing the MoD to begin sending RFPs to interested bidders.

The Bulgarian Land Forces’ requirements for a new wheeled IFV includes an 8×8 configuration, transport of a minimum of seven troops and an armament consisting of at least one 30mm gun and ATGMs.

For the support vehicles, requirements are still under consideration and could be less-expensive 6×6 or 4×6 vehicles.

It is now expected the winning offer will include not only the best pricing conditions but also a large share of production and know-how transfer to Bulgarian industry, as well as in-country final assembly.

General Dynamics European Land Systems and Patria are seen as the front-runners, with Turkey’s proposal seen as politically unacceptable. Both Boxer and VBCI proposals could be prohibitively expensive considering Sofia’s limited procurement budget allocated for this otherwise ambitious programme. (Source: Shephard)

 

04 Jun 18. More details emerge on Nexter’s VBMR-L. The industry team responsible for delivering the French Army’s new VBMR Light 4×4 have revealed more details about the clean-sheet platform, which is being procured under France’s ambitious Scorpion modernisation programme.

The VBMR-L is being purchased alongside two other vehicles; the 6×6 VBMR Griffon and 6×6 EBRC Jaguar. Company sources noted that a name for the VBMR-L could be revealed at Eurosatory this year.

Nexter and Texelis were down selected as the preferred bidder for the VBMR-L at the end of 2017, with an official announcement of a contract made a few months later on 12 February. Nexter Systems will be responsible for integration and assembly of the complete vehicle in Roanne, with a production capacity of around 300 vehicles a year expected.

The VBMR-L will replace some variants of army’s 4×4 VAB, VLRA and P4 light trucks, and complement the 4×4 PVP.

Nexter is also responsible for the protection elements, including the armoured hull – although officials could not disclose details on the design, including STANAG protection levels due to operational sensitivities.

Texelis – a France-based specialist in heavy vehicle power trains – will be responsible for manufacturing and integrating the mobility components.

The first stage of the contract is development and qualification, the latter being undertaken by industry and the DGA procurement agency. As part of an ambitious development timeline, the first prototype is expected to be completed by the beginning of 2020, with industrial and DGA qualification achieved around a year later.

One Nexter official told Shephard that the re-use of existing equipment from the Griffon and Jaguar would speed up development times. ‘It’s important for the French Army that this vehicle operates correctly from the beginning of delivery, so we won’t try to invent new equipment,’ he said.

The VBMR-L will have four variants including: armoured patrol vehicle (VPB); mobile armoured tactical communications hub; light reconnaissance vehicle (LRV) and an electronic warfare platform. The VPB is expected to achieve qualification first in 2021, while the LRV and communications hub will follow soon after in 2022 and 2023 respectively.

The VPB will come in ten sub-variants and be rapidly deployable, transporting personnel and equipment to a combat zone for operations over a 24-hour period. The vehicle in its infantry variant (VPB-Inf) can carry two crew and eight soldiers in the rear.

According to officials, other VPB variants will include engineer, medical, command post, a Mistral anti-air missile platform, 81mm mortar carrier and cargo carrier.

The mobile communications hub variant will have four sub-variants and enable rapid communications between dispersed, mobile units. The LRV, which has two sub-variants, will be an ISR platform for the headquarters of a task force.

The base platform is 6.5m long, 2.53m wide and 2.46 in height, with a combat weight ranging from 15t-17t depending on the variant and protection levels. The vehicle will have growth potential up to 18t.

One VBMR-L can be transported in a C-130 (although it would require some disassembly), while two can be carried ‘battle ready’ on an A400M.

The platform will be powered by a Cummins 8.9l 375hp diesel engine coupled to an automatic SP3000 Allison transmission. The maximum speed will be 100km/h on the road with a fuel economy of 600km.

The vehicle will be fully interoperable with the rest of the Scorpion vehicles through the use of the Scorpion Combat Information System, a Thales electronic architecture and software-defined Contact radios. Renderings of the vehicle show the vehicle with other common Scorpion sub-systems including the Metrovib Pilar V acoustic detection system, a 7.62mm/12.7mm remote weapon station from Panhard Defense, Antares 360 degree sensors and Galix grenade dispensers.

After qualification, industry is expected to receive three optional orders for the mass production of over 400 vehicles, and additional purchase orders will follow to potentially bring the total fleet number to nearly 2,000 vehicles.

The new 2019-2025 Military Planning Law, expected to be passed in a few weeks, calls for an additional 420 VBMR-L vehicles to be purchased. That means nearly 1,000 will be operational as part of the Scorpion programme by 2030. (Source: Shephard)

 

04 Jun 18. Italy to finally order new tank destroyers. After years of delay caused by budgetary uncertainty, the Italian Army is expected to sign a contract that will finally kick start low-rate production of the long-awaited Centauro II mobile gun system.

The new tank destroyer – developed by the Iveco-Oto Melara consortium, CIO – was first shown off two years ago at Eurosatory 2016 and a production contract was expected soon after once government approval was received.

But fast forward to June 2018 and a production contract has still not materialised, with Italian lawmakers holding off funding a programme that will cost nearly half a billion euros for the first tranche of vehicles.

An official from the CIO consortium speaking in the lead up to Eurosatory said that despite these delays, the negotiations for low-rate production were now in their advanced stages and a contract for the first 11 vehicles was imminent.

The Italian Army has previously stated a need for 136 vehicles as it sought to begin replacing the legacy Centauro I MGS, although it appears this has since been increased to 148 vehicles across two tranches (74+74).

The industry official said that all acceptance tests for the Centauro II had now been completed. The additional 11 vehicles will be used to fully optimise the vehicle’s capabilities before it goes into full production.

The 8×8 Centauro was developed over 30 years ago for the Italian Army, with its main weapon system being a low-recoil 105mm Hitfact gun turret from Oto Melara (now Leonardo) giving it the same lethality as an MBT.

