08 Feb 24. Sweden seeking to replace ARTHUR weapon locating system. The Swedish Defence Materiel Administration (FMV) has issued a request for information (RFI) on 5 February for the replacement of its Saab ARTHUR (ARTtillery HUnting Radar) weapon locating system (WLS). According to the RFI provided to Janes, the Swedish Armed Forces seeks a future WLS capability to support indirect fire and counter-fire operations at the brigade level. The system must also “include the capability to sense and warn friendly forces of threats originating from indirect fire. As such, it must be integrated into the C2 [command-and-control] and ISTAR [intelligence, surveillance, target acquisition, and reconnaissance] systems of the land forces”, the RFI said. 07 Feb 24. Saudi Arabia strikes deal to locally manufacture TRD Singapore jammer. Saudi Arabia has struck a deal with counter-unmanned aircraft system (C-UAS) manufacturer TRD Singapore to locally manufacture its Orion-H9 radio frequency (RF) jammer. The agreement, disclosed at the World Defense Show (WDS) 2024 held in Riyadh from 4 to 8 February, is part of a joint venture (JV) called TRD Middle East Industry Co, established between TRD Singapore and domestic defence company Rakaa Holding. Under the JV, TRD Middle East Industry Co will take charge of developing the Orion-H9 jammer in Saudi Arabia. The CEO of TRD Singapore, Sam Ong, informed Janes that the company is looking to localise its other manportable systems such as the Orion-D handheld C-UAS jammer and the mobile Orion C2 (command-and-control) system. After this,the company aims to scale up manufacturing, offering the user its fully integrated system of systems solutions. 08 Feb 24. Cuashub.com said today that Dedrone: Drone Incursions at Stadiums on the Rise. Dedrone, the leader in smart airspace security, revealed that over 370 major sporting events experienced more than 4,000 illegal drone violations in 2023 across nearly 60 stadiums globally. This is an increase of nearly 20% from 2022 to 2023, resulting in event delays, the apprehension of drone pilots, and an increased risk to public safety.
Cathy Lanier, the National Football League’s Chief Security Officer, has stated drone incursions nearly doubled between the 2021-22 and 2022-23 regular football seasons, from 1,300 to 2,500. Although a drone incursion has not yet turned into a serious threat, Lanier pointed out that in 2018, drones released leaflets directly over spectators at two stadiums, which may foreshadow the capabilities of drones to wreak havoc on sporting events by dropping anything from harmless baby powder and creating panic, to dropping actual hazardous materials.
One notable stoppage occurred in November 2023, where broadcast footage showed a drone flying over M&T Bank Stadium in Baltimore, MD, during a game between the Baltimore Ravens and the Cincinnati Bengals; the game was stopped twice, with players heading off the field both times and multiple drones appearing to cause the second stoppage.
Super Bowl LVIII will be held in Las Vegas on February 11. The city of Las Vegas utilizes DedroneCityWide, the largest airspace security infrastructure in the world. It covers critical zones of the city, notably its major stadiums, airport, and the Las Vegas Strip. As shared by the Las Vegas Metropolitan Police Department, “After the October 1 event [2017 Mandalay Bay mass shooting], we realized that we had to analyze all potential threat vectors to our city, including drones. Ahead of Super Bowl LVIII, our collaboration with external security and public safety groups, both public and private, is essential to providing a safe environment to attendees, players, staff, and the citizens of Clark County.”
The Super Bowl is a designated SEAR 1 event by the Department of Homeland Security, the highest level of security for large-scale events in the US. Las Vegas collaborates with 36 Super Bowl public safety and security working groups. The Federal Aviation Administration (FAA) has already issued temporary flight restrictions (TFRs) for drones around Allegiant Stadium, Resorts World, and Wynn Casino on specific days, with wider restrictions on game day. Drone operators who violate these restrictions without pre-authorization from the FAA could face drone confiscation, fines in excess of $30,000, and potential criminal prosecution.
Dedrone recorded 4,046 drone flights across 374 events that violated TFRs around 59 global stadiums it protects.
“The federal government clearly understands the threat posed by drones, or the FAA wouldn’t have put these TFRs in place ahead of the game. Although not every drone flight we recorded was nefarious in origin, some of them were — and those are the kinds of flights that can stop games or ruin concerts and other events being held at stadiums,” said Ben Wenger, Chief Revenue Officer of Dedrone. “These rising statistics make it obvious that counter-drone technology is no longer nice to have. It is now essential.”

