14 Nov 23. Galvion marks first shipment of Caiman Ballistic Helmets to NATO through NSPA. Galvion, a world leader in integrated head systems and intelligent power and data management solutions, has received major orders for its Batlskin Caiman® head system from Norway, Finland and Sweden through the NATO Support and Procurement Agency (NSPA) contract, and is pleased to announce the first delivery has recently shipped to Norway.  In December 2022, Galvion was awarded a framework contract that facilitates the procurement of their high performance Batlskin Caiman® head system and accessories, typically used by Special Operations Forces (SOF) and dismounted light forces, for NATO countries and partners. This announcement marks the placement of multiple orders off the framework contract and the commencement of deliveries that are expected to total over 80,000 helmet systems.

The NSPA contract was awarded following extensive user trials conducted by Norway, acting as the lead user nation, under the supervision of the NSPA.  Selected to meet the higher performance bracket of four specified helmet categories, Galvion’s Caiman® helmet system comes in five sizes and is equipped with Galvion’s very latest APEX lining system, an intuitively adjustable design that enables a customized fit for users and is designed to offer unparalleled stability for the latest visual augmentation devices.  The Caiman helmet is scalable for highly dynamic operations with mission-specific accessories, and is expressly designed to incorporate electronics, communications headsets, and other critical equipment, now and into the future.

Ms Celine Danielli, NSPA Programme Manager, stated: “NSPA was able to provide Nations with the consolidation of requirements for a highly technical soldier equipment. Svend Svendsen, project representative of the Norwegian Defence Materiel Agency (NDMA) said: “Norway conducted rigorous trials over an extended period and through multiple mission sets.  The Caiman helmet was selected as the variant normally used by Special Forces and advanced conventional forces as it is focused on survivability and lethality and supports the integration of visual augmentation devices and communications.”

20 Nov 23. Partnership between Belgian Defence and FN Herstal. On 17 November 2023, the Belgian government approved the implementation of a long-term strategic partnership between Belgian Defence and FN Herstal (“Partnership”).

The Partnership is part of the DIRS(1) and the policies carried out since 2020 by the Belgian federal government and Ludivine Dedonder, Minister of Defence.

The Partnership contributes to the objectives of strategic autonomy and security of supply of the European Union and NATO.

In particular, it aims to secure the supply of small-calibre ammunition and maintain the Belgian army’s fleet of small arms in operational condition for 20 years.

In line with Belgium’s commitment to contribute to the European Defence Technological and Industrial Base, the partnership is also a multinational framework open to other European states, to meet their long-term ammunition requirements.

Julien Compère, CEO of FN Herstal: “I am particularly pleased that our company FN Herstal will make a long-term industrial contribution to the defence strategy of Belgium, Europe, NATO, and their allies. Our partnership agreement paves the way for major investments, including the installation of new ammunition production capacity at our industrial sites in Zutendaal and Herstal. Investments are already underway at Zutendaal and Herstal and will be stepped up over the coming months. They will contribute to a significant increase in ammunition production, the reintroduction of 5.56 and 7.62 calibre ammunition and the creation of more than 60 jobs at both sites.

The role of FN Herstal

The partnership relates exclusively to the defence small arms fleet, i.e. FN Herstal’s product groups (ammunition, portable weapons, integrated weapon systems), and covers the supply, management, maintenance and digitisation of the small arms fleet, the supply of ammunition, as well as cutting-edge Research & Development aspects.

In addition to improving security of supply and the strategic autonomy of Belgian Defence, it will improve and simplify the administrative and financial management of the small arms fleet.

16 Nov 23. Can robot dogs programmed with AI find hidden explosive devices?

Forty programmers demonstrated how AI-enabled robotic dogs could carry out potentially dangerous tasks that would otherwise be undertaken by Army bomb disposal experts at the Defence AI Centre (DAIC) sponsored Hackathon on 7 to 9 November.

The hackers worked in five teams to exploit the AI capabilities of the robotic dogs, which are able to climb stairs, avoid obstacles and move over rough ground. During the first two days, the teams developed their strategies and finetuned their programming, before testing the dogs in an environment designed to recreate some of the hurdles faced in real life-threatening scenarios.

On the final day, the teams demonstrated what they had achieved to members of 29 Explosive Ordnance Disposal (EOD) & Search Group, who are some of the British Army’s preeminent tactical and technical explosives experts able to disable explosive devices.

Representatives from 29 EOD&S Group, the DAIC and DE&S judged the winners of five award categories: teamwork, collaboration, innovation, practical application, and endeavour and focus.

The event was hosted by the Defence AI Centre, in partnership with the Expeditionary Robotics Centre of Expertise (ERCoE, part of DE&S and Team Defence Information (TDI)) at the BattleLab in Dorset.

Cdre?Rachel Singleton RN, Head DAIC, said: “It has been hugely exciting to see Defence, industry and academia work together on an AI and robotics solution to a real use case, particularly one that aims to increase the safety of our people. Instigating and guiding this kind of collaborative innovation safely and responsibly is among the most important work we do at the DAIC.”

Lt Col Chris Coles, of 29 Explosive Ordnance Disposal (EOD) & Search Group, said: “It has been an absolute pleasure to see the talent and commitment to endeavour to create bomb disposal tools that do not require a person up close and personal. I have witnessed a number of things today that will absolutely facilitate research and development in the EOD&S space.”

Wing Commander Paul Austin, of the DE&S Future Capabilities Group, said: “At DE&S our passion is identifying ways we can harness technology to give our Armed Forces an edge. Part of that journey is working together with the Defence enterprise to drive improvement. This event and the enthusiasm displayed by the participants to solve a military-focused problem was a wonderful example of that.”

16 Nov 23. USN upgrading torpedoes, leveraging cloud computing for submarines. The U.S. Navy is pushing new technology to its undersea fleet to make it safer, smarter and deadlier, while also nearing a major step in developing its next-generation attack submarine.

Among the changes that will have the most impact is moving the Submarine Warfare Federated Tactical System to a cloud-based common computing environment. SWFTS comprises a sub’s sonar, imaging, electronic warfare and combat systems, and also ties into ship control, navigation and more.

Capt. Todd Weeks, the program executive officer for undersea warfare systems, said at the Naval Submarine League’s annual symposium that this move forces the decoupling of hardware and software, which makes it quicker and easier to upgrade each.

The common computing system also comes with boosted cybersecurity and creates the bandwidth to install artificial intelligence tools for submariners.

Weeks said submariners are inundated with more sonar and electronic warfare data than they can manually analyze. An AI tool could rapidly toss out meaningless data, allowing sailors to look through a narrower set of potentially interesting information.

As the Navy begins to test these AI tools onboard submarines, it built a so-called sandbox for these applications so users can access the data generated by SWFTS without posing a risk or otherwise affecting existing systems. The Navy can experiment with apps in this sandbox before committing to their installation with SWFTS.

Weeks said the current SWFTS build has a small sandbox, which will increase in size in the coming years so multiple apps can simultaneously undergo testing.

Next-gen attack sub

The Navy intends to begin buying its SSN(X) attack submarine about a decade from now, following what would be a 35-year run building the Virginia-class boats.

Rear Adm. Jon Rucker, the program executive officer for attack submarines, said his team is conducting technology development and early design work. They’ll incorporate the best of the Virginia, Seawolf and Columbia submarine designs and focus on four attributes: speed, payload capacity, stealth and operational availability — minimizing time needed for major depot work and maximizing the time it can be out on patrol.

Rucker said Nov. 7 at the same conference that Navy leadership signed the SSN(X) initial capabilities document, which is now with the Joint Staff for final signatures and approvals.

The Navy will then begin an analysis of alternatives in 2024, he said, noting this process will help decide how to proceed — a clean-sheet design, modifying the existing Virginia-class design, or something in between.

Torpedoes and countermeasures

For the ships and aircraft that hunt enemy submarines, Weeks’ office is offering greater capability by developing an advanced sonar array for existing Mk 54 lightweight torpedoes. His team is also creating an advanced lightweight torpedo to leverage new sonar technology and add “significant improvement in lethality and speed and depth so that there’s no submarine in the world that is safe from our [anti-submarine warfare] forces.”

To supplement the torpedo inventory, Weeks said in his Nov. 8 speech, his office is also “in the process of developing” the Compact Rapid Attack Weapon, or CRAW, a spinoff of the anti-torpedo torpedo defensive system the Navy uses on aircraft carriers.

Weeks told reporters the Penn State University’s Applied Research Laboratory developed CRAW, which features a new warhead and fresh operational software compared to the old system. The Navy is working with several industry partners, who he declined to name, to put the system into production. He expects to sign off on its Milestone B achievement in the coming weeks, he added.

CRAW will first deploy for an offensive anti-submarine mission, and then receive a defensive anti-torpedo torpedo capability via a software update.

Weeks said CRAW will arm Virginia submarines “soon” and that the aviation and surface communities are interested in the system, which is smaller than the lightweight torpedo but has less range.

Safety gear

Vice Adm. William Houston, the commander of Naval Submarine Forces, said Nov. 7 he’s made rapid safety improvements on the Ohio-class ballistic missile and guided-missile submarines, including improved firefighting gear.

Previously, sailors would rely on hand-held thermal imagers to find their way around dark, smoky areas of the sub during an emergency. But the Ohio boats would typically only have two of these onboard, leaving many first responders unable to see how close they were to a fire.