The new Centauro II features an improved Hitfact Mk 2 turret with a 120/45mm smoothbore gun and integrated muzzle brake. The turret has an ammunition rack for 12 NATO standard 120mm rounds, or if an autoloading system is installed, six in a drum and six in the ammunition rack, which sits in a space that is separated from the crew by ballistic steel.

For additional crew safety, the vehicle can support add-on armour and spall liners for ballistics protection as well as energy absorbing systems on each crew seat for mine protection.

The vehicle can be operated by just a drive and gunner, although space is provided for a gun loader that can assist during missions as the Italian Army operates the vehicle.

As part of its sensor suite, the turret features stabilised sights for the gunner and driver that both have third generation IR channels and daylight TV sensor.

According to information seen by Shephard, the Italian Army configuration will also utilise an extensive C4I suite that will include the SDR VM3 soldier radio (UHF), a HCDR radio (UHF), a SRT-635 SINCGARS radio (VHF) and CNR2000 radio (HF). In addition, it will have a Harris AN/PRC-152 for SATCOM communications and a Guardian H3 IED jammer from Leonardo.

Around 400 Centauro I vehicles were delivered to the Italian Army, with the service deploying it during peacekeeping operations in Somalia, Lebanon and the former Yugoslavia. It was also deployed during campaigns in Iraq and Afghanistan.

Spain, Oman and Jordan have also bought the system, with the latter choosing the higher-powered 120mm cannon for the Mk 1 turret, while Brazil and Portugal have also selected the system but have yet to sign contracts. (Source: Shephard)

 

04 Jun 18. French Army vehicle increase to get green light. French lawmakers are expected to give final approval in the coming weeks to increase the country’s defence budget and pump even more money into the army’s Scorpion modernisation, including boosting the number of vehicles to be procured.

Officials from the French DGA procurement agency told Shephard that the new Military Planning Law (LPM) – covering 2019 to 2025 – will be passed ‘in June or early July’.

The LPM has already been approved through both the National Assembly and Senate and will return to the lower house in a few weeks for the final green light that will see it enshrined into law.

Revealed in February, the LPM noted that ‘the return of power politics and the weakening of the international order’ was creating an unstable and uncertain strategic environment that required a boost in defence spending and modernisation.

It called for an injection of almost €200bn ($234bn) into defence over the next five years, covering a period up to 2023. Up until 2022 the budget will rise by €1.7bn every year, with the intention of increasing by €3bn from 2023 onwards.

The LPM also stated the need to speed up acquisition of new army vehicles under the Scorpion modernisation programme, with half of all vehicles now required by 2025. It also revealed that along with vehicle delivery acceleration, the French Army would also seek to boost the total number of vehicles it would buy.

The two medium-weight vehicles at the heart of Scorpion, the 6×6 VBMR Griffon and 6×6 EBRC Jaguar, will both see an increase. A total of 1,872 Griffons and 300 Jaguars will now be purchased, an increase of 150 vehicles and 48 vehicles respectively.

The third vehicle in the Scorpion programme, the 14t VBMR Light, will also get a significant boost with numbers almost doubled. An additional 420 vehicles will be procured, bringing the requirement up to 978 vehicles.

In addition, 200 Leclerc MBTs will be modernised (122 completed by 2025) and an additional 32 CAESAR self-propelled guns will be purchased to bring the total number of howitzers to 109.

Griffon is expected to be qualified and delivered to the army for initial evaluation later this year, carried out in two phases throughout 2019 with Scorpion experts at the Section Technique de l’Armée de Terre (STAT). This will likely include a deployment to Dijbouti, according to one French Army source.

The initial training cadre is expected to kick off in September next year, with deliveries to the first regiment at the end of 2019. Although officials would not comment on the first regiment, it is expected to be the 3rd Marine Infantry Regiment in Vannes.

The army source told Shephard that 22 vehicles will be assigned per regiment, potentially increasing to 40 in the future.

Meanwhile, the first two Jaguar prototype vehicles have been completed by French industry and are expected to go through a two-year qualification period, with initial deliveries expected in 2020. The vehicle, like the Griffon, will then go through an extensive evaluation period and then training for operators, with the first regiment likely to be equipped around 2021-22.

Scorpion will also see a significant digitisation of the French Army with new software-defined radios from Thales, known as Contact, and a Scorpion Combat Information System (SICS) from French IT specialists Atos for each vehicle as well as command posts.

The first combined arms tactical group – or Groupement tactique interarmes (GTIA) – equipped with Scorpion equipment, including Griffon, new Contact radios and the SICS, is planned to be operational by around 2021.

According to one DGA source, there has been ‘no controversy’ amongst lawmakers about the new vehicle numbers and increasing defence spending.

The ultimate goal for the Paris government will be to reach the NATO defence spending target of 2% of GDP by 2025, compared with 1.78% of GDP in 2017. (Source: Shephard)

02 Jun 18. WFEL is showcasing its DSB Dry Support Bridge and MGB Medium Girder Bridge in the UK Pavilion (booth DC 821, Hall 5). WFEL’s DSB – a new-generation tactical military bridging system – can get traffic and supplies moving over a 46 metre gap in less than 90 minutes using just eight soldiers and a single launch vehicle: crucial in rapidly-escalating combat, homeland defence or disaster relief scenarios – when every second counts.

The DSB is now available on the latest variant of launch vehicle – a fully-armoured Rheinmetall MAN Military Vehicle (RMMV) 45m 10 x 10 chassis.

Already held in inventory by the US, Australian, Turkish and Swiss armed forces, the DSB is the longest non-reinforced bridge of its class anywhere in the world and is rated to MLC 120. Using an innovative launching mechanism, the system is versatile and can be adapted to fit to a variety of host vehicles commonly used by armed forces.