The difference between this season’s data and last year’s is particularly stark, especially with TV cameras now capturing and broadcasting these events to ms of viewers at home, highlighting significant breaches of security. It’s time we enact legislation that allows public safety agencies to effectively use them.”

08 Feb 24. RoCA deploys Tron Future Tech’s C-UAS. The Republic of China Army (RoCA) has deployed a modular counter-unmanned aircraft system (C-UAS) developed by Taiwan’s Tron Future Tech, the company told Janes at the World Defense Show (WDS) 2024 held in Riyadh from 4 to 8 February. The C-UAS, with a new hard-kill component named T.Interceptor, has been displayed at the show. Tron Future Tech told Janes that the C-UAS delivered to the RoCA does not include the T.Interceptor. An undisclosed number of the C-UAS was delivered to the RoCA in “mid-2023” to help the service to counter incursions by Chinese unmanned aerial vehicles (UAVs). The company expects a “bigger tender” from the RoCA for the C-UAS (without the T.Interceptor) in 2024. The C-UAS is also currently being tested by the Indian Armed Forces to respond to potential threats along India’s border with China, the company said. (Source: Janes)
07 Feb 24. US greenlights $1.2bn aerostat and radar deal with Poland. The State Department approval comes as Poland makes a push for greater regional air domain awareness and is willing to spend big on its defense.
The US has approved an estimated $1.2bn potential deal with Poland for radar recon aerostat systems, the State Department announced today.
Warsaw had requested to buy Airspace and Surface Radar Reconnaissance (ASRR) aerostat systems — essentially radars attached to a massive blimps tethered to the ground — with a myriad of associated equipment and other systems.
In May 2023 an official with Poland’s armament agency announced his office had submitted an inquiry to the US about four aerostat systems, part of a broader push for greater regional surveillance powers.
“Together with early warning aircraft, they will increase the Polish Armed Forces capabilities to monitor the airspace,” Lt. Col. Krzysztof Płatek tweeted on May 26.
Today’s announcement doesn’t say how many aerostat systems the State Department approved, but a Polish official tweeted the US had approved four systems, calling the announcement “good news from overseas,” according to an online translation.
Numbers of systems as well as estimated dollar figures in foreign military sales can change over the course of continued negotiations.
“The proposed sale will improve Poland’s capability to meet current and future threats of enemy air and ground weapons systems,” the State Department said. “Poland will use the capability as an airborne early warning system to defend against incoming regional threats. This will also enable Poland to increase its contribution to future NATO operations.”
The primary contractors for the deal are Raytheon Intelligence and Space, ELTA North America and Avantus Federal LLC.
Ever since Russia’s invasion of Ukraine, Poland has been on something of a defense spending spree in hopes of warding off a similar threat. In December 2022, Poland’s top general told Breaking Defense, “We just took our suitcases with money and [are] going like hell around the world and trying to buy.”
The approval of the potential aerostat deals is the latest in a string of Polish deals the State Department has OKed over the last year, from an estimated $4bn in integrated air defense systems in September 2023 to $12bn in Apache helicopters in August 2023 to $10 bn in High Mobility Artillery Rocket Systems in February. The Federal Aviation Administration (FAA) has released the UAS Detection and Mitigation Systems Aviation Rulemaking Committee Final Report. Under Section 383(a) of the FAA Reauthorization Act of 2018, airport safety and airspace hazard mitigation and enforcement (Public Law 115-254, Oct. 5, 2018), also known as Section 383, 49 U.S.C. Section 44810(a) was established. This section mandates the FAA Administrator to collaborate with the Secretaries of the Departments of Defense and Homeland Security, along with other relevant federal departments and agencies. The aim is to ensure that technologies and systems developed, tested, or deployed by federal entities to detect and/or mitigate potential risks posed by unauthorized or hostile unmanned aircraft system (UAS) operations do not impede safe airport operations, navigation, air traffic services, or the National Air Space (NAS)’s safe and efficient operation. Additionally, Section 383 mandates the FAA to devise a plan for certifying, permitting, authorizing, or allowing UAS detection and/or mitigation (D/M) systems in the NAS. It further requires the convening of an Aviation Rulemaking Committee (ARC) to propose recommendations for such a plan.
The ARC Charter was signed in March 2023, and the ARC began its work in May 2023. The ARC comprised representatives from the manned and unmanned aviation communities, government entities, various subject matter experts (e.g., law, privacy, and environmental), and other stakeholders.