In a few months, the Navy developed and purchased a new self-contained breathing apparatus that has a thermal imaging heads-up display built into the face mask. Now, every first responder could have thermal imaging without having to find or hold a device.

The entire Ohio class has this new apparatus, and the Virginia attack subs will get it soon, Houston said.

16 Nov 23. Northrop Grumman explores ammunition co-production in Poland. Northrop Grumman (NOC.N) is exploring producing 120 millimetre tank ammunition in Poland as the U.S. ally surges defence production capacity, the company’s chief told Reuters on Thursday.

Countries geographically close to Russia like Poland, Finland and Germany have been exploring deals to build U.S. weapons in Europe, negotiating new deals to buy arms and looking to speed up existing contracts as the war in Ukraine reshaped thinking on the volume of munitions needed in future conflicts.

“We are looking at co-production opportunities for 120,” Kathy J. Warden, Northrop Grumman CEO, told Reuters.

She said that while talks were advanced the company still needed to “find the right industrial partners and the right contract structures. But all of that work is underway”.

Poland’s Mesko, which belongs to state-owned PGZ armaments group is in the final stages of negotiating the deal, the ammunition maker’s deputy chief executive told Reuters.

“We are currently preparing for the transfer of technology and for the production together with Northrop Grumman of a wide range of 120 ammunition,” Przemyslaw Kowalczuk said.

The deal would see Mesko’s production of 120mm ammunition surge to a minimum of 50,000 to 70,000 rounds annually from the current several thousand, according to Kowalczuk.

He added he expected the comprehensive offset agreement, which falls under Poland’s purchase of Abrams tanks, also to include production of 30 mm and 40 mm rounds for Bushmaster guns mounted on armoured personnel carriers, and that it should be signed in late December or early January.

Offset agreements are meant to compensate the country buying arms from abroad in the form of mandatory cooperation between the supplier and domestic companies.

“This is a comprehensive deal for (producing) all ammunition types used by the Polish army now or in the future, as well as for export to Northrop’s markets,” Kowalczuk said.

Poland has been on a buying spree as it fulfils its vow to spend 4% of its gross domestic product on defence and more than double the size of its army to deter any possible attack after Russia’s invasion of Ukraine last year.

Poland agreed to purchase more than 360 Abrams tanks from the United States last year.

Northrop is looking to expand its European business not just in Poland and but also other nations with similar product lines, Warden said.

“Germany, Norway, we already have a significant presence in the UK today, we have presence in Italy and France, so really a broad based European business.”

15 Nov 23. USAF Completes New Round of F-35 Missile Trials. UOTT Conducts 8 Live Fire Missile Tests with F-35.  The United Operational Test Team (UOTT) completed eight live fire missile tests in support of the F-35’s Continuous Capability Development and Delivery (C2D2) program.

The UOTT collaborated with the Navy’s Air Test and Evaluation Squadron 9 (VX-9) at Edwards AFB, Calif.; the Air Force’s 422nd Test and Evaluation Squadron at Nellis AFB, Nev.; and the 83rd Fighter Weapons Squadron at Tyndall AFB to execute the operationally realistic live fire tests.

“This was the largest live fire event in UOTT history,” said Joshua Herrera, UOTT lead for the event. “I’m super proud of the team and the hard work they’ve done over the past few months leading up to the event. We’re looking forward to delving deep into the data in the coming weeks.”

The team employed four missile types, the AIM-120D, AIM-120D3, AIM-9X, and AIM-9X-3, against advanced targets provided by the 83rd FWS’ Weapons System Evaluation Program. The tests verified the effectiveness of several new advanced capabilities and tactics and fulfilled congressional oversight requirements for F-35 operational testing. The team also collaborated with the Royal Australian Air Force’s No. 2 Squadron, which operates the E-7A Wedgetail, to evaluate the effectiveness of advanced coalition tactics.

This event constituted the first time an F-35 fired the new AIM-120D3. The AIM-120D3 features modernized hardware, compared with the AIM-120D, and is postured to receive continuous agile software updates in the coming years to further refine its capabilities. The missile was launched from one of VX-9’s F-35Cs.

“The AMRAAM has been a staple of the United States’ and our allies’ air-to-air arsenals for decades,” said LCDR Wes Holt, VX-9 pilot. “This new AIM-120D3 performed exceptionally well. I’m excited to see how its performance continues to advance in the coming years with its software improvement program.”

The live fire tests were conducted with F-35s loaded with 30R08.051 software which is the latest developmental software release from Lockheed Martin as part of the C2D2 program.

“The UOTT has several mission effectiveness tests planned in the coming months to fully characterize the F-35’s performance,” said Lt. Col. 15 Nov 23. US Army Doubled Production of Artillery Rounds This Year. Strengthened Army Industrial Base Doubles Artillery Production. The Army’s artillery production doubled in the last year, with the service currently producing 28,000 155-millimeter howitzer rounds a month.

The dramatic uptick comes as the Army expanded its capacity at current facilities while looking to bring new ones into the mix next year.

“We will have taken, over a couple years, what was a very fragile, admittedly, industrial base and dramatically improved its strength,” said Doug Bush, assistant secretary of the Army for acquisition, logistics and technology.

The need for the increased artillery comes in response to supporting the war in Ukraine, the recent conflict in Israel and replenishing U.S. stockpiles. The service has sent more than two m rounds to Ukraine thus far.

Currently, the Army ships steel from Ohio to two facilities in Pennsylvania, the Scranton Army Ammunition Plant, and a sister facility in Wilkes-Barre. These two plants turn 2,000-pound steel rods into two-foot-tall artillery shells.

The shells are then transported to the Iowa Army Ammunition Plant, where they are filled with explosives and sealed. The propellent and charges for the rounds are mostly produced at the Radford Army Ammunition Plant in Virginia and the Holston Army Ammunition Plant in Tennessee.

Throughout this year, the Army expanded production at these facilities by constructing new buildings, installing new equipment and improving automation. These upgrades helped double the Army’s artillery production rate, Bush said.

With the expanded capacity at current facilities, the Army is shifting its focus in fiscal year 2024 toward bringing brand-new production facilities into the manufacturing process. This will give the service multiple sources for each production step.

“Which is what you want in the ammunition production world,” Bush said. “You don’t want one building being the single point of failure.”

The service is building a new factory in Mesquite, Texas, and it awarded a contract last year to a Canadian company to build the artillery shells. It is also funding two new facilities to load the shells with explosives. One will be in Arkansas, and the other will be in Kansas.

The improved production process is part of the Army’s modernization plan to bring the industrial base into the 21st century. Current and future Army readiness requires modernization on a sustainable path that develops, implements, and deploys new technologies to deter current and emerging threats.

Bush said the Army aims to increase 155-millimeter production to 60,000 by next summer and to 100,000 by the end of 2025. The 100,000-round goal is largely contingent on the approval of President Joe Biden’s request to Congress for fiscal year 2024 emergency supplemental funding, which has $3.1bn for 155-millimeter artillery production and facility modernization.

“This important legislation is needed to make sure the Army is ready to meet the growing challenges we face today, and in the future,” Bush said. “It will strengthen our industrial base to ensure we can supply our defense needs while we serve as the arsenal of democracy for our allies.”

15 Nov 23. Trophy APS production and delivery figures revealed. EuroTrophy managing director Dan Kalfus gave production and delivery figures for the Trophy active protection system (APS) on the first day of SAE Media Group’s Future Armoured Vehicles Survivability (FAVS) 2023 conference held in London from 13 to 15 November. Kalfus said 40 Trophy APSs and 500 countermeasures were being produced per month. In addition to being supplied to the Israel Defense Forces (IDF), the system is being delivered to Germany and Norway. One Trophy system has been supplied to Germany for integration tests on a Leopard 2A4 main battle tank (MBT), 23 have been qualified and have entered service on Bundeswehr Leopard 2A7A1s, and 23 and 54 of the systems, respectively, have been ordered for Leopard 2A8s being procured by Germany and Norway, according to Kalfus. 16 Nov 23. Austria Strengthening Its Air Defense. At the Council of Ministers on November 15, 2023, the procurement of a long-range missile defense system was decided.

The renewal of ground-based air defense means is a long-term investment in the security of Austria and the population.

  • Austria’s ground-based air defense assets are outdated, have a very short range and do not adequately respond to current and future threats.
  • Austria’s capability development for ground-based air defense “medium range (50 kilometers)” is covered in the ÖBH 2032+ development plan.
  • Austria’s capability development for ground-based air defense “long-range (over 50 kilometers)” must be ensured separately from the ÖBH 2032+ development plan.
  • Austria’s qualitative and quantitative capability development for ground-based air defense up to long range can be implemented within the framework of participation in the “European Sky Shield Initiative” (ESSI).

Current status of the ground-based air defense force

The airspace is of strategic importance. It must therefore be protected and, if necessary, defended with aircraft and ground-based air defense.

Russia’s war of aggression against Ukraine, with the use of unmanned aircraft, ballistic missiles, cruise and hypersonic missiles, has highlighted the need for a comprehensive defense capability through ground-based air defense in conjunction with existing active and passive air surveillance.

The ground-based air defense of the Federal Army is currently effective up to six kilometers, is geared towards the old combat pattern of defending against fighter aircraft and helicopters, and is reaching the end of its lifespan due to technical obsolescence. The ground-based air defense means in use must be adjusted qualitatively and quantitatively.

Reconstruction plan 2032+

The qualitative and quantitative adjustment in the ground-based air defense force is carried out through different systems, which are used in three complementary areas of activity. In military terms, we speak of three interception layers, which are defined by their range in distance and altitude. Austria has capability gaps in all three areas.