The MGB – a classic example of high quality precision engineering that has stood the test of time – first entered service more than 30 years ago, and has played a major role in both military and disaster relief operations, being used by over 40 armed forces worldwide.

WFEL is currently supplying the Australian Defence Force with a number of  double-storey, link-reinforced MGB bridge sets which can span up to 49 metres; these bridges will be supplemented by additional equipment which will allow bridges of up to 76m to be constructed, using WFEL’s portable pier sets.

A new way that Indra’s Director of Defense and Air Vehicles Logistics, José Manuel Sánchez Serrano, said to become a revolution. “The revolution in logistical processes is rapidly and inexorably leading to Support 4.0 through the application of the Industry 4.0 concept, or the fourth industrial revolution in the field of de-fence.”

This will not only enable aircraft to monitor their own state of health, they will also be able to gather information about the mission environment in which they are going to operate and take it into account, so they are ready to take off at the scheduled time. According to Sánchez Serrano maintenance will become more predictive due to artificial intelligence systems processing huge volumes of information to determine the remaining life of each of their components. This will enable armies to avoid excessive maintenance and the high costs which that entails, to launch maintenance actions before failures occur, and to prevent the malfunctions that reduce their availability and operability.

Supply processes will also be smart, using proactive organisation to anticipate needs. All the actors involved will be integrated and the system will offer end-to-end traceability and logistics intelligence throughout the whole supply chain. Wire rope replacement is becoming increasingly important in many vehicle applications due to the significant benefits gained from modern synthetic ropes, offering significant strength, handling and safety improvements over traditional wire products.

Why Choose Synthetic Fibre (HMPE) over Wire Rope?

At approximately 60% of its breaking load, steel wire reaches its yield point, beyond this point steel wire becomes permanently and irrevocably deformed. Not only does any stretch not recover, but the wire becomes stiffer and brittle and must be retired immediately.

An important feature of synthetic fibre (HMPE) rope is that unlike steel wire, HMPE does not have a yield point.  Winch lines (taken to just before the point of break) will not be damaged and there will be no change in the strength to stretch characteristics of the rope.

Magam-Safety Ltd. – a leading manufacturer of protective, rescue, and survivability equipment – will showcase a self-sealing flexible fuel tank that prevents fuel leakage caused by ballistic damage following penetration of up to a 20mm bullet. The flexible tanks are suitable for a variety of applications including military tanks, helicopters, and UAVs.

According to Chairman, Amit Tesler, “We developed this technology to address the vulnerability of oil storage tanks and vehicle fuel tanks. Standard metal tanks, when penetrated, immediately begin to leak fuel. Our self-sealing technology, based on mechanical and chemical advances, prevents leakage by self-sealing the holes within 0.1 ms (milliseconds), reducing the ignition potential of fuel leaks, and thus saving lives and equipment. This is the only solution that prevents leakage following the impact of a 20mm bullet, while maintaining both sealing capability and low weight.”

Magam’s laminated, flexible rubber fuel tanks are made of several chemically sensitive layers of rubber, created according to a unique formula, and placed between two fuel resistible layers on a special fabric matrix. This process makes them much lighter than rigid, metal tanks, and easily and rapidly repaired. The typical weight is 12Kg ± 10 % per square meter, with a thickness of 10-12mm. In addition to supplying these tanks, the Company also treats existing fuel tanks, providing an on-site coating service. Any surface treated with Magam’s self-sealing technology also benefits from the thermal and corrosion protection provided by the coating.

05 Jun 18. Marine Corps Systems Command is improving the way Marines communicate with a reliable and convenient on-the-move system. The Mobile User Objective System, or MUOS, is a narrowband satellite communication system that uses commercial cell phone technology to increase access to voice and data communication while on the battlefield. The Marine Corps will be the first service to widely deploy the system as it has already fielded thousands of MUOS-capable AN/PRC-117G radios over the previous six years. Ultimately, the firmware within the radios will be updated to support the MUOS waveform and three new antenna kits will be added to support multiple operational configurations.

“MUOS provides several advantages over legacy SATCOM,” said Capt. Shawn Avery, MUOS project officer in Command Element Systems at MCSC. “The most obvious to the operating forces will be the increased accessibility. This will allow us to explore new operating concepts by pushing on-the-move voice and data connectivity to the squad level.”

MUOS is designed to support users who require mobility, higher data rates and improved operational availability. The updated technology in the system offers a more secure and reliable beyond line-of-sight communication capability. The MUOS waveform will be added to the AN/PRC-117G and future multi-channel radios within the Marine Corps inventory.

“Previously, infantry companies had limited access to SATCOM, but now company commanders can employ their Marines beyond line of sight with a higher degree of confidence in maintaining those critical [command and control] links,” said Avery.

The three antenna kits that will be fielded within MUOS include: a traditional directional antenna for better data performance at-the-halt; a dismounted on-the-move antenna which enables voice and data access when mobile; and a vehicular kit that modifies the AN/VRC-114’s to accept MUOS. MUOS is comprised of a space-based segment, a ground-based segment connected over fiber optic cables between multiple continents, and a software-defined radio terminal capable of running the MUOS waveform.

The new satellites are more robust and have more individual carriers, which allows the signal to be focused on a smaller geographic footprint, Avery said. This improvement enables on-the-move access while improving overall reliability in vegetation, urban environments and other extreme conditions where legacy SATCOM was challenged. Additional improvements include the ability to roam, similar to a cell phone. Marines can begin in the continental United States, and then deploy and have immediate access to another satellite on the ground providing unmatched operational flexibility.