06 Feb 24. MARSS Group contract to arm combat ships with AI-powered security. MARSS Group’s NiDAR system will be deployed on frontline combat vessels for the first time, enhancing maritime security capabilities.
MARSS Group has signed a deal valued at more than $20m to deploy its NiDAR system on frontline combat ships.
This development signifies a milestone for the company, as its technology will be employed on vessels tasked with combat operations for the first time.
The NiDAR system, known for its command and control (C2) capabilities, has earned acclaim for safeguarding assets and personnel across various domains, including naval vessels, critical infrastructure sites, and urban environments. MARSS Group 2023 successfully installed the NiDAR surface and Counter-Unmanned Aerial System (CUAS) air surveillance system on the M/V Asterix, a naval auxiliary ship affiliated with the Royal Canadian Navy, marking its debut on a NATO-associated vessel.
Building on this, MARSS Group’s latest contract win involves outfitting multiple Corvette-class vessels belonging to a Southeast Asian client with the NiDAR platform and associated sensors. The system’s ability to integrate sensors, ranging from sonar to infrared cameras, into a unified user interface aims to promise accuracy and efficiency in detecting and classifying underwater and surface threats.
In 2017, MARSS installed its NiDAR perimeter security system on the first of six offshore patrol vessels for the Royal Malaysian Navy as part of a contract with Malaysia’s Boustead Naval Shipyard.

Drone pilots who wish to fly in the Las Vegas area before and during Super Bowl LVIII in Las Vegas should take some extra time to ensure they aren’t flying in restricted airspace. The host stadium for the event, Allegiant Stadium, will be a “No Drone Zone” during the game, but there will be additional flight restrictions in and around Las Vegas before the event that drone pilots should be aware of.

- Restrictions begin at 11 a.m. PST within two nautical miles around the stadium up to 2,000 feet in altitude.

- Restrictions around Allegiant Stadium on Feb.5, for one nautical mile up to an altitude of 1,000 feet between 3 p.m. and 8 p.m. PST.
- Restrictions around Resorts World on Feb. 8, for one nautical mile up to an altitude of 1,000 feet between 2 p.m. and 10 p.m. PST.

04 Feb 24. MARSS advances critical infrastructure protection with $5.5m RADiRguard integration at key site. MARSS, a global leader in security solutions, will deliver and commission up to 40 of its RADiRguard high security surveillance units for a critical infrastructure site in the Middle East, as part of a significant contract valued at $5.5m. This latest phase builds on a multiyear program delivered by MARSS since 2018 at the same site. Working as the scheme’s primary contractor and technology partner, MARSS will manage the integration of up to 40 new RADiRguard units with existing MARSS systems and other legacy sensors, alongside its NiDAR platform, to provide unparalleled 24/7 autonomous monitoring, detection, tracking and decision support in the event of a security incident. The site’s security area will also be expanded under the project, with the latest RADiRguard units providing enhanced coverage and protection of the wider perimeter. There will also be an upgrade to the existing control room, accompanied by plans that ensure business continuity. RADiRguard will provide surface detection, identification and classification of land-based threats across multiple site zones. The flexibility of the NiDAR suite means it can also suggest or automate responses based on the sensitivity of different areas.