With the financially guaranteed resources in accordance with the ÖBH 2032+ development plan, the closing of the capability gaps for the short and medium range of action of the ground-based air defense force is ensured. In the future, these systems will ensure the ability to defend against drones, helicopters, fighter aircraft, strategic bombers, air/ground guided missiles and artillery guided weapons up to a distance of up to 50 kilometers; i.e. up to the medium range.

However, the current ÖBH 2032+ development plan does not yet enable capability development in the long-range area, i.e. in the range over 50 kilometers – especially for defense against ballistic missiles.

“European Sky Shield Initiative”

European countries work closely together to develop capabilities and provide air defense systems. By signing the declaration of intent to participate in the “European Sky Shield Initiative”, Austria is initially taking advantage of cooperation opportunities in the medium range. The participating states aim at the rapid procurement of air and missile defense systems, joint training, exercises and maintenance work, as well as the exchange of information. This increases efficiency, increases interoperability between nations and saves costs through joint procurement.

Austria’s participation in the “European Sky Shield Initiative” will increase the protection of the Austrian population and critical infrastructure. Austria’s obligation under international law to defend the integrity of the national territory against attacks from outside using all available means (armed neutrality) is also taken into account. It should be noted that participation in the “European Sky Shield Initiative” does not release Austria from actively protecting the airspace itself.

Expansion for long-range ground-based air defense

In order to further develop the capabilities of the Austrian Armed Forces in the area of extensive ground-based air defense, there is a need for investments in the areas of equipment, personnel and infrastructure beyond the ÖBH 2032+ development plan, which will be possible with today’s decision by the Federal Government.

In the area of equipment, reference can be made to existing surface-to-air missile defense systems. The capabilities of the weapons currently available on the world market guarantee a protective shield to defend against ballistic missiles with ranges inside and outside the atmosphere.

Current plans provide for the structuring of command elements, sensors for early detection and control as well as weapon effectiveness using the experience, especially of the Swiss Army. After the fundamental decision has been made, an assessment of the stationing will have to be made in conjunction with the air defense capabilities provided for in the ÖBH 2032+ development plan. Securing the new skills also requires additional resources in the area of personnel provision.

With this expansion of capabilities, also as part of participation in the “European Sky Shield Initiative.” Austria is taking an important step towards protecting the Austrian population and critical infrastructure from current and future threats, regardless of whether they come from state or non-state actors. 15 Nov 23. MBDA restarts anti-tank mine production as Ukraine war depletes stocks. European missile producer MBDA is restarting production of its Cold War-era PARM directional anti-tank mine after Germany ordered thousands of the tripwire systems to replace stocks delivered to Ukraine.

Germany’s federal office for equipment procurement is buying 2,600 of the off-route mines from MBDA subsidiary TDW, with an option for 10,000 more, the office said in a statement Tuesday. The parliamentary budget committee had previously approved the project for a total amount of around €68 m ($74 m).

“The order intake marks a first milestone of the ramp up of our production capacities,” TDW Managing Director Andreas Seitz said in a statement. “PARM will help Germany, as well as other nations, develop and expand their area-denial capabilities.”

After decades of relative calm in Europe, Russia’s invasion of Ukraine heralded the return of high-intensity and manoeuvre warfare, with both countries deploying thousands of tanks and armored vehicles. Mines have been instrumental in blunting assaults on both sides, with Germany supplying Ukraine with 14,900 anti-tank mines so far, according to a tally of military aid.

TDW will produce a demonstration batch of the PARM DM22 from 2025, with the first serial deliveries to German troops in 2026. Follow-up orders can be placed in batches of 1,000 units each, according to the procurement office.

The weapon was developed and manufactured during the 1990s by TDW for the German Bundeswehr, and has been out of production since 1998, after the end of the Cold War. With production restarting after a quarter of a century, the system will have to be recertified, MBDA Germany spokesman Günter Abel told Defense News in an email.

The company sees potential for export customers mainly in NATO members in Northern and Eastern Europe, as NATO and EU countries recognize the need to protect their borders from aggressors, according to Abel.

“Although PARM was originally intended as a Cold War anti-tank weapon system, it has proven to be an reliable and effective weapon against state of the art main battle tanks on modern battlefields,” Abel said. “That’s why there is currently an increasing demand.”

The fully automatic directional mine is mounted on a tripod and can take out tanks and armored combat vehicles. The PARM contains a shaped charge that can be effective at a distance and can be triggered by a fiber-optical sensor or remote control, allowing the mine to operate from covert positions.

The system can be carried by a single soldier, and is combat proven, MBDA said.

15 Nov 23. Hypersonix Signs MoU With Nominal Systems for Digital Twin Prototype. Hypersonix Launch Systems, an Australian company at the forefront of hypersonic unmanned aerial systems, has signed a MoU with Nominal Systems, the next generation digital twinning platform.

Hypersonix is teaming with Nominal Systems to develop Hyper Twin X TM a digital twin concept demonstrator of Hypersonix’s DART AE. The vehicle is set to launch in 2024 and has gained attention by US Defence players such as the Defense Innovation Unit and Kratos Defense.

DART AE is a 3.5 m long hypersonic aircraft that is powered by a single SPARTAN scramjet engine and makes significant use of 3-D printed high temperature metal alloys. It uses hydrogen fuel and will fly at Mach 7.

15 Nov 23. Norway to Invest $1.15bn to Expand Air Defenses.

Government Awards Record Order for Air Defenses.

The government will spend NOK 12.5bn ($1.15bn—Ed.) on strengthening air defense in Norway. This is the largest single investment in air defense in 30 years. With this investment, the government is helping to strengthen our national preparedness, and we are replacing the air defense that has been donated to Ukraine as quickly as possible, says Prime Minister Jonas Gahr Støre.

The government proposes to invest in new, modern missiles for today’s air defence. In addition, all the air defense equipment Norway has donated to Ukraine will be replaced.

The war in Ukraine has shown that air defense is absolutely central. With this investment, Norway gets a modern air defense system with a missile that can target both at short, medium and longer range. The acquisition will take place in record time.

“We are now taking the step to the next generation of air defense. We are at a turning point for security in Europe, and it is urgent for Norway to put a modern air defense in place,” says Defense Minister Bjørn Arild Gram (Sp).

The package that the government presents contains the following:

— Three different missiles for NASAMS with shorter, medium and longer range;

— Eight launch units and four fire control centers for NASAMS;

— New missile for the anti-aircraft combat vehicles.

Missiles for NASAMS are mostly replacements for older equipment, while others are replacements for the equipment donated to Ukraine. Of a total of NOK 12.5 bn, approximately NOK 5.1 bn is for the re-acquisition of donated equipment financed with funds from the Nansen programme, while approximately NOK 7.4 bn are funds from the ordinary budget for follow-up of the long-term plan. The funds will be paid out over several years.

The demand for air defense internationally has increased strongly, and it is very important that Norway orders material now.

“Delivery times are longer than we would have liked. Precisely for this reason, it is important that we have taken extraordinary measures to expedite the order. Further development of the air defense will be a central theme in the upcoming long-term plan,” says Gram.

Updating of combat air defense could already take place in 2024 and 2025. NASAMS will probably be delivered in 2026, while new missiles may arrive from 2028. New missiles for NASAMS are produced by the American company Raytheon, where Norwegian defense industry is part supplier. The other two projects will be procured directly from Kongsberg Defense and Aerospace.

“These are investments that secure the country and that provide predictability for the Norwegian defense industry,” says Gram.

The investments, totaling up to NOK 12.5 bn, require consent from the Storting.

Facts about new air defense for Norway:

The largest project that has been put forward is the replacement of missiles for air defence. This is both a replacement for the missile donated to Ukraine, and a replacement for the current AIM-120B AMRAAM for NASAMS, which will expire in a few years.

It will be invested in three different missiles, which will increase the effect of NASAMS commonality. The missiles are the short-range AIM-9X Sidewinder missile, the medium-range AIM-120C AMRAAM missile, and the somewhat longer-range AMRAAM Extended Range (ER) missile.

All these missiles are produced by the American company Raytheon, and Norwegian Nammo and Kongsberg are important part suppliers to ARMAAM ER. In total, the project is worth up to NOK 9.4 bn. The acquisition will be carried out through the Foreign Military Sales scheme which the US government has for the sale of military material to other countries.

A new investment project will invest in eight launch units and four fire control centers for NASAMS air defense for a total of approximately NOK 2.3 bn. This is to replace material donated to Ukraine before the summer. Ukraine has reported that this material has played an important role in the defense of the country.

The project is financed with funds from the Nansen programme, and will buy “off the shelf” items to replace the donations one-to-one. These new versions of NASAMS will be able to fire both short-range missiles and medium- and longer-range missiles. The equipment is procured directly from Kongsberg Defense and Aerospace.

The government decided in August this year to donate the IRIS-T air-to-air missile to Ukraine. This is a very capable short-range missile that was previously used on the F-16. The rest of the missile’s lifespan was to be used on the anti-aircraft combat vehicles for the Army, which Kongsberg Defense and Aerospace is in the process of completing these days.

In accordance with what was planned when IRIS-T reached the end of its life, the government will replace the missile with the Sidewinder AIM-9X in the project on replacing missiles for air defense. This is the same missile that is already used by Norwegian combat aircraft, and which will also be used by NASAMS. This provides simpler logistics and the opportunity to prioritize across the board.