“The system takes some stress off of the operators, allowing them to walk around on patrol without the range constraints of terrestrial networks,” said Avery. “And in the past, users didn’t have access to the Defense Information System Network over SATCOM. We either had to hold terrain to extend terrestrial links to provide DISN access, which incurs significant operational risk, or lease commercial capabilities which have proven costly. With MUOS, we’re meeting the data exchange requirements of today’s force with equipment that is organic to the Marine Air-Ground Task Force.”

Initial fielding for the MUOS is scheduled for the fourth quarter of 2018, with initial operational capability planned for the first quarter of 2019.

 

05 Jun 18. European Space Agency proposes governance overhaul Move to prevent UK blocking EU projects and stop Brussels creating rival body Galileo satellites are prepared for launch. The UK has threatened to slow progress on the project. The European Space Agency is proposing a radical overhaul that would prevent the UK and non-EU member states from blocking progress on EU projects, as it fights to stop Brussels creating a rival body. Jan Wörner, the ESA’s director-general, last week proposed to the European Commission that the EU and the agency should, in the longer term, pool management and exploitation of space programmes to ensure greater coherence of Europe’s space investment. As a first step he suggests the use of the space council, a regular joint meeting of the ESA and EU at ministerial level, to co-ordinate ESA’s intergovernmental programmes, EU-funded projects and the downstream exploitation of these investments. ESA, with non-EU members such as Norway and Switzerland, is independent of the EU but acts as its procurement body for space projects such as the Galileo satellite navigation system. Under Mr Wörner’s plan, decisions on EU-funded programmes would be ringfenced and non-EU members would not be allowed to vote without a special agreement. Mr Wörner’s proposals are aimed at resolving a long-simmering debate over ESA’s independence from the EU. That debate has intensified amid a row between Brussels and the UK over the EU-funded €10bn Galileo programme. The UK has threatened to slow progress on Galileo by using its seat on the ESA’s council to delay procurement for the programme, after Brussels said it would ban British involvement in the programme’s highly encrypted military-grade signal as a security measure post-Brexit. It would not threaten ESA’s current responsibilities, they said. However, European and UK officials believe the rebadging could open the door to an eventual migration of EU space funding from ESA to the new body if discontent rises. “It will be seen as a creep in power of the commission,” said one. Another European official said that, while the “intention is not to create a rival space agency”, there had been “all sorts of indications from all sides that this was the original idea”. EU officials acknowledge concerns over ESA’s governance regarding EU-funded space projects. Recommended Space industry Industry pushes for UK space programme ahead of Brexit A draft of the space policy document seen by the FT notes that a new framework agreement with ESA needs to “take into account the decision-making procedures within the European Space Agency, which cannot lead to a call into question of the decisions of the Commission or the European Space Agency within the framework of the actions and space programmes of the Union.” Last month, the EU proposed a significant rise in space investment to €16bn for 2021 to 2027, compared with €12bn over the previous seven years. The EU is ESA’s largest contributor, accounting for €1.3bn of ESA’s 2018 budget of €5.6bn. Senior ESA officials have had several meetings in Brussels to present their case that a separate EU agency would create unnecessary cost and duplication, jeopardising the expertise built up in ESA over 50 years. Mr Wörner argued in his own ESA blog last week that a common agency for implementation and oversight of space activities would make the bloc more efficient at a time when international competition is intensifying. “There is no need to develop a new Space Agency in parallel in Europe, the ramp-up of which would take decades and cost billions and would therefore in itself be a major risk to the programmes it manages,” Mr Wörner wrote in his ESA blog. “We need to streamline, not double administrative layers.” (Source: FT.com)

Harris Corporation (NYSE: HRS) has provided Lockheed Martin (NYSE: LMT) with its fifth of ten advanced navigation payloads contracted for the U.S. Air Force GPS III satellite program.

The GPS III navigation payload features a Mission Data Unit (MDU) with a unique 70-percent digital design that links atomic clocks, radiation-hardened computers and powerful transmitters – enabling signals three times more accurate than those on current GPS satellites. The payload also boosts satellite signal power, increases jamming resistance by eight times and helps extend the satellite’s lifespan.

Lockheed Martin successfully integrated the navigation payload into the fifth GPS III space vehicle (GPS III SV05). Harris is committed to delivering three more payloads by the first quarter of calendar year 2019 for GPS III SVs 06-08.

Four navigation payloads have already been fully integrated on GPS III SV01-SV04. In September 2017, the Air Force declared the first GPS III satellite Available for Launch, or “AFL,” with launch expected later in 2018. In December 2017, GPS III SV02 completed rigorous thermal vacuum testing and is expected to be declared AFL this summer. GPS III SV03 and SV04 are expected to undergo environmental testing this year.

The company’s night cooled thermal camera and day payload is an advanced observation system that can be mounted on a conventional drone. The system has been specifically designed for use in stand-off situations and where wide-coverage air observation is required. International operators of tactical UAS to get glimpse of new, powerful, lightweight system. Logos Technologies will be exhibiting its lightweight Redkite-I wide-area motion imagery (WAMI) system at Eurosatory, on June 11-15. This will mark the first time the airborne WAMI sensor will be seen at the international defense and security business meeting hosted in Paris, France.

Thermal Beacon Ltd. – a leader in the field of high-end, innovative thermal IFF (Identification Friend or Foe) emitters – presents two (2) optical IFF thermal systems, the MS OMR II c and MK-IV, that distinguish between enemy and friendly forces. In a recent experiment, the MS OMR II c system identified targets from an altitude of 18 km.

Thermal Beacons are infrared emitters being used as an identification device in the thermal spectrum region (mid-IR and long-IR) for use with operatives, vehicles, yachts, pilots, police SWAT teams, search and rescue, emergency services and mountain rescue teams. Designed for outdoor operation, military demands and standards, features include a solid state optical IFF beacon, a compact beacon for thermal observation, and a long working range.

