14 Oct 25. Cambodia-Thailand: Signing of ceasefire agreement would help to stabilise border risks. On 14 October, Malaysian Foreign Minister Mohamad Hasan stated that he is aiming for Cambodia and Thailand to sign the ‘Kuala Lumpur Accord’ during the upcoming Association of Southeast Asian Nations (ASEAN) leaders’ summit. The event will take place in Kuala Lumpur (Malaysia) at the end of the month (26-28 October). Hasan claimed that US President Donald Trump is ready to oversee the signing of a formal peace agreement. The statement comes amid ongoing talks between Cambodia and Thailand. Malaysia and the US are facilitating the discussions, which come after a border dispute between Cambodia and Thailand erupted in July. While both sides agreed to a ceasefire later that same month, tensions have remained heightened along various points of the border; each accuses the other of violating the ceasefire. A formal signing of a ceasefire agreement – which would possibly involve the deployment of an ASEAN-only monitoring team along the border – would help to reduce the risk of armed conflict in the medium term, though a definitive resolution to the various border disputes is unlikely. We assess that a formal ceasefire agreement would also help to facilitate the eventual resumption of cross-border trade and travel, which has been restricted due to the ongoing tensions. 10 Oct 25. Afghanistan-Pakistan: Reported strikes in capital Kabul will drive elevated bilateral tensions. Overnight on 9-10 October, explosions were reported in the capital Kabul (Afghanistan). The Taliban’s chief spokesperson Zabihullah Mujahid confirmed that the blasts occurred but did not provide any details. Separately, Pakistan’s military media wing Inter-Services Public Relations (ISPR) stated that the ‘security forces have been conducting a series of retribution operations against the Ks’ (i.e. ‘Khwarijs’ or militants), without clarifying whether the operations extended to the explosions in Kabul. However, there have been unconfirmed reports of Pakistan conducting airstrikes in Afghanistan, allegedly targeting a high-ranking Tehreek-e-Taliban Pakistan (TTP) member; Pakistan has long accused the Afghan Taliban of providing safe havens to the group. This development comes after a TTP attack targeted a security forces convoy on 7 October in Khyber Pakhtunkhwa province (Pakistan) and killed 11 military personnel, amid an overall uptick in TTP activity in recent weeks. We assess that this will significantly heighten tensions between Afghanistan and Pakistan, particularly if further airstrikes are conducted inside Afghan territory. Additionally, the TTP will likely escalate militant activity in the coming days (likely concentrated in Khyber Pakhtunkhwa), which in turn will increase the risk of border closures, disrupting overland trade and movement.