07 Feb 24. MARSS wins multiple yacht contract awards in early 2024, valued at over $4m. In the wake of a successful 2023, marked by the completion of numerous major contracts, MARSS is happy to share a further contract win for the delivery of its comprehensive CUAS and surface surveillance system, NiDAR, to two prestigious yachts – a primary vessel and its support ship. MARSS’ NiDAR system protects assets and people, across all domains, including ships and yachts, critical infrastructure sites, operating bases, and civilian urban environments. MARSS is delighted to start 2024 with a new appointment as the prime contractor delivering its advanced security and surveillance system, NiDAR, to a 120+ metre yacht, alongside its 70+ metre support vessel – emanating from Oceanco and Damen Yachting shipyards respectively. In this role, MARSS will work closely with its partners, including Echodyne and others, to coordinate the installation and intelligent integration of multiple sensors – including world leading RF detection and CUAS radar systems. MARSS Group to debut NiDAR on front-line combat ships in milestone $20m contract
MARSS Group, a leading provider of AI-powered security solutions, recently announced a landmark contract win valued at over $20m, marking the first time its NiDAR systems will be operational on combat-facing vessels.
MARSS Group’s NiDAR C2 ‘Command & Control’ system protects assets and people, across all domains, including ships and yachts, critical infrastructure sites, operating bases, and civilian urban environments. 2023 marked a big step for the Group as its NiDAR surface and CUAS air surveillance system was installed and made operational on M/V Asterix, a naval auxiliary ship to the Royal Canadian Navy; the first time NiDAR was put to use on a NATO-associated vessel.

The HAPS Alliance, an international association of cross-industry players working to enable a High-Altitude Platform Station (HAPS) ecosystem, today announced the publication of its white paper entitled, Acceptable Levels of Risk for HAPS.
Written by the HAPS Alliance Aviation Working Group (AWG), the paper highlights how leading experts in the field of HAPS have reimagined the traditional safety metrics used in aviation and introduced new approaches to setting acceptable levels of risk for this emerging technology.
“The white paper delves into the inherent challenges of setting safety metrics for HAPS, highlighting that traditional aviation safety metrics, such as the probability of catastrophic accidents per flight hour or mission, are insufficient for HAPS, said an alliance press release. “Instead, the white paper recommends “third party-centric” metrics, which measure the risk from the perspective of the exposed third parties. This fresh perspective considers individual and collective risk limits for both ground and air risk.”
“Conventional aviation safety measures are not well suited for HAPS. The white paper’s proposed framework is tailored to the distinctive challenges and capabilities of HAPS technology, offering a more encompassing, flexible, and appropriate method for risk management,” said HAPS Alliance AWG Chair Andy Thurling. “The whitepaper’s suggested guidance has the potential to expedite the secure introduction of HAPS across diverse regions, stimulating innovation and economic expansion, all while upholding the highest safety standards.”
The white paper includes the following items:
- Innovative Risk Metrics: The white paper introduces a matrix for acceptable risk levels, which takes into account both individual and collective risk limits for ground and air risk. This new framework provides a comprehensive approach to evaluating risk and ensuring the safety of HAPS operations.
- A Framework Approach: The white paper draws inspiration from well-established risk management frameworks, such as the UK Health and Safety Executive’s As Low As Reasonably Practicable (ALARP) framework. By examining risks already accepted by exposed parties, both within and outside aviation, the paper proposes a more robust way to set acceptable levels of risk for HAPS.
- Operator Self-Management: The white paper suggests a proactive approach to risk management, where operators take an active role in controlling risk by managing factors such as the population (or aircraft traffic) density they overfly, time spent in specific areas, and the number and types of HAPS platforms used. This approach allows operators to begin operations in lower-risk regions, learn from their experiences, and improve their platforms while gradually expanding to higher-risk regions.
- A Shift in Certification: The proposed framework aims to redefine the concept of “certification” for HAPS operators. Rather than a binary approval to operate commercially, certification would represent an evaluation of the “risk rate” on a continuous scale, ensuring that the accumulation of risk is accurately tracked and is reflected in the evolving operational approvals.