The change of scope in that the project for combat air defense is financed by the Nansen programme, and will re-arm the combat air defense vehicles to be able to fire AIM-9X. The rearmament will be procured directly from Kongsberg Defense and Aerospace.

Kongsberg is central to the Norwegian defense industry with more than 12,000 employees in 39 countries. Nammo is also an important part of the Norwegian defense industry with 2,700 employees in 11 countries. Raytheon is the largest aerospace and defense company in the world.

Norway recently signed a cooperation agreement with Kongsberg and Raytheon to further develop the air defense system NASAMS. The Director-General of the Ministry of Defense, Major General Eyal Zamir, signed the contract for the sale of the ‘David’s Sling’ air defense system to Finland for approximately 1.3 bn NIS (around 317 m euros).

The ‘David’s Sling’ system is jointly developed by the ‘Homa’ Directorate in the Ministry of Defense and the U.S. Missile Defense Agency (MDA), led by the main contractor – Rafael.

15 Nov 23. N. Korea ‘Satisfied’ with Tests of Solid-Fuel Engines for IRBM. North Korea conducted the first ground tests of solid-fuel engines for a new type of intermediate-range ballistic missile last week and this week in the run-up to the country’s newly-designated Missile Industry Day, the state-run Korean Central News Agency reported Wednesday.

North Korean state media reported “highly satisfactory results” from the inaugural ground jet tests conducted on Nov. 11 for the first-stage engine and on Tuesday for the second-stage engine.

The two ground tests further instilled confidence in expediting the reliable development of a new IRBM, which was designated as one of the key tasks in the missile industry in North Korea’s “2023 plan for developing defense science and weapons systems.”

Experts perceive this as part of Pyongyang’s ongoing efforts to diversify solid-fuel missiles with greater mobility and survivability, including one that can hit US bases in non-contiguous territories such as Guam.

Shin Jong-woo, a senior analyst at the Korea Defense and Security Forum, noted that a new solid-fuel IRBM with a second-stage propulsion system would have an increased range compared to existing liquid-fuel IRBMs, such as the single-stage Hwasong-12, which has a range of around 3,000 kilometers.

“North Korea’s pursuit to develop a solid-fuel intermediate-range ballistic missile can be interpreted as its intention to acquire capabilities to make surprise strikes on US bases in Guam, Alaska, as well as Japan,” Shin told The Korea Herald.

The straight-line distance from Pyongyang to Guam is approximately 3,500 kilometers, and to Alaska, it is about 6,000 kilometers. Guam is home to strategic assets of the US military, including B-52 strategic bombers, while ground-based systems for intercepting ICBMs are stationed in Alaska.

Chang Young-keun, the director of the Missile Center at the Korea Research Institute for National Strategy, also highlighted the rationale behind North Korea’s decision to conduct tests of a solid-fuel engine for a new ICBM, despite having launched the solid-fuel intercontinental ballistic missile Hwasong-18 in April and July this year.

North Korea has developed solid-fueled ballistic missiles such as the KN-23, KN-24, and KN-25 short-range ballistic missiles, the Pukguksong-2 medium-range ballistic missile with an approximate range of 2,000 km, and the Hwasong-18 ICBM, which underwent two lofted angle tests this year

Notably absent from their current missile inventory is a solid-fuel IRBM with a range falling between 3,000 and 5,500 km. The existing IRBMs in North Korea’s possession, including the Hwasong-12, are all liquid-fuel missiles.

Solid-fuel missiles have advantages over liquid-fueled missiles in that they can be fueled during their manufacturing process. They can also be launched on short notice.

“Therefore, it appears that North Korea is striving to develop and deploy a novel solid-fuel intermediate-range ballistic missile, prompted by the imperative need for a 3,000 km range missile capable of targeting US military bases in Guam,” Chang said. “The move shows the country’s intention to diversify offensive capabilities, aiming for a strategic advantage.”

According to Cheong Seong-chang, the director of the Department of Reunification Strategic Studies at the Sejong Institute, the state media report suggests the possibility of North Korea test-launching a new IRBM with the attendance of North Korean leader Kim Jong-un and his daughter, Kim Ju-ae.

Cheong said the launch could take place before the newly established “Missile Industry Day,” which falls on Nov. 18.

The day was designated at a meeting of the Presidium of the Supreme People’s Assembly to commemorate the first test launch of the intercontinental ballistic missile Hwasong-17 on Nov. 18, 2022, state media reported earlier this month. Ju-ae made her first public appearance on that day.

“If the test launch of the intermediate-range ballistic missile proves successful, North Korea has the potential to celebrate Missile Industry Day and the first anniversary of Kim Ju-ae’s official appearance in a jubilant atmosphere,” Cheong said.

“Nevertheless, if logistical challenges hinder the test before Nov. 18, there is an expectation that North Korea will proceed with a test launch of an intermediate-range ballistic missile before the year’s end, positioning it as a significant achievement in the defense sector for this year.”

In the face of North Korea’s ongoing missile development, Washington has maintained its commitment to extended deterrence by enhancing the regular visibility of strategic assets to the Korean Peninsula.

The US Navy’s nuclear-powered aircraft carrier, USS Carl Vinson, is scheduled to enter the South Korean naval base in Busan next week, The Korea Herald learned from military sources.

The US Air Force’s nuclear-capable B-52 strategic bombers flew to the Korean Peninsula for a combined air exercise with its South Korean ally on Wednesday, less than one month after a weeklong landing of B-52 strategic bombers at the South Korean airbase in mid-October.

Wednesday marks the 12th combined air exercise conducted this year, in conjunction with the deployment of US strategic bombers to the peninsula, South Korea’s Defense Ministry said Wednesday.

The latest exercise unfolded in the airspace over the Yellow Sea and included the participation of South Korean Air Force’s F-35A and F-15K fighter jets, alongside F-35B and F-16 fighter aircraft from the US Air Force.

15 Nov 23. Germany Awards Two-Year Study for NGWS Technology Studies.

With the signing of a national study contract yesterday (Oct. 26, 2023–Ed.), the Federal Office for Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) commissioned the further development of the technologies in the “Next Generation Weapon System” (NGWS) project.

The signed study contract forms the basis for a total of seven integrated research projects. The focus of the two-year research activities that are now beginning is on the question of what technological challenges such a networked weapon system poses, in particular in order to ensure the interaction of the different flying platforms in the future.

As a central element of the Future Combat Air System (FCAS), the NGWS includes a next-generation fighter aircraft (NGF – New Generation Fighter) and drones (remote carriers) that communicate with other systems via a data cloud (MDCC – Multi-Domain Combat Cloud). Connected on the ground, at sea, in the air, in space and in cyberspace.

Both the further development of basic technologies and the development of a powerful environment for mission planning and execution, including interference-free and future-proof communication, are taken into account. In this context, the possible use of mission intelligence and new weapons technologies, such as airborne lasers, will be considered. The aim of all research activities is the first-ever national demonstration of essential functionalities of the NGWS.

The main contractual partner is a research and development community consisting of the companies Airbus Defense and Space GmbH, MBDA Deutschland GmbH and FCMS GbR – the latter a consortium of the companies Hensoldt AG, Diehl Defense GmbH, ESG GmbH and Rohde & Schwarz GmbH.

In addition to the main contractors, a total of over 35 other companies are taking part in this national innovation program, including small and medium-sized companies as well as start-ups and research institutions. Expertise outside the defense sector is also consciously included and competencies in the area of aviation technologies are bundled in order to build up the greatest possible national know-how, which should ultimately flow profitably into the overall NGWS system.

The NGWS is part of the FCAS program, a project originally initiated by Germany and France, in which Spain is now participating as the third partner nation. The three nations are pursuing the common goal of developing and introducing a state-of-the-art air combat system that should be operational by 2040.

The research project, estimated at around 260m euros and financed from the Bundeswehr’s special fund, is unique in its dimensions and represents a significant contribution to the future operational readiness of NGWS and FCAS.

 

15 Nov 23. SIATT and EDGE Group Announce Strategic Partnership for the Development of MANSUP-ER. SIATT, a Brazilian company specializing in smart weapons and high-tech systems, and EDGE Group, a conglomerate in the Defense sector based in the United Arab Emirates, have signed a contract for the development of MANSUP-ER, an extended-range version of the Brazilian Navy’s MANSUP (National Surface Anti-Ship Missile).

The new missile has an extended range of 200 kilometers, equipped with a Turbomachine turbine, flying at a speed of 950 km/h, with the capability to carry 150 kg of explosive payload. Its features allow for adaptation for integration onto selected air and land systems.

The strategic partnership was formalized by the president of the Missiles & Weapons Cluster at EDGE, Hamad Al Marar, the CEO of SIATT, Antonio Rogerio Prattes Salvador, and the Competitiveness Director of SIATT, Carlos Alberto de Paiva Carvalho, this Tuesday (Nov. 14), during the Dubai Air Show.

The ceremony was attended by Sidney Leon Romero, the Brazilian Ambassador to the United Arab Emirates, Dr. Juliana Larenas, Undersecretary of SEPROD (Secretariat of Defense Products), and Rear Admiral Marcelo Menezes Cardoso, Director of DSAM (Directorate of Naval Weapons Systems), representing the Ministry of Defense and the Brazilian Navy, respectively.

SIATT led the development of the Navy’s MANSUP project, being responsible for the Guidance, Navigation, and Control systems, as well as the Telemetry System.

MANSUP-ER will be the first project executed through a cooperation agreement with EDGE, highlighting the expertise of the Brazilian industry.