Thermal Beacons radiate in the thermal spectrum (8-12 µm and most efficiently at 3-5 µm) and do not emit radiation in the visible or the near-infrared region. They are used as an identification device in the thermal spectrum region, for persons or vehicles. The MS (Multi Spectrum) version allows the user to control the spectrum of radiation from only the thermal region, only the near-infrared region (for image intensifiers and SLS), or both thermal and near-infrared regions simultaneously.

The MS OMR II c is mounted on a fighter’s helmet, marking it, and thus distinguishing it from enemy forces. The MK-IV is installed on buildings, vehicles and sailing vessels, enabling accurate identification by friendly forces. Directional, omnidirectional, and half-sphere, the patented systems are available at 3-12 µm and invisible to GEN I+II+III image intensifiers, designed for MIL-STD-810G.

The Lightline differentiates between the movements of people and animals, and can determine the number of people and the types of vehicles that are approaching the border. Natural environment or non-relevant man-made noises are automatically filtered in real time by an advanced signal processing software, resulting in a very low false alarm rate.

04 Jun 18. Eurosatory 2018: FLIR adopts ambitious growth strategy. Soldier modernisation programmes pursued by militaries around the world offer lucrative opportunities for producers of advanced sensing solutions. Providing essential technology for both modern soldier systems and platforms, companies such as US-based FLIR are positioning themselves to offer sensors that are fully networked and utilise the latest tools in AI and machine learning. Announced on May 16, FLIR’s new corporate strategy is a blueprint for how the company intends to expand into new markets, including unmanned and radar systems and increase its global footprint, with its eye on opportunities in Europe and North America.

‘Our continued partnership in the European community is going to continue to give dividends,’ David Ray, FLIR’s president of government and defence, told Shephard.

‘I think you are going to see major investments from FLIR in the software arena,’ Ray said.

‘We have traditionally been a hardware company but our competencies are in things like analytics, machine learning, AI… counter-UAS and we are expanding our footprint in the unmanned space’.

FLIR recently received a $2.6m order from the US Army for the company’s Black Hornet personal reconnaissance system, already in use with UK, German and Danish Special Forces. The micro-UAS will support squad-level surveillance for the force’s Soldier Borne Sensor programme.

Meanwhile, the company is also hoping to grow its radar division, offering a range of surveillance radar, with ambitions to expand its LiDAR capabilities.

‘We are looking to expand that, to do more with our radar capability. When we think about LiDAR and sonar and other types of sensing capabilities they present opportunities for us to expand our market in the sensor realm,’ he explained.

However, offering networked solutions comes with new threats which FLIR intends to mitigate by continuing to invest in cyber technology, with the possibility of new mergers and acquisitions or minority investments in the coming years.

‘We are looking at other companies that are doing great things in the world of analytics or machine learning,’ Ray said.

‘And looking at really being able to take minority positions in those companies… as with what we are doing around cyber in partnering with companies and making conscious investments in how we are cyber hardening or protecting the systems we are delivering.’

In the domestic US market FLIR is focused on a number of specific areas, including aircraft modernisation deals over the next year that offer the chance to gain a foothold in what Ray describes as ‘franchise programmes’.

‘Franchise programmes are programmes that we believe that once captured will be 10-40 year programmes that allow us to really engage and drive value across platforms we believe customers need for the long term,’ Ray explained.

The Mini Blackbird SXGA is an HD MWIR (Mid Wave InfraRed) Video Core optimized for low SWaP applications, such as small and tactical payloads for mini UASs and drones; ground-based and handheld surveillance systems, surveillance aircraft, and more.

New TiCAM 1000C target location system from Thermoteknix is a versatile target acquisition and observation system for day and night time operation. It combines an uncooled thermal imager and daylight CCD channel with GPS, eye safe laser range finder, Digital Magnetic Compass, Target marker and video recording.

Lightweight and compact, TiCAM 1000C is suitable for forward target location and surveillance operations. TiCAM 1000C operates from AA batteries or external power. It can be connected to various C4I platforms systems, using USB connectivity.

Personal Eye System (PES) from MIL Sistemika is a Blue force tracking, navigation and data sharing application designed to communicate a Common Operational Picture (COP) . PES was designed by active soldiers as a substitute for a traditional GPS receiver, paper map and a mobile phone.

In house development by MIL Sistemika has enabled Personal Eye compatibility with TiCAM 1000C.

It works on an Android platform and uses GPS and other device sensors for acquiring its location position which is then displayed on

a raster map PES can use online public maps (Yahoo, Google, Open

Street Maps etc.), online WMS maps (usually provided by internal GIS departments), off-line maps stored on the device in TMS (tiled format), or off-line cached maps stored while browsing online maps.

The ability to use off-line or cached off-line maps is invaluable in areas with no 3G coverage or when cost of data transfer is a limiting factor. Snipers can now use TiCAM 1000C with PES or Sniper Calculator

(a PES software module), to transfer target data and images directly to the map of PES, or use measurements for ballistic calculations.

Uses include: Target data sharing among units, JTACs (Joint Tactical Attack Controllers), use of target images for target recognition, or damage assessment. Use of target grids for sniper, mortar or artillery control is also possible. TiCAM 1000C requires a non-magnetic carbon fibre tripod with custom goniometer which is supplied separately).

The Pitbull provides an ideal solution for detecting and tracking all types of drones during flight, enabling their neutralization and downing.

04 Jun 18. Eurosatory 2018: French CT40 firing trials to begin. The first manned firing trials of the 40mm Cased Telescoped Armament System (CTAS) for the French Army’s new Jaguar 6×6 vehicle are expected to take place this month, according to officials.

Unmanned firing trials have already been carried out on a Jaguar two-man turret fitted to a surrogate chassis, with testing advancing to manned trials after Eurosatory.