05 Feb 24. Cuashub.com said today that a UK Man Was Sentenced for Attempted Export of C-UAS Systems to Iran. Last week, Saber Fakih, a 48-year-old individual from the United Kingdom who attempted to export technology, including C-UAS systems, to Iran, received an 18-month prison sentence for breaching the International Emergency Economic Powers Act (IEEPA) and Iranian Transactions and Sanctions Regulations. In addition to the prison term, U.S. District Court Judge Dabney L. Friedrich ordered Saber Fakih to serve three years of supervised release.
According to his plea agreement, Saber Fakih collaborated with Bader Fakih (43, Canada), Altaf Faquih (72, United Arab Emirates), and Alireza Taghavi (48, Iran) to illegally export an Industrial Microwave System (IMS) and counter-drone system from the United States to Iran. This action occurred without obtaining the necessary license from the Department of Treasury’s Office of Foreign Assets Control (OFAC).
Another participant in the conspiracy, Jalal Rohollahnejad, a 46-year-old Iranian national, is facing charges related to smuggling, wire fraud, and associated offenses stemming from the same illicit scheme. Rohollahnejad was previously included in the Department of Commerce’s Bureau of Industry and Security Entity List in March 2020 due to his actions contrary to U.S. national security or foreign policy interests by procuring goods for a Specially Designated National (SDN).
Saber Fakih’s co-conspirators presented themselves as procurement agents for Rayan Roshd, an entity later sanctioned by the U.S. Government due to its procurement activities associated with the Iranian Revolutionary Guards Corps (IRGC).
Summary of the Scheme to Export Technology
As per the government’s evidence, between 2017 and 2018, Fakih and his collaborators endeavored to export items to Iran with potential applications in civil and military contexts. If modified, the industrial microwave system (IMS) could potentially serve military purposes, including as part of high-power microwave-based Directed-Energy Weapon systems. The counter-drone system, possessing both commercial and military utility, can stop, identify, redirect, land, or take total control of a target unmanned aerial vehicle.
In his statement of offense, Saber Fakih acknowledged being the primary intermediary between the Iranian buyer and the U.S.-based seller of the Industrial Microwave System (IMS). He initiated the bidding process with the Massachusetts vendor, facilitated the machine inspection, and communicated with the vendor on behalf of Taghavi, fully aware that the equipment was ultimately intended for Iran.
Simultaneously, Rohollahnejad orchestrated the transfer of approximately $450,000 from Iran to the UAE, where Altaf Faquih retrieved it and converted it from Emirati currency to U.S. dollars. Faquih then conveyed the funds through three wire transfers to Bader Fakih in Canada. Subsequently, Bader Fakih transferred the money to the U.S. company to acquire the IMS.
Furthermore, Saber Fakih and Bader Fakih conspired on behalf of Taghavi to acquire two counter-drone systems valued at nearly $1 m from a Maryland-based company.
Similar Scheme To Export C-UAS Technology to Libya Uncovered in Spain
Last month, as reported by EuroWeekly News and other outlets, the Spanish National Police arrested multiple individuals in Valencia and Madrid. They are accused of attempting the illicit export of a counter-drone system valued at over €2m, intended for deployment at Tripoli Airport in Libya.
Some of the arrested individuals were reported as being affiliated with a Madrid-based technology firm specializing in defense material and a Libyan national associated with a paramilitary group. Additional reporting on the arrests identified the individuals as directors at Star Defense Logistics & Engineering (SDLE), a firm routinely engaged in contracts with the Spanish Ministry of Defence.
The investigation by the National Police, initiated in 2020, unveiled a sophisticated network of smugglers engaged in shipping drones equipped with thermal cameras to Libya.
A Libyan individual, identified as the leader of the RADA-SDF paramilitary group, was found to be participating in the illicit drone transactions. Given Libya’s current state of conflict and its adherence to a strict international embargo, the shipment not only violated international law but also constituted the smuggling of prohibited goods.
The operation, led by the General Information Commission and involving the Provincial Information Brigade of Valencia, was conducted under the supervision of the National Court’s Prosecutor’s Office. The entire operation was directed by the Central Court of Instruction number three.

The Armed Forces of Angola (FAA) revealed on 1 February that it has acquired a Kodiak 100 utility aircraft that has been modified into a surveillance aircraft when it released a video to highlight the role of its female crew members. Angola’s National Air Force (FAN) already had one Kodiak 100 that was unveiled in May 2021, when the FAA’s official magazine reported that the aircraft had been equipped to carry out cartographic surveys to produce digital maps for the Ministry of Interior’s Integrated Public Security Center (CISP). The aircraft was described as the first in a planned fleet of six that would be operated by the FAN’s new Special Air Patrol and Surveillance Unit.