In December 2022, Galvion was awarded a contract by the NATO Support and Procurement Agency (NSPA) to supply its flagship Batlskin Caiman® ballistic helmet system to any NATO nation, which can now conveniently procure these helmet systems directly through the NSPA.

14 Nov 23. In first, Emirati guided weapons to be equipped on UAE’s French Rafale F4 fighter fleet. Three different munitions — the Mk81, Mk82 and longer-range Mk83 guided bombs made by EDGE subsidiary Al Tariq — will all be integrated on the fourth generation plane in due course, Al Tariq CEO Theunis Botha told Breaking Defense.

The United Arab Emirates’ largest defense conglomerate plans to equip the nation’s new Rafale F4 fighter jets with a subsidiary’s precision-guided munitions, in what would be a first for the French-made jet.

Three different munitions — the Mk81, Mk82 and longer-range Mk83 guided bombs made by EDGE subsidiary Al Tariq — will all be integrated on the fourth generation plane in due course, according to Al Tariq CEO Theunis Botha.

“The entire family of Al Tariq is being integrated onto all the Rafale fleet to the UAE,” he told Breaking Defense, fulfilling a requirement by the Emirati air force for indigenous weapons to be fitted to the combat jet.

“We are in discussions with them to team for this integration and contracts are already in place,” added Botha. “The first Rafale aircraft will be delivered around 2027, and we would be in time to have the integration completed by that time.”

He also said he “hopes” Al Tariq and Dassault, the French firm that makes the Rafale family of fighter jets, can reach agreement on approval for other Rafale users to equip their respective fleets with Al Tariq weapons.

The Al Tariq Mk 81 and Mk 82 precision guided munitions were both displayed beside a French Air and Space Force Rafale FR3 aircraft at Al Maktoum International Airport this week.

The UAE’s air force already carries the two munitions on Mirage 2000-9 and F-16E/F fighter jets.

The Emirates is set to become the first F4 operator outside of France, with delivery of 80 aircraft originally scheduled to run from 2026 to 2031 in a deal worth an eye-watering $19 bn. Botha’s remark about deliveries starting in 2027 suggests this initial timeline may be a bit off track.

France announced the order from Abu Dhabi in December 2021, which remains Dassault’s largest ever. But for the UAE, the acquisition also signaled a committed effort to modernize strike capabilities, set against the threat of Iran and its regional proxies.

At the time of the UAE’s Rafale F4 order, it appeared that the deal could end the Gulf nation’s interest in acquiring 50 Lockheed Martin F-35 fifth generation fighter jets and 18 General Atomics MQ-9 UAVs, air-to-air and air-to-ground munitions, as part of a $23.3bn package offered by the US. That deal was halted, in part, because of Washington’s concern over the UAE’s use of Chinese telecom tech, but a US official told Breaking Defense recently the F-35s and the MQ-9s are still “on the table.”

Meanwhile, France is pressing on with the F4 upgrade, which it refers to as a “trilogy” because Dassault will work through three distinct blocks of work — 4.1, 4.2 and 4.3 — to complete it. Block 4.1 includes integration of Safran’s 1000-kilogram (2,200lb) Armement Air-Sol Modulaire (AASM) precision-guided bomb, new Thales RBE2 active electronically scanned array radar capabilities, Thales’ Talios targeting pod and Scorpion head mounted display.

France’s DGA procurement agency announced qualification of the 4.1 standard in March 2023, while first deliveries of the aircraft in this new configuration were also made to the French Air and Space Force in the same month. Details of Block 4.2 and 4.3 are limited, but Dassault has started modification work of a first 4.2 standard prototype at company facilities in Istres, with future 4.3 retrofit work set to be potentially offloaded by the manufacturer to France’s Aeronautical industrial workshop/Atelier Industriel Aéronautique (AIA), according to Aviation Week.

The trade publication also reported that Paris plans on spending €1.38bn ($1.47bn) on the F4 upgrade between 2024 and 2026, though the official launch of block 4.2 won’t happen until 2025, a one year delay.

Closer to home, Saudi Arabia could join the UAE in placing a Rafale order after French defense minister Sebastien Lecornu revealed last month that talks are underway between the two countries, though he didn’t elaborate further. The Paris-based business title La Tribune said that Saudi Arabia has specifically requested Dassault provide it with a “costed proposal” for 54 aircraft.

UAE Missiles Pitched For Indian Fighters

The F4 also isn’t the only foreign jet that could carry high-tech Emirati weapons.

Walking down the static display at Dubai Airshow, India’s HAL Tejas fighter jet is exhibited also equipped Al Tariq precision guided munitions, in hopes of convincing the Indian military to give it a shot after testing.

“This will be a limited integration,” Botha told Breaking Defense, “but serving the purpose of demonstrating the capabilities of one the aircraft integration between the two companies and the performance of the alternate weapon system.”

Botha told Breaking Defense that the testing in India is expected to take place in early 2024, “and we hope to have it completed by third quarter of 2024.”

According to the company official, there are also discussions with a number of air forces around the Middle East region to add Al Tariq weapons to their planes.

15 Nov 23. LGM-35A Sentinel ICBM ‘struggling’, says US Air Force secretary. The Northrop Grumman LGM-35A Sentinel intercontinental ballistic missile (ICBM) is “struggling” with “unknown unknowns”, Secretary of the Air Force Frank Kendall told a crowd at the Center for a New American Security (CNAS) on 13 November.

“Sentinel is one of the most large, complex programmes I’ve ever seen,” Kendall said. “It’s probably the biggest thing in some ways that the air force has ever taken on, because it’s a vast real estate development [and] civil engineering programme, a fairly vast communications command-and-control programme, as well as of course, the missile itself.

“Sentinel, I think is quite honestly struggling a little bit,” Kendall continued. “There are unknown unknowns that are surfacing that are affecting the programme, and that the department is going to have to work its way through.”

The programme requires extensive modifications to the missile silos that currently house the LGM-30G Minuteman, in addition to the communications systems that connect remote silos to command centres.

14 Nov 23. UK MoD seeking illum shells for British Army’s L118 105mm artillery. With an expected out-of-service date of around 2030, the L118 is expected to continue to serve the needs of the UK for several more years.

The UK Ministry of Defence (MoD) is looking to acquire artillery illumination shells for use in the British Army’s L118 105mm Light Gun, detailing its requirements and industry response timelines in a 9 November request for information (RfI).

According to the MoD, the British Army requires a 105mm calibre illumination shell for the L118 to provide illumination in the white visual spectrum in support of the service’s “war fighting division, strike, and armoured infantry brigades, airborne task force, lead commando group and reserve”.

The formations are all part of the British Army’s or UK military’s force structure, providing the basis for response to potential threats, the RfI stated.

Any new illumination shells must be compatible with the current fuze and charges used by the British Army’s 105mm illumination shell (L43), the L163 fuze, and L35, L36 & L45 charges, as well as a in-service L118 Light Gun barrel.

Additional requirements include that fuzed Illumination projectile delivering target effect at a range equal to or greater than 15700m, and after expulsion of the illumination components shall provide Illumination in the visible (0.4 to 0.7?m) spectrum. An industry response deadline was set at 8 December this year.

The British Army’s L118 Light Gun

The L118 105mm Light Gun has been a mainstay in British Army service since its introduction in the 1970s, with 126 units in service as of mid-June this year.

With an expected out-of-service date of around 2030, the system is expected to continue to serve the needs of the UK for several more years, with the potential for an extension in service as the ‘artillery star’ continues to rise with such capabilities the decisive factor in the ongoing Ukraine-Russia war.

14 Nov 23. EDGE Group launches X Range, a multi-domain testing facility.

The UAE-based conglomerate announces its new international, multi-domain testing and evaluation facility for defence and aerospace products – the first in the Middle East and North Africa region.

Emirati defence and aerospace conglomerate, EDGE Group, has announced the opening of its new ‘X Range’ – a defence, aerospace and commercial products testing, evaluation and training ground facility.

X Range will provide exclusive, end-to-end testing services and facilities for platforms, systems and sub-systems across the air, land, sea, and electronic warfare (EW) domains.

EDGE designed the range to accelerate the development of infantry weapons; smart weapons; autonomous systems; naval vessels; command, control, computers, communications and intelligence (C4I) systems; and EW solutions.

Features of the X Range

Located on a 350km square island, the range will include a 3,800m runway for large aircraft, as well as a 1,200 metre runway for unmanned aircraft with an air danger area permanently closed to 10,000 feet.

In addition, the island will be equipped with an urban training village for special operations rehearsals, an island-wide digital communications network and a dedicated shoreline for marine and landing exercises.

The range will be made available for commercial use by third-party clients soon.

The range is the first international facility of its kind to be based in the Gulf Co-operation Council (GCC) region. “X Range will bring sophisticated, flexible and comprehensive testing capabilities to the heart of the Middle East, Africa, and Central and South Asia region,” Mansour Al Mulla, managing director and CEO, EDGE Group stated.

“X Range is a testament to our commitment toward the advancement of defence and security capabilities, both globally and locally, acting as a strategic asset for the future of security in the region.”

Competing with the rise of simulation and digital twinning

Although the experience gained from a simulation cannot completely engender the real-world pressures of operating defence products, nevertheless the global military simulations market will see an uptick.

GlobalData intelligence projected the market’s valuation to be worth $28.9bn last year, anticipating a rise to $37.2bn by 2032, registering a compound annual growth rate of 2.7% during the forecast period.

