Through close collaboration between governments, defence contractors, and research institutions, it has produced some of the most powerful and complex military platforms in history. Platforms that have shaped global power dynamics and reinforced military dominance.
Yet the landscape is shifting rapidly. Emerging technologies, unconventional threats, and accelerating innovation are challenging traditional procurement models. To remain effective, this system must adapt to becoming faster, more agile, and strategically forward-looking in an era where speed and adaptability are as critical as firepower.
A changing landscape
Conflict is changing in nature. It is no longer necessary for adversaries to equal military power using conventional methods. Rather, they are quickly modernizing their defense industries by utilizing commercial off-the-shelf (COTS) technologies. It is now possible to reach near-peer status more quickly and affordably than ever before because to the democratization of capabilities.
Meanwhile, the economic landscape is evolving as well. The historical relationship between capability expansion and cost increases is becoming untenable, and defense budgets are coming under more and more scrutiny. The conventional approach, which aims to increase effectiveness by making ever-larger investments, is coming to an end.

MOSA facilitates responsive development, rapid upgrades, better training, and more effective maintenance by integrating the concepts of interoperability, modularity, and standardization into procurement processes.
However, MOSA is not a plug-and-play solution. It calls for a change in mindset throughout the procurement ecosystem. It requires a shift of perspective from all parties involved, from program managers and engineers to legislators. One that prioritizes cooperation over isolated development, flexibility over inflexibility, and transparency over proprietary control.
MOSA should not be viewed as an extra burden. In the end, it lowers long-term costs and speeds up capability delivery, even though it necessitates an initial investment in new procedures and standards. That is a need rather than a luxury in a world of tight budgets and growing risks.
Building on success to adapt to new circumstances
When faced with uncertainty, it is common to rely on tried-and-true tactics, doubling down on what has previously worked. However, such impulse needs to be carefully resisted when it comes to military procurement. The best justification for the old model’s evolution is now its own success. The stakes are too high, and the world is changing too swiftly to rely only on antiquated methods and systems that were created for a different time period.
Accelerating the adoption of MOSA is not about discarding what works, it is about building on a strong foundation while preparing for a more dynamic future. It is about preserving the strengths of the current procurement system, its scale, rigor, and reliability, all while addressing its limitations in speed, flexibility, and interoperability. MOSA offers a pathway to ensure that the next generation of military capabilities is not only technologically superior but also adaptable, sustainable, and responsive to rapidly evolving threats.
This change will not be easy. It will require fearless leadership, a well-defined strategic plan, and the will to confront deeply ingrained customs and bureaucratic sluggishness. It will necessitate new collaborations, fresh perspectives, and a dedication to ongoing innovation. However, the reward is substantial: a defense ecosystem that is more resilient, effective, and adaptable, better able to handle the demands of contemporary combat and protect national security in a world that is becoming more complicated.