The first working prototype, unveiled in May, will begin firing trials later this year according to Christian Richard, the head of the Jaguar programme at Nexter.

During a recent press visit to its facility in Bourges, France, officials from CTA International – an Anglo-French joint venture between BAE Systems and Nexter – stated that 110 cannons had now been ordered by the French DGA procurement agency for the EBRC Jaguar.

That follows an order from the UK MoD for 515 cannons, which will be fitted to Lockheed Martin-developed turrets for both the Warrior Capability Sustainment Programme and the Ajax reconnaissance vehicle.

A total of 240 cannons have been produced so far at CTAI’s Bourges facility, the majority destined for the UK programmes. Serial production of the CT40 began in 2016 with total production for last year totalling over 100 units. The company is capable of an additional ramp up of more than 200 cannons a year if required. In around two to three years, BAE Systems in the UK is also expected to step up a cannon manufacturing capability. The French Army requirement for the CT40 weapon system differs from the British Army, with the latter taking delivery of only the cannon and ammunition. France, meanwhile, is taking delivery of a full cannon solution that includes ballistics calculator and software, ammunition handling system, gun mount and gun control equipment.

The majority of components have now received their DGA qualification, apart from the ballistics calculator which is expected to be approved by the end of the year.

Both Nexter and BAE Systems are responsible for manufacturing the specialist ammunition which includes the already-qualified Armour Piercing Fin Stabilised Discarding Sabot – Tracer round for anti-armour operations, as well as the Target Practice – Tracer round.

The General Purpose Round – Point Detonating – Tracer round has also now been qualified.

An airburst variant known as the GPR-AB-T has also began the process of qualification. Another airburst munition known as the Anti Aerial Airburst – Tracer for engaging UAVs or helicopters is also in the works.

Nexter Munitions opened a brand new assembly line for CT40 ammunition serial production in La Chapelle in May, with 2,000 rounds already manufactured when Shephard visited in mid-May. The line will be capable of manufacturing around 300,000 rounds per year depending on French and export orders. (Source: Shephard)

 

04 Jun 18. UVision Air Ltd. – a global pioneer of lethal aerial loitering systems of all sizes – has demonstrated its Hero-30 short-range loitering system to strategic clients. The two successful demonstrations took place in May 2018: the first was carried out with a live warhead and was performed by military operators of a strategic customer during a militaty exercise. The second demonstration was performed during the International Fire Support Symposium and was observed by representatives of the armed forces of several NATO countries. Both resulted in a perfect hit on the targets.

“These recent trials for strategic customers are just the latest in a long list of successful trials” says Noam Levitt, CEO of UVision. “The scenarios demonstrated with the Hero-30 included the silent pneumatic launch, loitering and ISR capabilities, locating and locking on to the target and finally the precise hit (less than one meter CEP). The demonstration also highlighted one of the Hero-30’s big operational advantages – its ability to respond to rapid, unpredicted changes in battlefield conditions, by conducting a full abort of an attack in mid-air, automatically returning to loitering mode and quickly reengaging the targets”.

Man-pack portable, the Hero-30 is the smallest system in the UVision family of smart loitering systems. Deployable within minutes, it is capable of speeds of up to 100 knots and is ideal for anti-personnel missions or against light vehicles. Weighing in at just 3kg, including a 0.5kg warhead, it has a range of up to 40km and an endurance flight time of 30 minutes.

The UVision HERO family of loitering munition systems includes eight systems: Hero-30, Hero-70, Hero-120, Hero-250, Hero-400, Hero-400EC, Hero-900 & Hero-1250 designed for assorted tasks at various ranges. Silver Shadow – a licensed firearms manufacturer, trader and authorized supplier to the Israel Ministry of Defense and Israel Police – debuts its next-gen Gilboa DBR-SNAKE 5.56x45mm rifle at Eurosatory 2018. It is the newest member of the successful Gilboa family of rifles, and the only double-barreled AR rifle in the world, operated by gas. In addition to its powerful impact, the total weight of the weapon has been significantly reduced.

According to Micky Shoham, VP Marketing and Sales, “We are pleased to unveil the Gilboa DBR-SNAKE 5.56x45mm gas-operated rifle. We have developed a double-barreled weapon delivering double impact, with a weight close to a standard rifle. The lighter weight is due to the lack of a piston, as well as the fact that the weapon’s lower receiver and the integrated buttstock are made of composite materials instead of aluminum.”

The double-barreled SNAKE allows faster traversing between multiple targets by enabling two rounds on the target with each shot, side-by-side trigger pull, thereby minimizing time per target. It has wider upper and lower receivers to incorporate the two independent firing systems. The two parallel barrels are 3 cm apart from the bore center.

The 5.56×45 mm caliber weapon weighs 4.5kg without the magazine. Its overall length is 790mm, with a barrel length of 2x292mm (11.5″), and a weapon width of 92mm. The firing mode is double semi-automatic, with the method of operation direct impingement gas systems.

Among its many benefits are the redundancy of having two mechanisms working at all times – giving a soldier double fire power, higher penetration due to tight grouping, and higher accuracy during penetration through hardened glass with the first round weakening the barrier.

The flat top platform with standard size Picatinny rails enables the mounting of various optics, lasers, and other tactical accessories. The Gilboa firearms are compatible with US and NATO standard for mounts and equipment and are built to MIL-STD and MIL-SPEC.

range of rifles in the US for the local market use.

The first rifle manufactured in the US at the company’s plants is the Gilboa M43, a rifle based on the AR15 platform, which uses

Kalashnikov mags and ammo in 7.62X39mm caliber. The rifle has already been sold to several government units and is has been

marketed to the US civilian market for over a year, the rifle received acclaimed reviews in the prestigious magazine “Shooting

Illustrated” and a variety of wellknown YouTube channels who claimed it to be the best platform among those offered in the market.