Confident in the technology’s ability to fill the training gaps in the UK Royal Air Force, the former Chief of the Air Staff, Air Chief Marshal Mike Wigston championed the service’s faith in the sector, saying it marked a “paradigm shift” in training pilots to grow to a competent standard.

The simulation market is anticipated to be dominated by the land simulation segment, which accounts for 80.2% of the market, followed by the air simulation segment with a 12.8% share.

Other areas in this sector include the use of digital twinning technology. This area allows defence manufacturers and agencies to design, troubleshoot and enhance concepts in a virtual, risk-free environment.

This places less reliance on physical test and evaluation centres such as EDGE’s new X Range as these facilities are more costly and time-consuming in the long-run.

14 Nov 23. MBDA Germany plans full-scale production of Enforcer before end of 2023. At an international press event, MBDA Germany officials revealed additional multi-domain applications for its lightweight, man-portable Enforcer missile system, which is due to enter full-scale production for the Bundeswehr.

During an international press event at its Schrobenhausen facility in Bavaria, MBDA Germany officials confirmed that the Enforcer missile system is due to enter full-scale production for the Bundeswehr before the end of the year.

Initially, the Bundeswehr awarded the company a contract for the acquisition for some of these fire-and-forget missile systems in December 2019 to fulfil the procurement agency’s requirement for a lightweight, precision-guided, shoulder-launched weapon system with an effective range of more than 1,800 metres.

Currently, the Enforcer operates within the first capability field – meaning that the system is primarily used as an anti-drone missile system.

Features of the Enforcer missile system

MBDA’s head of sales and business development campaigns and international business, Michael Reider, revealed that the company had successfully executed a customer demonstration.

The whole Enforcer system – including the munition, launch tube and sight – weighs less than 12kg.

The modular design of the Enforcer system allowed for the integration of an alternative fire control sight (FCS14), a direct view optic manufactured by the Swedish supplier Aimpoint, as part of the demonstration.

In addition, the Enforcer missile itself has a diameter of 89mm and weighs less than 7kg.

The missile makes use of a correlation tracker to follow stationary or static targets. In this way, the missile employs two sensors – infrared (IR) and TV – in pursuit of its target.

Adaption, not invention

Now that the programme is due to enter full-scale production, the milestone also marks the company’s ambition to set-up an Enforcer family of systems by adapting the weapon to meet air and sea applications as well as land.

As part of its adaption approach, MBDA confirmed that it has successfully completed flight tests for an air-launched version but have yet to develop the product.

Likewise, the company has also come up with an anti-tank concept that is designated the ‘Enforcer X’, which is currently under development according to Jochen Dehner, the company’s head of sales and marketing.

Speaking to Army Technology, MBDA Germany’s Managing Director Thomas Gottschild emphasised the company’s adaption and development approach to its systems, pointing that the company is “filling the gaps in [the Bundeswehr], not so much on new capabilities.”

In that spirit, the company’s director of future systems, Dr Dirk Zimper, added that “innovation is where the capability [is already] there. If it’s a new idea, it’s just an invention.” (Source: army-technology.com)

 

14 Nov 23. EDGE entity elevates Tejas capabilities with long-range precision munitions. The strategic partnership yields success as AL TARIQ achieves the initial integration milestone at Dubai Airshow 2023.

In a development announced today at the Dubai Airshow 2023, EDGE’s advanced technology arm, AL TARIQ, unveils the completion of initial integration for its long-range precision-guided munitions (LR-PGMs) onto India’s HAL Tejas Light Combat Aircraft (LCA).

EDGE revealed the successful execution of feasibility studies for integrating AL TARIQ’s LR-PGMs onto the HAL Tejas LCA. This achievement stems from a strategic memorandum of understanding signed earlier this year, solidifying the partnership between AL TARIQ, a joint venture of EDGE and Denel, and HAL, India’s aerospace entity.

13 Nov 23. Hermeus’ Quarterhorse to test hypersonics for Defense Innovation Unit. Hypersonic technology company Hermeus is partnering with the Defense Innovation Unit to demonstrate high-speed capabilities through its commercial prototype aircraft, Quarterhorse.

The Atlanta-based company announced the multiyear contract Nov. 13. While a spokesperson declined to disclose the length of the deal, the company told C4ISRNET it received a $23 m contract for the first year of work.

“The multiyear award will feature Hermeus’ iterative approach to technology maturation and aircraft development,” the company said in a statement. “Through this contract, Hermeus will demonstrate key enabling technologies for hypersonic aircraft in relevant environments preparing them for introduction into future programs.”

Those technologies include propulsion systems, thermal management, power generation and mission system capabilities.

The contract is part of the DIU’s Hypersonic and High-Cadence Airborne Testing Capabilities program, or HyCAT, which is leveraging commercial technology to increase the Defense Department’s hypersonic flight-testing capacity.

The Pentagon has at least 70 programs across the military services that aim to develop hypersonic weapons and aircraft, which can travel at speeds of Mach 5 or higher. However, the infrastructure needed to support testing for those programs, including flying testbeds, is in high demand. That shortfall limits how often the department can conduct flight tests to validate a system’s full performance or to test supporting technology.

DIU previously awarded HyCAT contracts to Hypersonix, an Australian company, and California-based firms Rocket Lab and Fenix space. The agency expects Hypersonix’ DART AE test platform to fly as early as next summer, with Rocket Lab’s HASTE vehicle providing suborbital launch support.

GE Aerospace will also prototype an affordable air-launched, air-breathing testbed.

“This suite of current and future commercial capabilities provide the DoD cost-effective, high-cadence test options using the best of today’s recoverable technologies and tomorrow’s reusable technologies,” Barry Kirkendell, technical director of DIU’s space portfolio, said in a Nov. 13 statement.

Hermeus expects Quarterhorse to log its first flight in 2024. The testbed will carry the company’s Chimera turbine-based combined cycle engine, which is built on General Electric’s J85 turbojet system.

The access to flight testing and technology validation opportunities through partnerships with DIU and other defense agencies will not only allow the company plans to mature Quarterhorse and Chimera, but will also contribute to its work on a second vehicle called Dark Horse.

“We’re excited to transition Quarterhorse to deliver high-speed flight test as a service and leverage it to mature the key technologies for Darkhorse,” Hermeus CEO AJ Piplica said in a statement. “This contract is a key element of our strategy to bridge the valley of death on the way to a future operational hypersonic aircraft program.”

DIU is also pursuing a second phase to the program, dubbed HyCAT 2, focused on working with companies to provide payloads and other technology to integrate onto the test vehicles. That includes alternative navigation and advanced communication payloads, manufacturing technology and low-cost materials.

13 Nov 23. Boeing to boost production capacity for Patriot missile sensors. Boeing (BA.N) said on Monday it will increase Huntsville factory production capacity for sensors that are used to guide Patriot missiles to their targets to meet rising air and missile defense needs worldwide.

The facility with increased production capacity, expected to be operational in early 2027, will enable Boeing to increase annual PAC-3 (Patriot Advanced Capability-3) seeker production by more than 30%, the company said.

The move comes as the United States seeks to replenish its weapon stockpiles following shipments to Ukraine. Ukraine has used Patriot missiles in its effort to repel Russia’s invasion.

Patriot, which stands for Phased Array Tracking Radar for Intercept on Target, is considered one of the most advanced air defense systems in the U.S. arsenal. RTX (RTX.N) manufactures radar and ground systems, and Lockheed Martin (LMT.N) manufactures the interceptor missiles.

14 Nov 23. GA-ASI Partners with EDGE to Integrate Smart Weapons onto MQ-9B. General Atomics Aeronautical Systems, Inc., a leading designer and manufacturer of proven, reliable Remotely Piloted Aircraft systems, radars, electro-optics, and related mission systems, and EDGE, a world-leading advanced technology group for defence and beyond, have announced an agreement to integrate EDGE smart weapons onto GA-ASI’s MQ-9B SkyGuardian RPA.

Under the agreement announced at the Dubai Airshow, the two companies will work together to integrate precision-guided munition (PGM) and guided-glide weapon (GGW) solutions from EDGE onto GA-ASI’s MQ-9B SkyGuardian.

“We’re excited to work with EDGE on this initiative,” said GA-ASI President David R. Alexander. “Integrating home-grown capabilities onto our customer platforms is something we’ve done a lot, but we’ve never before integrated a non-NATO weapon system onto one of our RPA platforms.”

The partnership marks the first time that UAE-made smart weapons will be integrated onto a U.S. unmanned platform, signalling a new chapter in U.S.-UAE defence cooperation, and opening the door to further collaboration.

Hamad Al Marar, President of EDGE Group’s Missiles & Weapons cluster, said,

“We are proud to be working with General Atomics Aeronautical. The opportunity to integrate our smart weapons on the MQ-9B SkyGuardian will offer the end user multiple dynamic, highly accurate, and cost-effective ground strike solutions. The EDGE smart weapons designated for integration include the DESERT STING family of GGWs and THUNDER family of cost-effective PGMs from HALCON, and the AL TARIQ family of modular, mission-proven, all-weather day/night long-range PGMs.

GA-ASI hopes that its work with EDGE will lead to more partnerships within the UAE defence industry in order to integrate domestically developed sensors and weapons onto the MQ-9B for the UAE and other customers.

Russia’s P-800 Oniks is one of Russia’s most powerful supersonic anti-ship cruise missiles.

It is guided by satellite and can be launched from land or sea.