This kind of Ammo is sold at a very cheap price in the US and many Americans like to use it.

Gilboa DBR Snake

The second rifle the company manufactures in the US is the Gilboa DBR Snake, also based on the AR platform and able to fire from two

completely separate systems at once or alternately.

The rifle is fed by two standard 5.56X45 mm mags.

The Israeli version has been produced for a long time and marketed by the company worldwide.

The American audience has waited patiently for the gun since it was introduced for the first time a few years ago at Shot Show.

The waiting list for the rifle in the US is currently very long, the first shipment was sold out before the rifle left the factory and the

31 May 18. Ortech Defence Systems Ltd. which specializes in the design, production and turn-key implementations of defense and protection solutions for private, public, governmental and military buildings, sites and structures – will present the Protected Container at EUROSATORY 2018.

A mobile protection structure, the Protected Container is equipped with all the necessary functions to provide complete shielding of personnel in hostile environments, including from ballistic shock-waves of up to 120mm, mortar shells and rockets. Israel Weapon Industries (IWI), SK Group member – a leader in the production of combat-proven small arms for law enforcement agencies, governments, and armies around the world – will present the company’s latest additions, the MASADA line of Striker-based pistols, and the TAVOR 7, the newest member of the TAVOR Bullpup rifle family, at Eurosatory 2018. Latest Black Hornet Enables Operation in GPS-Denied Areas. FLIR Systems, Inc. The cargo is carried and released by an integrated, electro-mechanical release mechanism. The released cargo is housed in an aerodynamic enclosure (capsule) to reduce the drag to the minimum.

Upon automatic release of the capsule, it will reach the target with high accuracy following a ballistic trajectory. The cargo capsules can also be dropped with the aid of a small parachute to prevent damage to fragile items.

The ThunderB cargo release ability can be used in numerous missions and scenarios such as:

* Lifesaving search and rescue (S&R) missions where after finding the objective, it is important, as a first response, to provide rescue measures i.e communication device (phone, portable radio, etc), a bottle of water, floating device, etc.

* Dropping of essential material such as drugs in an epidemic situation

* Scattering small ground intelligence sensors to achieve wide ground coverage

The ThunderB supports a wide range of optional payloads including a triple sensor, three-gimbal gyro-stabilized payload, with a Cooled thermal imager, HD day color camera and Laser Pointer and BlueBird’s RGB, NIR and Radiometric photogrammetric payloads. The ThunderB can also be integrated with other payloads such as non-imaging payloads, small SAR and others.

With its long endurance capability (up to 24 hours), its extended control range (150Km), and its variety of optional payloads, the ThunderB is an ideal solution for long, covert, low signatures ISTAR (Intelligence, Surveillance, Target Acquisition and Reconnaissance) and/or tactical mapping on demand (TMOD) missions.

SpyLite is a mature, advanced, combat-proven, extended performance electric Mini-UAS, optimized to provide covert, “over-the-hill” or extended range real-time visual intelligence. SpyLite is unique in its ability to fly even in strong winds and on cloudy or rainy days, assuring high operational availability for up to 4 hours and a communication range of up to 80 km. The SpyLite system can be configured to back-packed, vehicle-mounted or HQ stationary configurations.

Fully autonomous, from launch to recovery, the system delivers high reliability with ease of use, providing a very versatile and stable ISR platform. Combining a stabilized color (Full HD 1080i) and IR payloads with proprietary ground exploitation software – the SpyLite allows for GPS-marked imagery to be relayed in real time to the ground station. The MicroB is an advanced Micro-UAS. Weighing approximately 2Kg, it creates a new niche in the UAS arena providing unprecedented Mini-UAV capabilities in a Micro-UAV form factor, while maintaining its very competitive and affordable price. 04 Jun 18. Steadicopter Ltd. – a leading provider of advanced Unmanned Robotics Helicopters for Defense, HLS and civilian applications – will unveil final configuration of its Black Eagle 50 Rotary Unmanned Aerial Vehicle (RUAV) system at EUROSATORY 2018.

“We are proud to announce we have completed development of the Black Eagle 50 RUAV and to present the final configuration at Eurosatory.” says Noam Lidor, Sales & Marketing Manager of Steadicopter. “We have developed the system to provide a real tactical response to ISTAR missions at sea and on land. Most similar platforms on the market are much larger and heavier, resulting in cumbersome maintenance, mobility and operation, and less flexibility and agility. The Black Eagle 50 is actually the smallest platform in its category, easy to maintain and operate, while preserving high performance, including extended air time and the ability to carry a variety of payloads.”

The Black Eagle 50 is a VTOL (Vertical Take-off and Landing) robotic observation system. It is an ideal solution for tactical maritime and land Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) missions. The system has a steady hovering endurance of up to 3 hours and flight endurance of up to 4 hours. At only 30kg, the Black Eagle 50 is extremely lightweight and compact, with a maximum take-off weight of 35Kg, and payload capacity of 3Kg. It has a communication range of up to 100km, depending on the client’s requirements, and a service ceiling of up to 9,000ft. Its total length is just 2540mm, while its maximum air speed is 70knots (126Km/h) and cruising speed of 47 Knots (85 Km/h).

“Currently, the Black Eagle 50 is in demo mode with a number of customers around the world ahead of expected orders in the coming months,” says Noam.

The Active Air Sample is a lightweight, compact device for the sampling of very low concentrations of a wide range of hazardous materials in the air. It is based on a Solid Phase Extraction (SPE) tube and an air mini-pump powered by a standard “C” battery. The SPE tube contains a polymeric sorbent capable of adsorbing target molecules in the air. The easy-to-use device provides two (2) modes of operation; in the short mode, it can be operated for one (1) hour and in the long mode, for up to six (6) hours, according to requirements in the field.