And with its supersonic speed and sea-skimming trajectory, it has good odds of avoiding naval defence systems and defeating electronic countermeasures.

The missile entered service in 2002 and is operated by countries such as Syria in addition to Russia.

However, the thought of a terrorist group aligned with a Russian ally getting hold of the missile is what most scares the Western naval vessels that are responding to the current crisis in the Middle East.

16 Nov 23. Kongsberg to Benefit from Norway’s New NASAMS Purchases. Norway Plans to Purchase NASAMS Air Defence and New Missiles. The Norwegian government has today announced investment plans to strengthen air defence in Norway by ordering new NASAMS air defence systems from Kongsberg Defence & Aerospace (KONGSBERG).

The proposed investments include eight launcher units and four fire control centers for NASAMS, replacing equipment donated to Ukraine earlier this year. The Norwegian authorities also announced plans to buy new missiles for air defence vehicles and three different missiles for NASAMS with various range capabilities. The NASAMS missiles will be ordered directly from the supplier, Raytheon of the US.

The investments are subject to Norwegian parliamentary approval, and individual contracts will be announced when they have been concluded.

14 Nov 23. Lockheed Martin Opens 25,000-Square Foot, $16.5m Missile Defense Lab. Lockheed Martin (NYSE: LMT) today opened a $16.5m engineering facility at its Huntsville campus, introducing more capabilities for missile defense innovation in North Alabama.

This facility is a Lockheed Martin capital project and provides evidence of Lockheed Martin’s investment in the Huntsville community, increasing opportunities for growth and advanced capability in North Alabama at the company’s Huntsville campus. The new Missile System Integration Lab (MSIL) is where Lockheed Martin plans to conduct development, testing, and system integration for the nation’s next long range ballistic missile defense interceptor – the Next Generation Interceptor (NGI) for the U.S. Missile Defense Agency (MDA).

The MSIL will also house a digital engineering center and key infrastructure to create and maintain a digital thread throughout the integration process.

“Lockheed Martin is committed to North Alabama and this facility is further evidence of that,” said Robert Lightfoot, executive vice president of Lockheed Martin Space. “We are pleased to celebrate adding an advanced facility to our Huntsville campus today — the same year we mark 60 years in the Rocket City supporting our customers.”

The new lab’s concept is strengthened by Lockheed Martin’s decades of experience and expertise supporting the U.S. missile defense mission, across the product lifecycle and all phases of flight.

“This facility serves as a testbed to prove out our hardware and software integration, adding new levels of digital capability, agility and connectivity with our customers,” said Sarah Reeves, vice president of NGI at Lockheed Martin. “It is another example of Lockheed Martin’s investment in the technology and advanced facilities critical to reducing risk for our NGI program. The MSIL brings us even closer to flight testing and production of our interceptor, which will revolutionize U.S. homeland missile defense.”

NGI program headquarters is located in Huntsville, where Lockheed Martin is bringing jobs, infrastructure and investment to help strengthen the region as a thriving excellence hub for missile defense.

The company is also planning to break ground this year on two state-of-the-art facilities in Courtland, Alabama, which will add missile production space and a payload manufacturing center supporting its growing portfolio of capabilities in the state.

 

13 Nov 23. Spain to acquire extended-range AMRAAMs for Eurofighters, Hornets, NASAMS. Spain is to buy the extended-range Raytheon AIM-120C-8 Advanced Medium-Range Air-to-Air Missile (AMRAAM) for its fleet of Eurofighter (C.16 in national service) and Boeing EF-18 (C.15) Hornet combat aircraft, as well as for the National Advanced Surface-to-Air Missile System (NASAMS) ground-based air-defence system.

The Council of Ministers authorised the conclusion of a contract for the acquisition of 68 AIM-120-C8 AMRAAM missiles, related items, and support for an estimated EUR100 m (USD107 m), it was announced on 30 October.

“The acquisition of these missiles … will allow maintaining and updating the minimum reserve stocks for the aircraft and weapon systems of the [Spanish] Air and Space Force and the [Spanish] Army that use this missile, facilitating the fulfilment of the missions … and improving their capabilities,” the council said.

Now more widely known as the AIM-120D, the AIM-120C-8 retains the same solid-propellant rocket motor as the AIM-120C-5 and C-7 variants but has significantly improved no-escape envelope and high-angle off-boresight capabilities over earlier variants. (Source: Janes)

 

13 Nov 23. Edge partners Thai firm on UAVs, munitions. The United Arab Emirates’ (UAE’s) Edge Group and Thai defence firm RV Connex have announced a partnership to collaborate on “unmanned aerial vehicles (UAVs), loitering munitions, and precision-guided munitions (PGMs)”.

An Edge spokesperson told Janes on 11 November that the agreement, which was signed at the Defense & Security 2023 exhibition in Bangkok, will focus on integrating Edge products on the Sky Scout UAV developed by RV Connex.

“Edge is working with RV Connex to provide RASH and PGMs for integration onto [the company’s] Sky Scout fixed-wing UAV,” the spokesperson said. “[RV Connex] will be our reseller to support sales to the Royal Thai Armed Forces and also to explore export opportunities in Southeast Asia.”

13 Nov 23. NASAMS Launchers and Related Equipment from Lithuania Have Reached Ukraine. Lithuania’s most recent assistance, namely missile launchers of NASAMS mid-range air defence system, has been delivered to Ukraine. Minister of National Defence Arvydas Anušauskas underscores Lithuania’s unwavering commitment to Ukraine’s support.

“The NASAMS launchers bought by Lithuania will be integrated in fire control units of the Armed Forces of Ukraine building on the operational capability composed of NASAMS donated by the United States and Norway. The assistance from us remains a vital factor in Ukraine’s defence. We hear Ukraine’s needs well and encourage the Allies to do the same,” says A. Anušauskas.

The Defence Materiel Agency under the MoD signed the contract regarding the NASAMS purchase with Norway’s Kongsberg this June. Full-scope comprehensive training for Ukrainian troops, including for drivers and maintenance personnel, was completed in Norway ahead of the assistance transfer.

Lithuania complemented the NASAMS launcher package with high-mobility vehicles vital for NASAMS crews. This package comes with significant help from the Ministry of Defence of Norway that gifted NASAMS launcher maintenance equipment and fire distribution (FDS) centers.

The assistance was delivered to Ukraine by the Lithuanian Armed Forces.

In total, Lithuania has so far provided to Ukraine the military assistance worth of approx. half a bn dollars. Next packages are set to include mortar ammunition, logistical vehicles, cold season equipment.

13 Nov 23. PLA Army’s Tactical Ballistic Missile Believed to Have Debuted. The Chinese People’s Liberation Army (PLA) Army is believed to have commissioned a type of tactical ballistic missile, which made its public debut during a recent exercise, according to observers.

In the undated exercise, the 71st Group Army of the PLA Army fired live munitions in the Gobi Desert in northwestern China, the army group said via its official Sina Weibo account on Friday.

According to photos attached to the post, the PLA Amy’s latest long-range modularized rocket launcher system that made its first public appearance at the national day military parade on October 1, 2019 was part of the exercise.

While some photos show the live-fire shooting of rockets, one of the photos show the firing of two projectiles that are clearly larger and thicker than rockets, with observers commenting that these projectiles are likely not rockets, but tactical ballistic missiles.

It is likely that the PLA Army’s modularized rocket launcher system can launch tactical ballistic missiles, because an export version of this rocket launcher system, the AR-3, has the capability, a military expert who requested anonymity told the Global Times on Sunday.

China has exhibited the AR-3 multiple rocket launcher system at various domestic and overseas defense expos.

Thanks to the modularized design, the AR-3 can switch munitions it fires, including 300mm and 370mm rockets and 750mm tactical ballistic missiles, state-owned China North Industries Group Corp (NORINCO), the developer of the weapon, revealed at the defense expos.

The Sina Weibo post by the 71st Group Army did not elaborate on the munitions featured in the exercise, and there is currently no other official announcement on the commissioning of the tactical ballistic missile into the PLA Army.

If the PLA Army indeed commissioned tactical ballistic missiles, it would significantly increase its long-range precision strike capabilities, as such missiles are more powerful and reach longer ranges than guided rockets, the expert said, noting that it would also greatly increase the PLA Army’s deterrence.

13 Nov 23. General Atomics Aeronautical Systems, Inc. (GA-ASI), a leading designer and manufacturer of proven, reliable Remotely Piloted Aircraft (RPA) systems, radars, electro-optics, and related mission systems, and EDGE, a world-leading advanced technology group for defence and beyond, announced an agreement today to integrate EDGE smart weapons onto GA-ASI’s MQ-9B SkyGuardian® RPA.

Under the agreement announced at the Dubai Airshow, the two companies will work together to integrate precision-guided munition (PGM) and guided-glide weapon (GGW) solutions from EDGE onto GA-ASI’s MQ-9B SkyGuardian.

“We’re excited to work with EDGE on this initiative,” said GA-ASI President David R. Alexander. “Integrating home-grown capabilities onto our customer platforms is something we’ve done a lot, but we’ve never before integrated a non-NATO weapon system onto one of our RPA platforms.”

The partnership marks the first time that UAE-made smart weapons will be integrated onto a U.S. unmanned platform, signalling a new chapter in U.S.-UAE defence cooperation, and opening the door to further collaboration.