Mr. Golan added, “We developed this solution in order to provide a more accurate indication of the level and amount of material remaining in the area following air purification. Up to now, CBRN units have used devices that provide only superficial detection, delivering only a basic indication of whether or not there is a dangerous substance in the area. Our solution provides considerably more detailed information, on the basis of which it is possible to continue to decontaminate the area until complete purification is achieved.” Hall 6, Stand #CD-678

OutReach is a man-portable LTE system that creates a private data VoIP network, enabling teams in the field to connect between users and higher echelons. The system is carried in a back-pack and is easily adjusted to the specific conditions faced by the teams in the field. OutReach enables communication control, regardless of any other external network. It can be used with standard handset equipment (LTE phone or tablet), and is suitable for temporary operational deployments, such as first responders, search and rescue forces. The system is suitable for situation awareness command and control systems for the transmission of video, mapping and images between the users in the field, which can also be provided as a full solution. The system is applicable to vehicles as well.

Netline will also present Netlink at EUROSATORY. Netlink is a field-proven, plug-and-play digital In-Band interference cancellation solution. It comes in two configurations: Netlink for Base Stations and Netlink for Mobiles. Netlink for Base Stations enables the extraction of the full RF spectrum, without losses and without hardware filters which reduce the usable bandwidth. It can be used to utilize cellular coverage potential, digitally cancelling disruptors that block the base stations and protecting the base station from interference and obstructions. Netlink for Mobiles enables mobile phones to work when subject to interference or in a jammed environment. It is intended for vehicle installation and is particularly suitable for use in VIP motorcades.

“The new solutions that we are presenting at EUROSATORY are the result of developments we have devised to meet the changing needs of forces in the field, and the technological challenges of ad hoc communications in the 4th generation,” says Yallon Bahat, CEO of Netline. “These solutions enable better operational capabilities, are easier to operate by a single user, and can be integrated with Netlink to enable better control of the operational situation by isolating external threats to the base station, without the loss of usable bandwidth.”

A third product that Netline will present at EUROSATORY is the DroneNet ManPack. This portable system combines drone identification, detection and jamming capabilities and can be used in an urban environment or in the field. Having detected a drone, DroneNet identifies its specific type, its operating frequencies and more, enabling it to be blocked and its activity neutralized. 04 Jun 18. Patria’s passive sensors evolve into a product family. Patria’s Systems Business Unit is known for its formidable expertise in electronic intelligence and radio frequency (RF) sensors. Two new passive RF sensor products will be launched at Eurosatory 2018: MUSCL (Multi-Static Coherent Location) for battle-proof air surveillance, and ARIS-E ESM (Electronic support measures) system for tactical situational awareness. Welcome to visit Patria’s stand Hall 6 – G260/300. Patria’s new products, MUSCL and ARIS-E, represent the same skills as the successful ARIS system, which is a remote-operable ELINT (Electronic

Intelligence) system, and designed to work in today’s increasingly challenging signal environments. It is capable of capturing and analysing the most modern radar signals, and its extremely high-performance pulse processing enables strategic information gathering from radars in challenging operating environments. ARIS has been in operational use since 2010 and is under continuous development.

The two new products, MUSCL and ARIS-E, provide comprehensive tools for spectrum-wide intelligence and surveillance. Passive sensor systems do not transmit signals themselves, but use radio signals transmitted or reflected by the targets. Because passive systems are extremely difficult to detect and small in size, they actually perform better than active radars in various surveillance tasks.

Passive systems are cost-effective to operate. MUSCL offers a modular and highly mobile passive air surveillance system. Its range extends to several hundreds of kilometres with a 360-degree directional coverage, and it can track more than 100 objects simultaneously. MUSCL’s operating principle allows it to detect small and low flying targets, and to pick up stealth targets even better than active radar systems. The MUSCL system is mainly designed for air surveillance by governmental authorities, but it can also be used to protect critical infrastructure, such as nuclear power plants, and major sporting events. Another new entry is the ARIS-E ESM system, which provides tactical, time-critical information of radar systems for real-time command and control of operations. It is highly mobile and modular, and is not tied to a particular platform. The system uses libraries assembled from strategic information collected by ARIS and equivalent systems. It can operate autonomously and identify objects automatically. All of Patria’s passive sensor systems can be used remotely. The sensor stations are capable of 24/7 unmanned operations and are designed for protection against climatic stress. The systems have protected, secure connections between remote sensor stations and operating sites. Patria offers life-cycle services and continuous development for ARIS, MUSCL and ARIS-E. New software and user interface updates are made each year.

The Rohde & Schwarz SDxR family has been implemented with strict separation between the device platform and the software, the waveforms, based on the internationally standardized Software Communications Architecture (SCA). This makes it possible to port SCA-based waveforms from other manufacturers as well as existing waveforms, providing both security for future investments and backward compatibility with existing radio systems. Customers can modify the waveforms as well as the integrated encryption, which enables them to establish interoperable secure communications channels between different branches of the armed forces and different countries. National data is protected, and information superiority in joint or combined deployment is assured.

Rohde & Schwarz has developed a family of network capable, high data rate waveforms for a variety of deployment requirements. For every communications scenario, users can select the waveform and encryption that best match their requirements for range, data rate and interference immunity.

The R&S HDR waveforms and the latest generation of SDR technology are already used in the R&S SDTR for vehicle-based tactical communications and in the R&S SDHR handheld tactical radio. The new R&S SDAR software defined airborne radio augments the land-based communications system with airborne components. Rohde & Schwarz developed SVFuA, the joint radio system of the German armed forces. Installed in command vehicles as a communications hub, this system is the first phase of digitalization of mobile tactical communications (MoTaKo) for the German armed forces. The Rohde & Schwarz system architecture also provides smart routing, end-to-end encryption and system management.