Hamad Al Marar, President of EDGE Group’s Missiles & Weapons cluster, said, “We are proud to be working with General Atomics Aeronautical. The opportunity to integrate our smart weapons on the MQ-9B SkyGuardian will offer the end user multiple dynamic, highly accurate, and cost-effective ground strike solutions. We look forward to working closely with General Atomics Aeronautical on this programme and to enhancing our collaboration in the future.”

The EDGE smart weapons designated for integration include the DESERT STING family of GGWs and THUNDER family of cost-effective PGMs from HALCON, and the AL TARIQ family of modular, mission-proven, all-weather day/night long-range PGMs.

GA-ASI hopes that its work with EDGE will lead to more partnerships within the UAE defence industry in order to integrate domestically developed sensors and weapons onto the MQ-9B for the UAE and other customers.

The UAE Armed Forces currently operate GA-ASI’s Predator XP and are working with GA-ASI and the U.S. Department of Defense to acquire the MQ-9B.

Attendees of the Dubai Airshow can visit GA-ASI at stand 1380 and EDGE and its portfolio of companies at indoor stand 520 and outdoor stand S49 at Dubai World Central.

 

13 Nov 23. Edge launches advanced defence solutions at Dubai Airshow.

Edge, a leading advanced technology and defence group, has announced the launch of 11 new disruptive aerospace systems and solutions on the opening day of the Dubai Airshow 2023.

This adds to its impressive portfolio of over 159 systems and solutions covering multiple domains. Edge will showcase its air domain capabilities with the largest stand at the aerospace and aviation event, which is taking place from November 13 to 17.

Edge, which is returning as Defence Technology Partner for the 18th edition of Dubai Airshow, is rapidly emerging as a global leader in the development and manufacture of a diverse and technologically advanced range of products to meet the modern-day requirements of its customers.

Wide range of missions

The new breakthrough products and systems cover a wide range of missions, including tactical intelligence, surveillance, and reconnaissance (ISR), logistics support, and sophisticated combat operations.

Among the new systems being launched by Edge at Dubai Airshow are three autonomous aircraft. The new REACH-M is a fixed-wing Medium-Altitude Long-Endurance (MALE) Unmanned Combat Aerial Vehicle (UCAV) designed for ISR and light ground attack operations.

The aircraft has a maximum take-off weight (MTOW) of 1,500 kgs and features autonomous capabilities such as automatic take-off and landing and pre-planned flight paths, and can fly for a duration of 24 hours with a maximum payload of 350 kgs.

Following Edge’s announcement last week of its acquisition of significant shareholdings in Poland-based manufacturer of small jet aircraft, FLARIS, and Switzerland-based developer and manufacturer of innovative unmanned helicopter systems, ANAVIA, the Group will be showcasing three aerial vehicles which will now be part of the Group’s autonomous aircraft portfolio – the SINYAR jet-powered aircraft, manufactured by FLARIS, which can fly at 545 kmh, at an altitude of 30,000 ft, and can carry a payload of 450 kgs; and the compact HT-100 multi-role unmanned performance helicopter, manufactured by ANAVIA for ISR and logistics missions. The HT-100 can fly for up to six hours at a speed of 120 km h.

Missiles and jammers

Eight new missile, guided munition, and jammer systems are also being introduced. The NASEF-20 is a sub-sonic, low-cost cruise missile (LCCM) launched from unmanned aircraft and designed for precision engagement against soft targets, and is guided by the Global Navigation Satellite System (GNSS).

A Semi-Active Laser (SAL) seeker can be added for improved accuracy against designated targets. The NASEF-125 is a sub-sonic cruise and anti-ship missile, capable of engaging ground and surface targets with Imaging Infrared (IIR) and active homing radar seekers. The missile features advanced sea skimming capabilities to avoid detection from anti-air systems. The RASH-3H is a high-precision guided munition system capable of engaging small to medium-sized threats.

Co-developed with the Brazilian Navy, and Brazilian Smart Weapons and High-Tech System specialist, SIATT, in which Edge has a 50% shareholding, Edge has launched the all-weather, extended range National Surface Anti-Ship Missile (MANSUP-ER), developed to meet the defence requirements of both the UAE and Brazilian navies, and for international export.

Adaptive sea-skimming capabilities

The missile, which has adaptive sea-skimming capabilities, has a range of 200 kms, and is fitted with inertial guidance and active radar homing, will undergo testing by Brazil’s naval fleet, and will eventually also be adapted for integration onto selected air and land systems.

The HUNTER 2-SJ with Jammer is a new seeker drone system, providing targeting capabilities to engage electronic warfare and command and control (C2) systems through the detection of radar signals. The HUNTER-N is a new variant of the HUNTER SP which has been developed for launch from naval vessels. A number of smaller defence solutions covering this domain have also been launched. 07 Nov 23.  L3Harris company Aerojet Rocketdyne and Australian defence prime NIOA announce guided weapons components collaboration in Australia.

Aerojet Rocketdyne, an L3Harris Technologies company, and Australian-owned defence prime NIOA have announced a strategic agreement to explore the manufacturing of critical guided weapons components in Australia.

The agreement anticipates the future assembly and manufacture of rocket motors, boosters and warheads for munitions within the Aerojet Rocketdyne portfolio. This portfolio covers the wide range of weapons within Australia’s sovereign Guided Weapons and Explosive Ordnance (GWEO) Enterprise.

“As part of a world-leading technology company, Aerojet Rocketdyne is pleased to embark on this project to bring rocket motor and warhead manufacturing to Australia,” said Ross Niebergall, President, Aerojet Rocketdyne. “Our company is uniquely positioned to provide the intellectual property for a wide range of propulsion systems used by the Commonwealth. Growing our capability in Australia will provide opportunities for Australian companies to contribute to the global supply chain for guided weapons.”

Speaking on the eve of the INDO PACIFIC 2023 international defence exhibition in Sydney, NIOA Group CEO Robert Nioa said, “As a 100% Australian-owned company, NIOA is excited to be entering this strategic agreement with Aerojet Rocketdyne to address critical munitions priorities for Australia.

“Ultimately we aim to create a multi-user rocket motor facility that will not only support our portfolio of offerings but will also have capacity and flexibility to support future strategic partners to meet the guided weapon demands as identified by the Australian Defence Force as well as adjacent industry sectors like space.

“This logical grouping of the main elements of the rocket motor, warhead and booster supply chains can deliver economies of scale that will maintain the production volumes needed to sustain critical skillsets. Forward deployed logistics and co-production initiatives in the Indo-Pacific region with Australia’s close allies are central to our model. This facility will also boost regional employment and will provide substantial opportunities for local companies to get involved in the supply chain.”

The Australian Government’s Defence Strategic Review released earlier this year emphasized the rapid establishment of a domestic GWEO manufacturing capability. 10 Nov 23. Saab Approved for 100% Ownership of Carl-Gustaf Manufacturing Facility in India. Saab has secured approval from Indian authorities for 100% Foreign Direct Investment (FDI) for manufacturing the shoulder launched Carl-Gustaf weapon system in India.

This is a milestone in Saab’s progress towards the establishment of a new manufacturing facility in India which will produce the latest generation of the Carl-Gustaf shoulder-launched weapon. Saab will be partnering with Indian sub-suppliers and the systems manufactured at the facility will fully meet the requirements of “Make in India”.

“It is a great honour to be trusted as a global defence company to receive approval for 100% foreign direct investment in India. This underlines our strong commitment to Make in India and our excellent collaboration with the Indian Defence Forces”, says Görgen Johansson, head of Saab’s business area Dynamics.

Saab’s Carl-Gustaf system has been in service with the Indian Army since 1976 and is established as the main shoulder launched weapon in the Indian Armed Forces.

10 Nov 23. Israel’s Arrow 3 missile defence system achieves first operational interception. Israeli air defence array soldiers deploy Arrow 3 interceptor to neutralise incoming threats in the Red Sea region.

The Arrow 3 Missile Defense System, a collaborative effort between the Israel Missile Defense Organisation (IMDO) and the United States Missile Defense Agency (MDA), showcased its capabilities by intercepting a target in the Red Sea region. On Thursday, November 9 2023, Israeli Air Defense Array soldiers executed the first-ever operational interception using the Arrow 3 Missile Defense System. This system, designed to intercept exo-atmospheric ballistic missiles with long-range capabilities, neutralised a target launched towards Israel in the Red Sea region.

This development is amid ongoing conflict with Hamas, whom the Israeli Army has intensified its operations against in northern Gaza in response to an attack on October 7. As civilians in the north of Gaza face worsening conditions, both Israel and Hamas blame each other for the inability to ensure their safety. Hamas maintains the capability to launch widespread rocket attacks into Israel.

The Arrow 3 system, operational since 2017, has demonstrated its capabilities in a real-world scenario. This follows closely on the heels of the Arrow 2 system’s recent active interception.

Israel and the US have co-developed an entire family of Arrow missile defence systems, encompassing the Arrow 1, Arrow 2 (Block-2, Block-3, Block-4, and Block-5), Arrow 3, and the Arrow 4 defence system, in addition to the David’s Sling missile defence system, according to GlobalData’s “Israel Defense Market 2023-2028” report.

Israel’s defence sector has experienced growth in its budget, reaching $23.6bn (NIS91.3bn) in 2023 with a CAGR of 5.2% since 2019. The missile and missile defence systems market is projected to be worth $7.5bn between 2023 and 2028, focusing on collaborations like the Arrow defence systems.

In August this year, the US State Department approved Israel’s sale of the Arrow 3 ballistic missile defence system to Germany, marking the largest defence deal for Jerusalem valued at $3.5bn.
